we'll have a live report on president biden's response to america's latest mass shooting. this is "today in the bay." and a very good tuesday morning to you. 5:00 right now. i'm laura garcia. >> and i'm marcus washington. first, we want to get you to the latest on this storm that's taking aim at the bay area. damon is live along the peninsula where residents are bracing for more rain and strong winds. mike inouye is monitoring the roads. first, let's get to meteorologist kari hall. kari, you've been timing out the storm. where is it now? >> mostly the north bay right now. that's where we're going to see more widespread rain in the next couple of hours. but we've also seen spotty activity moving through san francisco and now into the east bay as we continue to track some of that rain moving into the delta. as we get a closer look at the north bay, we are seeing light to moderate rain, just enough to

wet the roads as you're getting ready to head out the door. we're seeing the scattered activity continue as it moves down to santa rosa, petaluma and fairfax as well. moving over toward the east bay, cord, san ramon, starting to see it easing up. we're going to be seeing this coming in waves. now the rain is picking up in antioch and moving toward brentwood and will soon be in discovery bay. for thepeninsula, it is still mostly dry with lighter shrs on the coast and we are still also waiting on rain in san jose. but the center of the storm is still well to the north of us and we have to work through a lot of this storm throughout today, as we are going to see waves of rain and also gusty winds picking up as we go into the next few hours. we'll have the potentialf thunderstorms and the winds may gust to 40 to 50 miles per hour, especially near the coastline. so we'll talk more about all of these impacts coming up. mike, you're looking at the

san mateo bridge. seems pretty dry so far. >> it does. and the volume just started to pick up a little bit. it looks crowded, but if you watch, you notice the high-rise is where you notice the separation. so things are moving smoothly, flat section onto the high-rise, westbound commute. still dry, calm. the high-rise itself might get a little more wind but no problems reported. on either side of the bay, the east bay and peninsula, you have the green highlighting north of the san mateo bridge. the rain is having an impact on the pavement. south bay, no problems. tri-valley, it's creeping over, toward contra costa county, as well as alameda county. highway 4, highway 37, and the possibility of more flooding, we're watching. no reports so far. >> thank you, mike. our coverage continues with "today in the bay's" damon trujillo, live on the peninsula this morning. >> you're in a neighborhood just as worried about the rain as the

potential strong winds. >> reporter: yeah, they'vead too many accidents when it comes to fallen trees by these strong winds. in fact, what neighborhood can't say that? it seems like it's happening everywhere. no wind right now, it kind of comes and goes. i'm looking at this oak tree behind me and sometimes it starts moving a little bit. but it's rather calm right now, waiting for the strong winds to arrive. we get another winter storm in the spring. pg&e issued a warning yesterday alerting people to be prepared for more bad news during this storm that's about to hit, the weary and unstable trees -- be weary of unstable trees and downed power lines. they created havoc all across the bay area since new ye's day and in contra costa county, more and more residents are n taking chances. they're removing their trees before they come crashing down. all the torrential rains for the last three months have saturated

the ground so much that the fear is more of the same expected for the next couple of days. so pg&e crews are back in the bay area from across the state and the region, knowing the wind and rain can spell trouble for many. >> this is the 15th storm since the start of the year. in that time, we have removed about 13,000 trees that have damaged equipment, we've replaced more than 900 miles of line, and we've also replaced about 5,000 poles. so that gives you a sense of the extreme damage that we've seen. >> reporter: so pg&e is prepared, they're getting prepared, they're asking people, also, to be prepared and make sure you are aware of your surroundings. don't want any other accidents, especially those deadly accidents that are happening far too often all across the bay area. for now, we're live along the peninsula, i'm damon trujillo, "today in the bay." >> thanks for the latest.

