prepare for the big one. head to nbcbayarea.com/quake to read more. let's head to meteorologist kari hall, talking about the warm-up. >> we're starting out with sunshine and it is a cool morning. but this afternoon will be warmer compared to what we've had the past few days. when we compare it to our records, well, 2004 was a hot day, that year for today, and we're going for mid-80s. so we're not going to set a new record today. the record was 94 degrees. thank goodness. but it will definitely be warmer than what we've had recently with some mid-80s across our inland valleys, reaching 86 in morgan hill. in santa rosa, 84 degrees, and 71 in san francisco. but it does get hotter tomorrow. i'll have more on that in the forecast coming up in just a few minutes. mike? >> karl, the fog.

visibility on the span is okay, it's visibility of the span impeded. it flows smoothly. the toll plaza right on schedule. highway 37, 4, not so bad for a wednesday. but the commute continues to build and we'll see slowing grow as well. as we look to the south bay, north 101, early slowing from 680 to oakland road. it's backed off quite a bit. that's great news. san mateo bridge, green sensors. we see more of the westbound traffic really starting to kick in. brake tapping goes on scattered across the span. we'll see more slowing for those sensors coming up soon. back to you. >> thank you so much. people in one community connected to an east bay high school are getting a chance today to debate how to address their history. >> not as a school lesson, but through disagreements over the school mascot. "today in the bay"'s kris sanchez is in the newsroom. some say it's time to drop the

concord-minutemen. >> today students get a chance to weigh in on how to move forward. already 500 of them have weighed in on a survey. the mascot is a minuteman, he's armed, and the change stems from a 2021 policy of the unified school district to replace human mascots with non-human mascots. some opponents take extra issue with the fact that the minuteman is holding a rifle, which seems inappropriate in this era of school shootings. for supporters, the minuteman is a symbol that dates back to the american revolution. >> minutemen have a proud history, there weren't just men, there were women, there were african americans. >> i'm a former minuteman, that's my history. i went to school here, graduated class of '91. but i also want to make sure that we have a mascot that represents everyone. >> there's been a lot of back and forth for more than a year. at one point the school was

really close to changing it to the concord crocodiles, but that got shot down over lack of student participation and criticisms over the process. now, this year the majority of students who responded to a survey picked the bears as their mascot, but the majority of the survey was really way less than half of the school's 1,100 students who responded. so we'll have to see how many of them weigh in at person at the presentation tonight. there is a site that tracks mascots for teams all across the country, high schools, colleges, unscientifically, of course. there are 31 minutemen, nearly 300 bears, and zero crocodiles. so maybe an opportunity to do something unique. >> no doubt. >> thanks, kris. 6:03 this morning. developing for you, this one coming out of oakland where they're trying to solve a purse snatching caught on camera that

quickly took a far more violent turn. this happened about noon yesterday near the smith recreation center on park boulevard. that video showing a woman resists two men trying to take her purse, which they finally wrestled it away. when she runs after them, one of those men pulls a gun and shoots her. one nearby merchant describes the chaos and how her husband responded. >> she was fighting back really well for herself and then they took out the gun and shot her. it was something really crazy. we just ran over to see what was going on, left the store open. he ran there and he called 911, he covered over her gunshot wound, you know, making sure that she was okay, until the ambulance came. she was talking, she said she didn't want to die. she was really scared. >> the victim is expected to survive. police are not saying if they've identified any suspects. oakland police also still looking for leads in the

shooting monday that injured a toddler riding in her family's car. it happened monday night near 12th avenue and east 15th street near oakland's little saigon neighborhood. police say surveillance video shows a man on a corner shooting at another vehicle, and they believe the toddler was caught in the crossfire. the family was driving home and the parents didn't realize their 15 month old had been shot until they arrived home. that is when they rushed her to a nearby fire station, which first responders say most likely saved her life. there is a new push to keep young children off social media, a tough task, indeed. now, studies have shown it is bad for her mental health and lawmakers are trying to set a national age limit. "today in the bay"'s brie jackson is live in washington this morning. how are lawmakers going to keep the young ones off the internet? >> reporter: good morning, marcus. that's the big question here. so there is a legislative push here in washington to keep kids safe online.

