tv   Today in the Bay  NBC  March 31, 2023 5:00am-6:06am PDT

5:00 am
right now at 5:00, untangling the next steps in the unprecedented moment, for the first time a former u.s. president has been charged with a crime. we're live on capitol hill with the fallout, including reaction to the charges against mr. trump, and the heightened security response. >> a peninsula family desperate for answers, the new push to find a missing woman in mexico and the reward investigators hope generates new leads. >> and facing a judge. a union executive due in court to answer accusations she dealt in dangerous opioids. we're live with new details on the explosive allegations. this is "today in the bay." good friday morning to you all. i'm marcus washington. >> i'm laura garcia. >> first off, we're just right
5:01 am
around the corner from the weekend. literally, i can see it. meteorologist kari hall is tracking the forecast and i've been looking at your map. >> it looks great. it's going to be sunny this weekend and it will be well deserved, after all of the rain and clouds we've had recently. right now we're looking at temperatures still cold to start, with some upper 30s in mountain view and scotts valley and also at 43 in dublin, 42 in san rafael. as we head out the door in the north bay, santa rosa, 41 degrees, still most cloudy. we'll see clouds linger for at least the next three to four hours and then into the rest of the day the sun will peek out and we'll reach into the upper 50s and low 60s across the bay area. mike, you're taking a look at the drive out of richmond. >> very light right now, this is the bridge over toward san rafael. 580 through the east bay, a smooth flow of traffic and no
5:02 am
slowing. a later start for the community is playing out. 580 coming through alameda county and 680, those express lanes, they haven't been charging tolls for a couple of years. they're back in service and resuming with the same regulations as on the peninsula. so 580, 680, toll lanes are resuming charges today. back to you. >> thank you, mike. a follow-up this morning from the criminal indictment against former president trump. new york city police are ramping up staffing with the possibility of protests today outside places like manhattan's trump tower. >> starting today, all uniform nypd officers, regardless of their rank, are expected to be on duty, and they're told to be prepared to deploy, should things get out of hand. "today in the bay's" brie jackson is live for us in washington this morning. is there a timeline yet on the next step for mr. trump? >> reporter: yeah, we do have that. good morning, marcus and laura. so former president is expected
5:03 am
to appear before a new york judge as soon as tuesday, and that will be the first time that the charges against him will be read in open court. america waking up to an unprecedented moment in history, former president trump indicted in connection with a case involving a $130,000 hush money payment he allegedly made to adult film star stormy daniels. trump blasted the grand jury's vote, calling it a fake, corrupt and disgraceful charge. daniel's lawyer says he respects the decision. >> no man is above the law, so i think in one aspect, we've got a system that's really working correctly. >> reporter: this marks the first time a former president faces criminal charges. mr. trump's former attorney turned prosecution witness, says it also marks the beginning of what could be a vicious legal battle. >> there is still the presumption of innocence in this
5:04 am
country. >> reporter: trump allies claim the 2024 republican presidential candidate is being targeted, others say let the legal process play out. >> it appears for millions of americans to be nothing more than a political prosecution. >> we haven't seen the indictment, we don't know the charges, we don't know the evidence, and yet there are inflammatory accusations about partisanship and political basis for these charges from people who have no idea what the charges are. >> reporter: while the exact charge or charges are still unknown, the manhattan district attorney, alvin bragg, was known to be focusing on a felony charge of falsifying business records. trump has denied any wrongdoing. the judge presiding is the same judge that presided over a recent case where the trump administration was found guilty in a tax fraud scheme.
