we're also learning about another high profile attack on a former san francisco fire commissioner. >> plus, ousted over gun control. the brewing debate from legislators who expelled the lawmakers who protested gun violence. >> reporter: and it's opening day for the san francisco giants. i'm cinthia pimentel live at oracle park. i'm breaking down your game day forecast, showing you the delicious food and the lineup for the spring. this is "today in the bay." and a good friday morning to you. thanks for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. let's start out with a look at the forecast. we saw the umbrella there. >> they're trying to protect the field before the game and trying to keep it from being too sloppy out there, but we are seeing some bouts of heavy rain moving through right now, as we take a

look at stormranger, parked not too far from oracle park. we're scanning around the bay area with some of the heavier rain moving just south of the city over san bruno and toward san mateo, and that's going to continue for the next few minutes. but overall a wet commute for the east bay, and that's going to be with us for the next few hours. eventually moving out as the system is moving fairly quickly. so we will get a closer look at that forecast coming up in a few minutes, laura and marcus. >> thank you very much, kari. 5:00 right now. calls for better crime fighting in san francisco are getting louder by the day, following an attack on a san francisco commissioner, and it comes just days after the deadly stabbing of a tech executive. we can now show you surveillance video of the moment it happened in hopes that you can help solve the crime. >> "today in the bay"'s kris sanchez joins us from the neom ongoing search for the killer. >> we have to tell you this is video that's very hard to watch, but we want to show it to you

because whomever stabbed bob lee to death is still at large. again, the video is disturbing. it is surveillance video obtained by the dailymail.com. we see bob lee collapsing after he was stabbed. he's able to get up, he tries to flag down a car to ask for help. he tries to dial into a keypad at the nearby building, and the attempts to ring the doorbell and call for help didn't work. we talked with someone who lives nearby the neighborhood who says that with crime being what it is in san francisco, he can understand why someone wouldn't feel safe enough to stop in the middle of the night for a stranger. >> you've got to be careful. there are a lot of scammers, especially after 1:00 in the morning. you've really got to be careful what you're going to stop your car and get involved with. >> reporter: there is a memorial near where the 43-year-old died and a person who works nearby the crime scene told us that san francisco police did recover a knife nearby.

now, while police are not revealing much information publicly, at a community meeting last night chief bill scott said they do have leads. >> bottom line is we do have some good things to follow up on this case and they are working tirelessly. >> reporter: we're going to get deeper into the numbers in a moment, but overall crime is trending down in san francisco, even if it doesn't feel that way. homicide rate, though, went up since the pandemic. kris sanchez, "today in the bay." >> thank you. on the heels of that attack, we are learning about another high profile case in san francisco. a man has been arrested for beating a former san francisco fire commissioner. friends of don carmignani tell us that he was attacked with a metal pipe on wednesday night in the marina district. police say it happened near magnolia. the 24-year-old faces charges for that attack. friends say don suffered a fractured skull, broken jaw, and had to get stitches on his face.

>> he had a very serious surgery this afternoon, and we're all praying for his safe recovery and as quickly as possible. >> amid the attacks, there are renewed questions about the safety in san francisco. our investigative team compared current crime rates to last year during this time. it found homicides, robbery and assaults are all up slightly, burglaries and thefts have come down just a bit. now to a developing story in tennessee. republican legislators expelled two of the three democratic lawmakers who protested gun violence on the chamber floor. justin pearson and justin jones were both expelled yesterday. but republicans fell short in their bid to oust gloria johnson. gop members defended the decision, claiming the lawmakers violated chamber rules when they led a protest on the house floor in the wake of the nashville

school shooting. jones is a familiar face in the bay area. he was born in oakland, and headed to nashville. he went to college in tennessee on a scholarship for social activism. in 2013, we spoke to him at a rally at the federal courthouse in oakland where he was part of a protest over the acquittal of george zimmerman in the death of trayvon martin. he is now out of a job for a similar protest. >> america, expel the voices of opposition, it is a signal of authoritarianism and it is very dangerous. >> tennessee's republican governor said there must be a special election now to fill the seats. they will select an interim representative to fill in. the two expelled lawmakers are able to run again for the same seats they were expelled from. well, the fallout from the early salmon season closure continues to plague the bay area. this morning congressman jared