lawmakers are proposing a bipartisan bill that would set a minimum age for people to use social media. now, the bill proposes banning children under the age of 13 from using any kind of social media, and anyone ages 13 to 17 would need parental consent to use these apps. the big comes from democratic senator brian shots and republican senator tom cotton. now, this is a rare example of bipartisanship, although far apart on the political spectrum, the two are united in their concern over the link between social media and the mental health crisis. utah and arkansas have already signed laws that require parental consent for anyone under 18. the bill is going to propose that the federal trade commission and the state attorney general enforce the age limit. just to note, facebook, snapchat and twitter already require their users to be 13, but that is already a difficult process

to monitor. full details about the bill on capitol hill are expected to be released today. >> i mean, that's going to be tough, when a lot of those kids are if not more savvy than their parents when it comes to social media and the internet. we'll be watching. brie jackson in washington this morning. 6:06 right now. new video out of the midwest for several iowa communities are submerged this morning. it's the result of melting snowpack in parts of north dakota and northern minnesota. rising waters from the mississippi river, which is still actually a few days away from cresting. closer to home much of yosemite will be closing this weekend due to the sierra snowmelt, the eastern side of it. some areas are at risk for flash flooding and will be closed through wednesday. more closures may happen through june. if you have reservations, they say they will be refunded. >> this is a big deal because we've talked about how much snow

they've gotten, i think it was like 200%. >> it was the same around iowa, they had more than double their usual amount of snow. still, we're at 250% of our normal yosemite snow as well. so that is all melting, draining down, and flooding some of those low-lying areas. so there is an aerial flood watch in effect until tuesday. and that may be extended as we are going to see a lot of the rivers rising quickly. we're expecting the merced river to go above flood stage starting on friday, and it may stay above flood stage for quite a while, especially with these warm temperatures that we have. and around the bay area we're starting to see the warm-up happen today, with napa today reaching 83 degrees, and some low 80s for much of the north bay. mid-80s for the tri-valley, down to the south bay. we're still in the mid-70s. a comfortable day for san mateo and 71 in san francisco. we'll talk about the continued warm-up in our forecast for the

says he's all in on a second biden presidency and wants to host a big fundraiser, this according to our sister network, cnbc. not a big surprise. hoffman has been a long-time democratic supporter. >> in washington, republicans could take a vote in the house on a debt ceiling as early as today. now, the key here is can mccarthy get this passed with the republicans he has? his proposal to raise the debt ceiling will come with a lot of preconditions. if he can't get republicans behind him, he's going to lose bargaining power. i bring this up because it's really a business story. economists say if america doesn't pass the debt ceiling and we do default on the full faith and credit of the united states, it will cause a worldwide recession, at best. >> oh, at best, exactly. >> yeah. we don't know, it's never happened.

it. what do we owe you for the forecast? >> i just want some coffee right now. i'll give you a forecast and somebody bring me coffee. one of those days. let's get a live look outside in san francisco. you know, usually we can see the golden gate bridge here, but it is covered up by fog. you can see it rolling over the headlands and parts of the north bay. let's head to santa rosa, we've seen fog and temperatures in the low 40s. as we go into the rest of today, it's going to heat up quickly. fog clears out and we'll be in the upper 70s by early in the afternoon. let's zoom into the south bay where san jose will reach a high of 86, and we'll see that in los gatos as well. the seven-day forecast comes up at the bottom of the screen, you'll see today is not going to be the warmest of the week, with antioch reaching 89 degrees and pleasanton headed for 86. mid-80s for martinez, and for half moon bay upper 60s. for san francisco, it's in the

mid to upper 60s from the marina district. 78 degrees in mill valley, clear lake will hit a high of 87 degrees. then it starts to cool down this evening just in time for the giants home game. it's going to be windy. temperatures in the mid-60s. gusts reaching over 20 miles per hour. then the temperatures drop into the upper 50s as we go later into the evening. so we've got this surge of warm air coming in, but over the next couple of days that will change to a significant drop in temperatures from the start of next week and possibly even some scattered showers for the middle of next week. so if you were worried that we were hitting summer too fast, we're going to pump the brakes and then we'll see it go back to spring by sunday into early next week. take a look at palo alto, in the 80s for the next few days, then 70s on saturday and low 60s. it's going to be very cool next

new details this morning in the fight against fentanyl in california schools. state superintendent tony thurman held an update yesterday on facebook live to talk about the efforts to combat the epidemic amongst young people. foremost includes boosting availability of narcan at public schools. >> if someone is overdosing from fentanyl, narcan can save a life, and we work with our schools to get access to these resources. >> he also says the first priority is prevention through education and substance abuse treatment. but it also includes making 10,000 counselors available for support, and if needed be intervention. new findings are raising questions about the ingredients

