spring weather. it's going to be a little bit cooler than normal as we take a live look outside in san jose. it's a nice, sunny, clear start to our day. we go from upper 40s to upper 50s and eventually reaching into the low 60s for today. only 62 degrees. that's going to be a change from the past couple of days. monday, we hit 82 degrees. it's 20 degrees lower than that for today. reaching 64 in concord and 66 in santa rosa. we'll talk about that coming up in just a few minutes. >> we'll check back with you. to breaking news. the biden administration today will announce new rules for new cars and trucks in an attempt to get more americans into evs. this would bring the united states in line with california. >> automakers were planning to adjust to california's demands

made earlier that all new cars and light trucks sold here be electric by 2023. a new rule proposed by the epa that will be announced today will push the rest of the country in the same direction. this is much more aggressive than what president biden proposed a few years ago. biden standing in front of american-built cars and trucks asked for half of all new cars to be electric by 2023. a smaller goal. today's announcement will be much more aggressive. two-thirds of cars and light trucks. the government cannot tell car companies what to build. but it can limit the amount of emissions from a car company. so those limits will be so strict, those car manufacturers will have no choice but to design and sell more electric cars and more low emission cars. >> whatever they can do. we know that, of course, americans love their tax breaks as well. they'll get those for buying plug-in, hybrids, electrics? >> exactly right. that makes it a bit more

affordable. they are expensive. that price should go down. the government has a list of cars that qualify, added some, dropped some, the list goes into effect this coming monday. there are new rules for heavy trucks as well. i'm not going to talk about those. i think most people out there care about the cars and light trucks. we can't go through every model. but this look, general motors has a lot of brands. that's why we haven't added chevy. it's in the gm brand. the government says you may qualify for up to $7,500. it's going to depend on a bunch of factors. it's the old your results may vary. >> you can do some homework as well. >> your dealer should be able to say, yeah, that one is going to qualify, but you can run the vin through your google on your phone. google does this car qualify for tax credit. you'll get to the right site with the epa. it will look at the vin and be able to tell you. >> all right. do a little homework so you can get that tax break.

>> absolutely. >> good info there. >> a lot of good info. thank you so much. tracking developments this morning in that fight over abortion access here in the u.s. as soon as this weekend, a court decision may cut off access to one common abortion drug. california is among several states stockpiling the pills in anticipation. the legal battle has conservatives drawing up battle plans that could be coincidental in the upcoming presidential election. drew petrimoulx reports that that ruling could be just the beginning in this case. >> reporter: overnight, a group of antiabortion doctors and medical organizations urging the fifth circuit court to uphold a federal judge's decision to ban mifepristone. this comes one day after the justice department appealed the ban. the opponents argued the fda did not follow protocol when the drug was approved nearly 25 years ago. >> they fast-tracked the approval without doing the due diligence that was required. >> reporter: a federal judge in

texas agreed and issued a nationwide ban on mifepristone set to take effect on saturday. but there is broad agreement in the medical community that mifepristone is safe. now the most common method of abortion in the u.s. an abortion rights supporters say that's what's being attacked. >> this is a back-door ban on abortion. >> my thoughts are completely out of bounds what the judge did. >> reporter: the texas court is at odds with the judge from washington state who issued his own ruling the same day requiring access to mifepristone to be maintained. >> i'm proud to announce that new york city will create a stockpile of the medication abortion. >> reporter: states like california, massachusetts and washington stockpiling drugs. another flash point over reproductive rights that will likely be a major issue in future elections.

that road really has become more dangerous for cyclists in recent years. >> why? you need to drive 15 miles per hour on a two-lane country road is beyond me. >> when he would show up for rides, he seemed like he was so happy to be on his bike and meeting people in the club. >> the cause of the accident still under investigation, but the car was driving in the same direction as lester legarda and the driver remained there at the scene. now to a live look at the state capitol. that's where later today friends and family who lost loved ones in speed-related crashes will push for lawmakers to legalize speeding cameras. supporters from san francisco will head to the state capitol on a bus leaving at 7:45 this morning. that bus will depart from city hall. san francisco's supervisors will resume a board meeting that ended abruptly yesterday due to a vandal attack. someone cut a broad band cable in an underground vault.