huffman and former house speaker nancy pelosi and local fisher i mean will be on the pier in san francisco this morning. they're going to discuss the impact of the closure and the efforts to reduce federal disaster relief. this is the second time in history regulators have shut down the entire salmon fishing season due to low number of fish. regulators are blaming the low count on the drought. the boys of summer are back in the bay. in just a few hours the san francisco giants hit the home field, taking on the kansas city royals. >> "today in the bay"'s cinthia pimentel is live this morning tracking the all-important forecast. you've got the umbrella up, so we know the rain is coming down. >> reporter: good morning, marcus and laura. yes, the rain definitely started to pick up within the last hour. we are live at oracle park, where in just a few hours fans will pack the stadium to swing into the season with all of the players, now, as i mentioned, the rain has started to come down. it's a little chilly. that begs the question, what does the forecast look like for

the start of game time? let's go ahead and bring up the weather graphics, please, in house. you know, it's san francisco, so you have to dress warm, no matter what. most of today's rain we are seeing will pile up mainly in the north bay, as kari was mentioning at the top of the hour, but swings through the bay area as the morning commute goes on. nothing too crazy. san francisco could get around a tenth of an inch of rain, maybe a quarter. could be enough to get the seats wet. we're already seeing that right now. and they're covering up the field, trying to keep it as dry as possible to get the game under way on time. as people head into the city, you're going to be using windshield wipers, but right after the rain tapers off, we're going to be left with temperatures in the upper 50s, cloudy skies, as the rain pushes on through. winds are going to be gusting anywhere from about 10 to 20 miles an hour, so a very san francisco microclimate weather to kick off the season. back out here live, of course, we're going you all about what's coming up in the

next half hour with the food, the event lineup, which seems pretty good to me as we go through the spring, and of course give you a little taste of what fans can expect. first pitch is at 1:35, and i'll see you back here in half an hour with more details. >> my interest is piqued even more when you said food. >> i think i can smell the garlic fries. let's check in with mike. he's got more on what fans need to know if they're lucky enough to go to the game. >> absolutely. we have options. first of all, we'll talk about mass transit, getting to oracle park, it is conveniently located to a lot of transit agencies. caltrain is the best. i took caltrain to the game, it was great. the cal trains station is just one block off of 4th and you just walk right to oracle park, along with everyone else. you don't have to worry about parking. b.a.r.t., you can walk from the embarcadero, it's about a

20-minute walk if you're at a good pace. or you can jump on muni, which will take you about a block from the park, on the border of the park. there is a note, san francisco bay ferry talked about how they've got the ferry going directly to oracle park again this season. that's a great announcement, but it does not apply today because it's a day game. they only go for night games. that would normally bring you up to the water's edge. that's right where the ferries come in. over here, important, for the storms we heard about a few weeks ago, the 3rd street bridge, there was damage, there was an issue raising and lowering it. you can still access lot a if you do park over in the area. keep that in mind. and of course king street and the extension off of 280 will be crowded. there's oracle park and the rest of san francisco with all the traffic coming in off the bay bridge and peninsula.

right now at 5:12 on your friday morning, you need the umbrella if you're heading out in antioch and across the bay area. this rain will be with us for the early morning hours, but then we'll be left with clouds and dryer conditions going into the afternoon. we're watching this going hour-by-hour for all of our microclimates, and i'll have a look at that in a few minutes. and right now we're looking at the drive through fremont, damp roadways. you see south bay with the headlights into silicon valley, moving smoothly. north bay heading toward oakland, same pace. we are hearing about an incident, perhaps a fire that might be visible on 580. we'll talk about that in the area of alameda livermore area. >> happy friday to you. it's jobs friday. we'll get the latest march jobs data from the labor department in about 15 minutes. we're is the data we have from february. it was one of several months where growth was in the hundreds

of thousands, $311,000. so the big growth has been true for a while. the unemployment rate, at least for the next 15 minutes, is 3.6%. today's numbers may not be as strong as what you just saw. a separate set of data, first-time jobless claims, released yesterday, show more people showing up to the unemployment office. now, if this sounds like bad news, it kind of depends on how you look at it. if you lost your job, yeah, that's awful. but the federal open markets committee has been doing its darnedest to slow the economy down using interest rate hikes and we're starting to see evidence it's taking effect. so a lousy jobs number this morning would be, in a weird way, a success story. a study at stanford finds california is the place to be if you want to work in artificial intelligence. not unexpected. the top ai firms are located here. texas and washington, d.c. also hot spots.

