an end. >> and from l.a. to sin city, the all new push to connect los angeles and las vegas by high-speed rail, getting a big push forward. the price to gamble bringing together lawmakers in california and nevada. this is "today in the bay." good morning to you on this tuesday. thanks so much for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. we'll check in with mike in just a bit. let's get a look at the forecast with meteorologist kari hall. >> it's going to start to feel like summer over the next few days and today begins the warm-up. at least we do have a cool start as we get a look at santa rosa. 46 degrees and we'll be in the upper 40s through 7:00, upper 50s at 9:00, and by 11:00 we're already at 70 degrees. we're going to see our temperatures around the bay area jumping up several degrees, reaching into the low 80s for the tri-valley and some mid-80s for the north bay. we'll talk more about this

coming up. mike, you're taking us to the tri-valley. >> the update, the issue, debris and the hazards on southbound 680 has cleared around bernal but now there's a crash on the shoulder, two big rigs close to the dublin interchange. that will be a distraction as folks are shifting to the right. meanwhile, we still have the closure for northbound 680. we should see some slowing on the approach coming out of fremont as we get ready to clear that. back to you. now to decision 2024, and the breaking news this morning. within the past 90 minutes or so, president biden confirming his plans to run for re-election. he made that announcement with a campaign video posted on twitter. "today in the bay"'s brie jackson is live this morning. it seems like mr. biden has some ground to cover here. >> that's right. good morning. in the pre-taped video message

the president released earlier today, the president highlighted his successes so far, and also made the case to voters that his administration still has more work to do. it's official. >> that's why i'm running for re-election. >> reporter: sources tell nbc news, finish the job will be a key theme of mr. biden's re-election campaign. >> freedom. personal freedom, it's fundamental to who we are as americans. there's nothing more important, nothing more sacred. >> reporter: the president building upon the central theme of his 2020 campaign, battle for the soul of the nation. even before making an official announcement, the president's top political foe weighed in. in a lengthy statement, former president donald trump blames biden for record numbers of immigrants crossing the southern border illegally and for inflation hurting american families' finances, setting up a potential biden/trump rematch,

something our latest nbc news poll shows most voters do not want, nor do they want mr. biden to run again. >> if he's the front runner, then he's the run i'm going to vote for. >> donald trump is so much worse. if there was somebody younger and sharper running for president for the democrats, i would probably prefer them over joe biden. >> reporter: mr. trump's support among the gop is growing, despite being indicted on charges of falsifying business records. 68% of republicans say the charges are politically motivated. and today president biden will hold an event here in washington, d.c. where he's expected to tout his investments in manufacturing and jobs created under his administration, a possible preview of his pitch to voters moving forward. >> a long road to 2024. we will be watching. brie jackson in washington this morning, thank you. new overnight, a suspected car thief now in custody, after an overnight high-speed chase

across a large stretch of the east bay. chp says it started about midnight in officers tried to pull over a stolen car in pittsburg with two people inside. but the driver took off and made it all the way to oakland before turning back around and heading the other direction. officers say after reaching pittsburg, he then zigzagged back toward oakland. near the caldecott tunnel, officers set up spike strips which stopped the car and led to an arrest. the driver and passenger are not yet facing any charges. an innocent child shot by gunfire on a bay area roadway. >> and it happened one day before three suspects returned to court on the murder charge for the death of a 2-year-old boy killed in a freeway shooting. "today in the bay"'s kris sanchez joining us now. kris, how is that young girl doing? >> it is really a miracle that that little 15-month-old girl was three blocks away from a fire station where treatment started immediately. she's now being treated at ucsf

benioff childrens' hospital. the little girl was in the red sedan, you see in the video here, you see the people driving that car, rushing in to ask for help. it is not clear if the drivers were targeted or just in the wrong place. the frantic passengers were crying out for help from the firefighters there. this is video of the little girl being loaded into an ambulance, headed to the trauma center. a witness told us it was chaos. >> she was on the floor and they were putting, like, cpr for her so she can breathe. they're like, oh, my god and stuff like that. it's very harmful because i have a little sister, i wouldn't want that to happen to her. >> you can see a number of bullet holes in the right side of that red sedan the little girl was in. it's not clear if anyone else in the vehicle was hit. oakland police were alerted by shotspotter activity. oakland police have not told us whether they've made any