5:05 am
>> brie, we haven't heard anything from the former president, but still i would imagine he's clearly hoping to win the presidency again in 2024. does this indictment or any legal issues from other investigations mean that the former president can't run? >> reporter: well, marcus, the constitution does not say anything about disqualifying a person from office based on a pending criminal charge or conviction. so former president trump is expected to continue with his campaign for president as his legal team continues to fight this case. >> and we will be following. brie jackson in washington this morning, thank you. in the meantime, legal experts are weighing in. we spoke with a former federal prosecutor about what the arraignment for the former president will look like and also spoke with a historian about what this means for our democracy. >> what's going to happen at the arraignment is he will be advised of the charges and that indictment is going to be unsealed probably at that time
5:06 am
or with court permission, with the judge's permission sooner, so that they can have security and take care of matters like that, in addition to charges, he'll enter a plea, guilty or not guilty. he'll be advised of his constitutional rights. and the court will set court dates in addition to bail conditions. >> a democracy is successful when a leader, one of the most powerful people in the nation's history, can be held accountable just like everyone else. that means you have a strong democracy, that means you have a functioning judicial system. if trump is indeed indicted, if he is indeed guilty of the charges, and those charges are indeed proven, in that sense if he ends up in jail, that's the sign of a strong democracy. >> and we're going to follow this story closely as it continues to develop over the
5:07 am
next few days. our team posting updates in one place. head to nbcbayarea.com and click on the top of our trending bar. happening today, the police union office manager turned accused drug trafficker will appear before a magistrate today. it's a case that has rocked the san jose police community. "today in the bay's" kris sanchez joins us live at the police officers association. i've got to give it to you, she was the only reporter the union sat down to talk with. >> reporter: yeah, this is the power of relationships that we build. the union president told me that the membership not only feels sad, they feel shocked, they feel angry and betrayed because they say that the same woman who was meeting them in their worst moments might have been trafficking drugs right under their noses. >> this has been the grandma of the poa. this is not the person that we have known, the person we've
5:08 am
known has worked with fallen officers' families to help them, we have a fundraiser for an officer's child, she would help get that organized and in place. so this is just not the person that we've known for well over a decade. >> reporter: now, pritchard told me that 64-year-old joanne segovia had the title of executive director but really worked as the office manager here. she will appear before a federal magistrate today on those charges of federal drug trafficking. the federal complaint alleges that segovia had 61 drug shipments mailed to her san jose home from hong kong, hungary, india and singapore. she then allegedly distributed them via mail to other states. in complaint number 44, segovia's phone number is linked to an alabama man who died of an overdose in 2022, so charges could be even more serious than that. in another line in that complaint, in a chat with someone in india, she says,
5:09 am
sorry for the delay, had 50 new officers start today. segovia allegedly used the u.p.s. account and union email in some of those transactions. the union president says as office manager, she had no decisionmaking power and had no access to finances. she is on leave, cut off from all communication with the union, and will likely be terminated pending the outcome of an investigation. it's unclear at this point whether joanne segovia was also using drugs and not just allegedly trafficking them. that will come out later, we expect, as she will be in court at 1:30 this afternoon and we, of course, will be there. in san jose, kris sanchez, "today in the bay." >> certainly want to continue to follow this one. it's really shocking to a lot of folks. thank you so much. 5:09 right now. so the fbi now offering a $40,000 reward to locate a bay area woman kidnapped in mexico. for the past four months, the
5:10 am
family of monica de leon barba has been desperate to hear any word of her whereabouts. the 29-year-old lives in san mateo, but on november 29th her brother says she was walking with her dog in jalisco when she was abducted. he hopes the new reward will help track her down. >> she is kind and smart and loyal to the end and she's a hell of a lot tougher than i am. i would very much like to have my sister back before time runs out. >> and people with any information are being asked to contact the fbi or an american embassy or consulate. take a live look outside this morning in san jose, as we get started. dark and early, but a beautiful shot to start the day. and kicking off a beautiful weekend. meteorologist kari hall has been tracking that forecast for us, and i love it when you talk like this.
