>> that's tough on your body. thank you very much. well, we do have a lot of developing news right now at 6:00. three people are in custody for a possible connection to a freeway shooting that took the life of a 5-year-old girl. this is not the first time that someone has been caught in the crossfire, it comes as another freeway shooting is back in the spotlight today with suspects returning to court. we're breaking down the serious safety concerns for all bay area drivers. >> and buses go up in flames in san francisco. several are destroyed. we have new video coming in this morning from overnight as the search for the cause gets under way. >> for america's sake and women's sake, we have to prevail in this. >> a consequential ruling in the fight for women's health care. a texas federal judge suspends fda approval of a commonly used abortion pill. ahead, we're live from washington with the fallout lawmakers are bracing for and

the calls for action. this is "today in the bay." a very good monday morning to you. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we're going to get a look at what's going on with weather, as well as traffic this morning. we want to get things started out with a look at the traffic this morning? sure, we can do that. >> let's go the forecast. >> we're starting out with a nice continuation of the weekend weather, as we are waking up to a clear sky right now. feels pretty mild outside, temperatures in the low 50s, and we will continue to see sunshine as we go into today. actually, a little bit warmer as we go into later into the rest of today. right now at 54 degrees, we have a calm wind and a clear sky, as we head toward noon, 71 degrees. and that's going to be about where we were for a high yesterday, reaching 77 for today. now, we can't get used to this

kind of weather. we'll see changes starting tomorrow with temperatures dropping. mike, it seems like it's a moneys into the workweek. >> that's right. but for some reason at the bay bridge toll plaza, the metering lights were activated a little earlier than we often see, especially for a monday. and a backup has continued to build. we do see all lanes filled in and that doesn't often happen until about 6:10 on a monday. there are no incidents on the span or in san francisco. you see the slowing. there is some fog that's drifting across, and perhaps the bridge crews, perhaps the crews have decided they're going to turn on the metering lights to ease the traffic volume because of the potential for lower visibility. the fog up here registering for areas north of novato. not a major issue or surprise. highway 37 and 4 coming into concord out of pittsburg, a smooth flow of traffic all around the bay. we have the slowing out of the altamont and san jose started to clear up already after their first burst. >> thanks, mike.

developing right now, three people are in custody for the possible connection to a freeway shooting that took the life of a 5-year-old girl. >> eliyanah crisostomo was killed on saturday night on southbound 880 near warren avenue. the chp says her parents were also in the car when the shooting happened. they were not hurt. here is what we know. santa cruz police, along with chp and scotts valley police, say they took three people into custody during a high-risk traffic stop on highway 17. the milpitas council member in close contact with police also confirmed to nbc bay area that the three people are in custody in fremont, possibly connected to the freeway shooting and a second shooting that happened minutes before. the second shooting happened on fremont boulevard. no one was injured and fremont police say that shooting could have been gang related. thom jensen is tracking the latest. he'll join us with more details this morning. later today, more men

charged in another freeway shooting will be back in court. 2-year-old jasper wu was killed after a car he was riding in got caught in the crossfire, a gang battle that we're told on interstate 880 in november of 20201. now, protesters are expected to gather outside of the courthouse ahead of today's hearing. they're upset over reports that alameda county's district attorney pamela price is going to give those suspects a lesser sentence, this is by dropping the enhancement charges. price has denied our request for an interview, but in a prerecorded video she does deny those reports. >> i want to clear the record. i assured the parents of jasper wu that the men we believe are responsible for his death are charged with very serious crimes and they will be held accountable. >> last week members of the aapi community, they came out demanding for an apology, after they say price was, quote, condescending and divisive in an email sent to community members

asking about the charges in the case. in that email obtained by nbc bay area, and allegedly written by price, the community is told that they've been misled by the local chinese community and the media. new video this morning of a late night fire at a private bus yard. it started about 10:00 last night in san francisco's potrero hill neighborhood underneath interstate 280. no one was injured but the flames did destroy 12 mini buses. firefighters are not saying if they know how it started. a woman remains in critical condition after being hit by a driver in san jose yesterday. police say it happened while the woman was walking on 11th and santa clara streets. she was taken to the hospital and is in critical condition. today abortion right protests are set to take place across the country and right here in the bay area. including in san francisco, berkeley, and san jose. now, this is video of protesters