shooting tragedy. women and teachers killed at a christian school in nashville. >> six people, three of them just 9 years old, are dead, along with the shooter. last night heartbroken mourners were gathering at a nearby church. this was one of several vigils taking place around the city. in this case, some of those mourners, also family members of the children who attended that same school. >> "today in the bay's" brie jackson is live in washington. brie, president biden is, again, calling for action. >> reporter: that's right. good morning, marcus, laura. well, president biden has ordered flags at half-staff until sunset on friday in honor of the victims killed and he is, again, urging congress to take action when it comes to gun legislation. the covenant school is a small campus for kids from preschool to sixth grade and they were starting their last week before easter break there. this morning, six families are now planning funerals. the story does contain video showing the shooter entering the

school, walking through the school. i do want to warn you that it may be really graphic. the images may be disturbing for some. another community now victim of another mass shooting in the u.s. >> it's heartbreaking, a family's worst nightmare, and i want to commend the police who responded incredibly swiftly, within minutes. >> reporter: three 9-year-old children and three adults died after authorities say a former student opened fire inside this private elementary school in nashville, tennessee. police say it was a targeted attack involving multiple guns, including two assault-style weapons. >> i call on congress, again, to pass my assault weapons ban. >> reporter: lawmakers have repeatedly failed to meet the president's demands. >> what is a solution?

because i think we've gotten the country's and the world's attention. now we have to deliver. >> many states across the country, when a bad guy is trying to go buy a gun, we don't have stringent enough background checks. >> reporter: police say at least two weapons were obtained legally. the gop congressman representing the district appeared noncommittal when asked about legislative changes. >> at a time like this, i just would urge everybody to pray for the families and those affected. >> do you think there's anything you can do in congress to prevent something like this from happening again? >> that's all i've got for now. thank you. >> reporter: one woman voiced her frustration with inaction. >> we all have to make our lawmakers make change now. this is going to keep happening and it's going to be your kid and your kid and your kid next. >> reporter: this marks the third major school shooting this year. and president biden spoke with the mayor of nashville last night about the shooting. >> it's just so sad. another community has to go through this, yet again.

>> thank y f the latest. and ler th morning, the "today" show continues our coverage live from nashville, including an interview with the mayor there on how the community is responding to the ragedy. it is 5:09. taking a live look at the bay bridge toll plaza and san mateo bridge this morning. clear when it comes to traffic. it won't be clear by this afternoon. kari has a look at the big storm that the bay area has been bracing for. >> yeah, and for early risers like us, you're kind of ahead of us for much of the bay area. but we are already starting to see the waves of rain hitting the north bay and a little bit heading out ahead of that for parts of contra costa county. as we get a closer look, we can see the showers that do continue for the north bay. so far the winds haven't yet picked up, but we are seeing a wave of heavy rain moving through antioch, approaching byron. if you are about to head out the

door, if you can wait 10 or 15 minutes, you may be able to get lighter rain or a break from the activity. we're seeing waves coming in, still the center of the storm is well off the coast and it's going to stay off the coast, diving to the south, but we'll get the moisture drawn in that will bring us the potential of high winds, as well as off and on rain, mostly throughout the morning, then tapering off to scattered activity as we go throughout today. also potential of thunderstorms will continue today, as the storm comes in, what to expect with peak winds gusting upto 60 miles per hour, mainly near the coastline and in the hills. and then we could also see more downed trees and also power outages, be prepared for that for today. thunderstorms will be possible and we could see more snow on our bay area hills. this is going to be another cold storm diving in, even as we're now in our last week of march. so we're going to talk more about this. mike, so far, it seems like the commute is pretty smooth. >> you showed us the golden gate

before the rain really gets going. in walnut creek it's 53 degrees and temperatures hold steady. it's going to be chilly. we'll start to see the rain really starting to come down around 8:00 to 9:00. we're timing out all the microclimates, taking a look at stormranger and what you can expect coming up in a few minutes. a light, easy drive in the south bay, for the volume and the conditions. things are still dry down here. we're watching as the storm comes in. kari is tracking it on the radar. so far, we have no surprises for this tuesday. we'll watch for the changes. good morning and happy tuesday to you. disney telling employees they'll learn this week if they're going to be part of some pretty big layoffs. the senate banking committee will hold hearings into what went wrong at silicon valley bank. fed chair michael barr, or vice-chair, will tell congress it's a textbookcase of mismanagement. now, barr is the person in charge of keeping a lookout for

