away from us, and we are going to start to see conditions improving here, but unfortunately we won't see spring-like temperatures to go with that. even the storm that brought all of that stormy weather is now weakening, but it's also still producing rain as well as snow for the upper elevations across southern california and for us we are going to see our sky gradually clearing for today. we will talk about what is ahead for the weekend coming up. mike, we are seeing the folks lining up at the bridge. >> yeah, lining up just like in jr. high school, waiting for the bus, and they are waiting for the lights to let them through. kari talks about things changing, and towards richmond the speed sensor shows building up there, and no major issues throughout that area. we are looking towards the altamont pass with a easy drive

out of the area. 101 coming up into the area off 680 and clearing by the time you get to oakland road. back to you. >> thanks, mike. breaking news out of kentucky this morning where two military helicopters crashed overnight at the army base at fort campbell. there are few details on casualties, but the governor said several people are feared to have died. the military says it happened during a routine training mission, and so far the cause not known. >> back here in the bay area, shocking allegations rocking san josé's police officers' union. a union executive now in custody accused of running a drug-dealing operation from within union offices. kris sanchez is live outside the police union headquarters this morning. what are investigators saying about this one, kris? >> reporter: you know, laura, they say this is the executive director of the police officers' union, the poa, as they call it.

the charges date back years. in one case, one person died from the drugs that she allegedly trafficked. this is 64-year-old joanne segovia who has been the union director for the last 20 years. federal investigators say she used her office and the union email to traffic fentanyl out of the state for the last eight years. federal prosecutors say joanne segovia had 61 drug shipments mailed to her home from hong kong, hungry, india and singapore. they say she used her office here at the poa and the union's ups account to district those substances. a retired police auditor says the poa needs to be transparent on the issue and fast before people wonder why this could happen for so long without anybody noticing. >> if the allegations are true, this woman was conducting some

of her business right there at the sg poa's office. in fact, if it's true, she utilized one of the accounts, she utilized an email address for herself with sjpoa.com. there's a problem here. collateral damage, embarrassment, but there's a little more. i think sjpoa needs to respond to the community and answer some questions. >> we have been asking some questions and so far the poa issued a statement that reads the poa fully cooperated with the authorities as they continue their investigation. no other individual at the poa is involved or had prior knowledge of the alleged acts. the poa immediately places civilian employee on leaves as is standard procedure, and cut off all access to the poa. the board of directors is

saddened and pledge to provide full support for the authorities. the charges could carry a maximum of 20 years in prison, however in that federal complaint there is one case in which the drugs were shipped to alabama and resulted in an overdose death. we are asking questions about that this morning and will tell you what we know in our midday news at 11:00. kris sanchez for "today in the bay." >> shocking allegations there. we will continue to follow them. thanks for the latest, kris. new overnight, san josé police are at the scene where a woman was arrested for throwing objects at responding officers and using a liquid irritant. the police first responded to that unit near lexington drive and payne avenue. the police officers used flashbang devices to enter the home and they told our

photographer at the scene she would be taken to the hospital first. suspects are tied to more than a dozen violent robberies since january, and many of the crimes happened in east oakland often targeting people walking alone at night. investigators managed to tie four suspects to the crimes, all of whom are under arrest. >> these four individuals were terrorizing innocent victims in our city by pistol whipping them and robbing them of personal items. >> police say they recovered some of the items stolen in the robberies. and then an important deadline for california medical recipients. millions of californians could lose their benefits without taking action. we should note your coverage will not immediately cease but over the next year the department of public social services will reassess each case

to determine ongoing eligibility. it's not just the adults at risk of losing benefits. >> there are a lot of kids who have coverage from their parents medical coverage, so they will be affected like their parents will and therefore their treatment could be disrupted. >> if you were enrolled in medical expect to receive a renewal letter as soon as saturday in your email. taking a live look outside, overlooking san francisco, we had another storm move through the bay area and the good news is that it's moving out, but it seems to be leaving cold temperatures out there. kari hall has been following the forecast for us all week, and it has been a busy one. >> it has been a busy one. we are seeing things quieting down as we take a live look outside in san josé. it's only 45 degrees, and it's a cool start to the morning, and