arrests, nor have they given a vehicle that people may be able to watch out for. >> this has happened a heartbreaking amount of times, this as there's another child-related shooting in court today. >> right. so we'll remind people jasper wu, you probably will remember his little face. he was the little boy who was asleep in his car seat when he was shot by a stray bullet on 880 and died. those shots were fired by rival gang members that were shooting at each other from different cars. now, those three men, will face a judge who will decide whether there is enough evidence to go to trial. you might remember that the alameda county district attorney is feeling a lot of heat in this case because the prior da had gang enhancements related to that and she is considering whether or not to drop them. >> right. too many of these cases. >> it's just so sad and it's happened in different parts of

the bay area. it's not one area. >> exactly. obviously, we'll continue to follow this. developing right now, b.a.r.t. is considering reshuffling its schedule in the process of cutting some weekday service. under the plan, weekend service would get a boost. it's all due in large part to higher volumes of weekend riders returning to trains, compared to those weekdays. under the plan, weekend and evening service will credit to three trains per hour from the current two. in the meantime, weekday service would drop from the current four trains per hour to three. the agency says there would be no change to staff numbers or spending. directors will consider the plan on thursday. if approved, it would take effect this september. new details this morning on the plans for a new high speed rail line connecting los angeles and las vegas. lawmakers from california and nevada are asking for federal money to speed things along. the idea has floated around for more than a decade. trains would deliver passengers from one city to the other in about two hours.

in a new bipartisan plan from lawmakers, each state asked federal regulators to fas trak funding if everything goes as planned. permits may be finalized as soon as july. 5:08 this morning. taking a live look at palisades tahoe resort. after that cold and wet winter, this week's big warm-up is raising a lot of concerns for the potential flooding from the runoff. forecasters fear that the near record snowpack could lead to flooding. this is if it melts too fast. the san joaquin basin is most at risk along parts of yosemite. scientists have been talking about potential flooding and likely it won't happen until may, but they're looking at things like a threat that could reach well into july. >> yeah, because there's so much snow and we know, even when we compare it to last year, it was at about 29% of its normal

amount. still as of today, it is more than double its normal amount of sierra snow. so this snow has stuck around a lot longer and here is the main threat we have as this continues. we know this is going to help fill our reservoirs into the summer, but also it increases that risk of flooding as you mentioned for the southern joaquin county valley area. the california department of water resources is also monitoring the tulare lake basin that may have flooding. so we look at yosemite as well, that is expected to reach over flood stage over the next few days, over ten feet, and this is very cold and swift-moving water. so it's going to be dangerous for a lot of people who aren't used to being in that area and seeing so much water. they're saying absolutely stay out of any of the flooding that you see. so just a heads-up for bay area people traveling to those areas.

mike, hitting the road, how is it looking for gas prices this morning? >> i have good news. two of the ten best prices reported for california are in santa clara county. actually, in santa clara city. we'll call out on washington street, the best price is $4.05 a gallon. $4.25 averaging around the city and county. solano county, vallejo has a shell on tennessee street with $4.17. pleasanton's best is at the safeway on bernal, $4.29. that's the best we can do in that part of alameda county. the maps, speed sensors not surprising. west 580 toward the dublin interchange, volume picks up a bit. the two big rigs are not causing any distraction and no injuries reported from that crash. coming up, business news is next. we'll take a look at a bank that is hanging on, should be okay. >> the sounds of summer soon to