mismanagement and he routinely testifies before the senate banking committee to tell them the fed is looking out for trouble. here is barr doing that in the fall of last year. >> we're worried about making sure that financial institutions are thinking about potential risks if the economy softens, so particularly as others have said, in commercial real estate, residential housing, which are the sectors most often that are leading indicators for risk in that area. >> other news, john zimmer, the founder and president of lyft, will step down, along with his co-founder, the ceo. so a new generation of management can take over and see if they can boost business. >> twitter's ceo, elon musk, says you'll have to pay if you want to vote in a twitter poll. musk claims the age of ai means it's too easy for ai to create twitter bots and, conveniently,

musical guest. your time is coming. >> i told them you were busy because we had a lot going on. >> and they said, who? >> i let them know who mike inouye is. it's been a lot going on here. we've got another strong storm coming in, and it's moving a little bit closer. let's talk about this, because you've probably heard a lot, bomb cyclone, no, we're not making the term up. it's an actual meteorological term to describe a storm that intensifies rapidly over the course of a short period of time. now, so far, we've seen this storm -- how we measure, it's really intensified to about 17 millibars, meaning the pressure is dropping even more. we're getting it get more organized. and we've also seen the winds increasing within this, as well

as some thunderstorms developing. then we also have the tap into the deep subtropical moisture coming all the way across the pacific, so the storm track is enhancing the amount of rainfall as that moves into the bay area. so we're seeing widespread rain for the north bay, and that's where we've seeit really starting to pick up th more widespread steady rain, as well as some of the more gusty wind. stormranger showing pretty much all of the north bay getting rain right now. if it's not coming down pretty hard, it's at least some light showers and enough to impact you heading out the door this morning. but we've also seen a wave of rain moving through parts of the east bay, contra costa county seeing a wave of rain. but it is going to be letting up soon as this initial wave of rain starts to push off toward the east. we're seeing slightly dryer air behind that. 're going to be in and out of the rain as the center of the storm system stays off the the moisture being wn in for the bay area for today.

another wave of rain, but it really starts to pick up by late morning, as well as early afternoon. for the north bay we're seeing some of the more widespread rain. at 10:00 to 11:00, it's pushing through the peninsula and into the east bay, and evenly making it into the south bay, but clearing by later on this evening. behind that, we'll see the individual cells, these waves of rain coming in that could possibly produce thunderstorms. we are expecting this all to clear out on thursday. there will be a brief break, but there's still some scattered showers in the forecast, fray, saturday, sunday, even into early next week, but we're t seeing any more intense storms like we're going to see for today. so be prepared for the possibility of power outages, downed trees, and more heavy rain that could briefly cause some street flooding, and then temperatures only reaching into the mid-50s. chilly temperatures, and then as we go into the weekend some off and on showers, but it definitely won't be a total

good morning. here is a basic gripe. people whose power was out for days or weeks are logging into their pg&e accounts and seeing a chart that shows a bill r normse every day. we've heard from several people, including larry in los gatos. >> they charged us the full amount in january when we had 17 days of no power. >> what's going on? we asked pg&e. it told us when its billing system doesn't get any meter data for a particular day like during a malfunction or power outage, it reverts to a historical estimate of electricity used for that day. if the power is out when your billing cycle is up, it might include charges for historical power use that you didn't actually use. pg&e told us it will reconcile that the next month when it gets a real meter reading. larry says his recent bill was

meteorogist ka hall is timin out for your neighbor. this is "today in the bay." and a good morning to you on this tuesday. i'm marcus washington. >> and i'm laura garcia. i'm anxious to get to talking about this storm as well. we probably don't want to see another storm, but here we are. kari, though, is leading our coverage this morning. we've got kris sanchez in the north bay, where the rain is already coming down. mike inouye is monitoring those all-important road conditions out there. >> first, meteorologist kari hall has a look at the forecast. >> we're starting out with rain mostly in the north bay, but it's starting out much lighter with some breezy winds. but we are expecting the heavier waves of rain to come in later this morning and we're also seeing the winds just starting to pick up. as we track it with stormranger, we can see the widespread rain across the north bay, but once again it is not yet that intense

