to abortion drugs. a good thursday morning to you. thank you for starting your day with us. i am laura garcia. >> i am marcus washington. we begin with the breaking news this morning, the deadly freeway shooting. this is in oakland at the lakeshore avenue off-ramp from westbound interstate 580 and park boulevard. >> the latest shooting happened at midnight. in the video you can see bullet holes in the driver's side of the truck that crashed into a utility pole. nobody else was in that car. as of right now, the lakeshore avenue off-ramp is closed but all freeway lanes are back open. so far no word on an arrest or motive. our pete suratos is there at the scene. he has been talking to

investigators. he will join us with an update at 6:30 this morning. in the meantime, make sure and download our freeway nbc bay area news app. we are heading to the north bay with a look at napa. we are starting out with temperatures in the 40s, and wind is coming in from the north at 15 miles per hour. it will be breezy throughout the morning, but eventually the wind will start to calm down. a chilly start but it will be nice and sunny. take a look at the trend. 63 degrees at noon and reach into the upper 60s for today. up to 66 in mountain view. we are also going to see about the same in fremont all the way down to san martin and santa rosa. as we head out on the roads this morning, a look at the richmond san rafael bridge. it's flowing pretty smoothly

there, and we have clear conditions. a lot of green sensors around the bay area. a couple minor incidents in the east bay, but because of the light flow of traffic we are not seeing a backup. still, spring break ends this weekend and we could see changes with the traffic patterns. this time nationally a federal appeals court temporarily is blocking a judge's earlier ruling to suspend the use of a widely used abortion pill. the drug is called mifepristone. california is already boosting its stock of the drugs with the ban maybe becoming a reality. >> yeah, that ban which was set to go into effect on saturday is now partially blocked. governor newsom announced this

week california secured 2 million doses of a similar abortion drug in anticipation of the changes. now, last week a district judge in texas suspended the fda's original approval of mifepristone from the year 2000. the appeals court ruled that for now the original court doesn't appear to have the aauthority to do that because of the statute of limitations but the decision up holds the previous ruling of the application and how that drug is able to be used. in order to get mifepristone, patients will have to have three appointments with their doctor, and the pill may be used only in the first seven weeks of the pregnancy. and the court will expedite the consideration of the full case, which is a challenge to the use of the drug mifepristone. >> so could there be an uphill

battle? >> yeah, this is the same supreme court that overturned roe v. wade last year, and any case that is taken there will have to be looked at in light of what it already ruled. president biden said the justice department is challenging the ruling, and it will only be a matter of time this decision will be appealed to a higher court. and one ruling said further restrictions of mifepristone can't be implemented, so you have two different courts with different rulings and there's a lot of confusion of what is a ripe case for the supreme court to consider. >> we will continue to follow that. a lot of details there.

thank you. new calls from bay area leaders to have california u.s. senator dianne feinstein resign. she insists, she's not going anywhere. feinstein is recovering from the shingles and working from home in san francisco citing recovery delays due to complications. ro khanna now is calling for her to resign, saying feinstein cannot fulfill her duties especially when it comes to judicial nominees. political experts say there's more to this, because ro khanna is also organizing the campaign of barbara lee to replace feinstein. >> it looks like he's moving this along in barbara lee's favor, and tying this thing all up so there's no real competition come the nomination next year. >> for now feinstein is requesting senate leader,

chuck schumer to temporarily fill her spot on the committee. at least three california lawmakers are announcing they are going to run for the seat. you have porter, and adam schiff represents the 30th district near los angeles, and then barbara lee threw her hat in the race recently and she represents the bay area in the house of representatives. a major win for santa clara county. a superior court judge is ordering calvary chapel in san josé to pay over $1 million in fines. here's more on this year's long battle between the church and county. >> reporter: that's right.

calvary chapel is now on the hook for $1.2 million in fines. the court sided with santa clara county over their claims that the church violated the county's indoor masking requirements while holding indoor church services. the legal battle goes back to early on in the pandemic when in 2020 calvary chapel sued santa clara county over claims the public health orders violated the constitutional rights to religious freedoms. santa clara fought back and sued calvary chapel in state court over claims the church violated many public health court orders. and the decision yesterday only referred to one.

