clouds coming in. look at those winds coming in from the southwest at 28 miles per hour. it is windy as we transition to some cooler air for today, only reaching 62 in concord. we'll see a high of 60 in napa, upper 50s for novato and san jose will reach 62 degrees. we're going to drop the temperatures at least 10 degrees from over the weekend and we'll get a look ahead to the rest of the week in a few minutes. mike, you're looking at the south bay. >> we had the incident on highway 17 and it is in the campbell area, the hamilton off ramp. only the off ramp is affected. it sounds like there may be a hit and run or a disabled vehicle. no injuries and no slowing. a little slowing remains north 101 and that will clear up over the next few. and the incident, again, everything is off the roadway. there was a hit-and-run there. the off ramp is clear. the rest of the bay shows a predictable plan. we're looking at slowing for the tri-valley for 84, a little at

the castro valley y. typical east bay. back to you. >> thank you very much. this afternoon, business and community leaders will push for greater police presence near one of oakland's busiest transit centers. >> "today in the bay"'s kris sanchez is live in the newsroom with more calls to make fruitvale district safer. >> reporter: good morning to you. oakland councilman noel gallo is one of the more powerful voices calling for safety. community leaders say they are seeing an uptick in crime. i can't speak to a trend but i did find nearly 300 reports of crime via crimemapping.com. crimes reported in a one-mile radius from the fruitvale b.a.r.t. station over the last four weeks. the area in red represents the most violent crimes and those are assaults, there were 75 reported over the last month. the most prominent crime was motor vehicle theft, that's the area in purple.

and that represents more than 90 crimes. councilman gallo, along with the ceo of the unity council, got the police to designate a liaison officer specifically for the fruitvale district and a unity council also hired 24-hour armed security to patrol the area. what you're seeing is some of the activities they are trying to make feel safer in the community. now community leaders are pushing for more and creative solutions as crime has ticked up. >> just keep the temperature down and to support the merchants and, again, a lot of the children and students and seniors. >> now, the first of two public safety meetings is happening tonight from 5:00 to 7:00 at the san antonio senior center on 12th. it is open to the public. people who work at the fruitvale transit center, who commute through that area or live or go to school nearby, all are encouraged to attend.

>> get their voices out there. thank you. it is 6:04 right now. schools in a small town in alabama are closed following a deadly shooting at a sweet 16 birthday party over the wen. at least four people were shot and killed, 28 others hurt, after gunfire erupted inside of a crowded dance studio saturday. this happened in dadeville, about an hour outside of montgomery. most of the victims were teen agers. police are not revealing who is responsible and what led up to the shooting. it happened hours after a mass shooting in louisville, kentucky on saturday, two people died, four others were rushed to the hospital after shots were fired into a crowd at a park. and closer to home, students at san jose state university today plan to walk out of class, all in an effort to advocate for gun safety. today's walkout begins at noon at washington square. it comes as more than two weeks ago we saw that mass shooting at a nashville school.

the group students demand action organizing the demonstration. several other bay area students took part in similar walkouts earlier this month. santa clara county council member anthony becker is due in court facing charges for lying under oath. in october a grand jury was investigating the 49ers for trying to stack the council with team friendly members. someone leaked the report to the 49ers and that triggered a grand jury investigation. prosecutors accuse becker of leaking the document, then lying to the grand jury while under oath. becker has not responded to our request for comments. also today, a man arrested in the violent attack of a former san francisco fire commissioner is scheduled to be arraigned. police say garret doty used a metal bar to strike don carmignani two weeks ago. prosecutors have charged doty with physical felony assault. carmignani is still in the

hospital recovering from multiple injuries. eyes are on the supreme court this week after the battle over the abortion pill mifepristone takes center stage. >> reporter: protests from new york to california, as abortion rights supporters demand access to the admonly used abortion drug mifepristone after a judge issued a nationwide ban on the drug. an appeals court blocked the ban but kept some restrictions in place. the biden administration appealed the restrictions and the supreme court will rule on it this week. >> we do not need judges, politicians telling women about what sort of health care they can have. >> reporter: some republicans urging patience while the courts resolve this case, while also defending their position that abortion is an issue best left to individual states. >> i think that returning it to the states to allow the state's

