and we're at 56 degrees right now in napa. it is also 56 in fremont. looking at pleasantville as you're going to work, we have mid-50s. then going into late morning into the afternoon, it starts to make it into the mud 60s today. not nearly warming up as fast as did it did yesterday. a cold front moves in, we may see some fog and also some drizzle near the coast beforexk the inland areas it's going to be windy and about 10 to 13 degrees lower compared to yesterday. so we'll talk more about that coming up. we have a look at the san mateo bridge. >> the last five to ten minutes a lot of volume increase. some slowing and also less visit blt of the high-rise. so those three things combined may mean the bridge is tough. you can see the brake lights. we'll look at the speed spend zen sorts. they are okay in the green zone. that build coming off the image.

that's all clear. >> this morning, the community of louisville is in mourning after a mass shooting at a local bank. five people are dead after an employee opened fire into the bank where he worked. according to gun violence archives, this is the 146th mass shooting in the u.s. so far this year police say the gunman was live streaming that shooting online as it happened. morgan chestny is there at the scene. >> reporter: a tough day in louisville. just inside this bank behind me, the crime scene tape has just kom down. police say the 25-year-old walked inside armed with a long rifle yesterday morning and started opening fire.

we have learned that this 25-year-old was an employee of the bank in some capacity and new audio recording showed prior to opening fire, he called a friend and said he want the 20d kill everyone in the bank and adding he was feeling suicidal. not only that, but authorities cnfirmed a portion of this horrific attack was live streamed on social media we know when the gunfire ended, five people lost their lives. fine others were wounded. one of them a 26-year-old police officer who had to undergo emergency brain surgery and is currently in critical but stable condition. right now, the police have just called on the public to please provide any update they with any piece of evidence to gain insight into how this horrific tragedy took place. >> stick around for the "today"

shoi shoe. they will have more on what we are learning about the victims and the heroes who raced in to save lives. fallout from a mass shooting, two expelled tennessee lawmakers back on the job. this after leaders voted to reinstate justin jones. brie jackson is live in washington this morning. many supporters there were demanding his return to office. >> reporter: that's right. good morning. justin jones' reinstatement comes after hundreds of people rallied in nashville in support of the oakland nat you have. jones and fellow democrat justin pearson were expelled in house votes that drew national attention to racial dynamics in tennessee politics. the pair along with gloria johnson led in chants calling for gun control measures after a shooting at a nashville school killed six people, including

three. the trio broke house rules and used a bull horn when they were not recognized to speak. johnson sur voifed the expulsion vote, which she suggested had to do with the fact she's white. jones had had this to say on the house floor following yesterday's decision to reeninstate him. >> there comes a time where we come back here to nashville, tennessee. >> nashville's metro council voted to reappoint jones as an interim representative by unanimous votes. he will hold the seat until a special election can be held. jones isí)ñ expected to run for that seat. ahead of his reinstatementment, a statement reads, the branch is

outraged that tennessee's speaker of the house called jones' peaceful protest unacceptable and a violation of house rules. those in oakland who knew jones are thot surprised by his efforts to urge the passage of stricter gun control measures in the wake of yet another school shooting. meanwhile, it's unclear whether that other expelled tennessee representative will be reinstated or not. live in washington, brie jackson, today in the bay. >> i'm sure people will be watching. thank you. 6:06. today in san francisco, the man accused in february's deadly house explosion is due in court. darrin price pleaded not guilty to charges including involuntary manslaughter, manufacturing a controlled substance and child endangerment. prosecutors say he operated a drug lab inside the home that exploded killing his wife and damaging nearby homes.

also today a recently opened san francisco whole foods store is suddenly closing indefinitely due to crime concerns and worker safety. it's it opened just a year ago. and it's becoming a flagship store. now being closed over concerned and drugs by store visitors. mid-market district supervisor calls this the latest sign police need to be better staffed. >> we have to get back to a fully staffed police department. and i would argue that if we're going to have businesses like whole foods closing after a year, we can't afford not to solve this problem. >> the mayor's office echoed the comments calling for more police staffing. all employees are being relocated to other stores. right now, there's no indication when or if the store may reopen. oakland leaders take the first steps to end the long-time pandemic related eviction protections. council members debate a plan to phase out the moratorium.