temperatures will hold steady here. at least we don't have to worry about more additional rainfall coming down. we will see the sun peeking out from behind the clouds, and the temperature reaching 57 in dublin and livermore, and oakland and napa at 57. more temperatures like this in the next few days, but looks like the dry weather holds on a little longer. we will talk about that coming up in a few minutes. mike as a look at slightly lower gas prices? >> yeah, three of the best prices in the state are in dublin. 3 of the top 5. $3.85 in dublin, we have san that a pablo, and for marin, it's 4.11. that's over in mill valley. these best prices are reported from gas buddy, from all of you, so thank you.

a smooth drive for most of the bay. slowing for 880 south from the crash from industrial blocking one of the middle lanes. this is not as bad as i thought it would be. we will continue to follow that. 92 is getting over towards the san mateo bridge. look at the volume increase in the last few minutes. a smooth drive there. westbound, the bay bridge backup, but not as bad as we sometimes see approaching 6:10. >> thank you, mike. a new viral video clip leaves some people asking what they were thinking. have you seen this yet? it shows dozens of people swimming with a group of dolphins in hawaii. the problem is, this is illegal. coming up here on "today in the bay," the serious consequences they may be facing. to be honest, i have a little doom and gloom in my report. a lot more layoffs. we will take you out to the

here, but, okay. this video shows three dozen people swimming with a pod of dolphins in the waters off of the big island in hawaii. authorities caught it on camera while they were out on their routine patrols on sunday. the problem is swimming with dolphins like this in hawaii is illegal. the swimmers accused of corralling and harassing the dolphin pod. when they got onshore enforcement officers were there to greet them. they are now investigating. the swimmers could face up to a year in jail and $20,000 fine by way of the marine mammal protection account. cup noodles cornered the lunch and dinner market for those looking to dine on a dime. >> and now they are looking at breakfast. there's a new cup noodles

>> no, ha. our drought monitor, and much of central california no longer considered to be in a drought. there's still exceptional drought off towards the east, but let's get a look at california, a closer look. there's moderate drought around sacramento and areas further to the north. with this morning's update, we will shift that area of yellow a little further off towards the east even more, so now we are seeing less of the north bay in abnormally dry conditions, which is not technically a drought, but we are seeing major improvements elsewhere across the state in terms of how much drought we have gotten. it doesn't even factor in how much rain we got from the storms a couple days ago. it all wrapped up late last

night into early this morning, leaving about an inch across much of the bay area. hayward measuring an inch of rain. a little less in san josé compared to napa, where we had 1.3. san rafael, over 2 inches of rainfall. santa rosa getting over an inch and a half. once again that storm system is winding down and moving away from us, and that storm continues to weaken into southern california, and lightning strikes around the l.a. area. leave the umbrellas as home. as you are getting the kids ready for school this morning, definitely coat weather. we have had a lot of chilly days and temperatures starting out in the mid-40s in sunnyvale going into today, reaching only into the upper 50s. mostly sunny day but highs reaching in the upper 50s for many of the microclimates. the cool weather extends into the weekend as well. there will be additional storm systems across the region before

the bay area, and a lot of the rain dissipates before we get here. for most of us, it will remain mostly dry as we are seeing a change overall in the weather pattern in terms of storm systems, but our temperatures still much cooler than what is normal for the end of march into end of april. jacket weather, sweater weather, all that continues into next week. mike, you have a crash on an important interchange in the south bay? >> yeah, 101 is moving smoothly. we know more traffic comes in from morgan hill. down here, 101 and 85. that's where i thought the crash was, 101 and 85. however, an update shows this one over here, 101 and 85 in mountain view. 85 transitioning on to north 101, there's a crash there maybe blocking one lane. we see a bit of slowing as we come up towards the interchange. the interchange itself sounds like it's clear, it's just