5:11 am
>> we're talking about sunshine, so that's going to be what we all really have been waiting on, but it's not going to be that warm, though. as we take a look at dublin, 42 degrees, we are still going to have to keep those jackets on today, and most likely throughout much of the weekend. our temperatures will stay in the 40s through 10:00 here and then reach into the mid-50s around noon. eventually we'll make it up to about 59 degrees, 60 for a high in fremont and los gatos, and for the north bay, upper 50s for this afternoon. and then going into tomorrow, a little bit warmer, this will be the day to get out and enjoy. although it will be cooler in the north bay and there will be a slight chance of showers. elsewhere we'll see partly cloudy skies and temperatures reaching into the 60s in the tri-valley. as we head into the rest of the weekend, cool weather comes back. we're going to talk about that and where we may see rain in a few minutes. right now, mike has a look
5:12 am
at where you can find slightly lower gas prices. >> we're trying to get them relative to the rest of the area. marin county, the best on our chart today. the arco in mill valley, $4.11 on redwood highway. most others are above $4.25. concord super stop on willow pass road is at $4.17. and the best in sunny sale is $4.19, the gulf station on south wolf road. we're looking at speeds and those are looking great. a later start to the commute, so we don't have any major slowing showing up on the freeways throughout contra costa county or the north bay, as we zoom over toward oakland, north 880, the flares block the high street off ramp. there's a lot of activity, looks like police activity through oakland. northbound 880 itself moves smoothly. if you need to use high street, you can loop back or take surface streets from park and get to the area. 580, 680, a nice, smooth drive. express lanes are now toll
5:13 am
lanes, tolling on the same criteria as through the south bay and peninsula, 101 and 237. back over to you. >> thanks, mike. 5:12. some wonder if it may be game over for america's largest gaming convention. coming up next, what happens when three heavyweights suddenly drop out, and a big financial hit for the host city. >> i took my dad to that convention about ten years ago. it was great fun. plus, in the world of music there isa classical problem and apple thinks it's got it solved. >> they're all counting on u us! marario! >> > no pressurure. >> laura,a, you u were j just t about gaming. how about this? one of gaming's best known charactersrs gettingg reaeady t start their engine for t the rainbobow road. the marioo brotherss movie soono be racingng to thehe big scrcre.

we're going t to be t talking it when we return. tt and so much more thahi

5:16 am
good friday morning to you. let's head over to cupertino with a look at how the morning will shape up as you get ready to head off for work. it's in the upper 30s now. it's a cold start and we'll see the sun peeking out from behind the clouds, slowly warming up as we reach into the upper 50s by lunchtime, and reaching about 59 degrees for a high temperature
5:17 am
today. we'll talk about the weekend, more big changes ahead, at least temperature-wise. more on that coming up in a few minutes. >> looking at the bay bridge, smooth drive, both directions. no problem for i-80. 880 we see flares by the high street off ramp. good morning, very happy friday. it's the last trading day of the first quarter. ford is once again hiking the price of its mega popular electric pickup truck. the company says it's running into higher costs for raw material. apple has an interesting new app, we'll get to that in a second. virgin orbit is shutting down, the company launched rockets into space from the bottom of a 747. there's a sister company called virgin galactic that launches people into space. that company is unaffected. >> economists have reached a decision on u.s. gdp, they say we're still growing, a little
5:18 am
slower than expected. growing 2.6%. >> twitter says it will end the blue check verification program tomorrow. blue checks told you the person tweeting is tom hanks was actually tom hanks. from here on out, hanks loses his blue check unless he wants to pay for it. anyone can now pay for a blue check. it has no verification, it just demonstrates you paid twitter money and your tweets are promoted faster by the algorithm. and apple has solved a classic problem. how do you classify classical music? pop music is easy, you sort music by artist, taylor swift, or genre like reg ea. apple this week released a separate standalone app, apple music classical, where you can sort by criteria.
5:19 am
if you want to listen to a symphony, you've got to represent the bay area, so you can sort by all of these different things, which are just dozens and dozens of classical music people, what we know. next thing i would like them to solve, i like banging music when i'm driving to work, but jazz for dinner. here are some your favorites. >> i want to see that play list. >> i don't know if you want to be in scott's head. >> from rap music to gospel. >> when they automatically mix them together, you're like, okay, that does not work. >> different music for different times. >> now you know who we are. thanks, scott. >> we'll have to post our play lists. >> that's a great idea, coming up at 6:00. the biggest show has been canceled this year, the expo was scheduled for june in los
5:20 am
angeles for the first time since 2019 but called off after big industry players, microsoft, nintendo said they wouldn't be attending. it normally attracts more than 65,000 fans and professional and generates up wards of $90 million for the city. trending this morning, let's set gaming future aside because your classic video game nostalgia is about to get a big booster. here we go! c mario! our adventure begins now. >> the new super mario brothers move hits theatres next wednesday. it stars chris pratt. later this morning he's going to appear on the "today" show to promote the film coming up at 7:00, right after us here on "today in the bay." we should remind thaw the film's distributor is universal, owned by comcast, our parent company. definitely going to be good.
