when the wet weather is expected to arrive in your neighborhood. >> plus, penalizing gas gouging, a new law to punish companies. the impact it could have on your wallet. >> also -- >> i was just praying for all the little kids who passed and all the adults who were trying to protect them. >> a horrific tragedy, three students and three adults are dead following a deadly shooting at a nashville school. revelations and what we're learning about the victims. this is "today in the bay." good tuesday morning to you. thank you for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. we have a lot to get to. we're going to start with a look at the forecast. meteorologist kari hall is tracking the new storm system headed our way. it's already here in the north bay. >> basically.

we are seeing rain coming down and also wind starting to kick up in some spots, and it's also moving into the east bay with some rain in oakland. we've seen the spotty showers in san francisco, but it's mainly the north bay right now that's getting the brunt of all of this widespread rain, as we get a closer look, we can see the activity there as it continues to move across parts of lake and sonoma counties, mendocino, napa county, toward marin county, with spotty rain. it has also picked up in oakland, as well as the berkeley area and heading up toward richmond, and it's also raining from concord all the way down to dublin on 680. we're starting to see the activity filling in@fcd]:u$ere. for the peninsula, it's been a lot more spotty and it's going to be off and on as you're driving up and down 280, but a look at the wider view of the storm system that has continued to get stronger as it moves closer to the bay area, also starting to pick up on some thunderstorms farther to the

north and that will be the possibility for us as well. i'm looping this 12 hours so we can see how the storm has developed and it's getting much more organized. it did look kind of disorganized earlier, just yesterday evening, but now we're starting to see it really taking shape and that's when we start to see those winds picking up. looking live in san rafael, it's a wet morning drive and we're going to continue to see more rain coming in for today, especially by late morning into the early afternoon hours, but then there will be some breaks. so we'll talk more about the impacts and what we're expecting coming up. mike, you're looking at the wet and windy drive. >> in the north bay, sometimes it takes a few seconds for us to get the right lighting. you see the drops on the lens and kari and i have been tracking that, as the rain has been pushing across into vallejo and the east bay as well. we're looking at wet roads. the green highlighting is back and that means extra caution as we'll have slicker conditions

continuing to build throughout the morning. right now it's coming down on the san mateo bridge and dumbarton, you're going to get the rain as well. things are very calm, including through from altamont pass. back to you. >> thanks, mike. the rain this morning means a lot of people will have to be on alert for possible downed trees and power outages. >> we've seen time and time again many of these communities have been left in the dark for hours, if not days. "today in the bay's" terry mcsweeney has a look at last-minute preparations. >> reporter: the calm before the storm, a perfect time for jennifer royer to take her dog cody for a walk. she's ready for anything, since in her 22 years in redwood city, she's never seen anything like this rainy season. since winter you've lost power -- >> three times. never happened before. >> a neighbor says it reminds

him of growing up in rural yugoslavia when they didn't have electricity. >> you cannot cook nothing, you cannot -- no lights, candles. >> reporter: in contra costa county, more and more residents are removing trees before they can come crashing down. this woman hired a crew to remove a redwood tree from her back yard. these pictures show you why. a branch fell into her fence. no one hurt, but way too close for comfort. >> not only because it's damaged, but also because if it were to fall on our house, it could severely damage our family, our home. >> reporter: in san francisco, where the last storm turned deadly when two people were hit by falling trees, there's still danger from falling trees and windows. the salesforce east tower is one of six high-rises in the city that had wind damage or failed windows from the last two storms. and after three barges broke loose last week and crashed into

the bridge near oracle park, the coast guard is calling on people to take precaution. this man has a boat nearby. >> i'm not going to spend my time there, no. >> tell me why. >> because it won't be pleasurable at all. >> reporter: the storm may not be as powerful as the recent ones, but because the ground is saturated and trees and infrastructure is compromised, they're asking everyone as much as possible to stay indoors and stay off the roads. terry mcsweeney, "today in the bay." a bill that would punish oil companies for making too much money off of california drivers now sits on governor governor gavin newsom's desk. state lawmakers approved the measure which the governor first called for last year. this is in the wake of skyrocketing gas prices. it calls for a new committee that would cap profits and penalize companies exceeding the cap.