6:23 for you right now. a breaking news update out of kentucky where two military helicopters crashed overnight. we now know nine service members were killed in that crash according to the "washington post." the collision happened at a u.s. army base at fort campbell. the military said it happened during a routine training mission but so far no known cause of that crash. the debate over reparations for african americans continues today in sacramento. a committee first gathered

including the giants. let's get over to meteorologist, kari hall. what can we expect from the weather today, a home run? >> yeah, looks so much better than what we have had recently. i wouldn't say hitting it out of the park, but we are doing better now that we see the storm system moving out of the bay area. it's pushing further to the south and we can see it moving into southern california. that storm continues to weaken, and still scattered showers and rain in those areas. for us, we are starting off cold. temperatures in the mid-40s right now as we head into today. we are going to see the sky gradually clearing and reaching only in the upper 50s for much of the bay area including san josé. we will talk about what is ahead for the weekend and that a's forecast coming up in a few minutes. >> thank you, kari. we are following breaking news

in a deadly shooting on 880. it happened at 10:30 last night at the park boulevard exit close to lake merritt. there's no information on the victims' identity, but it's believed their car crashed shortly after the gunfire. we're told all lanes of 580 are back open. overnight an american "wall street journal" reporter under arrest in russia accused of spying. within the past hour, the russia media reporting he must remain behind bars pending an investigation. brie, which is really the first time russia has made an arrest of an american journalist since the height of the cold war? >> yeah, there's a lot of new developments coming in. "the wall street journal" reporter evan gershkovich accused of espionage.

he was 1,800 miles outside of moscow, and his arrest comes amid high tensions between the u.s. and russia over the invasion of ukraine. the ssb security services accused evan gershkovich of gathering information. the agency statement provided no evidence or further details on when he was arrested. "the wall street journal" released its own statement saying in part the outlet, quote, vehemently denies the allegations and seeks the immediate release of our trusted and dedicated reporter. if convicted evan gershkovich could face up to 20 years in prison. he's the first american reporter to face espionage charges in russia since 1986. nicholas stanloff was arrested

on most podcasts apps. developing now, people in benicia being asked to cut their water use by 40% after a pipeline that carries water for the city broke. the pipeline runs north of the gold hill road. city leaders announced the major water restrictions about 8:00 last night, and it requires all people and business to reduce usage by 40%, and in the meantime they will access water from lake herman until the main water line is back in service. baseball fans everywhere waking up with a little spring in their step. today is opening day and tonight the angels are hosting the a's. >> bob redell is live outside of the coliseum. bob, fans are excited about the changes they will see to change the pace of the game.

>> reporter: that's the idea. good morning, marcus and laura. major league baseball installed three rule changes. they tested these out in the minors and have been in effect in spring training and will debut tonight behind me and at ball parks throughout the rest of the country during opening day, which is today. there's a pitch clock that forces pitchers to start their throw within 15 seconds if the bases are empty and 20 seconds if there's a runner on base. there's a ban on the infield shift. there must be two infielders in the dirt, and this should be helping the left-handed batters to get on base, and there's two attempts to pick-off runners, and then the distance increases

game times, bob, you won't be falling asleep too early. >> no. the big question out there, and people are worried about the traffic as well as the weather. >> i will talk about the traffic, but i want to know about the weather. >> it will be chilly out there. we have had cold weather, but at least we are not having to deal with rain. let's look at the forecast if you are going to be out there. you need to be bundled up. only 52 degrees. the winds will be kicking up, and so that makes it feel colder. it will be in the low 50s to start, and then dropping down into the low 40s as we go into tonight. be prepared for very chilly temperatures. we also have something indoors to do in san josé this evening. we have the sharks game going on. it's going to be more comfortable inside the sap center, but as you are heading in it will only be in the upper 40s. for the weekend tomorrow, we have the warriors game happening at the chase center. the weather is pretty much the

same. it will be dry and temperatures are very chilly. if you are making plans to head out and around the bay area, maybe get sunshine and soak up raise in santa cruz. temperatures start in the upper 30s, and head for the 50s in the afternoon. you need to pack a lot more for tahoe this weekend. the snow showers winding down, and maybe give them more time to clear out the roads. this weekend is looking good for friday and saturday, but we could see scattered snow showers on sunday. mike, you are looking at the traffic impact getting to the a's game? >> yeah, it's the first -- it's the home opener of the season, so we expect a bigger crowd. folks that have not been going there for the last few months, there could be unexpected slowing in the area, 66, 98, getting over here towards the coliseum. the home opener starts at 7:07,