the attorney representing calvary chapel plans to file a motion for reconsideration and or appeal the case. the legal battle may go on for years before a resolution is reached. calvary chapel is considering bringing another lawsuit against the county claiming potentially that the county engaged in illegal oversight of churchgoers. reporting live in san josé, emma gosk. back to you. >> thank you, emma. let's look live this morning at ft. lauderdale, florida, where it's 77 degrees. i want to take a look at the video of drivers struggling yesterday due to the heavy rainfall there.

ft. lauderdale hollywood airport has delays. >> it's unreal to see that video. so much water all at once. it's because of the surface low that was spinning over the gulf and is bringing in more waves of rain. not only there but across the region. imagine, marcus, two feet of rainfall, and that's what they had around ft. lauderdale. this is something we are seeing with climate change because of the extra moisture and the warmth that we have that is fueling the storms and making them more intense. >> we are seeing that all across the country. >> yeah, across the world. it's unreal to see these types of events unfolding. their daily rainfall record was 14 inches, so that blew that out of the water. we will continue to possibly see more headlines out of this as it continues to dump just torrential rainfall across that region. so as we bring it back home, we have had dry weather, kind of

just the complete opposite. we have had cool weather, and not nearly as warm as what they are seeing on the east coast. we are also just going to see more of the systems moving just to the north of us after all the rain we had. now we are enjoying the super blooms and the chance to get outside with milder weather. we will be watching that. we will talk more about that coming up in a few minutes. as we head out on the roads this morning, take a look at some of the drive times heading from contra costa to alameda county. antioch bridge to highway 4 takes you 42 minutes. and westbound 580 from grant line road to 680 takes about 26 minutes. metering lights are on on the bay bridge toll plaza, and it's a slow go across the san mateo bridge, but it is flowing.

right now at 6:13, if you are making plans to go for a hike today, it's going to be beautiful out there. a little chilly to start with, low 40s in the east bay. the sunshine continues and we head for the mid-60s. it won't be as windy as it was yesterday as the wind calms down. we will get a look at the forecast in just a few minutes. heading out on the roads, a couple minor incidents in the east bay. no big backups, but we will continue to monitor it all.

now over to scott mcgrew. some twitter users this morning say they can't reply to tweets, not clear if twitter is broken or if that is a purposeful change. apple says it will recycle cobalt in 2025. we're not expecting a lot of movement on the markets on the open. we are waiting on the latest reading of the producer price entex. the ppi measures the changes in prices that producers receive for the goods and services they sell. that's a predictor of future inflation, because the costs will be passed on to consumers in the form of higher prices. yesterday we had the cpi, the consumer price index, and that's a lagging indicator because it tells us what we paid for last month. it showed inflation moderating. inflation peaked and it's

falling and that means the interest rate hikes may finally be taken effect. maybe we don't need many more of them. the next fed meeting is in may. the cpi also told us the cost of eating out has gone up again faster than the price of groceries. it's usually always more expensive to go out to eat, but this is the first time it flip-flopped, the first time in a long time the data shows prices at restaurants rising faster than prices at the grocery store. you offered to get me lunch yesterday and i said no, and i should have said yes. >> i had your back, and you said no, so now it's your turn. >> not bad. >> a $17 sandwich. >> that was in the evening. lunch was a little cheaper. >> it's adding up, though. it really is. san josé leaders today are going to break ground on a new interim housing site at lost

trail court. this is just west of monterey road. when completed it will offer a 200-room unit. this is the first of its kind facility. it will offer transitional housing with prefabbed units that will be built faster and cheaper than traditional housing models. and californians are worried about the worst mosquito season in years. the bugs may thrive this year. some parts of the east bay, specifically hotter inland valleys, are at higher risk. to limit your risks, standing water is a prime breeding source, and this includes kiddy pools, bird baths and pet water

there was a moderate drought. the bay area has since been taking out of a drought status. this morning it has basically even pulled back that abnormally dry weather for parts of the sacramento valley and further to the north, so now even less of the state is in a drought. we started out the year with 100% of california in a drought. right now it's less than 9%, so amazing changes here as we continue to see all of the improvements from those storms we had over the past several months. looking today, the sunshine continues. we are enjoying the super blooms as well as a result of all that rainfall that we had. now the sun is out. our temperatures are warming up and we will reach in the upper 60s for today. we are looking at a couple degrees warmer in spots for the inland valleys tomorrow, and also that will be the trend on saturday so we can make plans to get out there and enjoy it now that we are able to. we don't have to deal with the