and we are going to see the heavier waves of rain coming in. where you're seeing the yellows and reds, a wave of some heavy downpours moving into san francisco, as well as in parts of marin county around the sausalito area, and then also for the coastline right around half moon bay, starting to see that heavy rain picking up. when we get that, along the gusty winds, we could start to see the impacts. the center of the storm, the strongest part is swirling off the coast and will stay off the coast. it has intensified rapidly to where we can classify the storm as a bomb cyclone, one where the area of low pressure starts to deepen and drop very quickly, and that makes the storm more organized, stronger with heavier down pours as well as gusty winds. we'll be tracking this throughout the day and we'll track for the potential of thunderstorms today, as well as

tomorrow. mike has been watching the rain on the lens in san rafael. >> i had time to watch the raindrops fall on the lens. light volume of traffic. i think sometimes when people hear kari's forecast, they know we've got to listen very carefully and know that it's going to be rainy and the conditions will be tougher for the drive in. right about there is where the activity moves across. kari talked about it intensifying down the peninsula. in the east bay things are calm out of the altamont, but you see contra costa county, a lot of wet roadways. highway 4, 680, watching that area with no surprises. peninsula and south bay, kari showed the rain coming in through half moon bay. we'll see those green highlighting in that section coming up next. >> thank you very much. the storm is hitting the north bay first and then moving south. neighborhoods there are already feeling the impacts. >> "today in the bay's" kris sanchez is live in the north bay. kris, how are the conditions there where you are?

>> reporter: the rain has just started falling and it's a pretty light rain at this point. we know it's going to get heavier, we know the winds are going to pick up, and we also know that there is an area of particular concern in santa rosa, and that is a neighborhood that is on cooper drive because there are already six homes that are red tagged because they are threatened by a sliding hillside. for the last week, city leaders have been monitoring the sliding and they've been removing some of the soil there. at this point, again, six homes are not liveable. coastal communities are going to get the worst of this stormy weather, especially at higher elevations. that includes the santa cruz mountains that face the west where the wind will be coming from, and the highest spots in oakland and the berkeley hills, and the marin headlands will be gusty. the rain will pick up in time for the drive home tonight. you may not get a break if you are working out of the house. the national weather service briefed all emergency leaders, including santa rosa's fire

chief marshal. >> warnings, especially with the wind advisory in effect, survey the trees and make sure nothing is looking like it's damaged or has the potential to come down. don't hesitate to reach out to an arborist or professional that can evaluate the tree. the last thing we want to see is it to come down, cause damage, or potentially worse. >> reporter: we know arborists are in short supply and booked pretty much solid. the marshal also advises that if you took patio furniture out during this weekend's nice weather, make sure it is secure so it doesn't blow into power lines. pg&e is als warning that the highds and saturated ground could lead to more people in the dark, as we've seen the outages can stretch days. so it's time to restock your emergency kit while you can. you should have about 72 hours worth of food and water for each member of your family, including

your pets. make sure you have battery-powered radio and that your phones are charged so that you can get emergency information, even if there's no power. a flashlight and extra batteries will be handy in the dark, and of course you should have a basic first aid kit. now, if you want to go next level, put some cash and change in your emergency kit so that in case your local market or gas station don't have power, they don't have to make change. put copies of your family documents, including your insurance paperwork in there, and include -- make sure you know where your sleeping bag and extra blankets are because we know it is expected to be cold. of course, matches and perhaps a fire extinguisher, put it in the kit or at least make sure you know where it is. we're going to be roaming around sonoma county this morning and show you what we see. in petaluma, kris sanchez, "today in the bay." >> thank you very much. we're monitoring the pg&e

page. this is a look at the current outage map. there is an outage in san jose impacting about 500 customers right now. it's unknown if that is related to the weather. we'll be tracking the storm throughout the day both on air and online. for all things storm related, head to nbcbayarea.com, you'll also have access to our live radar to track when the rain will arrive in your neighborhood. there's breaking news this morning coming out of mexico, where at least 39 people are dead. this is after a fire at a migrant detention center. it happened late last night in the city of juarez near the neks border across from el paso. authorities say the victims are all migrants from central and south america and that the fire was sparked during some kind of rally or demonstration inside a dorm at the facility. at least two dozen more people are injured. we turn now to the heartbreaking developments in tennessee and thç■z latest mass shooting tragedy where a shooter killed three children and three other adults at a christian school in nashville.

