basket favorites are made. you don't want to miss that sweet treat ahead. that's coming up at 5:45. never too early to look at the forecast. it's not going to melt, that's for sure. >> definitely not today. but we are starting out cold and not as windy as yesterday as we take a look at santa rosa. right now it's 40 degrees, the wind is coming in from the northwest at 8 miles per hour. the temperature may dip another few degrees before sunrise, but we will see lots of sun. and our temperatures will reach into the mid-50s by noon, eventually reaching 62 there. that's one of the warmer spots compared to the upper 50s we'll see elsewhere. eventually we are going to have spring weather. we'll talk about when that happens and when we could see rain in a few minutes. mike has a look at the morning commute and one issue. >> one issue but it's kind of worrying me. this is the san mateo bridge, the high-rise in the commute direction. light traffic. you see the flares right there,

flashing lights continue since 3:45 this morning. we're waiting for the tow truck to get there. i'm not sure if there's a clear communication. we're trying to sort it out by clarifying a few things. speeds are moving smoothly but the volume will start to build. we should see it build over the next hour heading across the san mateo bridge. they should be clearing this crew heading north through sunol. the other crew cleared out from the other portion of 680 on gold hill and the mudslide, continuing for the one southbound lane coming down out of fairfield. that cleared early this morning, so no problems there. no issues getting toward the bay bridge. send it right back over to you. >> thanks so much, mike. this morning, mounting anticipation and a huge show of force this morning going on outside of the courthouse in lower manhattan. that's where former president donald trump is expected to make history, becoming the first former president to face criminal charges. >> we have a live look outside trump tower where he will

depart. the criminal charges he's facing surrounds his alleged role in hush money scheme, that involves adult film star stormy daniels. daniels has said she was paid to keep quiet about an alleged affair with president trump, which he says never happened. jay gray is outside of the courthouse this morning. what's the break down of what we are expecting to play out? >> reporter: yeah, laura, marcus, good morning. it will all begin with the former president being read his rights and processed just like anyone else who faces a felony charge here in new york. he, of course, is not just like any other defendant, though. and that's one reason all 35,000 new york city police officers will be on alert right now. lower manhattan on lockdown this

morning, streets blocked and an army of police and federal agents on the ground, and a warning from new york's mayor about anyone who plans to protest. >> our message is clear and simple, control yourselves. new york city is our home, not a playground for your misplaced anger. >> reporter: after arriving late yesterday, former president trump is expected to make the short drive from trump tower to the courthouse later today where he will formally be placed under arrest. during processing, mr. trump will not be handcuffed. it's unclear if a mug shot will be taken. we do know he'll be fingerprinted. next, he'll be escorted to a courtroom for arraignment, the first time someone who once sat in the oval office will stand before a judge to face criminal charges. trump's legal team says he will plead not guilty to what sources indicate will be roughly 30 counts. >> he's gearing up for a battle. you know, this is something that obviously we believe is a

do they have any leads, do we know? >> reporter: unfortunately, not that we know of. good morning to you. the fbi has offered a $40,000 reward for any information leading to the discovery of monica de leon barba, a woman from san mateo kidnapped in mexico this past november. we did speak with her mother and brother again last night. her brother says security camera footage shows several cars pulling up alongside his sister, visiting jalisco, mexico. the video shows the cars speeding off with her. monica's family says the past four months have been tortuous. the brother says they've been working with the fbi since day one, but unfortunately are getting nowhere. >> i know there's a lot of good investigators and agents that are on our side, on our team,

giving it their all to help my sister out. unfortunately, a lot of the responsibility falls into mexican investigators, whom i wish to urge more. >> reporter: the area monica was visiting is considered to be dangerous. last october the u.s. state department warned travelers about crime and kidnapping in jalisco. reporting live, bob redell, "today in the bay." >> quite frightening for that family. thanks for the latest. a tree came crashing down in a menlo park neighborhood. pg&e crews were called about 3:15 yesterday afternoon, after the falling tree brought down power lines. luckily, no one was injured, but firefighters say one home's garage was damaged. firefighters blame wet weather and the wind for why the tree came down. president joe biden is approving disaster relief for california. the presidential major disaster