cold or rainy weather anymore. there will eventually be more rain chances coming our way. looks like it's early next week. first starting to the north around eureka and redding, and then much of the rain weakens and falls apart as it moves in the bay area, so the rain chances are slight on tuesday. the rest of the week is looking dry going towards the end of the week. our temperatures are changing, though. look at morgan hill, going from upper 60s to one day of low 70s on saturday and then slightly cooler on sunday, and then significantly cooler on monday and tuesday as more people are going back to work and school. we are still enjoying our break from the cold weather for now. we will reach in the low 70s in some of the inland areas for the weekend, and then back to the mid and upper 60s for the start of next week. now let's get you out there

on the roadways this morning with an overall look of the bay area. seeing a couple icons popping up in the east bay, but they are not causing a slowdown. no major accidents accept for the area heading towards the san mateo bridge. we are seeing that slowing down as you are heading that way, but overall we are seeing that one accident near san lorenzo, and you can see the slowdown there as well as a bit of a slowing heading over towards pleasanton or dublin toward the sunol grade. for the most part it's looking fairly good. your average drive time is at 15 minutes to head across -- oh, it's slowing down just a little bit there. looking at the san mateo bridge takes you about 13 minutes. all good for the dumbarton bridge. i will let you know where it's slowing down and how it looks heading into our forecast once again coming up in a few minutes. >> thanks, kari.

is an all too-common trend. good morning to you. i am marcus washington. >> i am laura garcia. let's get straight to the breaking news. one person killed after a shooting on interstate 580 in oakland. pete suratos is live and has been there overnight gathering information. what is the latest, pete? >> reporter: good morning, laura and marcus. still a very active scene off of lakeshore avenue east of lake merritt near that trader joe's plaza. behind me, you can see that's the car involved in the deadly freeway shooting, crashing into that pole. a number of investigators with chp are on the ground. we are trying to gather more details on what took place. here's what we know at this hour. according to chp, they said this happened roughly around 12:00 a.m. on the freeway here, off

580. the driver essentially crashing into the pole near the off-ramp following that freeway shooting. the car has several bullet holes in it, so it's unclear if the driver died from the bullets or the crash. over the weekend on 880, you had a 5-year-old who was shot and killed while riding in the backseat of her family car. they were riding along 880 in fremont and coming back from a family dinner. a couple years ago in 2021, then 2-year-old jasper wu was shot on 880 while asleep in the car, and that's turning into a high profile case as we speak. on 580 west, that's the car that was involved in the deadly freeway shooting. so far no word on any arrest made, and it's too early to tell what the motive was behind the

is where this happened. new this morning, the president of san francisco's board of supervisors is putting pressure on the mayor's office over the drug kwraougs in the surrounding area of city hall. he wants to confront mayor london breed about the humanitarian crisis playing out each day in the city's civic center. this is an area critics say is now known for the wide open drug use. a breed spokesperson said the mayor is still awaiting details on the logistics of the proposed public questioning. parents plan to ask school

leaders to take action over unsafe conditions. the coach says one player was seriously injured this past saturday. >> the positive from it is we are getting finally what these kids deserve, which is a safer environment for them to play, and a safer environment for the teams coming here to play and to make sure nothing like what happened this past saturday will happen again. >> the team is allowed to still practice on the field for now, but all the home games have been moved to opposing high school fields. 6:35 this morning. as we take a look across the bay area, walnut creek, san josé, oakland, all beautiful this morning as we get started with the day. meteorologist, kari hall, is monitoring the conditions out there. >> it's going to be a great

the super blooms we have been talking about, we have a map on our website, nbcbayarea.com, the best places to go. even taking that drive down the pacific coast highway. if you are going out early to get ahead of the crowds, it will be in the 40s, so cool temperatures to start. here's a look at the morning drive across the san mateo bridge. it is a slow go, but not seeing it really backing up. the richmond san rafael bridge also slowing down now as well as you are heading into parts of the north bay. it's going to be moving slowly. it's just a typical commute. i have seen a couple minor accidents here and there, and cars broken down on the side of the road causing issues, but the san mateo bridge, a couple slowdowns where the sensors turn from green to yellow. and in the east bay, moving through hayward there was an earlier accident but still the