>> the gunman also dead, and a warning, we're about to show you images that may be disturbing showing the moment she gained access to the school. the new surveillance video shows her shooting out a glass door just before this incident here. she crawled inside and you can see she's walking the hallways with what appears to be an assault-style rifle. authorities say that she plotted her rampage in a manifesto, we'll expect to hear more about today. the investigators say the school was not her only target. here is nashville's police chief talking about that piece of evidence. >> we've turned it over to the fbi. we've looked over it as well. it indicates that there was going to be shootings at multiple locations and the school was one of them. there was actually a map of the school detailing surveillance entry points and how this was going to be carried out on this day.

>> authorities say at least two of the weapons used in the attack were obtained legally. 5:38 right now. a bill that would punish oil companies for making too much money off of california drivers now sits on governor gavin newsom's desk to be signed as soon as today. state lawmakers yesterday approving the measure, which the governor first called for last year in the wake of skyrocketing gas prices. it calls for a new committee that would cap profits and penalize companies exceeding the cap. following the vote, newsom praised state lawmakers, while republicans called the bill a job killer. >> big day for consumers, a big day for mother nature, a big day for this country, not just this state. >> california families are demanding affordable gas prices, not more red tape. this bill, despite what the author lower the price of gas.

>> the oil industry argues the law will neverork as planned, but once the governor signs it, it can go into effect in 90 days. many parts of it are not expected to be opernal for some time. it's 5:39 on your tuesday morning. look at that camera■# already. seeing some of the moisture on it. this is a live look in san rafael this morning. we're seeing the storm move in through the bay area. kari has been tracking it all. it's going to move north to south? the north bay isgettin the . st rain right now. the rest of the bay area for the most part is still waiting, except for san francisco, where we've seen t rain off and on and it's starting to make its way into the coastline as well with pockets of heavy rain and gusty winds. and while we're getting the rain, the sierra is getting the snow. we're already starting to see it changing to snow as it moves up in elevation, as well as in parts of northern california, where we've seen a lot of snow there as well. so as we take a look at our sierra snowpack, right now our statewide average is more than

double its normal amount, and if we don't get another snowflake this season, we're still going to make it into the end of the season well above what's normal, heading into the summer as well, some of the snow will remain. we're looking at another 2 to 3, possibly even 4 feet of snow over nextweek, so a very active storm pattern does continue. we'll talk abou when the winds pick up, as well as how much rain to expect coming up. mike says so far the drive is pretty calm. >> this is about the time when things will start to change. metering lights should be turned on and activated any second. we don't see a big volume of traffic coming through the area or on th speed sensors. highway 37 shows a little bit of slowing and wet roadways. highway 4 has also been seeing rain through the area. wet roadways, as well as winds picking up. we're watching for more commuters, as well as more activity as far as the weather goes. so that's not a great

series. for thet three mondays, the warriors have been hosting girls from the oakland organization at their training facility. the girls would have the opportunity to work with coaches from the warriors, visit the locker room, even. the girls also got new shoes and hats for their participation. but it is more than just basketball. the group hosted a panel to discuss how women can get involved in basketball careers, both on and off the court. members of the warriors staff and participants in the program say that this is something that they are so grateful for. >> it's inspiring to be able to do so, and hopefully for the girls, things they'll never forget. >> we would never get this experience and we see how they live, and i think it's a fun experience for kids who have never had it. >> the series is one of more than eight programs the warr

