>> it's friday, so whatever is going to happen, we're going to love it. we have sunshine peeking out from behind the clouds, but it starts out chilly with upper 30s and low 40s for the start of the day. let's get you ready for work. in burlingame, it will be in the mid-40s for 7:00, and 46 degrees at 8:00. it's going to warm up slowly and then we see temperatures hold steady there, a a partly cloudy sky as temperatures reach into the upper 50s up and down the peninsula, as well as much of the east bay. we'll see low 60s in the forecast from fremont all the way down to san martin, and the north bay will reach into the upper 50s for this afternoon. there may be a few spots that could see some showers this weekend. we'll talk about where that will be and also what's ahead for the next several days. mike takes us back to the closure in oakland. >> yeah, the freeway itself, 880 is open, but the high street off ramp remains closed. the difference now, instead of a squad car, there's a sign truck. they're not going to open this

for a while. it looks like the activity is on city streets. high street named as the area, where there's a power pole down, an outage in the area. we're tracking the outage reported by pg&e as well. if you need to get off, 98th through the area, this is by the coliseum. there's a crash with debris, only at the 98 on ramp that is affected by the debris. the freeway itself moves smoothly. moving nicely through oakland, westbound through richmond. there's an incident there, no slowing for problems. no metering lights as of the last couple of minutes. we'll check that. a big note, the tolling lanes are resuming their charges against today. started at 5:00 this morning, 580 and 680 through alameda county. >> thanks, mike. fallout this morning from the criminal indictment against former president donald trump. the nypd is ramping up staffing

with the possibility of protests today. all uniformed officers, regardless of rank, will be expected to be on duty. >> of course those shockwaves from the new charges against former president trump are being felt this morning coast to coast. "today in the bay"'s brie jackson is live in washington, and, brie, talk to us about this. is there a timeline on what is to happen next for mr. trump? >> reporter: good morning. yes, there is. so former president trump is expected to appear before a judge in new york as soon as tuesday. now, that will be the first time that the charges against him will be read in open court. america waking up to an unprecedented moment in history. former president trump indited in connection with a case involving a $130,000 hush money payment he allegedly made to adult film star stormy daniels. >> he initially was shocked, after he got over that he, you

know, put a notch on his belt and he decided we have to fight now. >> reporter: trump blasted the grand jury's vote online, calling it a fake, corrupt and disgraceful charge. daniels' lawyer says he respects the decision. >> no man is above the law. so i think in one aspect we've got a system that's really working correctly. >> reporter: this marks the first time a former president faces criminal charges. trump allies claim the 2024 republican presidential candidate is being targeted. others say let the legal process play out. >> it appears to millions of americans to be nothing more than a political prosecution. >> we haven't seen the indictment, we don't know the charges, we don't know the evidence, and yet there are inflammatory accusations about partisanship. >> reporter: while the exact charge or charges are still unknown, the manhattan district attorney, alvin bragg, was known

to be focusing on a felony charge of falsifying business records. >> we'll face it and we'll be successful, i'm sure. >> reporter: trump has denied any wrongdoing. and the judge presiding over former president trump's arraignment will be the same judge that presided over a recent case where the trump administration was found guilty in a tax fraud scheme. >> free jackson live for us this morning, thank you. we spoke with a former federal prosecutor about what the arraignment for the former president will look like and we also talked with a historian about what this means for our democracy. >> what's going to happen at the arraignment is that he will be advised of the charges and that indictment is going to be unsealed probably at that time, or with court permission, with the judge's permission, sooner,

so that they can have security and take care of matters like that. in addition to being advised of the charges, he'll enter a plea, guilt or not guilty. he'll be advised of his constitutional rights. the court will set court dates in addition to bail conditions. >> a democracy is successful when a leader, one of the most powerful people in the nation's history, can be held accountable just like everyone else. that means you have a strong democracy, that means you have a functioning judicial system. if trump is indeed indicted, guilty of the charges, and those charges are indeed proven, in that sense, if he ends up in jail, that's the sign of a strong democracy. >> we're going to follow this story closely as it continues to develop over the next few days. our team posting updates in one

place. head to nbcbayarea.com. all you have to do is click the link at the top of our trending bar. happening today, the police union office manager accused of being a drug trafficker will appear before a judge today. >> kris sanchez is live for us at the police officers association, and you're the only tv reporter that has actually sat down with the union president. >> reporter: yeah, the union president really was kind of beside himself. he wanted to make sure that this woman is the only one accused in these allegations by the federal government, but he also wanted to get out the message this is not a reflection on the san jose police department and its officers. many of those officers shocked. they say they feel betrayed and they are angry. >> this has been the grandpa of the poa. this is not the person that we have known. the person we've known has worked with fallen officers'

families to help them when we have a fundraiser for an officer's child, she would help get that organized and in place. and so this is just not the person that we've known for well over a decade. >> reporter: the 64-year-old, joanne segovia, was the union's office manager, official title was executive director, but did work as the office manager, and she will appear before the federal magistrate today on the charges of drug trafficking. the federal complaint alleges that segovia had 61 drug shipments mailed to her san jose home from hong kong, hungary, india and singapore and then distributed them by mail allegedly to other states. in complaint number 44, her phone number is linked to an alabama man who died of a drug overdose in 2022. a chat with someone in india, she says, she's sorry for the delay, that she had 50 new as far as starting today.