good tuesday morning. it is 5:14 right now. we're heading over to mountain view with a look at the morning and our temperatures starting out in the upper 40s. notice the trend goes up a lot more quickly, with warming temperatures already through noon. we'll be at 70 degrees and it's going to be a warmer day. we'll have a summer-like feel over the next few days. we'll talk about that coming up in a few minutes. looks nice, fremont live traffic shows you 880, i saw the volume pick up a tad bit. steady flow heading toward the south bay. the nimitz, no surprises. we're going to check on 680 where we've got a couple of segments where there was overnight construction. good morning. very happy tuesday to you. microsoft and alphabet report their profits to investors this afternoon. we figure alphabet may discuss more cost cutting as they get

the analysts on the phone. the parent company of fox news saw stock lower after it parted ways with a guy that made them the most money. around here, the big story is first republic bank. the company says it will make major cost cuts after deposits fell 40%. you recall lots of account holders pulled their money out of the bank after the failure of these similar silicon valley banks. as we talk about this, the bank is cutting costs, laying off workers, but the bank is safe the same way all u.s. banks are safe, with deposits up to a quarter million insured by the federal government. first republic as a business is having a tough time, it owes high interest rates to other banks. really the bottom line here is a lot more money was withdrawn from first republic than we first suspected. apple had another victory in court as the ninth circuit reaffirmed a lower court's decision, apple can keep its app

store as the only one on the phone, no third-party app stores. apple does need to allow app makers to offer users a different way to pay. apple sometimes takes as much as 30% of the fees you pay for apps and that's why you can download netflix on your phone, but you have to sign up on the web. netflix doesn't want to give apple a cut. let's talk about ai. as you might expect, artificial intelligence is helping scientists in the lab. the scientists tell the computer the result of the experiment they're running, the computer helps analyze those results. but lately ai has been suggesting what experiments to run, telling the scientists what it wants to see. that's a huge turnaround. ai is telling us what it's learning from its experiments. i spoke to an expert who thinks that's a huge step. here is a clip from our podcast, sand hill road. >> it leads to the point where we're going to have a machine

series at stern grove. this year stern grove says fans, if they don't attend, they can actually listen to the bands using an app on their smartphone. how cool is that? that's when i like technology. those concerts will run june 18th through august 13th, and traditionally take place on sundays. trending right now, bay area real estate listing that's turning into a real hit for jazz lovers. >> so just imagine living in a home shaped like a saxophone. oh, yes, 4,000 square foot home, art deco home, located in berkeley and rose from the ashes. this is being listed for $2 million and the main attraction, gold protruding towers in the shape of a saxophone. look at that. the listing agent saying the home was first designed for an amateur jazz musician, but it could be all yours for $2 million.

outside. and also enjoy the evening at oracle park. we're going to start out at first pitch in the low 60s, but we'll be in the low 50s by the end of the game. it's going to be very windy out there at oracle park, so just be prepared for those high winds that will continue to gust near the coastline. san francisco will reach up to 68 degrees today, and 75 in oakland and hayward. napa up to 81 today. so it's starting to warm up, but not yet hot until tomorrow. look at these temperatures, reaching into the upper 80s, even 90 degrees in fairfield. and this will be the first time we've had temperatures this hot this year, so we're going to have, once again, that adjustment time where, for us it does feel really hot until we kind of get used to it, seeing it day after day. so we're headed for the upper 80s in fremont and dublin, as well as martinez on thursday. still going to be very warm into the start of the weekend. but then we will see this quickly moving on for the

weekend and then some cooler air dipping in for sunday into early next week, and a lot of the rain staying off the coast. there's no change in our rain chances, but take a look at the temperature trend for the coastline. this weekend, the beaches will be a very popular destination, especially with the valleys turning much hotter. we'll be in the mid-60s in half moon bay until the weekend, where it will get cooler. the valleys and inland areas will still be in the upper 70s and low 80s. mike, you have an issue reported for b.a.r.t.? >> the b.a.r.t. rails are moving well but it is the oakland connecter from the b.a.r.t. station over to the oakland airport. there's a shuttle. that shuttle is not functioning. ac transit is picking up the slack, but just a note, allow a little extra time if that's where you're headed because you don't want to be late for your flight. the tri-valley we continue to have the closure of northbound 680. the crew is still registered and we don't see the slowing. no clearing just yet.