a full vote may come as soon as this week or next week. if approved, the moratorium may end by september. some cities and counties bans have already expired ahead of the hearing, people will rally to support what they call a responsible end to the ban. it will happen at 1:00 p.m. on harrison street outside of one of the larger landlords. in just a few hours, the water board will review recommendations to relax the water conservation mandates. for the first time three years, drought conditions in the bay area are gone thanks to the string of storms. the meeting is scheduled for 1:00 this afternoon. even when i still say, that drought conditions are gone, it's hard to believe. >> when we think about the way we started the season, there was a lot of red and deep reds now we're saying what drought? this is what we see with climate

it's already breezing and turning gusty as we go into today. it won't be nearly as warm as yesterday. our highs reached the 60s. and the wind will make it feel much cooler. it will feel like spring. a look at the rest of the week's forecast coming up in a few minutes. a live look at the bay bridge shows you the backup has filled in. i say finally because it was steady slower build right now. we were looking at the maize, no problem. there is a reason why it maybe slower at the bay bridge. good morning. very happy tuesday to you. we get lots of information about inflation this week. the consumer price index is going to show what we're paying for all kinds of gods and that's due out tomorrow. ask then the producer price index the next day on thursday. the perceived value of bitcoin jumped 6% in the last day. crossing $30,000 for the first time since last summer. it's about double the value since the beginning of the year.

congress is asking u.s. immigration to increase the amount of time laid off visa holders have to find a job. this is a major issue potentially affecting thousands of people in silicon valley because if you're here on a special work visa, ask you lose your job, you have to go home after 60 days. that means uprooting your family, selling your house, even if you had the money to stay. the value of our homes falling. we have seen several reports on that. bank of the west predicts home prices statewide here in california will fall 7.5% this year and another 2. 5% next year. this comes as layoffs hit northern california particularly hard. unemployment in california 4.3% higher than the national average there's one thing propping up prices. people who own houses now are not that willing to sell them. not just because prices are

falling, but because if they move, they'd likely have to give up a low interest rate, 2 or 3% on their mortgage, for current mortgage rates. here's bank of the west's chief economist. >> we haven't built enough homes and people have locked in low mortgage rates and are not interested in moving. a lot of people are locked in place in their housing. so there's still very low inventories on the market, unless you get a lot of job loss and layoffs, much higher unemployment, the housing market looks better than it did a year or two ago. >> you're seeing empty nesters where they could move on to something smaller, but they don't want to pay 7% mortgage rates. i'm sticking with the 2

>> wow. good for her. it shows giving to others, sometimes it comes back.;o■ >> she's been through a hard time. then to hear her daughter no longer has cancer and then to winlottery. >> they can relax and enjoy life. we have had some nice weather. it got warm yesterday afternoon. and we're headed back to some 60s. we'll drop the temperatures down about 10 degrees across much of the bay area. it's starting out drizzly in san francisco. here's a live look at the golden gate bridge. we have a lot of fog rolling through. and it's creating some soggy conditions. once that clears, it turns windy for today. and take a look at some of those wind gusts. coming in from the north ask west at about 15 to 20 miles per hour for the inland areas, and then for the coastline it's even higher with 25 to 35-mile-per-hour gusts. so be prepared for a really windy day.

and we're seeing also the dry conditions continue. even going into tomorrow, it's still going to be gusty as a cold front moves in. take a look at our forecast later this evening. only 56 degrees at first pitch. and check out the wind gusts. we'll have a lot of curveballs out there because some of the gusts at 30 miles per hour. mainly clear evening, but it's going to be cool out there once that fronts passes. and our high temperatures for the inland areas, we had a lot of 70s and 80s yesterday. we're going to see 64 for the high temperature in fremont and hayward. taking it into tomorrow, it's about the same. we'll drop it down another couple degrees. and then we start to bring it back up in time for thursday and heading into the weekend. but the cold front that's moving in now, not producing much in the way of any rain. in fact, we're going to continue with dry conditions. take a look at hour our temperatures change.

5-year-old girl. >> we're also learning more about the victim as family and friends grieve this senseless tragedy. what can you tell us? >> reporter: good morning. truly a senseless tragedy when we're talking about the deadly ( shooting that killed a 5 yeeshld. we know that authorities are searching for the suspects in all of this. but as that's taking place, you're hearing from a close family friend of that 5-year-old victim. the victim we're talking about is 5-year-old that was shot and killed along 880 over the weekend as she was riding in the car with her family. police are trying to determine that this connected to another shooting that took place in the area around the psalm time over the weekend. now we did get a chance to speak with the mom's best friend who says they are grieving. she was going to turn 6 in a matter of weeks.