the south bay and the clouds will continue to roll in as this system approaches and drops those temperatures. we're also seeing it bring in some air that's about 10 to in some spots 15 degrees lower than we had the past few days, and we're not seeing a lot of rain, but there may be some spots that get spotty sprinkles. the north bay will have a chance of some rain, mostly less than a tenth of an inch and mostly over the hills in the north bay late tonight and into early tomorrow morning. the rest of the bay area could see a very brief quick-moving shower, but overall we're going to be dry and definitely cooler as more clouds come in to start out this new week. we'll talk about the rebound in those temperatures in a few minutes. mike, i'm hoping the gas prices are going lower, too. >> we can hope. we'll start with the good news. the best price we have on the board, vallejo's shell on tennessee street leads the list at $3.97. in the south bay we have

apple car play in its new cars. the press just starting to notice. the idea largely panned by car buyers. they like car play. speaker of the house kevin mccarthy will be in new york today. he's going to address traders on the new york stock exchange, talking about the debt ceiling. he'll ring the opening bell at 6:30. ronald reagan rang the opening bell back in 1985. joe biden, george w. bush have done it as well. we don't know what mccarthy is going to say but we can reason that many experts at the stock exchange will warn mccarthy not raising the debt ceiling would be disastrous. as you know, american government spends more money than it has all the time. democratic-led congresses, republican-led congresses. the government has to pay bills for stuff it's already bought, just like we taxpayers have to pay our credit card bills. raising the debt ceiling allows

the government to keep making payments. one of those government issued documents leaked online says american companies and american government only catch about 1% of fake social media accounts posted by russian propagandists. it's estimated there are hundreds of thousands of fake social media accounts controlled by russians. we've reached out to the fbi and the dod to confirm reporting. we haven't heard back. a live look at spacex starship. it is getting ready to launch an unmanned which may take place as soon as 6:20 our time. the rocket is the most powerful built ever, more powerful than the saturn 5. i see venting there, so that means they've got it fueled, which means i think they're pretty close to doing this. they say maybe not today, i would say they're pretty close. >> we'll be watching. always exciting.

at the classic film. it hits theatres november 27th, 2024. the movie is distributed by universal pictures, a division of nbc universal, which also owns us here at nbc bay area. >> you're going to have to wait a little bit for that one. well, wait for spring. we thought we had a taste of it but winter is trying to make a comeback. >> this time of year it's like a battle of the cold air and the warm air. it's going back and forth. and today the cold air is going to win. we're seeing a cold front dropping in and also more clouds, even though where we're starting right now is a little bit warmer than what we typically see. we're in the upper 40s and low 50s. it won't warm up much more from here. 50 degrees in palo alto, and we'll see temperatures in the low 50s through at least 10:00, and then we reach into the mid-50s today, into the early afternoon. we'll see some highs reaching 59 in spots like hayward and san mateo, 59 in oakland today.

but this is not anything like what we had over the weekend, as we are back to more of a winter-like feel with a mostly cloudy day, maybe even misting and drizzling in some spots. in you're going to be going to sacramento to cheer on the warriors, it's going to be 61 degrees there in the sacramento area later this evening, also windy as the cold air kind of rolls all across the region. we are going to go into tonight with temperatures dropping down into the upper 50s, but no major issues as far as hitting the road there or coming back to the bay area. what we are seeing now with this system will continue to bring in a lot of clouds and cooler temperatures, but not much rain. look at the radar and satellite. not a lot of green. this is pretty starved for moisture. we see spotty light showers late tonight in parts of the north bay, not all of us are getting in on those rain chances. there will be maybe a couple of

quick-moving overnight showers, but overall this is not enough to water the garden and we're going to go back to some dry weather going into tomorrow. while we get a couple of sprinkles, the sierra is getting a decent amount of snow for this time of year. we're looking at 3 to 7 inches of snow, so travel will definitely be tricky going in that direction. once this moves out, we're back to sunshine and the warmer weather. we'll see that continue into the weekend, early next week another very weak system coming in. it could bring us a slight chance of rain. but overall our forecast is pretty dry here and our temperatures going from upper 50s and low 60s to start the week to some mid-70s this weekend. it's going to be 75 and sunny on friday and about the same on saturday. as we go into the next few days, once again, those temperatures will be warming up. mike, you've been looking at a pretty quiet commute. >> pretty quiet, but that

