"nbc daily news" starts right now. today, friday march 31st, 2023, historic new indictment. details merging about how many charges about former president donald trump is fafacing. ththe largestst city iss plalan takeke the former president int custody. the severe threat of the powerful system is on the move with millions of americans in the path. meteorologist bill cairns is timing it out. desperate search of a 2-year-old is missing after his mother is found murdered. and new blocks at the border, and the reason that americans may be banned from buying ozempic in canada. and a story unprecedented in american history, the indictment of a former president. donald trump is set to face a judge in a matter of days. he is the first and only current
12:02 pm
or former president to be charged with a crime. this is all expected to happen on tuesday, but as we have seen throughout this journey, that could change. trump is set to fly from mar-a-lago estate in florida to be arraigned in manhattan when we expect the indictment to be officially unsealed to give us insight into the specific charges that the president is facing. >> we are all over this, and look at the team that is going to have this covered. we have garrett haake and sam brock, and i want to start with you, outside of the courthouse in lower manhattan, and for the charges that we are hearing that the president is facing. >> around the 30 that the fraud is facing, and the specifics surrounding them, and as you are learning, the expected arraignment is tuesday, and we are hearing that it will be, an
12:03 pm
arraignment scheduled for tuesday afternoon sometime around 2:15 when former president trump will be arraigned at the building right behind me, and there are lots of logistical questions here, and the former president like any arraignment will have a mug shot taken, and fingerprinted and processed. there is a question though whether he is going to be in handcuffs given the secret service protection, but that is still being discussed by local officials here. and security is being ramped up here outside of the district attorneys office, and this is something to be discussing over the next several days, in an unprecedented arraignment, and quite a spectacle here in lower manhattan tuesday when we hope to be doing these specifics about the 30 or so charges. savannah. >> talk about the logistics of
12:04 pm
getting the state of florida up to speed, and do we know anything about the details of traveling here? >> if you are looking in the distance, mar-a-lago, and no movement here so far. and the former president is going to be traveling to pbi, palm beach international which is four miles from here, and ten minutes with a motorcade and secret service, and take a flight to one of the new york city airports and get in a motorcade and go to lower manhattan, and the question is what happens to the secret service, because joe tacopina confirmed that the d.a. wanted trump in their office today, but he says, tacopina, that the secret service was not ready, but the secret service is refuting that saying they were ready at a moment's notice. so it is seeming that a lot of folks were blindsided, and allison, that is explaining why it seems around mar-a-lago that it is not the scene previously,
12:05 pm
when there was a search with so much protesting going on, and truly a handful of people on a nearby bridge, and just the surprise of the whole situation, and here is tacopina discussing that very subject this morning with savannah guthrie. >> he was initially shocked. after he got over that, he really put a notch on his belt, and he decided that we have to fight now. >> reporter: and allison, tacopina said that they have not seen the specific indictment, and so they will have to wait for that. >> and now, politically, let's wait for the nbc news and anchor hallie jackson. and thank you for taking the time to talk to us as you are prepping for your own show, but it is unprecedented in the same week that we have seen him arrested an arraigned and he is
12:06 pm
campaigning. so no restrictions on the domestic travel so we can see that and we expect to see that in the campaign rolling on, and a lot of times, the base, that is what he says, that it is for the indictment of the second term of what we can see in the campaign now. >> and these are great questions here. the former president, yeah, he is going to be on the road, and he has a couple of speeches set for mid-april, and at the rally of the campaign season of the 2024 campaign, came out the deriding the political witch hunts which is a line we have heard in the last 18 hours since the news of the indictment first broke. how does that affect your campaign whether you are talking primary or general election if he makes it through. and right now, inside of the republican party, he is saying that it is simply politically motivated, and there have not
12:07 pm