>> she was a great kid. this shouldn't have happened to her. everybody was her friend. she loved to laugh, smile and hang out with her family. >> reporter: so as far as that investigation goes, no arrests have been made so far. as i mentioned earlier, investigators say that another shooting did take place in that area around the same time. the suspects in that have been arrested, but it's unclear if it's connected to this freeway shooting. so if you have any information to help with this case, contact chp. >> thank you very much for the latest there. police hoping you know the person in this surveillance image. take a look. he maybe tied to grabbing and groping a woman campus. it happened at 12:30 this morning at the foothill complex. the woman fought back and got away. investigator says the latest

incident maybe related to two other recent sexually battery cases. anyone with information should call uc police. firefighters sprang into action after a car crashed into a power transformer alongside a building. it happened on willow pass road. that driver did not suffer serious injuries and that building was empty at the time. the cause of the crash is still not clear. and also last night a hit-and-run crash in san jose landing a bicyclist in the hospital. police say that a woman who was hit suffered life threatening injuries, but is recovering well. that collision happened around 9:00 last night near north 1st street and 880. some roads were closed for that investigation. but have since reopened. some commuters traveling to make it in the bay may receive help from getting from point a to b. leaders are set to announce a new program for the express lanes along 880. low income commuters maybe able to qualify for reduced tolls.

the full details will be announced at 11:00. advocates plan to hold a rally and march today. they are concerned over the $300 million equity multipier budget plan. critics fear the money will not be directed to black students who most need it but instead to the poorest schools with minimal black student enrolgment. the final budget plan is due next month. now to a live look at palisades tahoe ski resort. this year we have seen near record levels of snow. but as temperatures start to warm, the question will turn to run off and whether waterways are quipped to handle the run off. they will hold a news conference to address the situation and potential flooding threats.

>> so much snowfall out there. >> what we don't want is for it to melt too quickly. even though people are saying it's been cold, we want it to warm up gradually, look at how much snow is out there. we're at 2 to 3 times our normal amount of snow pack. and the average is about 126 inches of snowfall. the water equivalent of 54 inches of rain. and all of that water there as that snow melt, it's a huge amount of water that we have there. and now we are seeing sunshine and also we're starting out with cooler temperatures for our average highs. we'll reach into the ■÷mmid-60s today. 64 in hayward. and 66 today in dublin. so many of these temperatures will be about 10 to maybe degrees lower than yesterday. we had a taste of summer, we'll bring it back to springtime.

6:55. welcome back. as we head out the door here a look at the top stories we're following today. >> the investigation this morning still appears to be wide open in the weekend shooting that killed a 5-year-old girl. she died along interstate 580 over the weekend. investigators say her family was driving home from a dinner party. we spoke to her mother's best

friend who said the family is heartbroken. >> she was a great kid. and it shouldn't have happened to her. she loved life. she loved to laugh, smile and hang out with her family. >> no arrests have been made, but they are trying to determine if the shooting is lunged to another shooting that same night in fremont. three people are in custody in connection to that incident. also today in san francisco, the man accused in february's deadly sunset district house explosion is due back in court for a preliminary hearing. she pleaded not guilty to charges including involuntary manslaughter, manufacturing a controlled substance and child endangerment. prosecutors say he operated a drug lab inside that home, which exploded killing his wife and damaging nearby homes. also today a recently opened whole foods store is suddenly cloing indefinitely due to

crime concern asks worker safety. the store is on market at 8th street. it opened just a year ago with the idea of it becoming a flag ship store. it's now being closed over concerns about rampant shoplifting and the alleged use of drugs in the restroom by store visitors. right now, there's no indication when or if the store may reopen. just into our newsroom, elizabeth holmes loses her latest bid to avoid starting her prison sentence, which the judge ordered will commence april 27th. holmes is set to serve 11 years in prison for defrauding investors. until now, has been free on bail during her appeals process. holmes can still appeal to the federal court in san francisco, but the judge ruled it will have to happen while she's behind bars. leaders take the first steps to end the eviction protections. council members debate a plan to phase out that moratorium. a full vote may happen as soon

as next week. if approved, it may end by september in some cities and counties. eviction bans have already expired. ahead of today's hearing, people will rally to support a responsible end to the ban. it will happen at 1:00 p.m. outside of the offices of one of the city's larger landlords. valley waters board of directors will review recommendations to relax the water conservation mandate. for the first time in three years, drought conditions in the bay area are gone thanks to years of storms we have been having past year. the meeting is scheduled for 1:00 p.m. in the meantime, like. >> spring spring like, but no rain. we're seeing mist and drizzle in spots. it's going to be a windy day. today and tomorrow. a our highs reach into the low to mid-60s inland and a very pleasant weekend with highs in the low 70s. san francisco, morning drizzle but highs in the 50s.