following the vote, governor newsom praised state lawmakers while republicans called the bill, quote, a job killer. >> big day for consumers, a big day for mother nature, a big day for this country, not just this state. >> california families are demanding affordable gas prices, not more red tape. this bill, despite what the author says, does nothing to lower the price of gas. >> the oil industry argues the law will never work as planned, but once the governor signs it, it can go into effect in 90 days. many parts of it are not expected to be operational for some time. this morning a memorial is growing outside the private christian school in nashville where a shooter killed three children and three staff members. people are leaving flowers and teddy bears to pay their respects for the children and adults who died. the shooter is identified as a former student who carried out the attack with two rifles and a handgun. police have released evidence showing the moment it all began

and we do need to warn you, some viewers may find the clip disturbing. in the video, you can see the shooter, aubrey hale, breaking into the covenant school by shooting through the doors. you can see hale ducking through the shattered glass to get inside t. surveillance shows hale going through the halls, checking inside rooms. as "today in the bay's" jay gray reports, police are still trying to figure out the motive. >> we are under a mass casual alert. >> reporter: doors shattered by gunfire, the shooter crawling through the door frame, stalking the hallways of the school with what appears to be an assault-style rifle, then minutes later -- >> a school shooting, multiple victims down. >> reporter: three 9-year-olds and three staff members murdered as they were starting their day. >> it's disgusting, and, yeah, i have no words. i'm just trying to process it

all. >> reporter: investigators say the 28-year-old suspect killed by officers as they rushed into the building was a former student. >> they have some belief that there was some resentment for having to go to that school and that's why this incident occurred. >> reporter: nashville's police chief says audrey hale identifies as transgender, that information part of a manifesto uncovered by police who say the school was not on the only target. >> there was going to be shootings at multiple locations and the school was one of them. there was actually a map of the school, detailing surveillance entry points. >> reporter: now the stunned, scared grieving community searches for a map of how to move forward. >> i mean, there's not much you can do as a teenager, i mean, just someone so small in this world, but i can pray and i can bring flowers and i can extend a

herere we go! ♪ ♪ right now at 4:42, as you're heading out, we are under a microclimate weather alert. you want to make sure you're prepared for off and on rain and gusty winds. take a look at dublin. temperatures hold steady in the upper 40s and low 50s. it's going to be a chilly day. we'll get a look at when the winds pick up and when the heaviest rain will hit in the forecast coming up. a look at the bay bridge toll plaza, very calm and dry pavement right now. that's changing. we're watching the roadways. traffic is starting to build. we'll see if folks have shifted their timing or if they've completely waved off the drive coming up. good morning.

i'm silvana hanao from cnbc. wall street is set for a mixed open after the dow and s&p 500 rose for a third straight session, as concerns about the banking sector continue to ease, but tech shares coming under pressure with the nasdaq snapping a two-day win streak. a series of positive news helping toft investor sentiment, including first citizens buying part of silicon valley bank and reports of deposits out of small banks has slowed. data on home prices and consumer cofidence will come out today. meta platform plans to lower bonus payouts for some employees. rerts the companyill also conduct performance reviews twice a year. employees who get a rating of met most expectations in their percentage of bonuses and stock awards through early next year. meta typilly pushes employees out after rating th as low

right now we are under a microclimate weather alert, tracking a new storm moving into the bay area. we've been seeing a lot of bomb cyclones. that is a storm that intensifies rapidly over the course of 24 hours, and so far we've seen the strengthening, how you measure this area of low pressure, come down by about 17 millibars, to classify it as a bomb cyclone it could be 24 millibars within 24 hours.