segovia allegedly used the union u.p.s. account at times and a union email in some of her transactions, but the union president says as office manager, she had no decisionmaking power and no access to the union's finances. she is now on leave and under investigation and will likely be terminated pending the outcome of that investigation. it is unclear at this point whether segovia was using some of those drugs that she is accused of importing and also exporting to other states. we know that these are charges that carry a maximum of 20 years in prison, and she is 64 years old. she will be in court at 1:30 this afternoon in san jose. our team will be there. in san jose, kris sanchez, "today in the bay." >> thank you so much, kris. 6:10 this morning. and the fbi is now offering a $40,000 reward to locate a bay area woman kidnapped in mexico. for the past four months, the family of monica de leon barba

cooler compared to what's normal for the march 31st average temperature. but as we take a look at dublin right now, it is 40 degrees, a chilly start. we'll see a few clouds here and there, and temperatures in the 40s through 10:00. eventually we'll make it into the upper 50s today. for the north bay, we'll reach into the upper 50s as well. there may be spots in the bay area that could see a little bit of rain this weekend. we'll talk about that as you're making plans. more on that in a few minutes. mike has a look at where you can find lower gas prices. >> friday, maybe some folks need to make a getaway. marin county has the best, arco, $4.11 on redwood highway. we're looking at contra costa county's best in concord, the super stop on willow pass, that's $4.17. and the best in sunnyvale, south bay, $4.19, the gulf station on

>> that's what we can all afford. >> can you imagine wearing that doing the forecast? >> oh, yeah. >> it's sunshine every day. >> absolutely. yeah, i think that would brighten up everything. it's nice that we do have sunshine in our forecast, a bit of a change compared to what we've had to deal with throughout most of the month of march. here we are looking live in san francisco, the clouds are kind of breaking up a little bit. it's still chilly out there and our temperatures are in the mid to upper 30s in parts of the southboun south bay, low 40s in the inland valleys. notice that there will be some clouds in the mix today, but we don't have to worry about any rain. we can leave the umbrellas at home. our temperatures will reach into the upper 50s for the east bay today, with napa reaching 57, and also 57 in san francisco and 62 degrees in san jose, all the

way down to san martin. as we go into the weekend, it gets a little warmer tomorrow. this is your day to get outside. it's going to be the mildest day we've had in quite a while, and it's not going to last that long. let's talk about sunday's forecast because those temperatures drop down once again, it's going to be breezy and there may be spotty showers passing by, as we get more clouds. let's talk about what's going to bring in the chance of rain. we take a look at the storm system up around the gulf of alaska, the cold front extending ahead of that. we're already seeing rain for the pacific northwest. there's an active storm pattern across the region. what's different now is that now a lot of that rain starts to dry up before it gets here. so the north bay will have the highest chance of still seeing those lingering showers coming in, but the rest of the bay area will continue with dry but cool weather. it's not going to be until about the end of next week into the weekend when it will finally feel like spring. i'm thinking, when can i start on my garden?

maybe next weekend, because this weekend it's still going to be cold and we'll also have, finally, some sunshine. mike, you've been tracking a couple of issues around the bay area, especially for the east bay. >> we have actually a power outage over here. you see the orange dots there? basically in sum total, through oakland, about 7,000 people are without power, and we hear it's tied to this crash. let me show you the live picture we've been tracking. 7,000 people without power, the off ramp at high street has been blocked all morning and it looks like there's a power pole that's done as a result of a crash in the area. we're talking about power outages and the sign truck and that's affecting northbound 880. you cannot use high street as the off ramp. the traffic flow on the freeway is fine. you can use fruitvale and 66 just north of the coliseum. that is a stretch you'll watch for local signals to be out as well because of power issues.