doesn't mean it's without delay. you have a wait at the bay bridge toll plaza, all wait unless you have a bunch of friends. three or more in the hov lane gets you through the backup. it is filled in all lanes going back to the end of the toll plaza parking lot and we're looking at a slower drive across the span. we're looking at a build out of richmond, so the east bay is showing the typical pattern. things are holding pretty steady. we see a little heavier volume than the last few w there's a disabled vehicle away from the carquinez bridge. that might have a few of our commuters watching that transition ramp but it's open. the connecter is open. we're looking at castro valley y. things have sorted themselves out. the build san lorenzo, no surprises, no problems across the san mateo or dumbarton bridges. the south bay looks good. we just see it gradually

gas bill that suddenly ballooned. >> if you open your gas bill, you know everyone's is up right now. but this family, it was extraordinary. so they asked consumer investigator chris chmura and his team to check it out. >> good morning. she said her natural gas bill was pretty consistent, about 6 bucks a day. but then in june it shot up to $36 per day. same gas use but billed six times higher than normal and only for that month. that same month, pg&e had swapped out her meter and she was convinced that her bill ballooned at the same time because the crew either misread the old meter before they removed it or misread the new meter before they installed it. then the billing system accepted those numbers. she estimated she overpaid 50 bucks and asked pg&e to investigate a credit her. she contacted us. we contacted pg&e. it took a second look and

wages. the action student workers across california will be taking in just a matter of hours. this is "today in the bay." this is also monday morning. 6:31 right now. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we've got a lot to get to. first, we want to get you started with the forecast. meteorologist kari hall has been monitoring that. coming up on a beautiful morning but still cold out there. >> it's going to be a cool day and it's not going to be like the great weather we had over the weekend. it was so nice and sunny and now look at the clouds that have rolled into the south bay. those clouds will linger today, and as we take a look at our day planner, temperatures in the low 50s now and we'll stay pretty much in the 50s throughout the day. we could see some peeks of sunshine going into later this afternoon, but take a look at these highs. only reaching 59 in hayward and dublin, as well as livermore and oakland. 59 in novato and san francisco in the upper 50s as well. we'll talk about our cool start

to the weekend when we warm up. mike, you have a look at a backed up san mateo bridge. >> yeah, things are moving relatively smoothly but it is jammed right now. it's the taillights i watch. i'm mesmerized by what i think is unnecessary lane changing. you're not going to get ahead so operate smoothly. that's what we see right now across the san mateo bridge. we do see a big feed coming down 880 with the arrow through hayward and then continuing, connecting toward the dumbarton bridge as well. the westbound routes are smooth. 92 shows a little slowing on the high-rise. a smooth drive across these westbound routes. we see a cluster around the walnut creek interchange. we don't have lanes blocked. i'll double-check to make sure everything is moving smoothly. so far, right on schedule. back to you. >> thanks, mike. the warriors take on the sacramento kings in game two of the nba playoffs. >> this come as e-40 is alleging racial bias after he was ejected

"today in the bay"'s bob redell is live outside of chase center here in san francisco. how are the kings responding to this? >> reporter: good morning to you. the sacramento kings say the team is investigating the incident involving bay area rapper e-40 that took place saturday night in sacramento. that's the game where the warriors took on the kings and unfortunately for the warriors they did lose that game by three points. yesterday we heard from coach steve kerr on what needs to happen for the warriors to pull out a win tonight to even the series in the nba playoffs. >> game two is important, every game is important. i don't ever really say anything is must win until you have three losses and then it's actually must win. but we've been through everything in the last decade with this team. these guys know what it's about and you take it a day at a time. today is a day where we watch film and recover and see where we can get better.