universities still lead the way with the most research. >> the irs got another $80 billion as part of the inflation reduction act, and it's decided what to do with the money. it's going to increase audits on people earning more than $400,000 a year, as well as corporations. now, the irs is badly understaffed, with fewer workers now than it did ten years ago, even as there are more americans paying taxes, and the tax code is more complicated. now, this is very different than the plan to hire a bunch of agents that we've talked about that was so controversial earlier. there are a lot of people who worry about these audits, janet yellin has said that it won't occur with people under $400,000. i think one way or the other, this goes back to ai, when the irs starts using artificial intelligence to detect tax cheats, they won't need the agents. so if you are a tax cheater, and you know who you are, it's going

to be a matter of just a few years until it's going to be very difficult to fly under the radar. >> there's going to be a lot of red flags. >> and the computers will pick them up right away. >> won't they need agents to process? >> for sure, but the original we caught a mistake is going to be so easy for computers to do. this goes back to what we were saying yesterday about the changes in ai are coming in a matter of months, not years. >> fast. good reminder to file those taxes, by the way. 5:15 right now. well, new, electric car drivers will have more chances to charge, walmart is going to open thousands at its stores by 2030 and it's currently in the process of looking for suppliers. in the bay area there are walmarts around the east bay and south bay, but we don't know which locations are getting those charging stations.

friends and diddy wished him love. >> that was the friend discount? >> $5,000 a day for the rest of his life. >> wow. >> what shocked me is that you said 26 years ago. oh, my goodness. >> yeah, that's happening more and more these days. >> my songs from my time are too old for the oldies station now. >> no, they're not. you're not that old. heh? well, something that's getting a little old to us is this rain. we are getting another round of it coming in this morning as we take a look at stormranger, and a lot of it is starting to taper off for the north bay, and now shifting into the peninsula and much of the east bay right now. some light showers across the south bay, as we get a closer look we can see where the rain is really hitting around san bruno, san mateo, you see the yellows and reds. that's crossing the bay, heading

toward hayward and union city. and then for mountain view, it's a lighter shower that's just now starting to get going, and we're going to see this over the next couple of hours as the system quickly passes by the bay area. there's snow coming down in the sierra, so just a heads-up, if you will be going there for the weekend, you might want to wait a little longer. around town, we are going to have some weather that may keep you inside for a while, especially for the morning. in sonoma we'll see the rain off and on, and even later today once it clears up, the slides and playground equipment may still be wet. i like to take a towel with me so i can wipe it off. as we go into later today, we're going to see the spotty showers passing by and it's 9:00, 10:00, we're still seeing rain. and then at 1:00 to 2:00, it's starting to taper off. so we're not seeing as much activity and that will be the trend going into this evening. and temperature-wise, we're

headed for the low 60s and we'll have a nice little recovery tomorrow, with upper 60s and the warmest temperatures will be in the south bay, and mountain view reaching 66. 66 in napa tomorrow afternoon. then by sunday we're seeing about the same temperatures, so it's going to be much milder, as we wrap up the weekend we have to get through the rain. for the most part, it's about a tenth of an inch. beyond that, well see a few more storm systems down the line, many drying up before they get here. but we will have a slight chance of rain on wednesday and then seeing the colder temperatures continue for a little longer. santa rosa will see a high of 72 on easter and 70, as a lot more people are heading back to work or starting spring break. but our temperatures will stay in the 60s throughout most of next week, and the showers coming in, cooler temperatures for inland areas. the conditions are not great but the flashing lights i was worried about.

i saw them for five minutes, the end of the flat section. everything is moving smoothly. no incidents came into chp. we were looking at a slower drive. sensors didn't have a chance to change. we're looking at puddling and ponding and the rain is traveling through. you'll have wet roadways for the most part everywhere in the bay area. picking up the cones, picking up the road work and causing a little slowing for northbound 680 toward sunol. reports of someone who saw a fire eastbound 580 as they were traveling west. no reports on the chp, no problems or injuries. so far, we have green sensors anywhere outside the altamont pass. we have slowing northbound 680, for two or three minutes, a lot of slowing around monument. the report said all lanes were blocked, i saw slowing for a couple of minutes. it's clearing up now, so i think we've cleared 680 in the

