online. we're live with an all new push in washington aimed at keeping them safe. this is "today in the bay." good morning to you on this wednesday. i'm marcus washington. >> i'm laura garcia. we'll get to our top stories in just a moment. first, did you feel it overnight? 3.2 earthquake hitting just south of san jose. it happened a little after 12:30 this morning. no reports of any damage or injuries. >> a lot of folks on twitter say they definitely felt it. some saying it woke them up. according to the usgs, people felt it as far away as fremont. we have you covered online with our bay area quake central website. there you can get a track of what's going on with those quakes. we have step-by-step guides of what you need to do to prepare for the next big one. head to nbcbayarea.com/quakes to read more. 5:01 on your wednesday morning. let's see what the weather will hold for today. >> we made it mostly through the

month of april without having to deal with some really big heat, and we're going to start to feel temperatures warming up today. let's take you to martinez with a look at how the morning will shape up. low 50s right now, all clear. we'll be at 61 degrees at 9:00, 71 degrees at 11:00 and 76 degrees at noon. eventually we'll make it into the mid-80s today and one of the warmest days we've had so far. but it does get even hotter tomorrow. so i'll show you that trend and what to expect coming up. mike, you were following up on a crash in the east bay. >> highway 24, it's outside the caldecott tunnel, but there's still activity, so you may get some distraction as you head toward highway 13. some of the activity may not be related to an earlier crash but both things are going on. the caldecott tunnel itself, all bores seem to be clear of any problem. a smooth drive coming in out of contra costa county. the backup slow getting toward

the golden gate bridge because crews are ready to clear from overnight work. today an east bay school will debate how to address their history not as a school lesson, but a debate about whether to change their school mascot. >> "today in the bay"'s kris sanchez is joining us with a new look because they want to drop concord's minutemen. >> just the minutemen. concord students get to weigh in on how they would like to move forward. here is the mascot we're talking about, it is an armed minuteman. the district adopted a measure to replace human mascots with non-human mascots back in 2021. some opponents take extra issue with the fact that the minuteman is holding a rifle, which seems inappropriate in this era of school shootings. for supporters, the minuteman is a symbol of concord high and also one that dates back to the american revolution. >> minutemen have a proud history, there weren't just men,

there were women, there were african americans. >> i'm a former minuteman, that's my history. i went to school here, graduated class of '91. but i also want to make sure that we have a mascot that represents everyone. >> there's been a lot of back and forth for more than a year at concord high. at one point the school was closing in on a change to the concord crocodiles but that got shut down over lack of student participation and criticisms over the process. this year the school surveyed its 1,100 students and the majority of students picked the bears to replace the minutemen, but only 500 students responded to the survey, so it's actually the majority of the students in the survey. we'll have to see how many of them weigh in at the presentation before the school board tonight. but i do want to mention that there is a site that tracks unscientifically all of the mascots for all of the teams, high school, professional, et cetera, across the country.

there are only 31 teams that still have the minutemen as their mascot. >> kris, thank you. well, developing for you this morning, a purse snatching in oakland caught on camera quickly turned far more violent. it happened about noon yesterday near smith recreation center on park boulevard. the video showing the woman fighting back as two suspects tried to take her purse, which they finally wrestled away. when she runs after them, one of the suspects pulls a gun out and shoots her. one nearby shop owner describes the chaos and how her husband responded. >> she was fighting back really well for herself and then they took out the gun and shot her. we just ran over to see what was going on, left the store open. he ran there and called 911. he covered her gunshot wound, making sure that there was nothing -- you know, making sure that she was okay until the ambulance came. she was talking, alive, she said she didn't want to die and she was really scared.

>> that victim is expected to survive. police are not saying if they identified any of those suspects. oakland police also still looking for leads in the shooting monday that injured a toddler riding in her family car. it happened monday night near 12th avenue and east 15th street near oakland's little saigon neighborhood. the 15-month-old girl was in the car and the family was driving home from a laundromat. the parents didn't realize the 15-month-old had been shot until they were home and that's when they rushed her to the fire station. >> we have received that the child is in stable condition, thankfully, in large part because of their quick actions that were done by our personnel here at station 4. >> police say surveillance video shows a man on the corner shooting at another moving vehicle and they believe the toddler was caught in the crossfire. >> there's a new push to keep

young kids off social media. there are studies that say it is bad for their mental health and now some lawmakers are trying to set a national age limit. "today in the bay"'s brie jackson is live in washington this morning. how are lawmakers going to enforce this with young ones? >> reporter: yeah, that's the big question that people are asking, but there is a legislative push here in washington to keep kids safe online. lawmakers are proposing a bipartisan bill that would set a minimum age for people to use social media. the bill proposes banning children under the age of 13 from using any kind of social media and anyone ages 13 to 17 would need parental consent to use these apps. now, the bill comes from democratic senator shots and tom cotton. the two are united in their concern over the link between