dropped the ball, how it impacted you, and what you expect now. writing down your saga is important, because the d.o.t. only takes airline complaints in writing, either by mail with a letter to this address, or online at transportation.gov/airconsumer. they also take compliments about airline service, though as you can imagine, very few people take the time to send in a positive review when everything goes well. the online form is pretty simple, your name, airline, travel dates and so on. there's a small box to explain the situation, limited to 3,000 characters. and finally, submit. so what happens next? government reps will investigate the ask the airline for its take. the d.o.t. requires airlines to acknowledge consumer complaints within 30 days of receiving them. you can let our responds team know, though the airlines aren't required by law to respond to

40s and we can see the trend that will go to 57 at 9:00 and then into the upper 60s at noon for today. our high temperatures will reach 80 degrees in the south bay, the peninsula in the mid-70s, warmer in the tri-valley with low 80s and mid-80s for the north bay, while san francisco will be in the upper 60s for a high this afternoon. you're starting to watch out for a build at the bay bridge. >> we're seeing that in the last three minutes, i've seen more cars flowing through, but smoothly. a nice view of the eastshore freeway. visibility is great as you're looking around the bay. the speed sensors are showing a smooth drive. i'm showing where the sensors are dipping just a little. also for highway 4 and 37 out of vallejo, it should start any second. as you look at the rest of the bay, a smooth drive in the tri-valley. really the northbound 680 closure is of concern. typical through sunol. we'll check the south bay and

dublin interchange coming up. >> thank you. it's 5:32 right now. our top story this morning, breaking news, president biden confirming he is running for a second term. >> scott mcgrew joining us now. scott, not a surprise here. we were expecting this. >> we were expecting this. now it's official. we learned around 3:00 this morning, 6:00 a.m. washington time, the campaign releasing a new video announcement. here is a clip. >> that's why i'm running for re-election. because i know america. i know we're good and decent people. i know we're still a country that believes in honesty, respect, and treating each other with dignity. that we're a nation where we give hate no safe harbor. everyone is equal and everyone should be given a fair shot to succeed in this country. >> now, the announcement was probably inevitable. most presidents do decide to run for a second term. johnson the only one recently who decided otherwise. but for all the inevitability, it's not really what americans

wanted. a new nbc poll shows that 70% would prefer he not run. they also prefer former president donald trump not run. and when you put the matchup together, biden versus trump, americans really prefer that not happen. now, we have a long way to go, but this is starting to shape up as the race. president biden does not have strong approval ratings, 41% approve, 54% disapprove, according to the same nbc poll. but this is not really the good news his opponents may think it is. a lot of this disapproval comes from the far left. democrats who think democrats isn't liberal enough. they don't approve of him, but they're going to vote for him. this was one of biden's biggest challenges in his first presidential run, that he was too centrist, too far to the right of the new modern democratic party. senator kamala harris of california accused him of that very thing.

and he's got two more challenges. one is his age, both literally a challenge, and a challenge for voters who would have to trust he can do the job all the way through the end of a second term at 86. and secondly, let's be frank, biden is not a strong campaigner at any age. he was in his 40s when he ran a very strong campaign for president in the late '80s and that campaign imploded on gas and accusations of plagiarism. when biden ran in 2020, president trump accused him of running in the basement. biden did have a limited campaign schedule. we were at the height of the pandemic. it was a good strategy. fewer appearances, fewer gaffes, let trump make the mistakes. don't campaign, just govern. as president biden once said, a presidential campaign is really a job interview with 30 million managers. >> it will be interesting to see. thank you, scott, for the very