yesterday in san jose, community members gathered in front of city hall. the demonstrations come after a texas federal judge suspended fda approval of commonly used apportion pill. "today in the bay"'s brie jackson joins us live from washington. the biden administration is appealing this ruling, right? >> reporter: they are. good morning, marcus. well, the biden administration says it's considering all legal options to ensure that the abortion pill remains available. the future of reproductive health care remains uncertain this morning, after a texas federal judge suspended the fda approval of the most commonly used abortion pill. >> this is not america. what you saw by that one judge in that one court in that one state, that is not america. >> reporter: for now, women still have access to abortion medication. but if this judge's ruling holds up, the pills would be banned

nationwide. 13 states already have bans in place. >> i think it's important that we protect the sankt tee of life. >> some say the white house should simply ignore the judge's ruling and not enforce a ban. the biden administration vows to put up a fight and is appealing the decision. >> for america's sake and women's sake, we have to prevail in this. >> reporter: the issue could make its way to the supreme court, after a federal judge in washington state ruled to protect the drug in more than a dozen states. the dueling rulings set up more contentious court and political battles. >> this is a call to action for everyone, whether it's in the court system, when we go to vote. >> we can win this issue at the ballot box if we show up with reasonable positions, if we have our head in the sand we're going to lose. >> reporter: a new poll found 64% say abortion should be legal in all or most cases.

the abortion pill will likely be available throughout the appeal process, because of emergency requests from the justice department and the drug's manufacturer. >> a story a lot of people are interested in, and we know you will be following, brie. thank you. oakland leaders this week take up the heated debate over ending pandemic related eviction protections. council members tomorrow will debate a plan to gradually phase out the city's lengthy moratorium. a full vote may happen as soon as next week. right now calls for a full end to the moratorium by september, which some local landlords argue is still too far away. tenant supporters argue the gradual phaseout is needed to give renters time to prepare. >> we knew the moratorium would end at some point, but we need a responsible phaseout, instead of just dumping people all at once out on the street. >> before they ask any further owners to take on this

responsibility, there has to be funding. because we're all going to be homeless if the banks get our property. >> eviction bans in some bay area cities and counties have already expired. alameda county's ban expires at the end of this month. taking a live look at san francisco this morning. beautiful start to our morning, and it will turn out to be a really nice day. meteorologist kari hall has been monitoring that. i'm so excited when you talk about forecasts like that. >> we deserve it at this point. >> don't we? >> it's been so nice. over the weekend he enjoyed warmer weather and sunshine, and that continues today as well. and it even feels milder this morning as you're stepping out the door. it's 51 in fremont and dublin, 50 in san francisco and 52 in san rafael. let's head to mountain view. as you're heading out for work this morning, it's going to be in the upper 40s. cool start but all sunny and temperatures quickly warming up today. by noon we're at 68 degrees, 69 at 1:00, and reaching into the low 70s for an afternoon high.

electric cars this week, including updating the list of cars that will and will not qualify for big tax breaks. it's our understanding the tesla model 3 will not qualify for the full tax credit after the deadline that comes this coming monday. now, this is one of the reasons, presumably tesla keeps cutting the price of its cars, five times this year. and it's only april. electric cars are popular because they're clean, they get you in the carpool lane, and mostly you get $7,500 off the price with those tax credits. well, when it comes to cars, should you buy or lease? our good friend vicky nguyen will run you through the pros and cons coming up on the "today" show. >> over the weekend "the telegraph" newspaper reported twitter is amplifying vladimir putin's tweets, as well as tweets from other russian officials and agencies. before twitter was actively limiting the reach of russian state media. putin, of course, an accused war