some 5,000 comcast customers lost service including at city hall. city laws require all board meetings to be streamed so the decision was made to postpone until the line could be repaired. comcast is the parent company of nbc universal. in monterey county, california, u.s. senator alex padilla will join others in the town of pajaro. this is where last month the levees broke causing so much damage. they're urging the army corps of engineers to accelerate reconstruction. lawmakers secured about $150 million in new federal funding to address flood risks along the pajaro river. >> it is 6:08 on your wednesday morning. sun coming up over the bay area. some cooler temperatures, but it's feeling more spring-like than winter with that rain striking around. a look at our forecast. >> it's been nice to have the break. and we've had a lot more time to

get outside. this morning, though, the jacket is one of those necessities as those temperatures are in some spots dipping into the upper 30s. oh, my goodness. upper 30s in parts of the south bay, but mostly 40s elsewhere. let's head up to petaluma. 46 degrees now. notice the trend that we stay in the 50s through noon, reaching the low 60s for parts of the north bay today. 60 today in hayward. low 60s for the south bay. we'll get a look at milder weather in our weekend forecast and this morning as you're heading out the door for work, we are seeing things starting to slow down, looking at the san mateo bridge. it is a typical wednesday morning community and we haven't seen any major issues yet. there were some slowdowns, but it looks like a smooth flow of traffic across the richmond san rafael bridge.

across the bay area, we're seeing -- there's a lot of green censors here, but there's a couple of spots where it's been slowing down. coming through the tri-valley as you're looking at 84, it is starting to back up there as you're trying to make your way back over to 680. it may be about the same amount of time to cut across 580 down to 680. looking at the bridge drive times, only the pay bridge is slowing down just a bit at 12 minutes, and then also westbound on the san mateo bridge, we saw there was a lot of people there. but it is moving. across contra costa county, we are starting to see more people out the door, heading on highway 4. it takes you about 33 minutes. we'll get a look at everything once again coming up in a few minutes. >> thanks so much. 6:10 right now. elon musk not holding back from his war of words with san francisco leaders. the recent surpri closure of a

the eastbound, drive times are starting to slow down, westbound 80 on highway 4 to the bay bridge. takes you 26 minutes. if you're on your way out the door, bta is having an electric issue. light rail service is suspended temporarily. bus bridges will run throughout the light rail system for the next two hours. heads-up about the that if you plan to catch bta to work. we'll follow this as well as another update coming up in a few minutes. happy wednesday to you. big news on the inflation front. it's good news. the monthly measure of the consumer price index shows prices have increased just 5% from this time last year. that number has been as high as 9% some months ago. 9.1 actually. 5.6% on the core, 5 on the overall number. the monthly increases, just 0.1

of 1%. salesforce is leaving more office space. it's famous for its tower but it owns a huge office building called salesforce east and leasing out that entire building. this according to the san francisco business times. it's kind of symbolic moment in san francisco really. the city's largest private employer doesn't need commercial space to the point where it's not occupying an entire building that it named after itself. another symbol of the times, whole foods on market street, it's shutting its doors because of crime. elon musk who lives and works down the street at twitter compares san francisco to a zombie land and the apocalypse. that got a rise out of san francisco's mayor. >> we have really important things to do in the city and, you know, he's been here for all of, what, five minutes, and what i wish he would do is spend time not only meeting with me, but also getting to know various

may see a dip in the next hour. and then going into today, not nearly as warm as the way we started the week. today will be the coolest day of the week with a lot of us in the upper 50s and 60s. it's going to be windy. these wind gusts at noon into the early afternoon will be at 30 to 40 miles per hour near the coastline and in san francisco. for the inland areas, it's looking like 20 miles per hour. that's still windy. and then as we go into this evening, eventually, it's going to start to calm down gradually. but overall, we're changing over to a blast of some slightly cooler temperatures for today and then once the wind calms down, we head back up. taking a look at today's highs in the low 60s. tomorrow mid-60s and we're also continuing with dry conditions and in spots like dublin reaching 66 degrees and 69 tomorrow in santa rosa. friday it's still about the same. it may be just a touch cooler. going into the weekend, we're

