a live report from washington on the final preparations now under way. this is "today in the bay." first monday in april. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we're going to get a look at the forecast, and the traffic with mike. first, meteorologist kari hall has a look at what we can expect. >> no rain for the most part today. >> one day at a time. >> i know, right? >> that's all we can do at this point. we're starting out in oakland with a live look outside at the camera that is giving us a dry morning commute, and also a breezy wind as you get ready to head out the door. let's head to martinez. it's been really gusty at times and you're still probably hearing the winds knock some things around outside. the wind coming in at 15 miles per hour, it's going to be chilly throughout the day. yes, we will for the most part have some sunshine and our temperatures reach into the upper 50s all across the bay

area. so we'll talk about a slow warm-up in our forecast in just a few minutes. mike says the traffic is moving across the san mateo bridge. >> the camera is also moving a bit from time to time. you see the little shake. chp did warn us there is a breeze catching some of them as they're crossing the san mateo bridge. basically what kari is noting, just hold on as you're crossing the bay, there may be a little push and pull here. keep that in mind as the traffic flows easily. south bay through the peninsula, east bay just starting to build out of the altamont pass and no major problems getting to the bay bridge. back to you. >> thanks, mike. we are moving you forward as california lifts covid masking requirements in health care settings starting today. "today in the bay"'s bob redell is joining us live from san ramon. two bay area counties may still require masks in certain medical settings, right? >> reporter: correct.

good morning. yeah, starting today here in contra costa county, alameda county, you still must mask up if you work in a skilled nursing facility, but counties are going along with the state guidance to allow doctors and nurses like in the hospitals, like the one behind me, to still go without masks if those facilities choose to. so the health department here in alameda county is still requiring those who work in skilled nursing facilities to mask up as far as hospitals go, it's up to their own discretion. starting today the state is lifting mask requirements at hospitals and other health care facilities. again, this is statewide. however, each institution, city or county can set their own guidelines around the masking. we reached out to several hospitals, asked about their plans. john muir health will only mandate masks for vulnerable patients, kaiser permanente is lifting requirements for patients and visitors. here is dr. peter chin-hong, infectious disease specialist at ucsf. >> we're all moving in the same

direction. pandemics do end at some point. we're not only in a good place because of population immunity, we're in a good place because we have lots of paxlovid, we have lots of vaccines, we know how to take care of patients when they come into the hospital. and of course we would like to not have people come into the hospital. that's why the single most important thing is get the booster, particularly if you're older than 65 and immune compromised at any age. >> reporter: dr. chin-hong points out even though we're at the tail end of this pandemic, covid is still killing over 200 americans a day, which makes covid much more deadlier than the flu. reporting live here in san ramon, bob redell, "today in the bay." >> important point to take note of. thank you so much. 5:04. developing now, oakland police are looking for a gunman in a shooting that left two people injured. it happened about 5:00 yesterday

afternoon on east 12th street near the fruitvale b.a.r.t. station. officers say they found two people with gunshot wounds at the scene. paramedics took them to the hospital. so far there's no update on their conditions and no arrests have been made. b.a.r.t. trains did not stop at that station for about 30 minutes as police investigated. today marks one week since the shooting at a private school in nashville that killed six people, including three 9-year-olds. tomorrow the community plans to come together to remember one of those victims. 61-year-old mike hill, the custodian at the school, leaves behind seven children. visitation for the head of the school, katherine koonce, is scheduled for tonight ahead of her funeral tomorrow. this follows services for several other victims over the weekend, and a north bay winery is rallying behind the family of one of the 9-year-olds. the owners of bleed and blood root have set up a gofundme for the family of evelyn dieckhaus.

as of this morning, it has raised more than a quarter million dollars. valley bottle and bar is holding a fundraiser tonight and also selling special cases of wine. it plans to donate 100% of the proceeds to every town for gun safety, a nonprofit which advocates for the end of gun violence. a historic and consequential week in american history is here. this is former president donald trump is arraigned in criminal court in new york city. he will leave his florida home in mar-a-lago later today. we have a look at the airport in west palm beach florida where he will depart. security in new york city is ramping up as well. the former president's every move is being carefully planned and secret service agents are involved in securing his safety. joining us with more is "today in the bay's" brie jackson. brie, how is this first part of the week expected to play out? this is pivotal, huge.

