abortion. >> drugmakers among the latest joining the backlash. we're live in washington with the looming deadline some fear may cut off access within a matter of days. >> lays out a plan for pajaro. this is "today in the bay." good wednesday morning to you. i'm laura garcia. >> and i'm marcus washington. let's get started with the forecast this morning. kari hall is tracking what we can expect today. how is it looking? >> we're starting out with a few clouds here and there. cool temperatures compared to what we've had the past couple of days. you'll notice it does feel a touch cooler and we can notice a few degrees. as we take a live look outside in san jose as we're starting out with a little bit of a breeze, as you're stepping out the door, we have temperatures in the upper 40s. as we go into late morning and into the afternoon, the wind

will pick up and our temperatures will be held down. only reaching into the upper 50s for much of the peninsula and some of our inland areas reaching the low 60s. this will be the coolest day of the week. it does start to warm-up. we'll talk more about that coming up in just a few minutes. >> thank you very much. the biden administration today is expected to announce new rules for new cars and trucks in an attempt to get more americans into ev. scott mcgrew joins now. this would bring the rest of the united states in alliance with what california has been doing. >> automakers were planning to adjust to california's demand that all new cars and trucks sold via electric by 2023. a new rule proposed by the epa announced later today will push the rest of the country in the same direction. much more aggressive than what president biden proposed just a few years ago. back in 2021 standing in front of those american-built electric cars, biden asked for half of all new cars to be electric by

2023. that's a smaller goal. today's announcement will be more aggressive, two-thirds of cars and light trucks. by capping the total emissions of each car company's new cars, laura, they can't tell car companies what to build, but they can put limits on emissions that are so strict that car companies will have no choice but to design more electric cars. if you sell a pickup truck, you're going to have to sell two evs to offset that pickup truck. >> of course, everybody is looking for the tax breaks as well. americans can get some tax back for hybrids. >> the government has updated the list that qualify. added some drops -- the list goes active in effect next monday. we can't go through every model. here's a broad-brush look. general motors, the umbrella for brands, that's why they haven't had chevy on there, it's in the gm brand.

the government says you may call fi for up to $7,500. a lot of that depends on what car you pick, income and tax burden. it's the classic, your results may vary. it's all going to depend on where the battery is built, where the materials come from. >> your dealer will know which one will qualify. >> absolutely. also, you could actually just google the vin number on your phone. it's -- google vin number electric car tax credit, it will get you to the right link. google it and it will tell you, yeah, that qualifies. >> you can do your own homework as well. which is good. thank you. new development in washington in the fight over abortion access. access to one widely used abortion pill may be cut off as soon as this weekend. in california among those states now stockpiling pills just in case.

"today in the bay" is live in washington. good morning to you, drew. >> good morning, marcus. this issue could be destined for the supreme court. with two federal judges at odds over this abortion drug and that's causing major question about the future over what has become the most common method of abortion in the u.s. >> reporter: a group of antiabortion doctors and medical organizations urging the ban of the abortion drug. the abortion opponents argue the fda did not follow protocol when the abortion drug was approved nearly 25 years ago. >> they fast tracked the approval without doing the due diligence that was required. >> reporter: a judge in texas agreed and issued a ban on the drug set to take effect on saturday. but there is broad agreement in

the medical community that the drug is safe. the most common method of abortion in the u.s. supporters say that is why it's being attacked. >> this is a back door ban on abortion. >> it's completely out of bounds what the judge did. >> the texas court is at odds with the judge from washington state requiring access to the drug to be maintained. >> i'm proud to announce that new york state will create a stockpile of another form of medication abortion. >> state like new york, california, massachusetts and washington all stockpiling drugs in anticipation of a drawnout legal fight that could end up in the supreme court. another flash point over reproductive rights that will likely be a major issue in future elections. now more than 600 drugmakers and biotech leaders joining in in the condemnation of that ruling issuing a letter accusing the judge of activism.