declaration will help with federal assistance for those impacted by recent storms. this follows a similar move by the white house last month. the funding is available to affected individuals in kern, mariposa, monterey, san benito, santa cruz, tulare counties. it will help paid for housing assistance, food aid, counseling and medical/legal services. governor gavin newsom requested the declaration. we want to take a look outside. waiting for the sun's arrival. a live look across downtown san jose. kari has a look at our forecast. are we finely inching toward some spring-like weather? >> it's going to take a while before that really happens. this is definitely a winter feel this morning. some of our temperatures are just slightly above freezing right now. we're seeing that in fairfield where it's 34 degrees, it is 33 in los gatos, and 39 in hayward,

with some mid-30s in the tri-valley. as we go into today, it will be sunny but our temperatures for the most part stay in the 50s for highs and it won't be as windy as yesterday. i think the sunshine really helps us out. definitely needed at this point. but our temperatures are still about 5 to 8 degrees cooler, compared to what's normal for this time of year. so the cool weather continues for a little while longer. we'll talk about when we may see 70s in the forecast in a few minutes as our temperatures go up, gas prices are going up, too. >> i wish that wasn't a correlation that we could draw right now. yeah, we're back to solano county, starting with vallejo as our best price again. today it's the shell on tennessee at $3.83, just a little below alameda county, $3.85, again, at exxon on amador valley boulevard in dublin. dublin and pleasanton have a number in that price range. the best we can do in santa clara county is the gulf in

morning, ready for your commute. the cones have cleared from north and i believe southbound could be just about cleared coming out of marin county. it's a smooth drive santa rosa into the city. we still have the issue on the san mateo bridge. good morning, very happy tuesday to you. google sent out a memo warning employees the company would cut back on extras, closing some cafeterias and snack kitchens. oil prices are still a really big deal, after a number of oil producing countries said they would cut production. a barrel of west texas intermediate more expensive. president biden will meet with experts today to discuss the benefits and danger of artificial intelligence. a number of tech experts have called for a pause on ai development, that's very unlikely. the republican-led house select committee on competition with china will send representatives out here to the west coast to talk to tim cook and disney's

today, enjoying more time outside. walnut creek is going to have a cold start, the kids are out of school for the week. if you're looking for stuff to do, just spend some time out there. but you will need to bundle up, wear those heavier jackets, because our high temperatures only reach into the upper 50s. so it doesn't yet feel like spring. tomorrow will feel a little better with some low 60s, but that's still cooler than normal. by thursday, temperatures are coming back down as more clouds move in and rain won't be far behind. we'll see showers arriving by friday. so the rain coming in will also produce some sierra snow. if you are going there for the week and you have some extra days off, heads up that there's going to be hazardous travel conditions between friday and saturday, as the bay area gets some scattered showers moving through. and then right in time for easter sunday, those temperatures get a nice little rebound, but then by early next week those temperatures start to go back down. let me show you san jose.

we're still on a roller coaster. so it's cold to start the week. we have some milder weather by thursday. saturday is looking nice, but once again, there will be some spotty showers. sunday is the best day in the forecast as we reach the low 70s, and monday is not looking bad, either. but then by tuesday the temperatures will dip once again, we'll head back to winter once again. so spring will only give us a little taste. once again, that's right in time for easter sunday. and, mike, you were seeing some flares on the san mateo bridge. >> i am. i'm not chuckling about this, the arrow points where there are flashing lights. just past the arrow, actually, flashing lights and flares are out. it looks like things are moving right this second. i think there may be a tow truck that's moving right now. we'll double-check to make sure they're clearing lanes. there's still slowing across the san mateo bridge because of the disabled vehicle. we may have just seen that cleared from the roadway live on our camera. meanwhile, getting toward the

we all know easter is this sunday and that means you can expect many easter baskets are getting filled. >> what goes into creating those chocolate easter eggs? "today in the bay"'s pete suratos got a behind the scenes look at see's candy headquarters in south san francisco. >> reporter: the aroma of chocolate fills the air at see's candies in san francisco, a tough assignment for a guy like myself, not doing a great job of abiding by a certain new year's resolution. however, the assignment ahead for factory workers was to produce over 100,000 easter eggs. as for the entire easter season, that number is close to 4 million. >> easter is a complicated season because we have over 30 varieties of easter eggs, and most of them are hand formed. >> reporter: bob mcintyre is the

