implementing a number of spending cults, including rescinding recently passed fundg for the irs, recap purchase unspent covid relief funds, and repeal president biden's executive order on student dent forgiveness it was not always a given the plan would make it out of the house. several republicans from all wings of the party voiced reservations about the bill. at the end of the day, four members voted against it, but it wasn't enough to halt the package. here's what mac coccarthy had ty after this legislative victory. >> so right now, this is the only place that has lifted the debt limit so the democrats are putting the country in jeopardy. the president wants to make sure the debt ceiling's going to be lifted sign this bill >> reporter: despite mccarthy's success pushing this plan through the house, it's likely to meet a grim fate in the senate and the white house senate democrats have proclaimed the bill is dead on arrival after every house democrat voted against it on wednesday. the white house, meanwhile, has

promised to veto the bill if it gets to the president's desk biden has stated that congress could raise the debt ceiling without conditions, but mccarthy and other leaders of the gop have made clear that however this bill ends up, it's meant to kick-start negotiations between the parties for action on the debt ceiling this is just the first step in the process that will need to be taken care of quickly in order to prevent a potential economic calamity, so the clock is ticking. >> the negotiations will continue all right, brie, thank you. let's turn now to montana state capitol where a transgender lawmaker has been barred from the house floor. republican leaders are accusing her of inciting a protest after a heated back and forth over gender-affirming health care for children our anne thompson has the latest >> reporter: montana state representative zooey zephyr, the state's first transgender legislator, is banned from the house floor for the rest of this year's session.