expecting it to be really nice. in fact, across the region, we're seeing dry and high pressure building. that's what's keeping any chances of rain away from the bay area. still the pacific northwest as an area of low pressure. that's a reason why the air is rushing so quickly. we have high pressure next to low pressure. and it may not be until about the beginning to middle of next week when we start to see some slight rain chances, especially for the north bay. taking a look at fairfield, we have upper 60s for today, low 70s for the next few days and take a look at monday and tuesday. we're reaching into the mid-60s for highs. and then for our inland areas overall, it's going to be windy today. and then staying mild and spring-like into the start of next week. now let's get you out the door with a look at one major issue that we just got reported for vta. service suspended. they're having some electrical issues and so you do want to allow extra time to get to work

good morning. tom in fremont says his bank alerted him to a bogus $900 charge at walmart. he confirmed it was fraud and the bank stopped that transaction. here's the thing, tom says the crooks must have signed up for a subscription service because the next month, walmart charged his card $12.95. that's the price of walmart plus which is sort of like amazon prime. tom says the bank reversed it, but the next month, walmart charged another 12.95. he asked walmart to stop the subscription. i didn't. after seven months of the same routine, he contacted us to end this cycle. we contacted walmart. tom says walmart emailed him. a rep canceled the membership and the monthly charges oncexe d for all. tom confirmed they stopped. we asked walmart for its take,

started the week, reaching 64 in concord and 59 in san francisco. mid-60s in santa rosa and in morgan hill today, 62 degrees. we will continue to warm up over the next few days going into the weekend just slightly. no significant warm-up here. we'll talk about as well. when we could see some rain again, that's coming up in a few minutes. we have breaking news this morning. one suspect is in custody after a high-speed chase. this is where it ended about three hours ago with a crash in san francisco near pier 80s. rvs were damaged in the crash. officers arrested the driver and they found a gun at the scene. so far no one other update from authorities. antioch is dealing with fallout of alleged racist text messages sent between officers within the police department. the agency already under investigation by the fbi for

what's only being described as crimes of moral turpitude. we're live in antioch this morning. the text messages were actually uncovered by the fbi during that ongoing investigation. >> reporter: yeah, that's correct, marcus. the investigation has been going on for more than a year at this point. but it was the text messages, marcus, that was the central topic last night at that city council meeting that took place behind me here in antioch. these messages were obtained by the east bay times. and in the text messages, there were many examples in that report, one admitted to openly being racist. others allegedly called black people gorillas, monkeys and water buffalo. in that report, one officer says i'll bury that n-word in my

fields and it was a hard "r" on purpose, referring to the use of the n-word. the police chief says any officer involved in these text messages has been taken off the streets. they've been put on leave. here's what the police chief and the mayor had to say about the department's latest controversy. >> this is unfortunate. let's not gloat in this. this is very unfortunate to the city, to this organization and to the profession. >> there are going to be changes, some of those changes may make people feel uncomfortable. i don't give a damn. it's going to happen. it's the right thing to do. >> reporter: definitely a lot of fallout there from the city dealing with these text messages. i want to point out, an independent audit will take place for those officers that are involved with the text messages, but, again, it is a part of this fbi investigation so the details are going to be limited since it's an ongoing

investigation. >> and, pete, those allegations disturbing. i want to ask you about the latest controversy with the officers being put on leave. what is that going to do with the safety -- or how is it going to impact the safety there within the city? >> reporter: yeah, if you remember, marcus, a number of officers have already been put on leave as a result of that fbi investigation. and then now the police chief mentioned, you have an undisclosed amount taken off the streets due to this latest controversy with the text messages. you have low police staffing levels. there's going to be a harder time responding to incidents around town. it impacts the public safety here in antioch. >> all right. well, a lot going on there. pete, thank you. we also have a follow-up for you this morning on a recent string of alleged sexual assaults. uc berkeley police have arrested a man they believe is responsible. a joint investigation led to the arrest of the suspect identified