so we are seeing it on track here, and also the gusty winds and heavy rain really picking up, and watching the storm track and whether it taps into the tropical moisture and whether that enhances the rainfall. does it make it an atmospheric river. we're looking at stormranger, we've got it powered up on san bruno mountain. it's going to give us the best view of both the north bay, the south bay, all around the bay area, as the storm moves in. and right now it's mainly the north bay that's getting the more widespread rain, but we're also seeing some pockets of some heavier downpours, not only for solano county, but moving into contra costa county as well. so a closer look at the north bnow for the upper elevations, with spotty activity the farther south you go. we've seen the wave of rain moving around the mount diablo

area. elsewhere, we are seeing lighter showers moving through for the peninsula, widening out the view so you can see how this storm continues to evolve and strengthen, even though the lows are going to stay off the coast of the bay area, it's also going to have a pretty big impact. last week we had the same kind of storm, but it dropped right over us, and that's the reason why it brought down a lot more trees. so here is where we rank our year, how this basically stacks up to our previous years. san francisco rainfall so far measuring over 30 inches, and the last time we had this much rain was 2005. so right now it's ranking at about the 12th wettest season ever and the number one season was in 1983 where we had 43 inches of rainfall. these records have been kept for 174 years. so looking at how many rain days we've had, this year versus last

year, we had 38 rain days so far, we've had 60. so the bay area cities, many have exceeded their seasonal averages of rainfall for early march, and from october to march that's when we measure our rain days. we've had, once again, 32 days. so looking at what to expect today, we're going to continue to see rain coming in, becoming more widespread through late morning into the early afternoon, and then starting to taper off from north to south. so the south bay will see the rain a lot later and then some spotty activity continuing into tomorrow. that's also when we could see some thunderstorms. but in all, we're looking at anywhere from about 1 to 2 inches of rainfall, but there will be pockets farther to the north as well as our coastal areas over the santa cruz mountains that could see a lot more. once this system gets out of here, a little bit of a break. but there still will be more active weather going into the weekend, as well as early next

week. we're just not seeing anything as strong as what we're seeing right now. but still that possibility of more sierra snow continues and wecould see maybe 2 to 3 more feet of snow over the next several days. so looking at our seven-day forecast, the breaks will be very few and far between. we'll see more activity coming in for the weekend. mike, you're seeing the camera get moved around in oakland. >> there you go. the camera is getting pushed around. this is a rooftop camera across from the coliseum, so the wind might catch it as the storm blows through and we have, of course, wet pavement. you're going to have the impact of the rain in the north bay, coming through the east bay, along the peninsula. moving south toward the contra costa county area and south of the dublin interchange as well. northbound we still have the crew, they should be clear. and then, of course, the

continuing issue, 580, shifted to the left as you travel toward tracy. south bay and peninsula look great. back to you. >> thanks, mike. a major breakthrough in the hit and run sunday night that killed a los gatos woman, her dog, and injured her 11-year-old daughter. san jose police say they found the car and they have arrest today driver who ran a red light and then the scene. as "today in the bay's" thom jensen reports, we're learning more about the victim beloved by her community and family. >> reporter: more flowers at the scene of the deadly hit and run on blossom hill road. the memorial for 45-year-old limin cao, being remembered as a hard-working mother of two and a caring neighbor who helped others after recent storm damage. she was killed, along with her family's dog, in this crosswalk at about 7:00 sunday night. the driver never stopped. >> the pedestrians who are walking in the crosswalk had the legal right-of-way. they were doing exactly the right thing. the driver was going against a

solid red light and caused the accident and the fatality of the adult. >> reporter: a woman who performed cpr told nbc bay area she was able to tell the victim before she passed that her 11-year-old daughter who was wearing a bike helmet was okay. neighbors said fast driving is a chronic problem on this part of the road. >> it's horrible. we walk here all the time with our dogs and i know about three weeks ago there was a major accident down the street here. people speed up and down this road all the time. >> the vehicle that was utilized in this hit and run was located just outside of san jose borders, has been recovered. >> reporter: san jose pd announcing they had also arrested the driver, saying it was a tip from a viewer and a license plate reader that led to the car and eventually to their suspect. thom jensen, "today in the bay." 4:54 right now, leveling the playing field. coming up next on "today in the bay," an inspiring program from