but the parking lots open two hours before game time, so anytime after work hours, probably seeing clouds building in the area. just that note. and then it's pretty predictable towards the bay bridge, it's slowing through richmond was would expect on west 80. and then 101, slowing, 87, 237 coming off the nimitz. the crash still on the blotter here for north 85 at101, and we will follow that. tonight this will be closed. the 101 freeway southbound over del la cruz. we are continuing to follow

derailed and several cars erupted into flames. people that live nearby are being advised to leave their homes, and more than 20 cars derailed. it happened about six hours ago. so far no injuries reported and authorities say it's too early to know the cause. following the deadly school shooting in nashville, president biden says there's nothing more he can do with his presidential powers. >> scott mcgrew joins us now. the president says congress needs to act. >> good morning. congress is debating the guns issue but unfortunately not in the house chambers, but it's out in the hallway where no vote matters. take a look. >> they are freaking cowards. i am talking about gun violence. i'm talking about gun violence!

it's 6:48. south bay leaders today helped to celebrate a group opening a new property called paige treat studios south of west san carlos. in the past we have shown you images of the renderings. leaders tell us it still has units available to rent. the ribbon-cutting ceremony happens a little afternoon today. this is the crazy story. turkey meatballs, right, old-fashioned meat and plant-based meatballs now, but trending this morning, one meatball that may have you reaching for your fork and napkin or -- maybe not. >> not here. scientists in australia revealed a new type of meatball generated in a lab, designed from the

make it off to the east so they are still dealing with exceptional drought conditions across parts of the midwest and even down to texas. as we get a closer look at california, we were seeing abnormally dry conditions for parts of the north bay and a moderate drought for the sacramento valley on northward. with in morning's update, they are shrinking that down and now much of the north bay no longer included in abnormally dry conditions. no more improvements there that is not considered a drought, and even for the sacramento valley, they are no longer in a mderate drought. that has been downgraded. it doesn't take into account the rain we just had. in total we saw half an inch of rain in antioch to about three

quarters of an inch in palo alto, and in oakland we had an inch and three quarters. about two inches of rainfall in san rafael. that storm now moving to the south. it has weakened significantly. it was that storm that rapidly intensified so quickly as it was further to the north. now it does continue to kind of fall apart and the rain is spreading out, but still that chance of thunderstorms to our south. we are going to see increasing sunshine for today. take a look at san rafael. 41 degrees right now, and our temperatures will stay in the 40s for the next several hours and then only in the mid-50s go into the afternoon as we head to about 59 in santa rosa. 59 in fremont and 60 in san joée with martinez reaching 59 degrees. go into the weekend, the next several days, the temperatures are slightly warmer. not a huge warm-up here, and there will be storm systems close to the bay area. a lot of that rain dissipating

before it gets here. there will be a chance for the north bay, but elsewhere we are looking at drier conditions over the next few days, and also more sierra snow. we are going to see our temperatures stay well below what is normal as we go into the month of april. from sunday through next tuesday, it does look beyond that timeframe like we will start to feel something a little bit more like what we typically see in spring. we will continue to watch out for that. mike, you have been watching the roads. how's it looking? >> pretty predictable for the patterns in the richmond bridge, and the volume building at 37 and the bay bridge. noticed here in the area where we had the closure overnight for the police investigation in the fatal shooting, and i thought there could be follow-up activity and turns out there's a minor crash heading away from the area, east bay 580 past 980.

we are seeing a build continuing across the san mateo bridge. the volume there, that's the issue. a live look here, predictable slowing, westbound across the peninsula, and the peninsula from 101 to 280, no problems. damp roadways continue, but no problems from one 680, and that shows the typical build. tomorrow they will activate the toll lanes for 580 for this section and 680 through alameda county, if you are using the toll lanes and thought it was great because it was free, well, not tomorrow. the pittsburg police announced the arrest of a woman from a shooting on d street. russo and a man were suspects,