they've done a software update for the 300 autonomous vehicle units. trending this morning, a moose on the loose in alaska. this is new video taken inside providence hospital in anchorage. a moose somehow made its way inside the building. the staff were huddled on the stairs, getting their phones out trying to get a picture of the guy. eventually some workers blocked the moose off with furniture and eventually it just strolled on out and went free. this just in, that was actually a promo for the movie "rocky & bullwinkle". they descended into the hospital. >> that's like the bears in tahoe. >> that's true. we are on their land. so we had some great weekend weather to enjoy, maybe a little

bit of wildlife around the bay area. i love the poppies in full bloom. we're heading back to work. the commute through the tri-valley is looking good, it is all clear, temperatures are milder. as we take a look at our dublin camera, we can see the sun rising overhead. take a look at this trend. it's 51 degrees at 7:00, it's 59 degrees at 9:00, 67, you see what's going on here. it warms up as we go into today, even more so than yesterday. but as the seven-day forecast comes up at the bottom of the screen, this will be the warmest day of the week. also great weather to enjoy some baseball. we are now into our baseball season, and it's definitely going to be much better today, with more sunshine and some gusty winds at times. oracle park will be in the upper 50s, and then as we go into tonight, dropping down to about 55 degrees for the evening. so wear the extra layers. that's after we hit our high temperature of 64 today.

in mountain view, we're looking at a high of 73 degrees, fairfield and san martin reaching 77 degrees. but notice tomorrow that the temperatures drop. in some spots about 5 to 8 degrees. in santa rosa it's going to reach the upper 60s. but this is actually what we typically see for the middle of april, so we're going to go back to some seasonable weather for tomorrow into wednesday and we're going to see more clouds moving in. so this is the system that's going to bring about those changes. it's going to have some rain in the pacific northwest, but that dries up. we could start out tomorrow with some spotty sprinkles, some mist, near the coast, but no significant storms headed our way throughout the week. san jose, temperatures the mid-70s today, but wednesday only 63 degrees for a high. now, we'll start to make our way back to milder weather in time for the weekend, but we can see

know. this is "today in the bay." a very good monday morning to you. 6:30 right now. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. let's get you started with a look at the forecast. meteorologist kari hall has a look at what we can expect today after that stunning weekend we experienced yesterday. >> it was so nice. and it was comfortable. it's actually going to be a little bit warmer today, compared to yesterday, and we keep the sunshine. so as we take a look at our current temperatures, what we're feeling as you're heading out the door on this monday, upper 40s, low 50s, while this is about a little bit warmer than we typically see and we're also going to see the trend continue into today. great day for maybe if you're out of school, going for a hike and enjoying time outside, because this will be not the trend that we see, this will be the exception to the week. reaching 77 in san jose and 75 in concord. we'll talk about the changes ahead. mike, you were trying to take a

look at the bay bridge. >> trying. from our camera, we can't really see through the low clouds. you can see the headlights. first of all, you see there is some cloud cover impeding our view from emeryville, we've got a clear view of the toll plaza itself. i think the clouds might be the reason why the metering lights were turned on a little early from what we can tell. things are calming down and speeding up at the toll plaza. a similar backup we typically see on a monday for highway 4, 37. 880 recovers from an earlier crash, passing 92 in the south bay. northbound 101 a little slow. back to you. >> thanks, mike. developing now, three people are in custody for their possible connection to a freeway shooting that took the life of a 5-year-old girl. >> "today in the bay"'s thom jensen is live for us off of i-880, near fremont, where the fatal shooting happened over the weekend.

tom, such a sad story. what have you been able to learn this morning? >> reporter: good morning, marcus. the family of that little girl said that they were headed to a birthday party dinner in the southbound lanes of i-880 between fremont and milpitas near the warren avenue exit where we are right now, when that gunfire ripped through their car. 5-year-old eliyanah crisostomo was hit by the gunfire, is the victim of that shooting. her family said they still can't believe their little girl is gone. they said she was excited to celebrate easter and her upcoming 6th birthday. meanwhile, santa cruz police, chp and scotts valley police say they took three people into custody on highway 17. a milpitas council member confirmed to nbc bay area last night that the three people are in custody in fremont and are