social media and the mental health crisis. utah and arkansas have already signed laws that require parental consent for anyone under 18. the bill is going to propose that the federal trade commission and the state attorney general enforce age limits. just to note, facebook, snapchat and twitter already require their users to be 13, but that is already a difficult process to monitor. full details of this bill are expected to be released later today. but the big question remains, how will this be enforced? >> especially when a lot of those kids are more savvy with the technology than their parents. we'll be watching. thanks, brie. 5:08. new video out of the midwest where several iowa communities are submerged this morning as a result of melting snowpack in parts of north dakota and northern minnesota and rising waters from the mississippi river, which is still a few days from cresting.

closer to home, much of yosemite will be closing this weekend due to the sierra snowmelt. some areas are at risk for flash flooding and will be closed through wednesday. more closures may happen through june. any canceled reservations will be refunded. let's go to meteorologist kari hall right now because warm temperatures are here. and this is melting some of the snow already in the sierra? >> yeah, if it's above 32 degrees, it's going to start to melt. we've had a lot of sunshine and also it's been weeks since we've had a lot of really heavy rain or snow. so we are going to see more melting. we are concerned about those waterways around the sierra, and looking at the merced river in yosemite, it is expected to reach the flood stage within the next couple of days. it's only ten feet, so we are expecting it to reach that by friday, and then continue to possibly stay up over the next several months as the forecasts show that we are going to continue to see this and the flood watch has been extended through at least tuesday.

so if you do see any really high water, they're advising not only there, but anywhere, because of the sierra snowmelt, the water is going to be cold and very dangerous and may be moving very rapidly. so definitely stay out of those waterways. we'll also have some hot temperatures in the bay area, so we'll talk about how hot it gets these next couple of days. that's coming up in a few minutes. mike has a look at where we can find lower gas prices. >> when we say lower gas prices, consoling friends out there, prices are definitely not that great. north bay, santa rosa has a low of $4.69 at fast gas on cloverdale. along the peninsula, san mateo county's best at $4.39 on arco on delaware street. and once again, we still have our best in santa clara, the best price $3.91 at platinum gas on washington street. that's through the reports that come in from gasbuddy. on the sensor reports, we are

good wednesday morning. let's take it outside, with a live look in san rafael. we have a cool morning and we do have more of these chilly mornings ahead. but temperatures warm up going from mid-40s right now to 72 degrees at noon, and it will be a warmer afternoon. we continue to see those temperatures going up and a look at all of the microclimates in just a few minutes. over here in fremont, a good study flow of traffic both directions. taillights heading north toward hayward and oakland, eventually toward the bay bridge. no problems on that route. the nimitz, we have a crash

we're tracking, actually, i think two crashes. we'll show that to you coming up. good morning. very happy wednesday. general motors says it's going to discontinue the manufacture of the chevy bolt. good car, first mainstream electric car. shares in first republic fell hard. the bank saw more than $100 billion in withdrawals as investors got nervous about regional banks. so the bank itself took loans to keep itself afloat and now it's in a pickle. loans mean bigger banks are less likely to buy it up and take it over. the gap is going to lay off more executives. gap runs obviously gap, but also old navy, banana republic and athleta. the layoffs were first reported by the "wall street journal." >> google and microsoft both

reported profits tuesday afternoon. things were honestly better than we thought financially, but there's an interesting conflict of ideas brewing over ai. microsoft, which has the jump on google, thanks to a partnership with open ai, says artificial intelligence is going to change the entire search engine and search industry in ways we can't imagine. google takes the opposite tack, ai is obviously important but it's just part of the journey for the company, which is dominant in search. don't really have a point, i just think it's an interesting set of ideas. it's interesting to think about. >> linkedin founder reid hoffman says he's all in on a second presidency and wants to host a big fundraiser, according to our sister network, cnbc. it's not a big surprise. hoffman has been a long-time democratic supporter. and in washington, republicans could take a vote in the house on a debt ceiling vote as early as today. the key is can mccarthy get this passed with the republicans he

has? his proposal to raise the debt ceiling will come with a lot of pre conditions, including big cuts in spending. if he can't get all the plans behind him to pass the bill, he's going to lose bargaining power with biden. we'll obviously talk more about this, but i bring it up in business, because, as you know, many economists warn, if we default on our debt, it will cause a worldwide economic crisis much worse than anything we're dealing with right now. >> very concerning. >> very concerning. >> thanks, scott. a follow-up for you. this is out of san francisco. so cruise robotaxis are expand to go 24 hours a day. the ceo of general motors, which backs the company, made that announcement yesterday. cruise employees receive priority access, paying users can receive driverless rides during the day and at night only in select neighborhoods.