as daniel condronimpuno. along with recent attacks at cal, investigators believe he targeted a woman at the caltrain pedestrian tunnel on california avenue. investigators say one attack at cal took place near a dorm. but the victim fought back. news of the arrest brought some sense of relief to cal students. >> i hope it's only one person. and i mean, it's always just best to stay aware. i try to always have pepper spray and not have my earbuds in. but honestly, women should not have to be constantly worried about if they're safe or not on campus. >> police are still trying to sort out the evidence. and we're learning what caused an east bay refinery is to start flaring this afternoon. this was our view over the oil refinery in rodeo. they said it was triggered by a power outage. here's the time lapse view for you. the hazmat team from contra

costa health went out to monitor the air around the refinery. so far they've not had any reports of health impacts. small, bluish-purple blobs are watching up in california including right here in the bay area. this is video from our san diego sister station showing what's known as by-the-wind sailors. experts say they can sting but normally won't hurt. it's best to leave them alone. hundreds washed up just last week. >> the kids will want to see them and pick them up. no, no, don't do it. looking out towards san francisco. a beautiful shot there. kari's favorite time of the day, the sunrise. >> yeah, i think all of us that work in the morning. >> and it's usually so beautiful. you can see a lot of orange and pink there. it is a really nice start.

good morning. the time is 6:42. as you're heading out in the east bay, we're taking a look at fremont. it's a chilly start with temperatures in the low 40s and still pretty gusty. it does get very windy as we go into today and you'll notice it won't be as warm as it has been. this will be the coolest day of the week as we stay in the 50s throughout much of the day. as you're heading out on the roads this morning, we're driving through contra costa county with a bit of a slowdown. a look at the drive times. it takes you 42 minutes to get from pittsburgh to walnut creek and 24 minutes. it will take you awhile to get to work on this wednesday. allow some extra time so we can all get there safely. >> we'll check back with you. nbc bay area has obtained new surveillance video of a

deadly gunfight near downtown san jose. we need to warn you, this video is graphic. you can see two people running down the street. police say they are involved. they're also saying two groups shot at each other saturday afternoon. this was near key and is south third streets. one man later died. this week, police announced the arrest of a juvenile tied to the shooting. he's now facing charges. police are not yet identifying the person who died. 6:43 right now. president biden is in northern ireland this morning ready to celebrate peace on the emerald isle. >> and they are ready to celebrate him, right, scott? >> yes, they are. good morning to you. joe biden has irish on both sides of the family. finnegans on his mother's side and bidens on his dad's side.

>> the unfortunate leak of classified documents is certainly as intense as anything in that now part of the in box as well. it's something that the u.s. government takes extremely seriously. the pentagon and the department of justice have now launched a quite intense investigation to get to the bottom of this. we just got very good on inflation. it shows prices rose 5% from this time last year. it got as high as 9.1 at its worst point. investors think that will continue. the epa will announce new sales goals today. two-thirds of all cars, laura and i talked about that at the top of the newscast, i'll post more of it on social media. >> some ways that you can save money. let's talk a little baseball right now. live look at oracle park. tonight the giants and dodgers wrap up a three-game series.

this will be the rubber match. both teams split the first two games. last night at oracle, the giants got out to a 2-0 lead. then in the eighth inning, a home run made it 4-0. fans went home happy after brandon crawford launched a ninth inning solo shot. the giants ended up winning that game 5-0. >> love it. this month is world autism month and quite often when there's a diagnosis of autism, the search begins with those resources and just what to do next. >> kari hall spoke one-on-one earlier this week with a nurse coach to get advice for parents. >> a nurse coach is a board-certified coach and what we do, we use a holistic approach to help people with where they are presently and where they want to be in their life for what they want. >> and so i think for me,

especially when my son got that diagnosis with autism, i went through this period of mourning. i had to just mourn the loss of what i thought life would be like. it was really trying on my family as well as a marriage. and you often find that there is not a lot of resources for parents to go through this. so tell me about that support for caregivers and what's needed for the people who -- you know, the adults in this that have to go through it. >> when we talk about -- there's a lot of resources for kids. i went through a similar situation where my eldest son is a nonverbal autistic and i had to go through that same type of mourning where i wasn't sure what he was going to do. so now my goal is just for him to be functional in life. and so that's kind of why i developed real life with special kids is to give the parents the