start of this year's dungeness crab season, it is ending earlier than expected in an effort to protect whales off of the coast. the season got off to a late start because of price negotiation delays. now the california fish and wildlife department says the commercial season will end noon on april 15th. this is due to humpback heals returning to coastal waters to forage for food. the animals can get tangled up in the crab gear. the order applies to fishing zones from sonoma, mendocino county line, to the mexican border. 6:26 right now. a's fans hope for a new stadium at howard terminal may be heading into extra innings. all hope seemed lost when oakland lost out on key funding and there were doubts about the feasibility. but an appeals court upheld the project's environmental review. this follows a lawsuit from opponents claiming the city did not accurately address impacts. the a's released a statement

hour with a look at the forecast. meteorologist kari hall is taking a look at what we can expect. >> it's clear. imagine that. it's been so long, it seems, since we've been able to head into the weekend with some fairly nice weather. that's a live look outside in walnut creek. let's head to santa rosa. it is mostly cloudy here, temperatures at about 42 degrees. may dip another couple of degrees and slowly start to warm up. we'll see the sun peeking out from behind the clouds as our highs head for the upper 50s. it will reach 60 in fremont, as well as 60 in los gatos, and gets slightly warmer tomorrow. we'll talk about what's going on and the forecast. mike, you were telling me that they're going to start charging those tolls and i saw the signs on my way in. >> there's no such thing as a free ride. they're charging you from hacienda to greenville, we're

looking east, the sign tells the story. the toll lanes have been resuming charges. so if you use those toll lanes, you have to have the fas trak flex to get the discount. some folks on 580 and 680, we're talking about the demarcation for the stretches through alameda county, and for some of the clean air vehicles you can get half price for solo drivers, and that will be the area that i've outlined with arrows. it extends down in toward the fremont area, the same stretch through sunol, and they're going to start charging tolls, and now the criteria for those lanes is the same as we talked about for the peninsula, for 101 that opened up a short time ago. a smooth drive getting through. the metering lights have been activated at the bay bridge just a few minutes ago. gradual build. this will build coming off of the maze. a smooth flow of traffic, friday

with a lighter flow. >> thank you very much. 6:33. starting tomorrow, fewer police officers will patrol the streets of berkeley. >> "today in the bay"'s bob redell joins us from the newsroom. this could have a big impact on residents. >> reporter: correct, good morning, to you. you could end up waiting longer than usual if you have a non-emergency issue that requires a police officer in the city of berkeley. earlier this week in a memo to the mayor and city council, the city manager announced the police department would have to go from a 16 beat to 14 beat configuration, this means fewer officers on the street because the department says it is consistently understaffed. bpd said the big issue is they can't hire enough officers. berkeley's scanner, which is an independent news website run by a veteran journalist, reports that bpd, which would normally have 150 officers, is down by about 30 officers due to leave, injuries and other issues. the department is authorized to

have about 180 officers, but again they can't find people to fill the roles. the scanner reports with its new beat structure, outlined by this map of the city of berkeley, non-emergency calls would take longer to respond to, and if there's a big emergency, berkeley police might have to call on other outside agencies to come in and assist. we have reached out to the berkeley police department for a comment and, of course, we are still waiting to hear back. >> thanks so much, bob. turning now to continuing coverage this morning of the indictment of former president donald trump. he is the first former president to ever face criminal charges. >> scott mcgrew is joining us. you've long said that this may be the first indictment, but it may not be the last one. >> no, there are four separate criminal investigations, the indictment in new york is just one. in many ways, it is the weakest case. the case in georgia, the federal investigation into the obstruction at mar-a-lago, those are far, far more serious.

as for new york, we don't know yet what specific charges trump will face. trump's lawyers say they expect to find out tuesday. now, that's when many believe the former president will turn himself in in manhattan. politico reports the manhattan d.a. wanted trump to show up today but the secret service said that would be too difficult. meantime, trump's lawyer just sat down with an interview with the "today" show. >> what was the president's reaction when told by his lawyers of this indictment? >> you know, despite all the scuttlebutt and rumors and whatnot, we believed and hoped that rule of law would prevail, so he initially was shocked. after he got over that, you know, he put a notch on his belt and he decided, we have to fight now, and he got into, you know, a typical donald trump posture where he's ready to be combative on something he believes is an

injustice. his knees don't buckle, so i think he's now in the posture that he's ready to fight this. >> you can watch the rest of the interview coming up on "today" at 7:00. a brief glimpse of the prosecutor in new york, there has been at least one death threat. otherwise, so far, the security situation in new york seems quite quiet. alvin bragg, you may remember, inherited this case from the previous d.a., cyrus vance jr. and one of bragg's first moves was to suspend the investigation into trump. several on his team resigned over that decision. bragg obviously changed his mind. he's an experienced prosecutor. he was involved in the prosecution of trump adviser steve bannon, and trump organization financial head allen weisselberg. he's been a federal prosecutor and a deputy attorney of new york state. now, as we talk about trump, this is a local prosecution. the d.a. ran as a democrat for the position, but this is not