this is trending this morning. the world of barbie taking a huge step forward with the release of its latest doll. >> it's modelled after someone with down syndrome, part of their collection which mattel says aims to offer wide representations of beauty. mattel says it worked with the national down syndrome society, which will allow more people to see themselves represent in a doll and encourage children to play with dolls which may not represent their backgrounds. >> representation matters. >> it really does. i have a girlfriend, her daughter has down syndrome and he's autistic as well, and she posted this and was so excited because it is that opportunity, you know, for this little girl to see a girl that looks just like her. >> whenever we see real life reflected in what kids play with, it helps them prepare for the fact that not everything is what you see in front of you. >> a lot of different versions.

[ laughter ] we are enjoying beautiful weather, whether you are staying inside today, trying to soak up all the air-conditioning you can get, or heading out today. but it is going to be warmer compared to yesterday afternoon. the good thing is that we're not setting a record today. back in 2004 on this date, it was a hot one, reaching into the low to mid-90s all across the bay area, even san francisco. now, today we're talking about a warm-up, but mid-80s today for some of our warmer spots, like concord, livermore, santa rosa reaching 84, 86 in santa rosa, and san francisco's forecast is

74 degrees. nice and mild there. let's zoom into the south bay where we're going to see cupertino reaching 86 degrees, and 88 degrees in gilroy, 87 in east san jose. as the seven-day forecast comes up at the bottom of the screen, you'll see that today is not the peak of the hit. that will be tomorrow. walnut creek will see warmer temperatures today, reaching 85 degrees. and 75 in san mateo. in san francisco we're up to 65 for the marina district but 74 in the mission district. novato headed for 82 degrees, clear lake 87, and 89 in ukiah. as we go through the forecast, we're going to see the warm air moving right into the bay area, but it's not going to last for long. we're going to see a cooldown and possibly rain by the middle of next week, and it's going to be a drastic change over the next few days. so let's check out gilroy. going from low 80s today to upper 80s tomorrow. and it's still going to be warm

friday into saturday. but we start to feel that cooldown on sunday and significantly cooler on monday, with highs only reaching into the mid-60s, and that's what we'll see throughout much of next week. so people who were saying, oh, no, i don't want summer yet, it's not going to be summer for long. we only see it for a few days and then we'll head back to early spring, maybe even light winter, with that kind of weather and that chance of rain. mike, how is it looking in the east bay? >> we'll update that. i'm sorry you heard me, i didn't know i said that out loud, oh, no, i don't want summer yet. we don't want the backup and tonight have that. good news. the bay bridge operating smoothly. low clouds hovering around berkeley, emeryville. low clouds hover around the golden gate bridge and there's fog there. this will continue to clear and it's not a surprise for these areas. north of novato registering on the weather index, we see it across the golden gate bridge. it's back after a while, karl is

welcome back. it's 5:24 right now. new details in the fight against fentanyl in schools. the superintendent held an update on facebook live to talk about efforts to combat the epidemic amongst young people. it includes boosting availability of narcan at public schools statewide. >> if someone is overdosing from fentanyl, narcan can save a life and we work with our schools to get access to these resources. >> he also says the first

priority is prevention through education and substance abuse treatment. but it also includes making 10,000 counselors available for support and, if need be, intervention. new this morning, new lessons from the covid pandemic. >> while infections are currently still happening, doctors are now trying to evaluate the medical response. so authors of the new book called "lessons from the covid war" will appear at the san francisco commonwealth club later today. 34 doctors and other experts helped write this to evaluate the strengths and weaknesses of the u.s. response to the lessons for the next pandemic. they say one strength was the ability of u.s. health care workers to rally together. >> this viruses will continue to outsmart us. never turn your back on mother nature. its ability to mutate and constantly create more fit versions of itself will continue to happen. >> the biomedical field also

oh, yes, the roars are coming in early. a live look this morning at thrive city outside of chase center. dub nation will gather there to watch tonight's crucial game five between the warriors and the kings in sacramento. coming up in just a few moments, we're going to take you there live with a look at what's planned and the new developments in tonight's all-important game involving one key kings player. >> we know it's going to be hot in there. and hot outside as well. let's start with a look at the forecast with meteorologist kari hall. she is tracking this mid-week warm-up. we're starting to see those temperatures heat up for the afternoon, but we're still cool in the morning as you get ready to step out the door. let's head to oakland with a look at your commute to work and it's going to be in the upper 40s and low 50s. and then it's quickly going to start to heat up out there. by noon it's 68 degrees, eventually making it up to 78. and we're going to see some mid-80s for a lot of our warmest spots in the inland valleys.