5:21 am
>> my kids are already planning on doing their homework ahead of time so they can go on wednesday. >> are people going to dress up? >> i wasn't planning on it. i have many costumes. >> did you do that one year for halloween? >> we didn't do mario brothers. i'll go through the archives. >> this year, maybe. a look at the forecast. >> it's going to be a nice weekend. it's going to be dry. that's why i'm calling it nice. it won't be all that warm, but it's definitely progress compared to what we've had to deal with lately, as we take a live look outside in san francisco, we are wrapping up the month of march with cooler than normal weather. san leandro, you're stepping out the door, it is 45 degrees. we'll stay at about 45 degrees through 7:00, and then at 10:00 it's 51 degrees, and we're also going to head for the upper 50s and low 60s. so let's take a look at the wide view and see what else is coming
5:22 am
possibly down the line as we go into the next few days. so there is another storm system that's developing up around the gulf of alaska. you can see all of the clouds extending out as it is moving closer to the pacific northwest. that's going to move very close to the north bay, so it could produce some spotty showers, but much of that moisture with the storm system kind of dries up before it gets here. but we will still have cooler temperatures for the north bay, and then it's also going to push down some colder air for the start of next week, and then going into next monday, tuesday, you can see the rain and snow across far northern california, but most of it doesn't make it into the area. so we are trending a little bit dryer as we go through at least the next week. now we are waiting for the warmth. take a look at palo alto and how it looks for the weekend with our temperatures in the mid-50s, low 60s. it won't be until the end of next week into the weekend when it finally starts to feel like spring around here. but we've been, of course,
5:23 am
keeping tabs on the sierra snowpack that has been very historic, and we're going to see more snow on the way. we're going to talk more about that coming up in the next 20 minutes. mike has a look at the morning commute. >> 880 is moving smoothly. you still see flares and police activity off of high street. the best we know is there was an earlier chase going on in the area. we still see flares. there were a lot more flashing lights over the last few minutes. i think they were relieving the first crew or having a conversation, but the off ramp is still closed. if you're heading into the area, you may want to exit at park and take surface streets. the freeway itself is moving slowly. it's friday, so we ha lighter volume of traffic right now. back to you. >> thanks, mike. next on "today in the bay," the reason behind the season ending early. >> and new hope for oakland a's fans when it comes to the
5:24 am
possibility
5:25 am
5:26 am
welcome back to you. 5:25 this morning. so after delays at the start of the year, dungeness crab season will end earlier than expected to protect whales off the coast of california. so the season got off to a late start because of price negotiation delays, now the california fish and wildlife department says that the commercial season will end at noon on april 15th.
5:27 am
this is all due to humpback whales returning to coastal waters to forge for food. the animals can get tangled up in the crabbing gear. fishing zones from sonoma and the mendocino county line to the mexican border. a's fans hope a stadium may head into extra innings. there were doubts about the feasibility. but an appeals court yesterday upheld the environmental review, following the lawsuit from opponents claiming the city did not accurately address potentially adverse impacts. the a's released a statement indicating they were policed with the decision. the team is looking at the possibility of relocating to las vegas. coming up next, the top stories we're following, including getting that fas trak pass

5:31 am
good friday morning to you. thank you for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. >> let's get started with the forecast this morning. meteorologist kari hall is taking us into the weekend, but before we get there, we've got to get through cold temperatures. >> it's cold to start, but at least storm-wise things are starting to calm down. and at this point we need this break. let's get a look at what you'll be stepping out the door to. it is 40 degrees in fremont, los gatos, mountain view is 37 degrees, 37 in san martin and 41 in san rafael. gilroy, we have upper 30s, low 40s, cold start. but we do have sunshine in today's forecast, as we head for low 60s there. but mostly upper 50s for the east bay into the north bay. we'll talk about what's going on this weekend coming up. mike, you have a look at 580 in pleasanton. >> this is what we're looking at, you've seen these signs, they've been there before covid
5:32 am