been too much said from mitch mcconnell, and not surprising with the beefs they have had. and in some to polling out this week, the base has gone up, and we know that in previous instances where the news could have been damaging, like that search of documents at mar-a-lago, the support did not change, savannah. >> it is interesting how the key players so quick to organize for protests, and i am thinking of january 6th, with the organizing there, and were saying, no, we won't protest when the president suggested it, and now, do you think that we will see the protests from the president's supporters and how big might that be, and when president biden was asked about this morning from the supporters, he said that he would not comment on this, and how could this
12:08 pm
impact the president? >> we have not seen protests or demonstrations, and they have not materialized yet, although apparatus in manhattan are preparing. you have to think there is some demonstration or show of support or show of support for manhattan district attorney in new york when and if that indictment unsealing is happening there, and as for president biden, he is not talking about this at least not right now. this is what he told a number of reporters on the south lawn, including our own kelly o'donnell this morning. >> do you have any comment on the indictment? >> well, no, i won't talk about that. >> you will likely see that line from president biden until he gets to the point where there is a news conference or maybe he is forced to address it in a more fulsome way, but for now, the white house does not want to get
12:09 pm
involved, because it is for donald trump and the republican party at this point, and the claims that the republicans are claiming it is politically motivated. >> so many layers to this. >> and a lot more potentially we will find out tuesday. and thank you, hallie jackson for joining us before your show happening at 2:00 p.m. right here. and now, a new threat of serious tornadoes. president biden and the first lady are in mississippi surveying the damage and meeting with local officials. and remember a week ago a an ef-4 twister ripped through the state and killing 20 people. jesse kirsch is in st. louis, missouri, and what are you seeing there right now, and what more are we learning about the president's visit to a different state, mississippi? >> yes, ellison, you can see that the skies are relatively
12:10 pm
clear, and it is overcast, and breezy and cooling down to the mid-60s right now, and a short time ago, st. louis was upgraded to a particularly dangerous situation, and this is something that we are seeing across huge swathes of the territory, and huge communities where there is an increased concern over the potential for strong tornadoes and wind gusts up to 80-mile-an-hour wind gusts and large hail. where we are right now, it is not as much of a concern south and west of us, and talking about parts of iowa and illinois and parts of illinois and also parts south to arkansas and little rock and memphis, tennessee, and that is what we are looking at with weather stretching over the next few hours. and he is touring the aftermath, and the mississippi in storms for recent days, and this is what he said a few days ago. >> this community is going to be rebuilt, and built back better
12:11 pm
than it was before. resilience of this community has been remarkable. and i just want you to know that as you fight through this, you are not alone. the american people will be with you. they will help you through it, and so will i. >> the recovery there as millions of americans including where i am in st. louis embracing for more severe weather. ellison. >> let's bring in meteorologist bill karen, and time out the system for us. could we see something as destructive as what we saw in mississippi? >> we hope not, but the potential is there, a we will have strong tornadoes there, and it is a matter of will they hit the town or not, and will we have a outbreak or maybe a dozen or so. and you can see the high risk there, and from two years from cedar rapids to peoria, and to memphis, and we are watching it, and southern areas to arkansas
12:12 pm
and then they are going to be moving through the hatched areas, and this is the best chance of getting the strong tornadoes, and we have three tornado watches, and dangerous situation, and we have a few tornado warnings out there, and numerous ones in little rock downtown that just went under the tornado warning, and the thunderstorm, and the tail of it, and that is where the little rock is headed in an hour or so, and this is going to be including philadelphia and new york city. >> well, we are learning new information about the circumstances surrounding the arrest of an american journalist in russia. this is "wall street journal" evan gershkovich, and tell us
12:13 pm
what the white house is doing to get him back home. >> they don't know if there is a connection as the white house is pointing out that it is not the first time that america has seen russia crackdown on american journalist. president biden was asked about the efforts to get the american journalist freed, and this is what he said. >> what about the word to russia as they are detaining this "wall street journal"ist? >> let him go. >> now, the u.s. is working to establish consular contact with the journalist as to open up the line of communication with the russians about the case, but in the meantime, president biden was asked if the u.s. might kick