attached to the department of justice investigations or washington at all. those investigations are run by a separate special counsel. so bottom line, nobody in washington is directing this new york case or the georgia case. and in the federal case, nobody but the special counsel is running that case. there's nothing stopping someone who is charged from running for president, though back in 2016 when trump ran against hillary clinton, he repeatedly warned american voters a candidate under criminal investigation would be far too busy fending off charges to run the country, to quote donald trump, if she were to win, it would cause a constitutional crisis. it would be impossible for her to govern. >> so this is the first charge against trump, but in his inner circle there have been a lot of legal troubles. >> there has. we mentioned steve bannon, that's his right-handman, recently convicted, then paul

manafort went to prison, michael cohen went to prison, partially on charges related to the stormy daniels case. the financial guy we mentioned, weisselberg, roger stone guilty on contempt of congress. other countries have had their former leaders, they've said not above the law. you've got nicholas sarkozy, used to be the head of france, and the current prime minister of israel, benjamin netanyahu, is on trial right this minute with accusations of bribery, fraud and corruption while he's the prime minister, witness testimony starts wednesday. >> a lot going on. >> we'll be following. >> we will continue to monitor the latest both on air and online, and live coverage continues ahead on the "today" show at 7:00 this morning. happening today, celebrating the life of labor leader cesar chavez. this would have been his 96th

there's still activity there and that's why i think there's still a closure at the off ramp, because of the power pole that was down in the area between high and 66. international is your alternate if you want to take city streets and exit at 66th to get through the area, or park and fruitvale will take you back down through the similar area. watch for local traffic controllers. they're continuing to address the power outage as well. we're looking at a disabled vehicle reported at the bay bridge toll plaza. it sounds like everything is moving out of the area. we're looking at track work, b.a.r.t. will have no weekend service from rockridge to orinda. b.a.r.t. will have that and the track work has a bus service in place, as is traditional. we're looking toward the warriors game, that will mean more traffic on the 280 extension coming into the city. but the rest of the bay has a nice, easy drive. the metering lights are

just a little chilly as you're stepping out the door. we've seen temperatures in the upper 30s in some of the valleys, looking at los gatos, san martin, 37 degrees. 39 in napa. san rafael is at 42 degrees. fremont starts out the morning at 40 degrees and heads for 60 for today. so some spots will feel a lot milder compared to what we've had throughout the week. upper 50s for much of the bay area with napa, novato reaching 57 degrees and even warmer tomorrow, so tomorrow is your day to get outside. i'm planning on getting in the garden and getting some things done around the house that i've really been having to put off because of all of the rain. we're going to reach up to 64 in morgan hill tomorrow and 62 in livermore, and 59 in novato. if i don't get it done tomorrow, it may have to wait because it's going to be much cooler on sunday. only reaching the mid-50s in dublin, 57 in mountain view, and 57 in oakland. so the cooler air is headed our

way with another cold front that will be dropping in. we can see the cold front and rain extending into the pacific northwest and we're in an active weather pattern. but this time is rain is really drying up before it gets here, so the north bay will have the best chance of still seeing some of those showers, but the cold air will be coming in with the rain drying up before it gets here, not only for the weekend, but next week as well. there will still be some sierra snow adding up onto the unreal amounts of the sierra snowpack. look at the southern sierra, it is almost three times its normal amount of snow, and there's more on the way as we go into the next week. it's going to be a light snow, but still another foot of snow possible over the next several days. we're looking mostly dry in the bay area with the exception of a few spotty showers. it will be cool this weekend. and also for the start of next week. mike says the commute right

welcome back. it is 6:56. we're moving you forward with a look at the top stories on "today in the bay," including the office manager for san jose's police union answering to federal drug trafficking charges. >> kris sanchez is live outside of the police officers association and you exclusively spoke to the police union president. >> reporter: yeah, he really wanted to get the message out that the feds are only looking at the office manager in this drug trafficking case and no one else within the police officers union here in san jose. now, 64-year-old joanne segovia will face a federal magistrate

judge today. she had allegedly 61 drug shipments mailed to her san jose home from hong kong, hungary, india and singapore, then allegedly distributed them through mail. in one of the federal complaints, segovia's phone number is linked to a case of an alabama man who died of a drug overdose in 2022. segovia allegedly used the union eps account and email in some of the transactions, but the union president says that as office manager, she had no decisionmaking power and no access to the finances. she was put on leave the day union leaders learned of the charges against her. something that she mentioned in the complaint, so in the complaint the officers from homeland security who were investigating, they had to detail what their conversations were with her, and in one of those conversations from earlier this month, she allegedly blamed a family friend who she also categorized as a housekeeper for making drug shipments to her