and then the shutdown of a lot of businesses, we had fewer commuters and they stopped taking tolls. this is 580, the two east bay segments, a live look in pleasanton and on 680, the sunol express lanes. the stretch of freeway between fremont and then hacienda and greenville. the criteria is the same as around the rest of the bay where you get certain solo drivers with clean air vehicles, they'll be eligible for half price. the full price is displayed on the signs above. the roadways, outlining them with arrows. that is an example of where you see the signs through the tri-valley. the express lanes tolling resumes today. it's friday and we have green on almost all of the freeways. starting sunday, fewer police officers will patrol the
5:33 am
streets of berkeley. >> "today in the bay's" bob redell is joining us from the newsroom this morning. bob, i would imagine not too many people are happy about this. >> reporter: good morning to you. you can end up waiting longer than usual if you have a non-emergency issue that requires a police officer in the city of berkeley. a memo to the mayor and city council, the city manager announced the police department would have to go from 16 beat to a 14 beat configuration, in other words, there will be fewer officers on the street because the department says it is consistently understaffed, bdp also said the big issue is it can't hire enough officers. now, berkeley scanner, which is an independent news website run by a veteran journalist, reports that bpd normally would have 150 officers, is down to about 30 officers due to leave, injuries and other issues. the department is authorized to have about 180 officers, but they can't find people to fill
5:34 am
those roles. the scanner reports with the new beat structure, outlined by the map of different parts of the city, non-emergency calls will take longer to respond to, and if there's a big emergency, berkeley police might have to call on other outside agencies to come in and assist. now, we are reaching out to the berkeley police department for a comment. we're waiting to hear back. laura, marcus, back to you. >> thanks so much, bob. we want to turn to our continuing coverage this morning of the indictment of former president trump. he is the first former president to ever face criminal charges. >> scott mcgrew joins us. you've long said this may be the first indictment, but it may not be the last for the former president. >> it's entirely possible. there are four separate criminal investigations. good morning. the indictment in new york is just one, and in many ways it's really the weakest case. the case in georgia, the federal investigation into the obstruction at mar-a-lago, those are far more serious. as for new york, we don't know yet what specific charges trump
5:35 am
will face. trump's lawyers say they expect to find out tuesday when many believe the former president will turn himself in in manhattan. politico reports manhattan d.a. wanted trump to show up today but the secret service said that would be too difficult. meantime, trump's lawyer just sat down for an interview with the "today" show. >> what was the president's reaction when told by his lawyers of this indictment? >> you know, despite all the sut scuttlebutt, we thought rule of law would prevail, so he was shocked. after that, he put a notch on his belt and he decided we have to fight now, and he got into a typical donald trump posture where he's ready to be combative on something that he believes is an injustice. i think he's now in the posture that he's ready to fight this. >> you can watch the rest of
5:36 am
that interview coming up today at 7:00. >> a brief glimpse of the prosecutor in new york surrounded by security. there has been at least one death threat, but so far the security situation seems fairly quiet. alvin bragg inherited this case from the previous d.a., cyrus vance jr. and one of bragg's first move was to suspend the investigation into trump. several resigned over that decision, bragg obviously changed his mind. he was involved in the prosecution of steve bannon and financial head allen weisselberg. he's been a federal prosecutor and a deputy attorney general of new york state as well. and as we talk about trump, remember, this is a local prosecution. the d.a. ran as a democrat for the position, but this is not attached to the justice department and all of those investigations, which are run by
5:37 am
an independent special counsel. bottom line, nobody in washington is directing the new york case or the georgia state case, and in the federal case nobody but the special counsel is running that case. now, there's nothing stopping someone who is charged with crimes from running for president, though back when trump ran against hillary clinton, he repeatedly warned american voters a candidate under criminal investigation would be far too busy fending off charges to properly think about running the country. to quote donald trump, if she were to win, it would cause a constitutional crisis. it will be impossible for her to govern, he said. >> so we've never seen a former president charged with a crime, but we did have a former vice president who pled guilty. >> we did. it was back when we were kids, when i was a kid. it was a vice president accused by federal prosecutors of stuff he committed while he was the governor of, i think it was maryland. he pleaded no contest to tax