>> reporter: that's right, good morning, laura. well, former president donald trump posted on social media that he does plan to travel to new york later on this afternoon and stay at trump tower ahead of his arraignment, where he faces criminal charges. >> how do you feel, mr. trump? >> reporter: former president trump preparing to voluntarily surrender to new york authorities. >> he's gearing up for a battle. you know, this is something that obviously we believe is a political persecution. >> reporter: trump is the first former president to face criminal charges. sources tell nbc news there are about 30 of them related to alleged document fraud, their exact nature will be unveiled during his arraignment tuesday. >> we will take the indictment, we will dissect it and look the team will look at every potential issue that we will be able to challenge, and we will challenge. >> reporter: the indictment is connected to alleged hush money payments made to adult film star stormy daniels. >> this is less than about the crime and more about the target,

so it has to play out. >> very sad for our country to have to go through this. i would hope and pray that whatever comes forth, that they've done due diligence. >> reporter: the legal fight comes as mr. trump makes his third run for the white house. his campaign says they've already raised more than $5 million since he was indicted last thursday. >> what they think they're going to do to president trump is going to boomerang back. >> this is a sham. >> reporter: the former president will fly from florida to new york this afternoon and stand before a judge tuesday. and after his arraignment in new york, former president trump plans to travel back to florida and deliver remarks from his mar-a-lago estate on tuesday night. >> thanks for the details. it is 5:08 right now. we take a live look out in san jose. downtown, to be exact.

meteorologist kari hall has what she's been tracking across the bay area. >> still pretty windy from the cold front that moved through yesterday and we're still seeing the system dropping in and also dropping our temperatures, too. it's in the mid to upper 30s in some spots, but most of us in the 40s as you get ready to head out the door. it's just the wind that makes it feel cooler. so take a look at walnut creek. we start out in the low 40s with a partly cloudy sky, as we go into today it's only going to reach into the upper 50s for the afternoon. and those winds will stay gusty, reaching 55 in morgan hill, 57 in oakland. these temperatures are about 10 degrees cooler than we typically see for early april. eventually it's going to warm up. we'll take a look at that in the forecast in a few minutes. mike has a look at where gas prices are dropping. >> vallejo is the best on the board today. $3.83 a gallon at shell on tennessee street. just edging out last week's favorite, safeway on dublin boulevard, alameda county, a lot

of them at $3.85. santa clara, $4.21. let's look at the traffic report. the speed sensors are green well around the bay. we have slowing out of the altamont pass, and the construction is still going on northbound 680 through sunol, still on the grid for caltrans. the drive in, that's your commute direction, that's just fine through vasco through 580, no major problems. it's a little slow out of the altamont. no problems here except for the label at oakland. >> a golden anniversary. next, we are celebrating 50 years since the first cell phone was made. a look back at how we've come since then. >> good, low gas prices, that is not going to last. in fact, fill up now.

war this is just bad news all around. the "wall street journal" says mcdonald's executives have been told to stay home over the next few days. they're to wait for word if they're allowed to come back to the office or if they've been laid off. the bad news delivered virtually instead of in person. >> elon musk ordered twitter to remove the blue check from "the new york times" twitter account over the weekend. musk has declared those with blue checks verifying their authenticity must pay for them. the times says it won't do it. anyone can buy verification. take a look, this has led to more fake tweets. howard schultz, the former ceo of starbucks praising unions, paltrow saying she set fire to the dollar she was awarded in court. both have blue check verifications which show that they're completely worthless. >> today nasa will announce which four astronauts will return to the moon for the first