senior operations manager for the company and he provided a firsthand look at how this complicated process comes together. the magic happens where the candy is coated with chocolate. >> we have our 1.7 ounce divinity egg, this is a nougat and we coat it two times, and then it goes through a cooling tunnel, it goes through another cooling tunnel, and then the final coat is down here. we call it our main coater. so you can see we have an awesome chocolate waterfall happening here, and then we pack the eggs in a box and they get labelled for retail. >> reporter: it's a process bob has seen many times over in his three decades with the company and it's something he looks forward to every year, more importantly he has a superpower to prevent any temptation of taste testing the final product. >> do you even smell the chocolate at this point?

typically see in early april, but eventually we're going to have a little taste of spring in the forecast, especially this weekend. we'll talk more about that in a few minutes. mike has been watching one particular part of the bay area that's looking a little better. >> san mateo bridge, the one part here where the flares were out, that might be a little better. now i notice something going on in the service lane. we may still have an issue for westbound. the commute is starting to build and they should be clearing that quickly. westbound does show slowing in both directions, probably distracted by the crews that were there to remove the disabled vehicle at the high-rise. dumbarton bridge clear right now and south of there, no problem. the bay bridge, we're seeing a little more volume. >> thank you very much. historic day expected, donald trump will make his first court appearance today as he becomes the first former president ever to be charged with a crime. scott mcgrew joins us. the court system has been updating us all morning on what

to expect. >> sending information into our newsroom so we understand. we know the judge is going to allow five still photographers into the courtroom after trump enters, but before the charges are read. they'll have to leave when that is happening. but the judge will allow what he says is several minutes to allow for photographs. you can just picture that scene in your head coming up later this morning. a small courtroom, five photographers taking picture after picture as trump stands or sits at the defense table. trump arriving yesterday after flying in from florida. he spent the night at trump tower. he's still there, as best we know, and will move to the courthouse at lower han matten at 10:00 our time. nbc plans special coverage for most of the late morning. the former will not be handcuffed and will not wait for processing inside a jail cell. the secret service will be with

him at all times. he'll be fingerprinted, not clear if there will be a mug shot. he'll have the court hearing and the public will learn what the charges are if the indictment hadn't already been unsealed earlier. >> scott, trump says all of this is so politically motivated, he's calling it another witch hunt. and of course politics do play a part. >> politics play a part in all things involving court. we elect sheriffs, we elect in some cases public defenders, we elect judges. if somebody runs for sheriff promising to crack down on car theft, then car thieves will see more arrests and that would be political. the manhattan district attorney is a political position. it used to be cyrus vance jr. he kicked off the investigation into the hush payment. when democrat alvin bragg took over after his election, bragg backed off on the investigation, he got a lot of pushback, both from his own staff and the people who elected him. so, yeah, there's some politics there. i do want everyone to start that

tonight for nbc news and nightly news with lester holt. concord police are speaking out this morning following a rash of shootings. investigators say at least four incidents took place in the city last month. officers say all of those shootings appear to involve people who knew each other. at a community town hall, centered on violence last night, concord's police chief applauded citizens for sharing security video, as well as offering witness statements. he says that information led to arrests. >> the most powerful tool is you guys. the power of you, collectively and as neighbors to talk to one another, can't be understated. >> the chief is also warning there are many guns on the streets and most are untraceable ghost guns. friends, supporters and members of the bay area's lgbtq community remembering the legacy of a drag queen in san francisco who passed away.