latest. 5:35 right now. new overnight, police investigating an apparent double shooting in west oakland. it happened at the mandela gateway apartments across the street from the west oakland b.a.r.t. station. east bay times reports it happened about 10:00 last night. two victims were taken to the hospital. no update yet on their condition. happening today in san francisco, a man accused in the deadly stabbing of cash app founder bob lee is due in court for his arraignment this morning. >> that arraignment apparently took as long as it has due to the suspect's attorney being out of the country. "today in the bay"'s emma goss is live for us outside of the hall of justice. what can we expect to happen in court today? >> reporter: well, marcus and laura, the lawyer for lee's accused killer, nima momeni, says that he will be entering a not guilty plea today, and asking for bail. now, court documents claim that lee and momeni got into an argument over momeni's sister on

the morning of april 4th, and that momeni drove lee to a secluded area in san francisco and stabbed lee with a kitchen knife three times. the big question that the prosecution and defense will focus on, of course, is the motive. here is nbc bay area's legal analyst, steven clark. >> i think the defense is going to focus on this relationship between mr. lee and mr. momeni, were there any prior threats, what was the reason that mr. momeni stabbed him? was there a sudden quarrel, was it a het of passion, which could lower this from first-degree murder to manslaughter. that will be the big issue in this case. >> reporter: and he added that the prosecution has laid out a strong case that this was premeditated murder, deconstructing the relationship between the two tech executives, lee and momeni, and how momeni's sister fits into this will be at

the center of this case. momeni is due in court for his arraignment at 9:00 a.m. this morning. reporting live in san francisco, emma goss for "today in the bay." >> thank you. well, an oakland police officer wanted this morning on several charges, including lying under oath and threatening and bribing witnesses. opd confirming an arrest warrant has been issued for detective phong tran. the allegations stem from a 2011 murder trial and the conviction of a man that has now been overturn. "the oaklandside" reports one witness has recanted testimony and accused tran of secretly paying her before the trial. tran was the lead investigator. we did reach out to alameda county's da office and we have not heard back. developing this morning, the south bay mother and daughter speaking out after the girl says she was attacked at her san jose charter school. the mother of 13-year-old guadalupe enriquez says she suffered a concussion and injury to her back during a fight on

the alpha blanca alvarado campus. they say four girls she never met confronted her and attacked her in early march. her mother says administrators forced the girl to apologize after and that's when her mom went to the school seeking answers. here is what she says happened next, as translated by nbc bay area's stephanie magallon. >> reporter: she told me she was never forced to apologize, it was all a misunderstanding because guadalupe didn't understand english. >> both claim administrators used the family's culture background to cover up mistakes. in a statement, the school says in this instance our policy and procedures to support students in a challenging moment were followed, this included quickly addressing the families involved and continuing to offer support, which includes access to our mental health counselors. happening later today in san francisco, police and transit

leaders are going to hold an open discussion on how to improve safety on trains and buses following a recent string of assaults. muni reports at least 38 assaults since last november. asian women have been most commonly targeted and last week police arrested someone they say recently verbally accused an asian american rider and threw eggs at bystanders. it is 5:39 on your tuesday morning. taking a look up north in san rafael this morning. traffic appears to be moving smoothly. we'll check that morning commute with mike. first, let's check the forecast with kari because we're getting a warm-up these days. >> yes, it's going to be warmer for the afternoon, but at least it's still cool for the start of the day. as you're stepping out in pleasant hill, it's upper 40s and will be 50 degrees at 7:00. you can see how quickly it's going to be heating up today. at noon we're in the mid-70s and eventually reaching into the low

80s. dublin, a high of 80 degrees and upper 60s for san mateo and san francisco. novato reaching 78. we'll take you through the next few days coming up in a few minutes. mike has a look at the south bay. >> we're seeing some sensors change now, on schedule, just like we predict daily, northbound 101, a little slower than it's been for the last month, a little more traffic flow. i think folks are back from spring break. we're looking at north 101 with slowing. the crash that showed up on the last map, it's there, 85 at 280, where the freeways split through the area. not a major concern. at northbound 17 we will have a closure of one lane heading north between 9:00 and 3:00. yesterday we didn't see a lot of slowing. northbound 680 has cleared from overnight construction. there was slowing as crews cleared. remember, it's going to happen again overnight tonight. back to you. >> reporter: oakland teachers vote on whether or not to go on

