recycling plant in indiana. sam, can you give us the latest on the fire and these evacuations? >> reporter: yeah. so good morning to you as well. we know this fire has now been burning for more than half a day. we know this is just the beginning. i want to show you now the sun is coming up here in richmond exactly what the scene looks like behind us. it almost looks like the tops of the trees, but that is trick black smoke that has been rolling through this community for more than 12 hours. we have seen fire crews in and out of this plastic recycling plant. the investigation just now getting started. but one of the biggest concerns here for residents is the toxicity of all this. you can see the smoke is blowing to the northeast over this small community. right now there are evacuation

orders in place for anyone who lives within half a mile radius of this facility. they have been asked to move out and for anyone that leaves nearby, there is also a shelter in place. so this morning families inside their homes, windows shut, doors shut. pets brought inside as well. it is important to mention, we are on the backside of this, so local law enforcement says we are safe here. but, of course, this is a growing concern for folks in this community. schools also staying home today out of precaution. >> the fire chief has been all over this. is there any sense of how long it will take to put this out or are they going to wait for this to burn itself out? >> that's a good question, hoda. even this morning we have seen flames reaching as high as semitrucks. this is a very active scene here. we spoke to fire crews that say do not have an anticipation time to lift those evacuation orders. firefighters are using ladder

trucks to fight the backside of the fire. we just have to wait it out and take precautions here in this small town of richmond. >> samantha, thank you very much. all right. this morning we also have new details on that bank shooting in louisville. dramatic new body cam video is showing the moment officers rushed toward that gunman who they say planned to ambush police. the shooter's family is speaking out as well. morgan chesky joins us with the latest. hey, morgan. good morning. >> reporter: police say they show these two officers doing exactly as they're trained to do, engage the gunman and eliminate that threat. the louisville fire department and police department blurred and edited portions of these videos, but they catch the crucial moments from the moment the police arrive to the moment the gunman is taken down. intense new police body cam video captures two louisville officers rushing towards the

gunman hidden inside old national bank. one bullet grazing officer corey galloway who scrambled to take cover and return fire after his partner, nickolas wilt, was shot in the head. >> i think he's down! >> reporter: the suspect, 25-year-old connor sturgeon was in an ambush position shooting behind the lobby's reflective glass until the officer fired the fatal shot. >> suspect is down! get the officer! >> reporter: these new images show the shooter inside the bank. armed with an ar-15 investigators say he purchased legally a week earlier from a louisville gun store. he waited for police, shooting at bystanders before striking the officer who remains in critical but stable condition. >> this young man went back in to the line of fire in order to protect others. >> reporter: in a statement to

nbc news overnight, the shooter's family writing their son had mental health issues which we as a family were actively addressing. there were no warning signs he was capable of this shocking act. dr. jason smith who treated the victims getting emotional and pleading for action. >> to everyone that helps make policy, i would simply ask you to do something because doing something, which is what we've been doing, is not working. >> reporter: we're also learning more about the five lives lost. james tutt had just celebrated his 64th birthday. those who knew him called him a finance genius with a heart of gold. 40-year-old joshua a husband and father of two was an active church member. >> the last thing he said to me was i'll do anything you need me to do.

>> reporter: 45-year-old juliana farmer had moved to louisville to be closer to her daughter and granddaughter. >> i can't tell her how much i love her. >> so much sadness. all right, morgan. you mentioned that the family knew that he was dealing with some mental health issues. how was he able to get a gun? >> reporter: yeah. what a great question. currently in kentucky, outside of a federal law that would prohibit someone with a felony conviction from purchasing a firearm, there are no laws in the books to prevent someone with a mental or substance abuse disorder to prevent them from get ago firearm. this very rifle under kentucky rules would be auctioned off which could allow it back on the streets. in the meantime, in tennessee, the republican governor just signed an order that would strengthen gun laws for anybody

frankly in the world and spend time in their living world talking to the family, giving them a sense of how we plan to progress to partner with the family in terms of release. we don't have that much information right now. as you know, the russians have not yet granted con solar access. he seems to be okay and in good health and good spirits. but the prison is famous for isolating its captives. we don't have a strong sense yet. hopefully we will be able to give you a better report. >> the administration designated him wrongfully detained. this seems to be a diplomatic term of art, but what does it mean? what does that enable you to do to secure his release? what is the strategy? >> it gives us now the obligation required by law after the passage that obligation requires us to bring evan home.

in a normal case where an american might be arrested. that american might be guilty or not guilty. once someone is declared to be wrongful, the united states government tries to harness all its resources and start working towards that release. that's what we're trying to do now, bring all elements of this government and trying to partner with members on capitol hill, third party intermediaries, non-profits, ngos and the family to bring him home. >> do you foresee this comes down to, as it did with brittney griner, a prisoner swap? >> i can't get into the specifics. every time we start negotiating public, to my mind, we start to lose our leverage and our ability to effect that release. some things have to be done in secret to maintain that open chain with the russians to determine what it is going to take.

but we have been working on paul wheelan's case for some time. we have to find a way to get paul and evan out. frankly, it's going to be hard and it's never easy, but i am confident we will find a way. >> i'm glad you mention paul wheelan. his brother said if there were another prisoner swap that left him behind it would be, quote, an unconscionable betrayal. in your mind, is this a package deal? >> we're not sure yet. we will have to explore that with the russians, and, again, i would like to keep those confidential for now. what i can tell you is i definitely understand the frustration of the families. i talk to them all the time. i spend hours every day talking to family members. i have had a chance to spend a lot of time with the wheelan family discussing their case. if it was my son or daughter, i would want them back yesterday. i get their frustration. we just have to keep working with the families and working with the other side to find a way to bring them home. >> these are not easy situations, as you well know.

do you think that russia has been emboldened or incentivized to detain americans wrongfully knowing they can get these prisoner exchanges? >> i don't think we can prove that. the facts of these detentions does not support that conclusion. i really can't say that the russians are now doing this or feeling embolden because of previous negotiations we've had with them. >> he's a working journalist. journalism is not a crime. the russians claim he was caught red handed in their words. do you think this particular arrest was an attempt to by russia to intimidate the media covering the war in ukraine? >> i hate to get into the heads of the russians on this one. my job is simply to bring evan home. to do that we have to bring everybody into the negotiation. we will -- whether the russians took him for reason a or reason b, hopefully we'll define that as time goes forward.