still upper 60s and 70s for the coastline. we'll talk about the peak of the heat. mike, we keep going back to highway 24. >> we actually had a total of three, not just two crashes. no major injuries. traffic flows through the area. there may be activity on the shoulder. that's outside the caldecott tunnel. the arrow shows you it's going toward the bay bridge, the maze. no problems in the commute direction. but the arrows show you the buildup for highway 4, 37, and on the bay bridge. no activation yet for metering lights. northbound 680 has cleared from the overnight construction crews. i saw the live cameras going northbound. that's great news. north 101 shows slowing through san jose. back to you. >> thank you. new overnight, police are investigating a deadly accident in fremont that happened a little before 10:00 last night when a tesla driver struck someone riding an e-bike near camden street. the driver stayed at the scene.

the victim has not been identified. 5:32 right now. counselors will be on hand this morning at one east bay school, this is after a girl was injured in an on-campus stabbing. >> "today in the bay"'s bob redell is live outside the northgate high school in walnut creek. the suspect is a fellow student, i understand. >> reporter: correct, a young boy. good morning to you, laura and marcus. police have arrested a ninth grade boy after he stabbed a fellow student who was also a freshman here at northgate high behind me in walnut creek. this happened around 1:00 yesterday afternoon near some dumpsters, located on the back side of the school. not clear yet what led up to the assault. the superintendent of the district says both students are acquainted. the girl was taken to the hospital, will be treated for stab wounds. her condition is unknown. >> i was super shocked to hear that a stabbing happened at northgate because i've never heard of anything like that happening at our school district. >> i mean, it's crazy.

it's going on everywhere. and what is wrong with people? i just don't get it. guns everywhere, mass shootings, nobody is doing anything about it. i don't understand, people are doing knives, that's something else, too. >> i feel shocked, scared that it happened. i hope the girl is okay. >> reporter: as i mentioned, the boy was arrested, he faces charges of attempted murder and mayhem. the district did send out a text yesterday to alert parents to what happened. students were able to return to class later in the day. they will be back again at school this morning with counselors on site for anyone who needs help coping with what happened. reporting live in walnut creek, bob redell, "today in the bay." >> thank you. we do have a follow-up for you this morning. oakland teachers are organizing a rally today after announcing plans for a possible strike. union leaders last night announcing the vote authorizing the strike.

it may start as soon as next monday, although more talks are planned for the district and it's still hopeful that a new deal can be reached before then. teachers are locked into a contract dispute centering around higher wages. >> our proposals are providing stability for our schools by demanding ousd pay our entire bargaining unit a living wage. educators need enough money to be able to stay in oakland. we really do want to avoid a strike. we are asking them to come to the table and bargain in good faith. >> last month dozens of teachers walked off the job in a one-day strike, and the union claims negotiations have been going on for months without a breakthrough. 5:35. happening today, a south bay man accused of storing explosives and sabotaging two pg&e transformers is due in court for a plea hearing. in early march authorities released surveillance video they

say shows him blowing up a transformer on snell avenue in san jose. he's now charged in connection with that incident in january and another transformer explosion a few weeks prior. police searched his san jose home after his arrest and say officers found a large amount of explosives, chemicals and firearms. a follow-up this morning out of oakland, where an oakland police officer accused of committing perjury and bribing witnesses during a murder trial is due in court later today. phong tran turned himself in yesterday after a warrant was issued. alameda county da pamela price says he lied about knowing a key witness in a 2016 trial and later admitted to providing cash payments in exchange for testimony. as a result, the two men convicted of the murder in that case had their sentences overturned last year. >> the people of alameda county need to have confidence in our criminal justice system and these charges are a step forward

toward regaining that trust. detective tran will be held accountable. >> the police officers association calls the charges an attempt by the da to undermine the credibility of dedicated public servants. price says more than 100 homicide cases are now under review. san francisco looking into using drones to take on illegal sideshows. the supervisor is requesting the city develop a new policy authorizing their use, arguing police officers must often decide whether to intervene at the risk of creating more volatile situations. he believes drones could be used to identify and later impound vehicles. san francisco police are currently limited to using drones for things like search and rescue. all right, dub nation get ready. the defending world champion warriors play what could be the most critical game in their first round series.