possibly connected to the freeway shooting and a second shooting minutes earlier on fremont boulevard. no one was injured in that shooting, which police say could have been gang related. a friend of the family set up a gofundme page trying to raise $75,000 and last time i checked it had already raised about $23,000. we're live near fremont, thom jensen, "today in the bay." >> so tragic for that family. thank you. more details now, freeway shootings sadly have been on the rise in the bay area, creating so many heartbreaking stories across the region. a few other notable cases that we've covered, february of 2022 former cal basketball star gene ransom was shot and killed on 880 during rush hour. one suspect arrested there. and just a month before that, 28-year-old david nguyen, an alameda county sheriffs cadet was on his way home from training when he was shot and killed near the bay bridge toll plaza. you may recall back in 2021,

police are asking for the public's help in finding a suspect who sexually assaulted a woman in broad daylight. this happened shortly before 3:00 yesterday afternoon on the california avenue pedestrian underpass. this is below the caltrain tracks. a woman in her 50s telling police that a man walking his bicycle suddenly struck her from the back, attacked her and then took off. that woman walking her dog through the same area of the underpass later that night had this reaction to say. >> it's scary because we passed by and we saw blood in there. yeah, scary. >> now, the victim in this case has been treated for lacerations to her head, as well as a bruised neck. palo alto police department is asking the public for their assistance to find who is responsible for this. in just a few hours t man accused of a high profile attack in san francisco is set to

appear before a judge. police say garret doty beat former san francisco fire commissioner don carmignani with a metal bar in the marina district last week. carmignani remains in the hospital with injuries to his head and face. the 24-year-old doty is due to be formally charged at 9:00 this morning. he faces three felony assault charges. happening now, police in union city are telling drivers to avoid west mission boulevard due to a small sinkhole. the street is located in a commercial neighborhood on the east side. so far, there's no timeline on repairs. moving you forward, on the covid front, stanford will begin major changes to its covid vaccine policy starting today. the university lifting its vaccination requirement completely. this means that people will no longer need a vaccine to go onto campus. the university still strongly is recommending that people get the vaccine, as well as booster shots. the vaccine requirement will remain in effect for anyone working at stanford health care

settings in line with federal guidance. taking a live look towards san francisco from sausalito. look at the fog making its way in. karl is back. kari has a look at our forecast. you say it's going to be warmer than yesterday? >> today it's going to be definitely more spring-like and then we go back to what we typically see for this time of year. it's going to come down about 5 to 8 degrees. as we are getting started on this monday morning, it's in the mid-50s. that's kind of what we typically see in the summertime, and to look at oakland, 53 right there, 52 in san rafael, and upper 40s in pacifica. heading to work in pleasant hill, we're in the low 50s now, take a look at your lunchtime temperatures. 72 degrees. after that, we'll reach into the mid-70s, even 78 degrees in morgan hill today, and upper 60s for oakland and 71 in novato. but we can't get too used to this. we just get a little bit of a

taste of late spring. we'll head back to early spring coming up tomorrow. mike, you have some improvement for the drive into san francisco? >> a little bit. folks who are familiar with the bay bridge look at the toll plaza, and we're used to seeing all lanes filled in with no movement. the last few minutes we've seen things loosen up on the outer lanes. that does indicate to me they may have sped up the metering lights and that might be because some of the fog has cleared off of the span out of oakland. a build for the richmond bridge getting toward san rafael. look ahead, because traffic is relatively light, you will have the giants game, that will be for the next three home games at oracle park. no drama for the tri-valley. the south bay shows slowing, 17 south will have the work going on southbound today. back to you. 6:39 right now. a crisis at the ukrainian

francisco. i'll show you the fog coming up. it is 6:43 right now. the pentagon is investigating how dozens of classified documents connected to the war in ukraine were leaked. more than 50 pentagon documents were posted online revealing details of u.s. intelligence into russia's war on ukraine. some of them labeled top secret. the most damaging documents leaked show that ukraine's combat power is relatively weak and that the u.s. spied on its allies in matters connected to ukraine. specifically that the u.s. gathered intelligence on south korea and israel. a criminal investigation has been opened into that breach. now, the leak comes as the russian invasion of ukraine rages into its second year. russian president vladimir putin is planning to stage nuclear weapons to its east in the allied nation of belarus, which shares a southern border with ukraine. in making the announcement, putin said such a move would not