with teenagers when someone started shooting. nbc's priscilla thompson is tracking the latest on this investigation. >> reporter: good morning. witnesses say the dance studio behind me was packed and dark when gunfire erupted. police say that four people were killed and 28 people injured, most of them teens. police spent all day sunday combing this crime scene, but providing few details about how all of this unfolded and declining to name whether they have identified or arrested any suspects. meanwhile, one of the families has identified one of the victims as philstavious dowdell, a star on the high school football team who had planned to head to jacksonville state to play football in the fall. police are asking anyone in the community for tips as they work to piece together what exactly happened here and who is responsible. laura, marcus. >> so sad.

thank you. back here in the bay area, happening today, the south bay mom accused of hosting alcohol-fueled parties for minors is due in court for a preliminary hearing. shannon o'connor is being held, she pled guilty to dozens of charges, including child endangerment, providing alcohol to minors, she hosted the parties in los gatos for her children and friends. new video from overnight showing side shows taking over the streets of san jose. spectators were spotted on lundy and concourse around 7:20 last night before moving on to multiple other locations throughout the city. san jose police were seen showing up in multiple locations to break up those crowds and at one point a fire truck was seen caught in the chaos. more video showing another side show taking place around 11:30 last night.

you can see san jose police issuing citations there to those involved. within the last hour, san jose police tell us they made four arrests and issued 21 citations in connection with those side shows. three cars were also impounded for 30 days. happening today, thousands of students from all 23 california state university campuses plan to file petitions to form what they say would be the largest union of undergraduate student workers in the nation. they're demanding change, including receiver higher wages and the ability to work more than 20 hours a week at non-teaching campus jobs to help pay for housing and food. many of the students say they're paying for college and living expenses on their own. >> i, for one, don't think the 20 hours is enough at all, like i used to make close to $3,000 a month just being a high school student and now i only make $1,500, if that, being in college, and i have way more bills now, way more

responsibilities. >> csu says it capped student assistant hours at 20 per week when classes are in session to ensure they have enough time to study and pursue their degree. we reached out to csu for comment, but have not yet heard back. oakland educators could soon be hitting the picket lines. according to a change.org petition, the oakland education association will hold a voter later today. they are demanding more pay. parents behind the online movement are pushing against a possible strike, urging the district to take legal action to stop it. they say a potential open-ended strike would cause disruption for students. dozens of oakland middle and high school teachers walked off the job last month. 6:39. we take a live look out at the skyline of san jose, and pull back out those jackets and sweaters, because you're going to need them again. meteorologist kari hall is monitoring what we can expect. you say it's going to be another cold week.

right now at 6:44, on your monday morning, you're stepping out the door in palo alto to temperatures in the upper 40s. it is mostly cloudy and we won't see much sun today, and it's also going to be much cooler than the weather we had over the weekend. big changes for today and tomorrow, but eventually it's going to warm back up. we'll talk more about that in the forecast in just a few minutes. and the buildup out of oakland may be bigger but this is more important if you drive out of richmond heading across the bridge to san rafael. there's slowing as you're heading toward the span. we're looking at more build north of there, as well as through the south bay coming up. breaking overnight, the u.s. military says a helicopter raid in northern syria likely killed a senior isis leader. u.s. central command says the leader was responsible for

planning attacks in the middle east and europe. we're still awaiting the identity of the isis leader. two other armed individuals were also killed. no u.s. troops were hurt in the mission. it is a quarter until 7:00. president biden back at the white house after an extended trip to ireland. >> and delaware, scott. >> that's right, they made a pit stop in delaware. the bidens made a stop at their beach home in delaware where they spend nearly every weekend. just as trump spent nearly every weekend away from the white house, this may be just a thing presidents do at taxpayer expense. we've said with every president, they don't stop being president on a trip. the mechanisms and infrastructure allow them to run government while traveling, including ordering strikes on isis leaders. biden will soon need to deal with congress and its reluctance to raise the debt ceiling, something congress normally does as a matter of routine. three times while trump was president. raising the ceiling allows