the teams are tied at two games apiece following the warriors dramatic win sunday night at chase center. >> "today in the bay"'s emma goss is live this morning outside of the arena. emma, that's where fans will be tonight, gathering to watch that game, the watch party there, and i'm sure the excitement is already starting. they're not there, but i'm sure you can feel it, right? >> reporter: i can certainly feel it. i've got my blue and gold on. we can expect to see a lot more blue and gold when the dub nation fans come out to thrive city this evening for what's sure to be an exciting and suspenseful game five watch party. we saw the warriors load up the buses and head over to sacramento yesterday, ready to take on the kings tonight. as for the kings all-star point guard, who has an injured finger on his shooting hand, he says he will play tonight, even with a splint on that finger.

upper 60s in the afternoon to low 60s by the time we get ready for that tip-off. if you are head to go sacramento, it's going to reach into the low 80s at the start of the game and then it's going to be breezy. but overall a really comfortable night there as we dip down into the low 70s. then looking across the bay area, our temperatures going up several degrees, compared to yesterday. reaching into the mid-80s this afternoon. we'll talk about what's ahead in just a few minutes. mike, you were looking at factors that may slow you down today. >> right, this morning, one might be the fog. even if you're used to it, you do have to slow for lower visibility. right now it's fine on the span itself. it looks bad but when you're driving through you can see for quite a distance. some more fog in the north bay. if you're going to see the game tonight in sacramento, take me with you, first of all, but secondly you may go through this area. when you come back, remember from 5:00 p.m. until 5:00 a.m.,

the time is 5:43 on this wednesday morning. take a look at this trend. we start out with upper 40s this morning as you're heading to work, and then as the morning goes along, it warms up so quickly that by noon it's going to be 77 degrees, and we don't stop there. we're headed for the mid-80s today. we'll get a look at some of our warmest microclimates and when we could see a cooldown in our forecast coming up.

the backup is forming at the bay bridge toward san francisco, flowing across the span. we'll show you how far the backup starts. it's the usual suspects. a follow-up this morning for you. san mateo county supervisors have approved stronger protections for undocumented residents. in a second reading, board members yesterday voted to restrict cooperation with i.c.e., among law enforcement and other county employees. that includes granting i.c.e. access to county facilities and sharing information about suspects in custody in most cases. the ordinance takes effect at the end of next month. republicans are hoping to force president biden's hand on the debt ceiling. >> scott mcgrew joins us. they are set to pass a plan in the house to raise the debt ceiling, but certainly it comes with conditions. >> conditions, absolutely. big conditions. big spending cuts, bypassing a bill that includes raising the ceiling, they're going to cut

the budget. house speaker kevin mccarthy would like to think that will give him a stronger negotiating position. he's going to say, okay, we raised the debt ceiling, we voted on it. it's the president and the democrats over in the senate that are standing in the way. that is a position of strength. the problem is it's not clear mccarthy has the votes from his own republicans to do it. putting that bill on the house floor and failing would be a disaster for him. >> president biden seen here visiting with the president of south korea, says what every past president has said, regardless of party, there should be no conditions on passing the debt ceiling. congress does it all the time, three times during the trump administration. just do it, says the president. >> other news, supreme court chief justice john roberts says he will not testify in front of a senate hearing looking into the behavior of other supreme court justices. judiciary chairman dick durbin had asked roberts to appear.

we have learned that justice alito sold a share of his vacation home to a lawyer who often has business before the court, and justice thomas has been going on expensive private jet vacations with a billionaire. roberts in his refusal said testimony before the senate judiciary committee of the united states is exceedingly rare, as one might expect in light of separation of powers and concerns of the importance of preserving judicial independence. now, the judiciary is independent, it is its own branch of government. it's one of three. but an equally important principle is that one, checks and balances. the one branch gets to keep watch over the other two branches. supreme court justices do testify before congress. here is scalia talking to the senate in 2011 about judicial ethics. it's not far from the supreme court to the senate. you just have to cross the

step-by-step guide of how to prepare for the big one. head to nbcbayarea.com/quake to read more. let's head to meteorologist kari hall, talking about the warm-up. >> we're starting out with sunshine and it is a cool morning. but this afternoon will be warmer compared to what we've had the past few days. when we compare it to our records, well, 2004 was a hot day, that year for today, and we're going for mid-80s. so we're not going to set a new record today. the record was 94 degrees. thank goodness. but it will definitely be warmer than what we've had recently with some mid-80s across our inland valleys, reaching 86 in morgan hill. in santa rosa, 84 degrees, and 71 in san francisco. but it does get hotter tomorrow. i'll have more on that in the forecast coming up in just a few minutes. mike? >>