violate nuclear nonproliferation agreements. still, nato calls the plan dangerous and irresponsible, but for now it won't change the strategy in ukraine. we talked with a journalist who has been covering the russian invasion from the start. he says this is about putin making a statement rather than making a move. >> i think it would be suicide for putin to really be serious about this. it's probably intended, this escalation is probably intended as a kind of rhetorical device to make sure that belarus stays inside putin's strategic framework. so that he can use belarus in the future, maybe for attacking ukraine, and maybe also for saber waving against nato without having any clout. >> the president of belarus, which does not have its own nuclear weapons, said that allowing russian nukes is a safeguard for his country. a place that has known peas,

northern ireland, is in danger of a return to violence. >> scott mcgrew is joining us. the biden administration is heading to northern ireland and the republic of ireland later today. >> that's right, later today. good morning. biden's ancestral home is ireland, both irelands are planning big parties to welcome the u.s. president. now, many presidents have irish ancestry, kennedy, of course, clinton, even barack obama had some. he and michelle travelled to ireland to look for the missing apostrophe, they said, some years back. president biden will be mashing the 25th anniversary of the good friday agreement that brought peace between northern ireland and the republic, what we called the troubles back in the '80s, and everyone knew exactly what we were talking about. remember, the island is split into two different countries. ireland is its own independent country, northern ireland is loyal to the crown and, generally speaking, wants to stay that way. add to that differences in religion and things got very violent once upon a time, which

degrees today, so i think there's going to be a lot of people just walking around the city enjoying the sunshine, and look at our inland temperatures reaching into the upper 70s for los gatos and san jose, and 78 degrees, that's the warmest spot in morgan hill. in napa today, 73 degrees, and about the same in santa rosa. look at tomorrow. we're going to drop down about 5 to 8 degrees for a lot of our spots. and it's going to be cooler as a result of a cold front coming in, a couple of spotty sprinkles near the coastline. we'll see more clouds moving in. it's going to be about the same on wednesday, but all of this is what we typically see for mid-april. we're going to bring it back to seasonable weather as the system comes in. right now it's bringing some rain across the pacific northwest. as it drops in, a lot of the moisture just falls apart before it gets here. we may see some drizzle near the coastline tomorrow, and even going throughout the rest of the week it is dry. so if you're looking for something to water the garden,

it's not in this forecast. but if you're on spring break and you're like, okay, let's go to the beach this week, just a heads-up that it will not feel like what we're going to feel for the inlan areas. half moon bay will only reach into the upper 50s today, mid-50s by wednesday, and it will stay mostly in the 50s throughout the forecast. and our inland temperatures are going to be much warmer inland with upper 60s and low 70s this week. mike, it's so foggy on the golden gate bridge. >> specifically on the golden gate bridge. now, folks are not unfamiliar with that, crossing the span. so these are seasoned drivers that are doing just fine. but it's really compressed here and then showing up just north of novato where there's slowing. there's a little delay for conditions, as well as the traffic. but i think south of highway 37, everything is fine at the limit to san francisco's golden gate bridge. we're looking at a smooth drive on both sides of the bay. the sensor slowing for the san mateo bridge, the volume building out of hayward where

the fbi is also responding to the scene. right now no other information is being released, but of course we're going to continue to follow the story and bring you updates on air, as well as online at nbcbayarea.com. back here in the bay area, three people are in custody for their possible connection to a freeway shooting that took the life of a 5-year-old girl. eliyanah crisostomo was killed saturday night on 880 between milpitas and fremont. the chp says her parents were in the car when the shooting happened, but they were not hurt. here is what we know. santa cruz police say they took three people into custody during a high risk traffic stop. a council member in close contact with police confirmed to nbc bay area that three people are in custody in fremont, possibly connected to a freeway shooting and a second shooting that happened minutes before. the second shooting happened on fremont boulevard. no one was injured in that shooting and fremont police say