>> you can watch marty's full interview later on "today," including what he believes is the next frontier for that device in your pocket. it all starts at 7:00 right after "today in the bay." this is something a lot of people may be talking about, trending this morning. for her big performance at this year's super bowl, rihanna wanted to stay somewhere in style. wouldn't expect anything less. she made headlines as the details of her week-long arizona stay came to light. so rihanna dropped a half million dollars to rent out one man's mansion in paradise valley, about 30 minutes from the state farm stadium in glendale. the homeowner tells the "wall street journal" the money helped cover his mortgage payment, get this, for the next two years. >> wow. >> how can you refuse that? rent out my house for a week and pay for it for two years. >> all you've got to do is move out for five days. >> and paradise valley is out there in the desert.

>> maybe she had people to fend with. >> she had a team. >> all right, so this morning we're getting a look at some colder weather moving into the bay area. it's going to be a chilly start to the week, and, yes, you're checking the calendar, is this april? it's going to feel more like december out there, again, as we've had some cold temperatures all throughout the winter. and this morning it's not really the number, it's what it feels like out there. because the wind in san jose is still gusting from the northwest at 13 miles per hour. it's still going to be breezy into this afternoon, as temperatures slowly rise into the low 50s, eventually making it up to about 57 degrees. also, mostly upper 50s to the north bay, san francisco reaching 55, and 57 in san martin for a high temperature. for tomorrow, it's only just slightly warmer, reaching into the upper 50s, and about the same on wednesday as well. it's not until we get past that

timeframe when those temperatures start to warm up. what's happening now is yesterday we had a cold front move through and that cold air is continuing to push down across the state. even a couple of spotty showers. we may also have that chance of a pop-up shower or two, but not all of us will see it. it's mostly going to be over parts of the hills and maybe even a little bit of snow for mount hamilton. that's what the models are picking up on today. that's happening at about 5:00 to 6:00 this evening and most of us in the valleys won't see that. we can maybe see it in the distance. but it's going to be just windy and mostly sunny today as the cold air continues. as we go toward the end of the week, there will be a weather system dropping in and it will bring in a chance, especially for the north bay, friday into saturday, and then it starts to get pushed back and dissipate due to high pressure, which will quickly ramp up temperatures going toward the end of the weekend. so let me show you napa. the big jump in temperatures,

it's almost going to be like the opposite of the past weekend. we're going to be in the 60s throughout the week and then between saturday and sunday there will be a significant warm-up and, finally, we have some spring weather in the forecast. but once again, that's sunday into early next week. throughout this week it's still going to feel like winter and another chance of rain for the weekend. mike, you've been watching the roads. >> pretty calm. i did want to show folks there's the drive out of richmond, across the bridge to san rafael. smooth, easy drive. we're looking at this map, that part of the map, the bay bridge, and in fact all westbound commutes are moving at speed, including highway 4 into concord and pleasant hill. a smooth drive for the walnut creek interchange. we do have 84 showing a little bit of shift. i think the crews should just about be cleared. they've been reported still for north 680, but they should clear in the next couple. we're looking at the drive from the opposite direction, smooth

investigation in pleasant hill. it happened around 1:14 this morning outside of farrington, a sports bar on contra costa boulevard. so far, there's no word on what led up to the incident or if any arrests have been made. we have reached out to police for more information. we will bring you any updates we get throughout the morning. the son of a woman killed in a hit-and-run crash wants change. this comes a week after his mother was killed in san jose and he's speaking out. >> it's a story you'll see only on nbc bay area. kris sanchez joins us from the site of a growing memorial in that mother's honor. >> reporter: good morning to you. that mother was hit and killed right in front of her 11-year-old daughter, who survived. now her son wants to make sure that something good can come of this and follow his mother's example of trying to help other people. limin cao, her 11-year-old daughter, and their dog were in the crosswalk here at a