aapi advocate groups are calling out the alameda county district attorney over an email regarding the freeway case that killed jasper wu. the reason they say she's being insensitive. this is "today in the bay." good friday morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. before we get to our top stories this morning, we want to give you a look at oracle park, where the giants are gearing up for their home opener. our cinthia pimentel will have details for us on the new treats and the guidelines for those fans out there, before you head out. we're going to have her come up and give us all that information in just a few minutes. >> it's an afternoon game and we've got a look at the forecast. meteorologist kari hall is tracking what we can expect. we're waking up to some rain. >> we are. and i know that concerns a lot of people, if you're going to be planning to be outside for hours at a time, you don't want it to be raining on you. so let's get a look at stormranger, showing some of the showers starting to taper off in the north bay and we're seeing

some off and on rain, especially for the east bay and parts of the peninsula. a steady rain in san francisco, but it gets heavier as you head down toward san mateo and extending toward hayward and much of the rest of the east bay, with a wet morning commute. we are seeing lighter showers for the south bay. this will be moving through fairly quickly, so clearing out this afternoon. mike, you were following up on a vehicle fire. >> here is the eastbound 580, we did get more detail. the rumor came into the traffic center, we're looking at the vehicle fire, sounds like a pickup truck around north livermore. the fire department knows about that. we haven't seen any slowing counter-commute or commute direction. so it's spreading to the nearby grass, and shouldn't be a problem. north 680, things have calmed down. i believe they've reopened all lanes. and the earlier crash at monument not presenting any

slowing through that area, either. back to you. >> thank you very much. 5:31. in just a fou hours, the san jose police officers association will announce a decision whether or not to fire their executive director. this after she was charged for drug trafficking. >> this is a story we have been following from the start. "today in the bay"'s emma goss is live for us at police headquarters. you have more on the next phase of the investigation for us. >> reporter: that's right, marcus and laura. this could be joanne segovia's last day as the executive director of san jose police officers association, depending on what the poa decides. she's served in this role for 20 years and was put on leave last month. today we'll also learn the outcome of phase one of the internal investigation into segovia's alleged criminal conduct. she's accused of trafficking opioids across the country for nearly a decade. she allegedly received 61 shipments of synthetic fentanyl

to her san jose home since 2015 and is accused of distributing drugs to other states, sometimes using union resources. the poa has hired an independent, outside investigator to launch phase two of the investigation. the big questions the investigation is seeking to answer now are whether and to what extent poa resources were used in segovia's alleged drug trafficking, and how this went unnoticed for years. they'll be looking into whether internal controls could have caught this sooner, and the poa will announce who they've hired to be the lead on the investigation in the coming days. if convicted, segovia could face up to 20 years in prison. reporting live in san jose, emma goss for "today in the bay." >> thank you. bay area aapi community members are demanding an apology and transparency. they say that alameda county

district attorney pamela price was, quote, condescending and divisive in an email sent to community members asking about the jasper wu case. the 2-year-old was killed in the crossfire of a gang battle on 880 in november of 2021. there have been reports that the d.a. planned to drop enhancements against three of the people arrested in that case. but in that email obtained by nbc bay area, and allegedly written by price, the community is told that they've been misled by the local chinese community and the media. >> the way it was addressed was to the chinese community, which we found to be an othering-type statement, where we are being differentiated. >> nbc bay area did not have the opportunity to ask d.a. price questions and she did not respond to the station's request for an interview. however, price released this recorded message. >> i want to clear the record. i assured the parents of jasper

wu that the men we believe are responsible for his death are charged with very serious crimes and they will be held accountable. >> now, monday several east bay organizations are going to hold a rally calling for justice for jasper wu. now to a follow-up on the poisoning death of an east bay woman at a bay area senior center. letitia starling is set to appear this morning for a preliminary hearing. starling faces charges of elder abuse, resulting in a death. her 94-year-old patient died last august after drinking cleaning solution at atria senior center in walnut creek. the family says it's the facility, not the worker, that should be charged. two other seniors died last august at an atria location in san mateo. now to a developing story,

chp officer is in the hospital this morning after getting shot during a hostage situation. it happened in roseville yesterday afternoon. investigators say the officer was serving a warrant in a man shot him. the suspect then ran to a nearby park and took two bystanders hostage. police say that he shot both of them. one died at the scene, the other was taken to the hospital, but is expected to be okay. that suspect was arrested. a new program is helping californians eat healthier and make it in the bay. the pilot program matches up to $60 for low income families to buy fruits and vegetables. it comes after the benefits introduced during the pandemic ended in february and rising prices through to inflation. locations that accept the new benefit include farmers markets in the north bay and in oakland, as well as the food center in san jose. this weekend is here is so is the home opener for the san francisco giants. >> first pitch is at 1:35 this