it's going to be a warmer day. let's head over to the east bay with a look at walnut creek. it is going to be 55 at 8:00, at noon we're already at 75 degrees, and it warms up so quickly this afternoon, headed for the low 80s for today. and it gets even hotter these next few days. i'll have a look at that and when we can get a cooldown coming up in a few minutes. we're looking at the bay bridge, start to stack up as metering lights have been activated, just like yesterday. there's the build. things are starting to come through the area. the maze moves smoothly. we'll give you a bigger look coming up. teachers have decided whether or not to strike in oakland. >> "today in the bay"'s bob redell is joining us live this morning. it will be several hours before we really know their decision? >> reporter: correct. good morning to you, laura and marcus. yes, teachers in the oakland unified school district, along with staff, had until last night

to cast their votes on whether or not to strike and walk off the job as early as this upcoming monday, may 1st. but their union says they won't announce the results of that strike until a press conference that will take place at 5:00 tonight. the teachers in oakland unified are locked in a contract dispute over higher wages and other issues, and the union accuses the district of bargaining in bad faith. ousd says that it is confident it can reach a deal with the union. if a strike is approved, it would be the second in just a month after dozens of teachers walked off the job in march. the district has filed a request with the state public employee relation board to issue an injunction that would stop the teachers from going on strike. the district argues a walkout would be illegal and a violation of students' constitutional rights. the teachers union has filed with the employees relations board a rebuttal to that claim. reporting live, bob redell,

"today in the bay." >> we'll be watching tonight to see what happens. thank you so much. it is 5:46. happening today, a new effort to make san mateo county more welcoming to immigrants. supervisors are set to approve a bill to restrict anyone from using county resources to use i.c.e. enforcement. it would prevent agencies and employees from sharing people's personal information with i.c.e. criminal investigations would be excluded. a vote to approve the new ordinance is scheduled for this afternoon. new for you this morning, april is national minority month, and the health advocates are pushing for a new national ban on menthol cigarettes. the fda says such action would save up to 654,000 lives within 40 years. that includes more than 238,000 black americans. lung cancer is the leading cause of cancer and deaths in the black community. menthol, the ingredient used in cigarettes, can make them more addictive, sometimes advocates say that can make quitting all

heading out to the park. in san ramon you might want to go out earlier. at noon we're in the low 70s and headed for the upper 70s. not yet hot, but it will definitely be warmer than what you've had recently. as you're making plans to get out and enjoy that sunshine. we're going to reach 80 today in dublin and 75 in hayward. temperatures reaching the upper 70s for novato. san francisco, half moon bay, 68 degrees. let's take you to tomorrow because we see those temperatures going up, and you can see at the bottom of the screen with our seven-day forecast, some of us will be reaching the low 90s. we're getting a taste of summer and it's hitting us fairly quickly as we'll see some mid-80s for martinez and napa reaching 85. san francisco tomorrow will see a high of 73 degrees, and some mid-70s as well on thursday. we'll head for the upper 80s and even a few low 90s on thursday into the end of the week.

we get this surge of warm air coming in and it's going to stay with us for a few days, then things change quickly going into the end and early next week. let's take a look at san jose. we're getting from 80 today to 90 on thursday, and then on saturday it's still pretty warm, 85 degrees, but you'll notice if you like the cooler temperatures, sunday will be your day to get outside. and then look at next week. only highs in the upper 60s. so we're going back to spring and maybe even a little bit of very early spring, as we see these temperatures ranging up and then back down. we'll have a lot of changes, but still no chance of showers in the next seven days. mike, you're seeing the commute kicking in. >> yeah, it's returned to the bay and it's not just the commute for today, but returning from like a month ago. we've had about four weeks of spring breaks rotating around and that really does impact the amount of folks driving to work. we see the slowing for north 101 and see a bigger volume.