reporting from washington, i'm drew petrimo, back to you. the judge may set a trial date for harry in a recent hearing. the young accuser took the stand and testified about being touched inappropriately. he's pleaded not guilty. prosecutors say ralph white crashed into their car in rodeo on march 23rd driving a stolen suv. friends are remembering a south san francisco bicyclist struck and killed on the peninsula. the 37-year-old was also part of a peninsula cyclist club. memorials now mark the location

where he died monday night in redwood city. fellow club members say that that road has become more dangerous for cyclists in recent years. >> why you need to drive 15 miles per hour an hour on a two-lane country road is beyond me. >> he did seem like he was so happy to be on his bike and be meeting people in the club. >> the accident is still under investigation. but investigators say that the car was driving in the same direction as the cyclists and the driver remained there at the scene. now to a live look at the state capitol this morning. that's where later today friends and family who have lost loved ones in speed-related crashes will push for lawmakers to legalize speeding cameras. supporters from san francisco will head to the state capitol on a bus leaving in 90 minutes from now around 7:45. the bus will depart from san francisco city hall. san francisco's supervisors

will resume a board meeting that ended abruptly yesterday due to a vandal attack. police say someone cut a cable in an underground vault. some 5,000 comcast customers lost service, including at city hall. city law require all board meetings be streamed so the decision was made to postpone until the line could be repaired. comcast is the parent company of nbc universal. happening today, u.s. senator will join house leaders in the town of pajaro. last month, levee breaks caused damage. they're urging the army core of injuries to repair the levee. lawmakers recently secured about $150 million in new federal funding to address flood risk along the river.

as we go into late this evening and the sky will be mostly clear. now we're headed for about 62 in san jose. that's cooler than the way we started the week. even cooler than yesterday. 64 is the high today expected in martinez and 65 in napa. tomorrow it comes up a couple of degrees. we'll see temperatures right at about what's normal for this time of year for the rest of the week and also the sunshine continues. so jackets during the morning, not so much in the afternoons. it's fairly quiet along the region. it's windy. and that high pressure is keeping it dry. we may not see anymore rain in the forecast until about early next week. shows that possibility from a slight rain chance on monday through wednesday. but mostly in the northbound. let's get a look at fairfield. temperatures are still changing. 70 for tomorrow as well as friday and low 70s for saturday.

very pleasant weekend for those outdoor activities. notice that it will be cooler off again for the middle of next week. so taking a look overall at our inland temperatures around the bay area. reaching into the low 60s today. and if you are planning to get outside this weekend, i don't know if it could be any more perfect with some comfortable weather and sunshine. still pretty windy in san francisco today, especially for the coastline with some of those gusts reaching 30 to 40 miles per hour. here's a live look at the golden gate bridge. you can see that it is a smooth drive. they've already moved those cones and the lines there with the zipper truck. looking at the bay bridge toll plaza, nice, easy approach. not yet seeing the lights on and around the bay area. a couple of minor incidents. there was the slowdown as they were cleaning up some construction there on palo alto 101 near east palo alto and seeing an issue for 101 going

it's going to start out in the 40s and then head for the upper 50s. not nearly as warm as the way we started the week. and we'll reach 61 in dublin, 62 in novato and in santa rosa, 65 degrees. it gets milder and the sunshine continues. we'll take a look at the weekend forecast coming up in a few minutes. >> this morning, we are following the breaking news for you. the suspect is in custody after a high-speed chase overnight. here's what happened and how it ended. about three hours ago, a crash in san francisco, this is near-peer 80, this video here showing deputies at the scene. we know that a car, a street sweeper and two parked rvs were damaged in that crash and witnesses say that officers arrested the driver and found a gun at the scene. there's no update from authorities. and antioch is dealing with the fallout of alleged racist

text messages sent between officers within its police officers. >> the agency under investigation by the fbi for what's only been described as crimes of moral turpitude. we're live from antioch this morning. these text messages were uncovered by the fbi, i understand, during this ongoing investigation. >> reporter: yeah, that's correct. it was uncovered during this fbi investigation. this has been going on for more than a year at this point. but the central topic took place behind me last night discussing these text messages. this was obtained, the text messages were obtained by the eastbound times and in these alleged text messages between antioch police officers -- or some antioch police officers, one of the officers admits to be openly racists. other officers called black people gorillas, monkeys and