last night oasis nightclub in the mission district hosted a wall-to-wall tribute for heklina, the namesake of 55-year-old stefan grygelko, found dead yesterday in her london hotel room. many consider heklina a trailblazer who inspired others to be themselves. >> you can look at the community at large and you see so many fellow performers and just human beings, that are better people now. >> many remember heklina's legacy. a separate conversation happened at manny's in the city last night. a previously scheduled town hall took place on the pushback surrounding drag and transgender rights. a rally takes place saturday at san francisco city hall. 5:36 right now. this morning we have breaking news that will thrill soccer

fans. women's professional soccer is coming to the bay area and we have exclusive details that will be revealed later today. >> "today in the bay"'s kris sanchez is joining us live with one of the founders who has been pushing for this for a long time. >> reporter: yeah, this is a long time coming and this is an announcement that's going to happen today, women's soccer, professional soccer is not new but it will be new to the bay area. this is the announcement that is coming down the pike. the bay area was awarded the next expansion team and that announcement is going to happen today. it will be the 14th team in the national women's soccer league, they hope to play their first match in 2024, so right around the corner. the national women's soccer league is now in its 11th season. i have founder, also very familiar to you, aly wagner, of course an olympian, national women's soccer team and we saw you broadcasting during the fifa world cup. that's exciting. what can you tell us about this soccer team?

>> i can tell you so many things. i think the point that i would love everyone to understand is that this is a perfect partnership in terms of we've got incredible footballers, brandi chastain, danielle and myself leading it from a football perspective or soccer perspective, partnered with sixth street capital, an incredible firm that is investing in sports globally. so they want to pour resources into women's football. i think we all recognize we're at an inflection point in women's sports and women's soccer and this is an opportunity that doesn't come along often, and we can now change what this landscape looks like, what the sport looks like, what women's sports look like, and not just here in the bay area but globally, ultimately. >> this is not a hard sell because there are so many more women in leadership positions, you have sheryl sandberg, a lot of women on your board. >> that's part of it. this is going to be a

majority-led women board. and at the end of the day, you look at this club, you look at the bay area, and one of the great things about the bay area in terms of football is that we have incredible talent coming out of this area. we've got the collective mind-set to disrupt. and we've got these great innovators. and so this is really the perfect storm in terms of resources, in terms of the football, the soccer that we want to play in terms of being entertaining and bringing that and the bay area together to witness what is extraordinary about the game, about the bay area, and how can we actually collectively bring this community to back this team and ultimately own this team? because it's going to be theirs. >> i love that women's soccer has pushed for equal pay along the way. there are a lot of folks, critics who say women don't watch women's sports. but you guys just had the national soccer league debut. >> 40% year-over-year growth in opening day attendance going into the stadiums.

people don't watch women's sports because it wasn't invested in. it got 1% of media dollars compared to the 99% that went into men's sports. just imagine if you lean in a little bit and you get 10% and you start to pour these investment dollars and sponsorship dollars and people back women's sports. trust me, the narrative is going to shift and people are going to understand this is not a charity play, this is a business investment, and women can go out there and ball and grab your attention because they are incredible athletes. >> i'm going to put a full -- i was going to say full-court press. wrong sport. where is the soccer team going to play? >> nothing to announce on that front yet, but i'll tell you that we're building toward something special and ultimately we're going to build our own training facility, world-class training facility and eventually we want to build our own stadium if that's possible as well. we're working on that front. at the end of the day, this is about bringing the bay area together. so where we play is just where everyone is going to show up.

throughout today, with our start in the low 40s here. at noon it's at 54 degrees. so, yes, we still do need jackets throughout the day as you head outside, but you also need sunglasses. take a look at our high temperatures reaching into the upper 50s for oakland and hayward. mike is talking about interstate 80. >> i can feel the backup to the bay bridge toll plaza. they should have the metering lights activated any second. no backup yesterday at the toll plaza. coming into the area, i-80 westbound, we do have a deadly crash that's been announced by chp. two lanes are blocked, at the very least, coming through vacaville. this will likely not affect most of our viewers, but if you're expecting anyone coming through the area, there may be significant delays. once you pass through the area, you get toward fairfield and the

on trend for a warm-up. so i'll have more on that coming up in a few minutes. >> we're looking at the bay bridge, the metering lights were turned on. so the backup now is starting to fill in the center lanes. hov, is everything moves smoothly, will remain moving smoothly. we'll track the build coming up. voters in wisconsin are facing a huge decision today. >> that's right, scott mcgrew joins us. who they choose as a supreme court judge could change life in wisconsin and possibly the entire united states. >> yes, because the wisconsin supreme court right now is evenly divided, 3-3, between liberals and conservatives. now, the court is one judge short because of a retirement. so wisconsin voters have to choose between these two candidates to get the court back to full strength. a liberal and a conservative. so you see what happens.