slowdown continues approaching the san mateo bridge. overall, a smooth commute. doesn't matter if you take the cut through 84 on isabelle, it will slow down as you make your way back to 680. looks good heading from 580 to 680, but look at the backup we are seeing in the commute direction heading closer to sunol. the drive times in contra costa county, 43 minutes from pittsburg to walnut creek. and then benicia bridge to walnut creek takes about ten minutes at this point. as we head through the morning, things will start to back up, so it's time to get moving. an emotional message to help expecting mothers. coming up next on "today in the bay," the growing risks in

step down. >> her not being there means she's not voting. >> that's right. she's home in san francisco out with shingles, and she has missed key votes meaning president biden can't push through his nominees for federal judgeships. feinstein has been asked to be removed from that committee temporarily, but she is not accepting calls for her to resign. she's 89 years old. there had been worries earlier about her mental acuity. she already said she won't run for re-election, but it's california congressman, ro khanna, that said it's time for her to step down early, and he said it's obvious she can no longer fulfill her disabilities. nancy pelosi said she disagrees

and said she has not seen them go after a man for being sick. there have been calls for some congressmen to step down, like john mccain, but usually not by their own colleagues. we're waiting on president biden to comment publicly about this issue. he's in ireland marking the 25th anniversary of the good friday agreements. he will address the irish legislature at 9:00 a.m. our time. there could be a break in the leaked document case soon. "the washington post" said it talked to the friend of the leaker, a minor, and the post did not release the name. while "the washington post"

severe drought, and for the bay area, weeks ago we were taken out of the drought status and looking closer to the sacramento valley. last week with the update, it was still abnormally dry. this morning we have even removed more of that drought status, and also the abnormally dry conditions across the region, so they have shrunk that back further to the north, and also not nearly as much of the moderate drought for southern california. it is just abnormally dry. we went from starting our season at 100% of california in a drought to now just about less than 9% of the state in a drought. this is amazing news. of course we know that here in the bay area we are also still seeing a lot of the flowers blooming and full reservoirs as a result of all of the storms. we are enjoying it now with temperatures in the mid to upper 60s. this is seasonable weather. we will continue over the next

few days with temperatures about what we typically see this time of year, reach into the low 70s for saturday and into the south county, and mostly mid to upper 60s across the rest of the bay area. looking ahead to see when we could get rain again, it may not be until early next week. as of now it's mostly looking like the north bay starting late on monday into tuesday. we could see spotty light showers on tuesday, but the trend that we have seen is the rain drying up before it gets here. we go back to more dry conditions the rest of the week. take a look at brentwood, what to expect over the next ten days. temperatures from the low 60s to 70s, and it will be cooler next week as we see the temperatures dropping down to the low 60s. it will gradually start to rebound by the end of next week. a little taste of winter in there as the cold front comes in, and brings the north bay a chance of showers for monday and tuesday. other than that, we are looking forward to a really nice weekend.

the top stories and breaking news this morning. we want to start with the deadly overnight shooting on interstate 580 in oakland. >> today in the bay's pete suratos has been live at the scene all morning long. what is the latest, pete? >> reporter: still an active scene here at lakeshore off-ramp on 580, and they are going to toe -- tow away the truck. according to chp, they are saying it happened roughly around 12:00 a.m. the driver eventually crashing into a pole behind me following the freeway shooting near the off-ramp. that car has several bullet holes in it and it's unclear if the driver died from the gunshot wounds or from the crash. and over the weekend on 880, a 5-year-old was shot and killed while riding in the backseat of her family car along 880 in

fremont. a couple years ago, you had then 2-year-old jasper wu also shot on 880 while he was asleep in the back of his parents' car. as far as this oakland incident overnight, we know there's no arrest being made or no known motive yet. pete suratos for "today in the bay." we did send out a breaking news alert on our nbc bay area news app when we first learned of the shooting, and you download that now to follow this story. a federal appeals court is blocking a previous ruling that would suspend the use of the medication calls mifepristone. the ruling from the appeals court late last night blocks some parts of last week's order and allows some restrictions.