water buffalo. and another officer says in another text message that i will bury that n-word in the field and it was a hard "r" on purpose. the police chief says any officer involved in these text messages has been taken off the streets. he said that at the meeting, here's what the mayor had to say about the department's latest controversy. >> this is unfortunate. let's not gloat in this. this is very, very unfortunate to the city, to this organization and to the profession. >> there are going to be some changes. some of those changes may make people feel uncomfortable. i don't give a damn. it's going to happen. it's the right thing to do. >> reporter: a very heated discussion last night on this topic at the city council meeting. i want to point out, an independent audit will take

place for those officers involved in these text messages. but remember, since this is a part of the fbi investigation, details are limited since it is an ongoing investigation. >> before you go, i was thinking about this, a large number of officers we're talking about, departments across the bay area talking about they don't have enough officers. with the latest controversy of the officers being put on leave due to their actions, how is that impacting public safety in the city? have they talked about that? >> reporter: yeah, certainly, marcus. they've talked about that for the better part of the year. the fbi investigation has played out. we know a number of officers have been put on leave as a result of that fbi investigation. and last night the police chief, he said it was -- the amount of officers taken off the streets, that was undisclosed as far as how many were involved in those text messages. when you look at it, you're talking about low staffing levels across the board. that could be harder as far as responding to incidents around town.

>> all right. pete, thank you. 5:35 right now. a follow-up for you this morning in a recent string of alleged sexual assaults. police have arrested man they believe may be responsible. palo alto police say a joint investigation led to the arrest of the suspect identified as daniel condronimpuno. along with recent attacks at cal, investigators believe he targeted a woman at the caltrain pedestrian tunnel on california avenue. one attack took place near a dorm. but the victim fought back. news of the arrest brought some sense of relief to cal students. >> i hope it's only one person and i mean it's always just best to stay aware. i tried to always have pepper spray and not have my earbuds in. but honestly, women should not have to be worried about if they're safe or not on campus. >> police are still trying to sort out all the evidence and say they're not ruling out possible additional attacks.

only on nbc bay area, an east san jose woman is asking for help. she said someone stole from a safe in her homemi containing important documents and thousands of dollars. her home surveillance cameras captured what happened in that theft. breaking into her home and grabbing the safe and things inside. the woman who is concealing her identity said it happened last month. >> the woman says the safe has passports, social security cards, credit cards and tens of thousands of dollars she saved through the years. >> that woman says in the time sense the theft, someone has send her a video demanding money for the return of her documents which she says the person flashes in clips. she also believes that the theft may have been an inside job.

police did not respond to our request for comment. we're learning what caused a refinery to start flaring yesterday afternoon. this is the view from sky ranger over the oil refinery. the company released a statement saying it was triggered by a power outage. here's a time lapse view for you. a team went out to monitor the air around the refinery. so far they've not had any reports of health impacts. happening today, san francisco state university breaking down on a new student housing project. lieutenant governor would join leaders for that ceremony. the new dormitory will be located on the school's west campus green and more affordable options for those students. when completed, it will have enough dorm rooms for 750 first-year students. it will hold a dining facility and student health care center. a house lawmaker lays out

projects set to benefit from new federal funding. the county will receive nearly $22 million from recent appropriations bills. the money will go to more court-appointed special advocates for former foster children along with pedestrian and traffic safety improvements. all 15 projects stand to benefit. did you feel them? a series of small earthquakes hit just north of the bay area last night. the first quake happened about 10:40, 4.4 in the geysers area. several after shocks followed in the overnight time in the same area. not received any reports of injuries or damage, however. 5:39. let's take a peek outside. doesn't that look nice. beautiful view of the golden gate bridge there. a nice cold start. i bet that water is cold this morning. no dipping your toe in this morning. >> it's going to be colder than the air temperature as well. it's not a good day for any kind