spotlight at lee avenue on blossom hill when a driver hit them. the little girl did survive. the mother and dog did not. her son, joshua fang, can't understand how that driver didn't stop to help, because it's the opposite of what his mother was. he said she was always trying to help neighbors in the community. tomorrow his family plans to go before the town council to ask for traffic signals and more patrols. next, they plan to go to the city of san jose to ask for the same along blossom hill where neighbors say speed is a constant concern. >> she was known that you could always talk to her, she was always there for you, and i believe that's what she brought to the community. she would want some change to be made in this regard to stop further deaths. >> reporter: san jose police did arrest a 27-year-old woman,

sylvia florio, on flown vehicular manslaughter and hit-and-run charges. she remains in custody. limin cao was the fourth pedestrian killed in the city of san jose this year. in san jose, kris sanchez, "today in the bay." >> you can understand their heartache. thank you. in just a few hours, two family members accused in the deadly exorcism return to court. the girl's mother and uncle are expected to appear for a plea hearing. authorities say the girl was suffocated during an exorcism-type ceremony performed by the girl's family, who told police they were trying to drive an evil spirit from her body. the church where she died is the same one that was searched last april after a 3 month old was kidnapped from a san jose home. former president donald trump is expected to turn himself in at a new york city

courtroom tomorrow. >> scott mcgrew, he's turning his departure from floored into a spectacle. >> he really is and this puts media like us in a bind. there's no question a former president showing up to be fingerprinted tomorrow is historic, and our job is documenting history. on the other hand, you can describe what's happening today as florida man departs his home to attend courthouse hearing he's legally obligated to attend. that's not historic. that's just a guy getting on a plane. but he's asked his supporters to line the streets outside his mar-a-lago home. there are a lot of opinions about the indictment that trump will face in manhattan tomorrow, but keep in mind for all the opinions, nobody has seen the indictment, not even trump and his defense team, as far as we know. it could remain sealed until it's presented to him tomorrow. former president trump says he will return to mar-a-lago after his first appearance in court, where he will hold a big event. but there is a chance the judge

continues to need to project strength abroad. >> hutchinson joins former south carolina governor, nikki haley, as republicans taking on trump. >> thank you very much. we'll continue to monitor the latest on president trump's indictment, both on air and online, and of course live coverage continues ahead on the "today" show at 7:00 this morning. you might have noticed gas prices across the country are trending back up. the average price for a gallon of regular gas is about $3.50. that is up 6 cents from last week, and unfortunately prices could continue to go up even higher down the line. that's after saudi arabia and other optic plus oil producers announced oil output cuts of more than 1 million barrels a day starting next month. this is on top of a pledge to cut production by 2 million barrels a day throughout the end of the year. the biden administration criticizing the announcement as it works to bring down oil prices here in the u.s.

here on "today in the bay," we continue to keep an eye on those gas prices for you, up and down the bay area. ahead, mike inouye is going to share where you can find the cheapest gas and break that down for us at 6:08. it's 5:38 right now. to a live look at palisades tahoe, a lot of fresh snow and now it's windy, blowing it all around. later today we're expected to get a better idea of how much snow we've gotten so far this year in the sierra. the fourth snow survey of the season is set to take place. the survey measures the water content in all that snowpack, which is a key indicator for the future water supply in our state. this april's snow survey is considered the most important because it is typically the peak of the snow season. what a snow season we have had. meteorologist kari hall has been monitoring it all for us. look at that. i mean, astounding. >> it is astounding. the southern sierra has three times its normal amount of snow

for this date, and the central sierra is at 236% of normal. so how much does that measure up? because there are 89 stations up and down the sierra measuring snow at any point. but the central sierra snow lab keeps a lot of accurate records and they're saying that as of today they've had more than 715 inches of snow. that's the second highest they've ever had. the other was the big snowstorm in '51 and '52. there's still light snow coming down this morning, the bay area may see some spotty showers as we get some colder air coming down. we will have a very slight chance of rain, but for the most part it's going to be cool, breezy, and also sunny for much of today. we'll talk about more changes ahead. mike, you're seeing slowing in san jose. >> right on schedule. we predict this every day about this time, we're looking at the slower drive for north 101, the first bit of traffic that eases up and then really kicks in about 6:40 for the morning