5:38 am
evasion and then resigned once that went through, he resigned the vice presidency. >> this is a first for us. but other countries, they're saying, look, our leaders are not above the law, they've prosecuted some. >> and these are total democracies. korea, taiwan, several times, in france, sarkozy on the left, found guilty on some charges. the one that's amazing is the current prime minister of israel, benjamin netanyahu is on trial right now with accusations of bribery, fraud and corruption. in fact, witness testimony starts wednesday. >> so much to watch. >> a lot to keep up with. >> this next week is going to be so interesting. thank you. 6:38 this morning. happening today, celebrating the life of labor leader cesar chavez. this would have been his 96th birthday. cesar chavez day comes as some of the state's top congressional

lawmakers call for san jose to make donald hall receive national park status. it is considered the birth place of the farmworkers movement. because the hall sits on the grounds of a catholic church, san jose's archdiocese would have to agree to the designation. it's 5:38. to a live look. it's looks like a postcard. a live look at palisades in tahoe. swing by the station and pick up marcus and i. i won't take up much room in the back seat. >> i just need leg room. >> highway 50 and i-80 are open, chains are not required. you can expect a lot of fresh snow as you hit the slopes. that would be nice. we won't even try to control the radio. we'll sleep because we've been up early. let's take a look at this forecast for the weekend. maybe you're heading to south lake tahoe. it's going to be a clear weekend. i think they've had enough time
5:40 am
to clear the roads from all of the snow that we had this week. as we go into the weekend, we'll see the temperatures staying mostly in the upper 30s, low 40s for highs, morning temperatures in the 20s and teens. want something warmer? maybe you'll be at the warriors game. now, we have temperatures in the low 50s, so it's not really that much warmer. you'll be inside the chase center and it's going to be in the upper 40s by late this evening. i kept seeing the commercial for this, the o&g family festival. it looks really cool, and in milpitas we're going to have nice weather. you do still need the jacket as temperatures start out in the mid to upper 50s, low 60s for the afternoon. this will be the last weekend of entwined at golden gate park. it's going to be chilly with temperatures in the upper 50s and low 60s during the middle of the day. as the lights turn on, it's going to be in the mid-50s, so
5:41 am
of course you do need layers for that. if you are going to be heading up maybe around lake shasta, we're going to see temperatures in the mid-50s for today, and the chance of rain as you head north of the bay area, so there may be some off and on showers there. if you're going to l.a. this weekend, we have sunshine and some mild temperatures there, but it will be kind of cool with highs reaching 57 degrees for the warmest day, tomorrow. if you're keeping it closer to home, we have upper 50s in the forecast. maybe going to some of the vineyards in sonoma valley. and it's going to be partly cloudy, a slight chance of rain for parts of the north bay. but i don't think at all this weekend will be a washout, even as you head farther north across parts of northern california. we'll be tracking that and talk about what the bay area can expect. mike takes us back to oakland. we have 880, which moves smoothly, but the flares are preventing you from moving off of 880 at high street. we don't have any official
5:42 am
reports, but we did hear about an earlier crash after a chase. a power pole is down in the area as well. this is the high street off ramp. i believe the flashing lights is for traffic control because there is a power pole that may be down across 66th and high street. just north of the coliseum. if you get off, you can use fruitvale before you get to the high street off ramp or other surface streets. freeways are good, 880, getting toward the bay bridge, no major issues. a disabled vehicle on the lower deck just before you get to treasure island. someone might have gotten out of their vehicle to check on their car. we do have a weekend note, no b.a.r.t. service between rockridge and orinda, there is a bus bridge. back to you. >> 5:42 this morning, minimum
5:43 am
wage going up for some workers on the peninsula. still ahead on "today in the bay," the increases and when it will take effect. >> plus, we all know how hard it can be to make it in the bay. we'll talk about a new program the state is moving out. first, we're moving you forward with our school shout-out series, this bella vista elementary school in oakland. >> good morning! >> good morning, this is the fifth grade class in bella vista. >> good morning, bay area! >> good morning to you. a great group of kids. any time you want to join us on friday, as we go the school shout-outs, if you have a student and you want to see it right here on "today in the bay," all you have to do is take a video, send it to us. our email is right there on your screen, school
5:44 am
5:45 am
5:46 am