of swimming, especially now that we're seeing temperatures in the 40s right now. 38 degrees. upper 40s in oakland and san mateo. a lot of pollen in the air. we have a high amount of ash, mulberry and oak pollen. as we go into today, that pollen continues to below around with some gusty winds. some of those gusts, especially in san francisco and near the coastline will reach 30 to possibly close to 40 miles per hour for today. definitely a windy one. keeping both hands on the steering wheel. this is a look at the approach at that bay bridge toll plaza. it's a nice quiet start. busy looking at the bridge. people are crossing the bay and heading into work this morning, around the bay area, it is a smooth commute. we have earlier issues, earlier construction. but it looks like things are clearing up. but we do still have that big backup on 84 coming through the

do next. >> kari hall spoke with a nurse coach to get advice for parents. >> a nurse coach is a board-certified coach and what we do is we use a holistic approach to help people with where they are presently and where they want to be in their life for what they want. >> and so i think for me when -- especially when my son first got that diagnosis with autism, i went through this period of mourning. i had to just mourn the loss of what i thought life would be like. it was really trying on my family as well as a marriage and you find that there is not a lot of resources for parents to go through this. so tell me about that support for caregivers and what's needed for the people who -- the adults in this that have to go through it. >> yeah. when we talk about -- there's a lot of resources out there for kids. and when i went through a very similar situation where my

eldest son is a nonverbal autistic and i had to go through that same type of mourning where i wasn't sure what he was going to do. so now my goal is, just for him to be functional in life. and so that's kind of why i developed real life with special kids is to give that parent the support that they need and to release typical parent guilt and how to integrate siblings in the journey. because when you have a child with autism, you also -- people need to remember there's a whole other aspect to it, the caregivers, the moms, the dads, the grandmas, the brothers, the sisters, the aunts. it's a new acceptance. when people don't understand that one autistic child is one autistic child. and each one has their own differences and each one has their own strengths. and you know overcoming that social stigma is hard. it's really hard to do.

and so here in my business with real life with special kids, we really help support the parents with their process and what they need and giving them the sense of community where they feel belonged. >> we had such a great conversation. she had big dreams for the bay area. just needs a little help. but looking at opening some centers that will help support the parents as well as the children. definitely needed, especially in this area. so we're going to post that full interview online. but, yes, she's been such a help to me and for people who have been following the story, about a year ago, my daughter stopped eating. she was having severe food aversions and she helped me out with the process of getting a g-tube which i had no idea about it. her son has gone through that. and so having people around you who have been in that situation who can offer some advice, you have that community, it does really help.

autism, you know, awareness and also that acceptance is really important this month and we want to bring that to light. yeah, just love that woman. and we all need someone like that who -- >> completely. to get information and support and just someone who, you know, knows what you're going through. it's so important. >> yes. >> knowing you're not alone. you sharing your story as well helps a lot. >> so many people and if your child stops eating or has extreme picky eating, do not force your child to eat. there is something else going on there and you need to find that out before because there may be acid reflux or some type of digestion issue. i learned so much from her and just that community and people who are giving advice. >> good advice. thanks for sharing too. >> so we're going to make sure it's nice and sunny today. we have some great weather and if you are on spring break, your kids are on spring break, looking for things to do, head outdoors today, but you will

need a jacket this morning. we're starting out chilly around the bay area. it is all clear as the sun rises and a live look outside in san jose. also very windy out there. the winds have been picking up. it was windy yesterday. it's going to be the same today. look at san francisco. at noon, the winds are coming in at 31 miles per hour and all up and down the coastline, it's going to be windy, going into today. going into this evening, still pretty gusty. but eventually the wind is going to start to calm down and we'll go back to sunshine and also slightly warmer temperatures for the end of the week. walnut creek, we're in the upper 40s at 8:00. at noon, it's 59 degrees, reaching into the low 60s. you'll notice it will be cooler today with low 60s for highs. and then we'll start to see temperatures warming up. overall, it's fairly quiet across the region and we'll continue with dry weather into the weekend. it may not be until next monday through wednesday. we start to see just slight rain chances and mostly for the