commute. over in the tri-valley we're looking at little shifts in the speed sensors, nothing major. this is a major issue that crops up on friday and it's going to continue because this is the activation, the tolling resumes for 580 through this stretch and 680 through this stretch. the overhead signs have prices and those are active. make sure your fas trak is active. we're looking at activity for the a's, they play tonight so there will be potentially traffic to get to the coliseum. the parking lots open two hours before game time, so about 5:00. as wer looking at the rest of the bay, a smooth flow of traffic. in the north bay we have one lane closed from 5:00 p.m. tonight until 5:00 a.m. and that occurs every night this week by gold hill where they had the mudslide. they're trying to repair that. and golden gate ferry has schedule changes, that should be positive in preparation for people's commutes. they've done some studies and they should probably accommodate

good monday morning. the time is 5:44 and it's still pretty windy out there. pittsburg, it is now winds gusting at about 17 miles per hour, even higher at times. and the temperature in the mid-40s. we're going to see sunshine today, but it stays windy and also cool. we'll talk about a warm-up in our extended forecast in a few minutes. >> chp says watch the antioch bridge. the bay bridge, we're watching a backup because the metering lights have been activated. the backup is forming quickly over the last few minutes. we'll track this funnel point coming up. this morning we're taking a closer look at the health here in the bay area. university of wisconsin population health institute is out with a new list of the healthiest counties in california, and several bay area counties have at the top of that list. marin county comes in at number one. san mateo, santa clara and napa in the top five.

the institute says civic engagement leads to healthier residents, however a spokesperson says even with the bay area counties making the top of the list, there are still improvements that can be made. >> even high-ranked counties like santa clara, for example, might take a deeper look at their data and see that not everyone in that county is experiencing the same opportunities to thrive, so look at those data points and look at how people in different racial and ethnic groups are faring and take on equity informed actions. >> they look at access to parks, school funding, voter turnout, and self-reported census participation. it may be april but march madness is about to heat up. san diego state will take on uconn later today for the championship title after a wild finish to last night's final four. >> with two seconds. >> that was saturday.

morning into the afternoon, yeah, still jacket weather as we only are headed for the upper 50s today. all of these numbers about 10 degrees cooler than what we typically see for early april, and going into tomorrow it's not much better. cold morning, and we make it into the upper 50s for the afternoon. and then on wednesday it's about the same. beyond that, we will see some changes, but today in and the next few days the cold air is pressuring down and spotty showers to the north. we will have a small chance for showers but most of it won't see it. we could see showers moving through the tri-valley at about 5:00 and then moving toward the san jose foothills, producing some snow for those upper elevations, so, yes, it's april. this is not an april fool's joke. we're still talking about snow happening in parts of the bay area. and it's going to just be windy across much of the rest of our area, especially near the coastline. and a mostly sunny start. as we go into the next few days, there will be another storm

system approaching by the end of the week, into the weekend, and then it starts to dissipate. so the chances will be very slight as high pressure builds, it's going to back off on the rain chances and our temperatures will ramp up between saturday and sunday. let me show you livermore and the changes ta we'll see over the next few days. we start out the week with highs in the mid to upper 50s, but then by sunday it's finally going to feel like spring out there. mid-70s in the forecast. but we do have to get through a few showers before we get to that warm-up and that will most likely happen between friday and saturday. i'll be tracking that for you. mike has a look at the bay bridge. >> backup at the bay bridge, it's forming pretty much on schedule. we did have a pretty dramatic change over the first few minutes and then things simmered down. we're looking at the middle of the toll plaza approach, past the parking lot. as you get up the incline everything clears up once you pass the metering lights and get around the tower, everything is