"today in the bay"'s cinthia pimentel is live at oracle park this morning. talk to us about what fans can look forward to this mog.d mnin marcus and laura. hey, are you hungry? in the words of the giants president and ceo, he says the new slogan is nothing like it, which is meant to represent the environment, the atmosphere, the fun that you can only get if you come to a game right here at oracle park. i mean, west coast, best coast, am i right? we know that oracle park is world famous for their garlic fries, and my favorite, imagine this right now, it's so cold, some ghiradelli hot fudge on top of ice cream. there's going to be a couple of new things to the menu. we know we love the garlic

fries, but this season fans are going to experience crab fries, yum, and of course they're going to be able to get all of the giants favorites on the menu, with a little bit of that giants twist. now, there's also so many cool events to tell you about that are coming up this spring. in may there is a kentucky derby hat giveaway day, followed by that, they're partnering with the bay area's e-40 for a drone and fireworks show and there's going to be a pride jersey giveaway, and of course bobble heads. so there's a lot of new fun food items and a lot of cool events. it sounds so much fun. are you excited to get out here? >> yes, of course we're excited. baseball is back. i love it. i like to eat there, too. >> i love a game, but give me that food and you've got a fan for life. and if you can, sneak a little of the food and bring it back for us. >> do you have pockets? >> i'll put it in here. >> you've got it. >> we're putting in our requests. >> we're ready for a good season. so it's all about the rain, of course, and when will it be moving out? and it looks like there may be a slight chance at first pitch, but the rest of the game is good. it's just going to be chilly. we only stay in the upper 50s throughout the afternoon and it's going to be windy and that makes it feel a lot cooler than the actual temperature. but as far as the rain, things are looking pretty good. we also have a lot going on around the bay area this weekend, the cherry blossom festival will be happening in san francisco, and tomorrow it will still be cloudy. the sun starts to peek out during the afternoon and high temperatures in the upper 50s tomorrow as well. if you are hitting the roads, maybe going to palisades tahoe, it's still snowing right now. if you can, wait until this

afternoon before you travel because it may still be very dangerous, hitting those roads early in the morning while it's still cold. and then as we go into today, the rain and snow starts to taper off and temperatures warm up about 10 degrees each day. and for some of the other travel destinations, like l.a. this weekend, not getting any of that rain. we'll see a mix of sun and clouds and temperatures in the upper 60s today and tomorrow, and then pack for 70s for the end of the weekend. we're going to talk more about this rain we're seeing now. a closer look at stormranger coming up. mike has a look at the wet bay bridge toll plaza. >> you've been telling us about the conditions. that's what's going on right now heading into the san francisco. lighter traffic, just starting to build. the rain is falling on the lens and definitely kicking up off the vehicle in front of you. the drive into san francisco, we see wet pavement and puddling and ponding. now, of concern, more traffic

morning. the israeli military struck targets in the gaza strip, militants then fired off a new barrage of rockets in response to what was happening, as well as setting off sirens across southern israel. the military said it struck tunnels and two weapons manufacturing sites. this is the latest bombing amid two days of recent unrest in that area. the biden administration plans to tell the american schools decide yourself who should play on what team. >> scott mcgrew joins us. this comes as schools are trying to navigate the issue of transgender athletes. >> navigate is exactly right. it's a question a lot of americans are asking, though truthfully there are very few instances. the governor of utah vetoed a

bill restricting transgender athletes, pointing out there were four cases in the whole state, only one involving a person born a boy who wanted to play as a girl. the proposed rule by the department of education would leave those decisions about each student up to the schools themselves, taking the question on a case-by-case basis. another way of saying this is the department of education is forbidding schools from creating a blanket ban on transgender athletes. now, this is a proposed rule, it's up for public comment. if it becomes a rule, it would supersede state law, forcing states like kansas, which just passed a ban from enforcing it. the whole thing is probably bound for the courts. that said, the supreme court just refused to weigh in on a transgender sports issue, a 12-year-old who wants to run track on the girls team in west virginia. by refusing to take the case, the child can continue to participate, despite west