the person who wins then tilts the 3-3 court one way or the other. it affects all kinds of issues, access to guns, education, abortion. but most importantly, to those of us who live outside of wisconsin, the election results, that's a swing state. they have ten electoral votes. if there was some kind of dispute, manufactured or not, over the results of a presidential race as there were in like arizona and georgia and pennsylvania, who is on the supreme court in wisconsin could very well affect the direction of those ten electoral votes. >> so really worst case scenario, a court, even a single judge could swing an entire election. >> one of the judges you just saw could theoretically swing the entire presidential election for the united states. >> the thing about it, you were just saying this is a nonpartisan race, but clearly not. >> clearly not.

so nonpartisan races are not uncommon. you know who the democrat is and the republican is. we're not going to use those labels. but past on their past rulings and certainly speeches and even their political ads, we can say who is the more liberal candidate and more conservative. and we'll know today. >> interesting. thanks so much. this is a good story. you may have heard about the four-day workweek concept, but what about a four-day school week? the story has kids and adults buzzing. an ohio school district is cutting out a day from the school week this august in order to help stressed out teachers. in classrooms coast to coast, many devoted educators work long hours, even weekends for the love of their jobs. some worry students will suffer. the superintendent argues students already are with teachers struggling to keep up. >> we really dig deep. this is about achievement, and if our teachers aren't 100%, our students won't get what they truly need and deserve.

it's mostly grasses, ash trees, alder trees and juniper trees. ragweed is low. if you are going out for a hike today, you do still need to keep the jacket on, especially for the start of the day, with our temperatures in the low 40s throughout much of the morning. at noon, it's at 53 degrees and breezy, and reaching into the upper 50s for today. now, you can probably look at the bottom of the screen and see that we are going to have 70s in the forecast. it's not today. it's not tomorrow. these temperatures are kind of on repeat with some low 60s tomorrow and then back down on thursday, as more clouds move in. we'll be getting ready for showers on friday. on friday we see a storm system approaching, and originally it did show the rain drying up before it got here. now it looks like the storm system may hold together long enough to give us measurable rain going into friday, as well

as early saturday, and then sunday is when we get a rebound in those temperatures. but the warmer air doesn't last long. by next tuesday into wednesday, there's going to be another storm system dropping in that's going to drop our temperatures as well. we just get a little taste of spring here. take a look at palo alto and our ten-day temperature trend, with the cold today only reaching into the upper 50s. and then some upper 60s for saturday, 70 on sunday, that's going to be perfect. but then look beyond that as the steps start to go back down. we'll go back to the upper 50s for highs for the middle of next week. so looking at a warming trend over the next few days and rain by the end of the week. mike, you're starting to see the commute kicking in. >> we are at the bay bridge toll plaza, we saw the backup forming and it's holding pretty steady, filling in gradually. a gradual fill-in means the metering lights are cycling

turning now to our climate in crisis, we take a look at a slowly unfolding natural disaster in the central valley, about halfway between fresno and bakersfield, just east of i-5 in the town of cocoran, and in this area we've had people working for a century to make california's tulare basin a food growers paradise. but now the landscape looks more like the pacific ocean as more than 30 square miles is now under water, and all of those atmospheric river storms pummeled the area and saturated the basin soil, and floods have damaged downs and deluged farms and have began to refill what

was once a sprawling lake. it's raised tensions over how to manage the flows and now more water is on the way. a slow crisis will play out next as the historic snowpack looms in the mountains above the basin. as it melts, it is likely to put down stream communities through months of torment. the flooding which follows several years of extreme drought is another example of weather whiplash due to the influence of climate change, which can make extremes more intense and frequent. the reforming of tulare lake, which was drained for farming a century ago, could remain on the landscape for years, disrupting growing that produces a significant portion of almonds, pistachio, milk and fruit. so this will have a ripple effect on the nation's food