support that they need and to release the parent guilt and how to integrate siblings in the journey. when you have a child with autism, you also -- people need to remember that there's a whole other aspect to it, the caregivers, the moms, the dads, the grandmas, the brothers, the sisters the aunts. when people don't understand that one autistic child is one autistic child. and each one has their own differences and each one has their own strengths. and, you know, overcoming that social stigma is hard. it's really hard to do. and so here in my business with real life with special kids, we really help support the parents with their process and what they need and giving them the sense of community where they feel belonged. >> you touched on it there talking about your son, kari. this hits close to home for you. >> yeah, i have a son who is 11

who is on the autism spectrum and i have my 6-year-old daughter who is on the spectrum. a lot of times, you have people come in and there's like, okay, here's the support for your children. you're like, what about the caregiver? because i need some care too to take care of them. and so that's what she offers. for me, when my daughter stopped eating, if you've been following my story, a year ago she stopped eating and they gave me information about g-tubes and her son has a g-tube. i had no idea about this stuff h. but there are so many people, especially children, who have problems with eating or extreme picky eaters or may stop eating all together and a lot of times that's one of those problems that go hand in hand with autism. one of the things that you learn is not to force your child to eat. there is something wrong that you need to get looked at first and then you know you need that support of people around you to give you some good nuggets of

information, let you know where you need to go from there. >> do you find it's hard to find those resources? >> yeah. >> that's what's key is getting the resources to people who need them. >> people who have been through it and can give you advice and point you in a good direction. so that's really helpful. and so she's a nurse coach. she helps parents as well to give that support for parents. but also that helps the children and she has really big dreams of opening some centers here in the bay area. and so that is so needed at this point because there is such a great need in the bay area for autism services and children with special needs. that's definitely something we would like to see happen here just because there's so many parents that need that. >> i imagine there would have been setbacks during the pandemic as well. not being able to do and see people face to face. >> that is really key. having those people in the community face to face who can help you --

>> help those faces that we love. oh, my goodness. >> hopefully and thankfully, someone can support you, that way, you can keep giving. >> we're trying to make sure that people are aware, they're accepting and also helping to build those communities. >> of course. so important. >> thank you for sharing too. i know no doubt it's helping somebody else. >> all right. i think the sunshine has been helping all of us big time. it's great out there. kids are on spring break this week. you're looking for stuff to do and trying to get outside. take a look at our forecast for mount view. it's in the mid-40s. it's a cold start. as we go into today, it's not going to be as warm as yesterday. mostly sunny and for much of the morning. we'll stay in the 50s. it's also going to be very windy which adds more to that chill in the air. at 1:00 today, those winds are gusting at 34 miles per hour in these areas in purple are

showing the winds gusting close to 50 miles per hour that. could cause a little bit of damage. for the most part it's going to be a blustery day. this will be the coolest day of the week. the wind will calm down and over the next couple of days our temperatures start to feel a little bit better. but we are cooler compared to the way we started the week. remember on monday, some of us were hitting low 80s. we made it up to 82 in san jose. today the high temperature is going to reach 62 degrees. and as we go into the next few days, it's going to start to get a little bit warmer reaching into the upper 60s tomorrow. and friday is looking comfortable as well with low 60s. just some light jacket weather. overall, it's dry. we'll continue to see dry conditions across the region and it may not be until next monday, tuesday, wednesday, when we start to get slight rain chances. take a look at napa and our temperature trend. that's still really kind of

bay. four hours ago. video showing deputies at the scene. we do know that a car, a street sweeper, and two parked rvs were damaged in that crash. and witnesses say that officers arrested the driver and found a gun there at the scene. new fallout in antioch after the emergence of racist text messages sent between officers within the police department. the east bay times obtained the texts. it includes very highly offensive conversations among officers who the police chief says are no longer patrolling the streets. the issue got heated last night at the council meeting with the mayor at one point abruptly leaving the room. an independent audit is now in the works. new word this morning on what caused an east bay refinery to start flaring yesterday. over the phillips 66 oil refinery. the company released a statement saying it was trigger by a power