[ laughter ] let's talk about this weather. >> we're going to have another strong storm coming in, and we're watching out for the impacts of more downed trees, more power outages, as this storm continues to move in. you've probably heard us refer to it as a bomb cyclone and think of the bomb part of it as something that's dropping rapidly. that's the pressure and how the storm is intensifying, even as it is continuing to move closer.

we've seen it drop 17 millibars in 24 hours, and the rapid strengthening of the storm increases the winds and also makes it have a bigger impact for us. even though the center of the storm is expected to stay off the coast, we're still looking at the storm track and the draw of the subtropical moisture, increasing the amount of rainfall. we're just now starting to see the rain getting going, mostly over the north bay. other areas still waiting on it, especially the south bay. but we've seen a couple of waves of rain moving through contra costa county. and we will see more of this rain filling in on stormranger as well as the radar across the state, even some thunderstorms as we're getting lightning strikes farther to the north. now, over the past 12 hours we can kind of see the organization of this area of low pressure as it continues to take more shape. once again, it has continued to strengthen as it moves closer, but unlike last tuesday's storm, it's not going to move directly over us. the center of the storm is going to stay off the coast.

so here is where we rank this year with how much rain we've had, and where it ranks in terms of how many inches of rainfall we've measured. so in san francisco we've gotten over 30 inches of rainfall, and the last time we had this much rain was 2005. so as of right now, it's ranking 12th as the wettest season ever and the number one season was in 1983, where over 43 inches of rainfall fell. now, those records date back to 1849, so we have 174 years of accurate records being kept. as far as rain days, we've had a lot of them, and just last year we had 48 rainfall days. this year so far we've had 60 rain days, and we've already exceeded our seasonal averages as far as how much rain we measure by this time in march. we're going to see a lot more of that today as it really starts to fill in by 9:00 to 10:00 in the north bay. we've seen the more widespread and also pockets of heavier rain

moving through by late morning. so expect those late-morning hours to be the brunt of the storm with high winds and heavy rain. then it tapers off later tonight but still some off and on showers continue through tomorrow and that's where we could see thunderstorms popping, as well as some snow on lower elevations. so we're going through the end of march with cold temperatures, so how does early april shape up? it still looks like we're going to be in a cold weather pattern. the cold air continues along with more storms coming in and we're not seeing a shift in this weather pattern, so it does lo like our active weather does continue for quite a while. so no spring in sight. we continue with winter with our temperatures in the mid-50s. once again, the highest chance of thunderstorms with small hail and more gusty winds, with additional rainfall, will be tomorrow. ultimately we could see more trees ming down. there will be a brief break between thursday and early friday but this weekend is not going to be a washout.

we will see off and on showers and temperatures staying chilly, at least for the next several days. mike, you're seeing changes at the bay bridge toll plaza? >> yeah, but it's not the rain, it's the cars on the road. the metering lights have been activated and they're showing the appropriate buildup, a pretty typical tuesday pattern. we are seeing more traffic arriving here at richmond, heading toward san rafael, but there's damp pavement that's appeared over the last 20 minutes. so a smooth drive so far. the green highlighting shows where the rain has had an impact. more coming in in the north bay, now creeping through half moon bay. let's show you this over here. the road wet index, the rain is coming across the san mateo bridge, which still moves slowly, we'll watch 92 as well. along the coast, highway 1, no new closures or 84, but still existing issues.

and for highway 9 coming through ben lomond. northbound 101, a little more focused slowing. no incidents, but there's a lot slower speeds than we typically see. we do have an issue here with the off ramp impacted, but it's still open. happening now, san francisco hospitality leaders plan to gather today to talk more about how to move forward from the pandemic. it will outline methods policymakers can make to possibly attract more visitors. san francisco has been slow to return to pre-pandemic levels, however hotels anticipate increased demand this summer and plan to fill more than 1,200 open jobs. the news conference is expected to begin at 11:00 this morning. kari was just talking about the latest storm slowly making its way into the bay area this morning. dry for now in palo alto, but that's going to change. ahead at 6:00, we'll take you live to a neighborhood bracing for the chance of falling trees. >> and a quick reminder, you can