"today in the bay"'s kari hall sat down with nbc lx climate reporter chase cain to dive deeper into the issue. >> about a year ago you brought this issue to the forefront, an issue called eco grief or climate anxiety, and first tell us about what it means and how it affected you. >> yeah, kari, this was a really personal thing for me because covering climate change day in and day out, i just started feeling kind of depressed, frankly. it was an overwhelming feeling. the more that i learned, the worse that i felt. as i looked into it, i realized this is a thing a lot of people,

potentially tens of millions of people in the united states and even more around the world are feeling. so you consider the everyday stresses of life and then you watch the news and hear about what's going on with climate change and it's that compounding effect, which could feel overwhelming for some people. >> you found there is a lot of research and actually books written about it and you also found more people who are feeling that climate dread. >> yeah, and it's particularly pronounced among younger people, so millennials and even more so gen-z are really feeling this. the thing that just broke my heart to hear when i was talking to one of the experts that specializes in this, she says some members of gen-z have killed themselves, committed suicide because of these overwhelming feelings of climate change. so this is not a subject to be taken lightly. i want to say at the same time, there are a lot of tools, coping mechanisms that people can try and see what works for them. >> understandably, people who were survivors of a natural disaster like a hurricane or a

wildfire really were feeling that the most, and every time there's a red flag warning or there's a chance of rain in the forecast, they experience a lot of stress. so that's definitely understandable, and then the more we're learning about climate change and its impacts, a lot of people are really starting to feel the effects of that. kind of feeling like the problem is just so big. >> constantly on edge. >> interesting look at that. we've got a little taste of spring, but you can keep the sweaters handy today. >> we do need the sweaters. at least we don't need the umbrellas. most of us won't see a lot of rain in the forecast. we are seeing a lot of clouds overhead and starting out cloudy. this is the view we'll see throughout much of today as our temperatures only reach into the upper 50s and low 60s. san jose headed for 62 degrees. 59 in dublin and 62 in concord. in the north bay, upper 50s and low 60s. if you're going to be hitting the road and cheering on the warriors this evening, it's

going to be in the low 60s in sacramento, gusty winds. we're all getting a cooldown as the system comes in and that includes the sacramento valley that's going to be in the low 50s later this evening. this is what is bringing about that change. we're seeing the area of low pressure here, the clouds extending ahead of that. this is the leading edge of the cold front that is moving right into the bay area as we speak. there's not a lot of rain with it. so even as it arrives, we're only seeing spotty showers, mostly in the north bay late tonight, between 10:00 and 11:00 we're seeing it in the north bay. but during the overnight hours a lot of that just fizzles apart and we're only looking at some very slight rain chances elsewhere. a couple of spotty sprinkles and back to dry weather as we go into the rest of the week. and our temperatures will quickly rebound after a cool start. take a look at walnut creek. what to expect by the weekend, mid-70s, it's going to be a nice one once again. we do have to get through these cool temperatures over the next

near the fruitvale transit station. it is from 5:00 until 7:00 at the san antonio senior center. community leaders already got oakland police to designate a liaison officer specifically for fruitvale. the unity council also hired 24-hour armed security to patrol the area. here is a look at the crime activity in a one-mile radius station over the last four weeks. there were nearly 300 reports of crime, including 75 assaults. a santa clara council member accused of lying while under oath is due in court. the case surrounds a investigation into whether the 49ers were trying to stack the city council will team-friendly members. before the jury released its report, someone leaked it to the 49ers. that triggered a criminal grand jury investigation. anthony becker is accused of leaking the document and then lying to the grand jury under oath. he's not responded to our

request for comment. a south bay mom accused of holding alcohol-fueled parties for minors is due back in court for a preliminary hearing. shannon a conner is being held without bail. she pleaded guilty to dozens of charges, including child endangerment, providing alcohol to minors and sexual battery. investigators say she hosted the parties at her former home in los gatos for her children and their friends. authorities later arrested her in idaho. thousands of students from all 23 california state universities today plan to file petition to say form what they say would be the largest union of undergraduate student workers in the nation. student workers are demanding changes, including receiving higher wages and the ability to work more than 20 hours a week. we reached out to csu for comment on the plans, but have not yet heard back. now to a live look at the chase center in san jose ez. tonight the warriors will hold a watch party as they take on the kings in game two of the playoffs. the kings lead the series 1-0.