beautiful sunrise we have happening right now in walnut creek. it is all clear, and as you get ready to step out the door, it is a cool start. we're at 51 degrees and we'll stay in the 50s through 8:00, but then after that it reaches into the low 70s at 11:00, 80 degrees at 1:00. you can see the trend there. it's going to be warmer than it was yesterday with mid-80s inland. still in mid-70s and comfortable weather for the peninsula, as well as san francisco. mike, you're still watching the crash happening on the peninsula. >> a little more detail. chp has issued an alert for a short section of 101 from marsh to woodside. we have a lot of slowing, two, possibly three lanes blocked. no major injuries reported, but the backup forming quickly. veteran is not an alternate, so you can use el camino, a lot of signals. you may want to stay on 101. they hope to have that cleared shortly. we'll track that. 280 very clear along the

peninsula. in the east bay there may be another crash into newark as you head south on 880. we'll track that. a build across the san mateo bridge and of course at the bay bridge and on the approachment back to you. >> thank you. new overnight, police investigating a deadly accident in fremont that happened a little before 10:00 last night when a tesla driver struck someone riding an e-bike near camden street. the driver stayed at the scene. the victim has not been identified. counselors will be on hand in an east bay high school after a girl was injured in an on-campus stabbing. >> bob redell is live for us. bob, i know the suspect in this attack is also a fellow student. >> reporter: a ninth grade boy, under arrest for stabbing a fellow female student who was also a freshman at northgate high in walnut creek, for stabbing her in the neck. this happened around 1:00 yesterday afternoon near some

dumpsters located on the back side of the school. it's not clear what led up to the assault. the superintendent for the district says both students are acquainted, the girl was taken to the hospital to be treated for her stab wounds. her condition is unknown. >> i was shocked to hear a stabbing happened at northgate because i've never heard of anything like that happening at our school district. >> it's crazy, it's going on everywhere, and, you know, what is wrong with people? i just don't get it. guns everywhere, there's mass shootings, nobody is doing anything about it. so i don't understand, people are doing knives, that's something else, too. >> i feel shocked, scared, that it happened. i hope the girl is okay. >> reporter: the boy was arrested. he faces charges of attempted murder and mayhem. the district did send out a text yesterday to alert parents as to what happened. students did return to class

later in the day. they will be back this morning with counselors on site for anyone who needs help coping with what happened. reporting live in walnut creek, bob redell, "today in the bay." >> so sad to hear that. thank you. a follow-up this morning for you, oakland teachers are organizing a rally today after announcing plans for a possible strike. union leaders last night announcing the vote, authorizing the strike. now, it may start as soon as next monday, although more talks are planned as the district is still hopeful that a new deal can be reached before then. teachers are locked into a contract dispute centering around higher wages. >> our proposals are providing stability for our schools by demanding ousd pay our entire bargaining unit a living wage. educators need enough money to be able to stay in oakland. we really do want to avoid a strike. we are asking them to come to the table and bargain in good faith.

>> last month dozens of teachers walked off the job in a one-day strike and the union claims negotiations have been going on for months now without a breakthrough. it is 6:35. happening today, a south bay man accused of storing explosives and sabotaging two pg&e transformers is due in court for a plea hearing. in early march authorities released video they say shows him blowing up a transformer on snell avenue in san jose. he's now charged in connection with that incident in january, and another transformer explosion a few weeks prior. police searched his san jose home after his arrest and say officers found a large amount of explosives, chemicals and firearms. san francisco is now looking into using drones to take on illegal sideshows. supervisor raphael mannedle man is requesting that the city develop a new policy, arguing that police officers most often decide whether to intervene at the risk of creating even more

reaching 94 in concord. today we're expecting it to reach 86 degrees. mostly mid-80s today, while san francisco will see a high of about 74. that is below the record of 91 degrees, thank goodness. let's talk about what to expect as you're heading out this morning. mike says there's an alert still continuing in redwood city. >> it is. the good news is the backup -- there it goes. now the backup grows north of university, as you head toward willow, it starts slowing to marsh and the backup continues to just shy of woodside road. it sounds like a pickup truck that may be on its side. no major injuries reported, but we don't know how long that will take to clear. veterans, some folks might want to bail, but that's not until you get north of woodside. so that will not help you out of the backup. now, 280, that will help you avoid the backup. that's a great stretch of roadway heading to the city.

that will ripple out. we'll talk about the impact on the bridges and how these crashes will interact. >> thank you very much. republicans are hoping to force president biden's hand on the debt ceiling. >> scott mcgrew, they're set to pass the debt ceiling, but it comes with big conditions. >> big spending cuts bypassing a bill that raises the ceiling, but cuts the budget. house speaker kevin mccarthy would think he's got a stronger negotiating position. he's going to be able to say, we okayed raising the debt ceiling, it's the president and the democrats over in the senate that are standing in the way. and indeed that is the position of strength. the problem is it's not clear mccarthy has the votes from his own republicans to do it, putting that bill on the house floor and failing today or this week would be a disaster for him. >> president biden seen here with the visiting president of south korea, says what every

past president has said about the debt ceiling, there should be no conditions. congress does it all the time. three times during the trump administration. so just do it. other news, supreme court chief justice john roberts says he will not testify in front of a senate hearing, looking into the behavior of other supreme court justices. chairman dick durbin had asked him to appear. gorsuch and thomas have been in the news lately. gorsuch in a trans with someone who may have business with the court and thomas on vacations paid for by a friend. roberts said testifying would conflict with the court's independence and the judiciary is independent, its own branch of government, one of three. but an equally important principle, and let's just get back to that, there we go, an equally important principle is this one, the checks and balances. that one branch gets to keep a watch on the other two branches.

so it's starting to warm up today, but it's still nice and cool right now. temperatures in the upper 40s, low 50s. this is the time, open up the windows, let the house cool down. when you close the windows, close the blinds as those temperatures start to heat up today to avoid turning on the air-conditioning. we're going to reach 83 degrees in napa today and 84 in dublin, san jose down to san martin reaching 86 degrees, and 70s in san francisco. as you see the seven-day forecast coming up at the bottom of the screen, tomorrow will be the peak of the heat. take a look at some of these temperatures, especially inland, reaching into the low 90s, up to 92 in fairfield tomorrow, 75 in san francisco. really nice and mild near the coastline. but then by friday it's starting to come down a few degrees, but still pretty warm, especially for this time of year. so the surge of warm air comes in just briefly, but then by sunday into early next week,

some cool air dips down, and also brings in a slight chance of rain. we're going to see that happening by next wednesday. and if you were worried that we were skipping over spring, don't worry, we're going to start to see temperatures go down by the beginning of next week. take a look at gilroy. we have a few days of temperatures well above average. we should be in the low 70s this time of year. but we're going to be hitting the upper 80s here. then we take it below average next week. we only are looking at temperatures in the low to mid-60s. you'll still need sweaters eventually, but for the next few days it's short sleeves, sunglasses, sunscreen, and trying to stay hydrated. mike, you have a couple of sigalerts. >> 880 southbound, we had two lanes blocked, really bad timing, and injuries reported as well. we're concerned about these folks. the backup builds. some folks may bail across the dumbarton bridge.

others may take the already congested san mateo bridge. in the peninsula, trying to find the alternate, that will force folks on 84, that will make things congested and possibly take you into the backup that forms because of the first alert we had from chp, north 101 at woodside. now, that two-vehicle crash may have cleared or made progress because the speed sensors are starting to move better. the backup starts back here at marsh, coming off of university, heading toward woodside road. el camino is going to see more folks and 280 is a great alternate. i talked about the san mateo slowing for the morning commute, some folks taking an alternate, and the bay bridge has a standard backup. the contra costa county drive, much of the east bay is standard outside of the 880 alert. >> thank you very much. 6:51. new details just into our newsroom. spacex has scrapped today's

driver struck someone riding on an e-bike on peralta boulevard. the driver stayed at the scene. the victim has not been identified. >> a live look at northgate high school in walnut creek where students will be returning to classes following a violent on campus incident. police arrested a ninth grade boy accused of stabbing a freshman girl near some dumpsters located on the back side of the school. the superintendent says that the students knew each other, the severity of the girl's injuries still unknown right now. authorities arrested that boy and he is facing charges, including attempted murder and mayhem. >> concord high school's mascot, the minutemen, may be sidelined as soon as today. in 2021 the district adopted a measure to replace all human mascots and opponents argue the minuteman holding a rifle may be inappropriate in our era of school shootings.

60s next week, if you can believe that. so we have a wide range in temperatures for the inland areas. for san francisco, mid-70s, upper 70s tomorrow, and then back to our usual 60s. for the weekend, more clouds moving in, as well as gusty winds. perfect for the game this evening. >> not perfect on the drive. we may have a couple of major crashes interacting with one another. south 880, two lanes blocked, an alert by chp. the less bad news is no major injuries, although there are some minor complaints of pain there. two lanes blocked, causing a big backup into free monlt out of hayward. some folks building across the san mateo bridge and the dumbarton bridge. the dumbarton bridge will feed into the backups from 101. it is not clear from 101, so the other alert is because of two lanes blocked approaching woodside road that jams you up heading toward san mateo. 280 is a clearer route and that would be an alternate on the
