here we go, thursday morning. 5:00. i am laura garcia. >> i am kris sanchez. marcus washington has the day off. meteorologist, kari hall, is tracking temperatures that will make me and mike cry today. >> yeah, we don't like the hot temperatures, especially this early. it's going to start to hit us today as the temperatures will be ramping up as we go into late morning and the afternoon. at least we have the cool start. as of right now we are in the upper 40s and low 50s, and san francisco at 49 degrees. it's 54 in dublin. martina starts out the day at 61. we have upper 40s in santa rosa. every couple hours it ramps up about another 10 to 15 degrees. at noon we are already 79 degrees and headed for 86 later today. 90 in concord. san josé reaching 91 degrees,

and upper 80s and low 90s for the south counties. we are already starting to see the hot weather hitting us early this year, but there will be changes ahead. now let's turn to "today in the bay" bob redell joining us live from livermore. good morning, bob. >> reporter: good morning, kari. we expect that bank temperature sign at 55 to be 40 degrees higher. the air quality, it's the first spare the air day of the year because they are concerned about unhealthy air due to a combination of high temperatures, the smog. we should not see large wildfires this summer, we could see normal to below normal fires in june and july for the first time in many years, that according to the san josé state professor who specializes in

wildfire research. >> the good news is that because of the snowpack that we have, still, and we will have throughout early summer, that will keep things very moist in the central sierra and the mid elevations across the sierra nevada. with that we wont expect large fires in july like we have seen in the past drought years. >> he also says the recent analysis of the shrub fuel moisture in the santa cruz mountains indicates plants contain higher than average amounts of water, and while that could reduce fire risks, but it could increase the risk in the future as we experience hotter days like today. here's another example of how cal fire is preparing for the fire season in contra costa county. the agency is preparing 200

former san francisco commissioner. public defenders released two videos yesterday, one they say shows the former commissioner approaching the client with what looks like a can of bear spray. his attorney denies he's the man with the bear spray. public defenders call this a case of self defense, and they say he could be responsible for similar attacks against unhoused people. >> eight separate acts of violence. these eight separate acts of violence were perpetrated against people who are homeless. >> video was released they say shows the confrontation, and the unhoused man grabbed a object

fumes in the air. we are looking at moderate amounts of particulate matter, and most unhealthy in the east bay where the air tends to get trapped between the hills and the mountains. concord hitting 90 degrees today. 92 in fairfield. for the south bay we are also in the low 90s for today but mostly upper 80s for the north bay. this will be the warmest day of the week. tomorrow it's still pretty hot, though, reaching the mid-80s in santa rosa and napa, and some low 90s for the tri-valley down to the south bay. saturday if you have outdoor plans for san francisco and the outer bay, it will be beautiful and comfortable but still warm in the interior valleys. even though we are going to have a taste of summer this week, next week a cold front comes through and brings in spotty showers and much cooler temperatures and even a chance

of rain. let's get a look at tuesday, wednesday, and possibly some widespread rain in the forecast next thursday. look at the change in colors there. that snow for parts of the southern sierra, that could be returning for those higher elevations for the end of next week. we will see a little bit of it all over the next few days. in walnut creek we are going from upper 80s to low 90s to slightly cooler temperatures for the weekend. saturday is looking pretty nice. outdoor hiking weather on sunday with the upper 60s, and then next week back to the jackets and possibly umbrellas as well, as temperatures in the upper 60s. big changes as we deal with the heat the next few days, the mornings will be in the 50s, and then next week showers back in the forecast. mike, you are tracking a crash. what is going on? >> we are hearing a big rig and

many more people out the door when we see the sun coming up and the temperatures will already start to ramp up in the upper 70s at noon. our temperatures for this afternoon not expected to set a record, but we will be very close, at least within five degrees for many spots around the bay area. this is the peak of the heat, so we will talk about the weekend coming up. mike, you are checking in on dublin? >> i am. looking at the commute towards the dublin interchange, and there's a bit of slowing as you approach the dublin interchange, and that's the arrow at the top. looks like the big rig is over on the shoulder. no injuries or problems for the sedan, except it got into a crash there. bottom of the screen of 680, the last of the crew cleared for this morning, the overnight road closures there where they work on the roadway. at the bottom of the screen where it says san josé, slowing

for northbound 101 is typical. developing right now, take a look at this, thousands in san francisco waking up to find their power is out as it has been for hours now. >> close to 7,000 customers are in a blackout that started last night. you can see on the outage map which neighborhoods are feeling it. that's a lot of customers. emma gosk is live. do we know what caused that outage? >> reporter: not yet. the cause of the power outage is still under investigation. we are in russian hill and can you see it's dark here, and the traffic lights are out in some areas. right behind me it's out and cars are just speeding on by in an unprotected intersection, we see traffic lights and streetlights are both out, but not on every single street. the outage started just after 9:00 last night, and at that point there were almost 10,000 pg&e customers without power. crews have been working

throughout the night to get power restored. as of now, around 7,000 people are still without power in the city. the outage areas cover knob hill, the tenderloin, and the financial district according to pg&e's outage map. look at this video shared on twitter from last night just before 10:00. can you see emergency crews were out in downtown san francisco shutting down at least two city blocks where power went out. pg&e told us that there is no estimated time yet for when power will be fully restored in san francisco. reporting live in san francisco, emma gosk for "today in the bay." >> so wild. i mean, 9,000 customers. that's a lot more people there. thank you, emma. law enforcement in two cities asking for help finding young girls considered at risk. take a look at these photos. this 12-year-old lives in san francisco and was last seen at her middle school yesterday

"today in the bay" coming up at 7:00. frustrated residents in one south bay neighborhood are trying to shine the light on what they call a cloud of violence and vandalism. families in the winchester area last night held a walk with city leaders. they have been calling for better lighting and more police and looking for ways to invest in their community. >> we have a lot of violence in this area. when you walk, it's so dark at night. >> the vice mayor attended the walk and promised changes, adding some changes will take longer than others. she's pushing for greater collaboration for the neighborhood associations. score one -- or another one for dub nation. the warriors now have the upper happened after the exciting playoff game with the sacramento kings. >> that's right. we stayed up to watch it.

sister station, nbc sports bay area. the warriors on fire, and it's going to feel like we are on fire today with the temperatures, that is. taking a live look at san francisco on this thursday morning. it's probably the coolest part of the day. kari is tracking that forecast for us. >> yes, we were just walking about game six at chase center. tomorrow at 5:00, we will be in the upper 60s. it will be windy out there, but really nice and still warm temperatures as we go into the start of the game and then later in the evening, of course, it will cool off. at the same time across the bay, the oakland a's will have a game and it will be at 6:40, the first pitch there, and 76 degrees so still pretty warm in oakland. going into the afternoon and evening, temperatures will be dropping into the mid-60s with a breeze there. looking for something to do this

weekend? cupertino's cherry blossom festival starting on saturday at 10:00. we will be heading for the low 80s as the sunshine continues and the warm temperatures. if you think you want to go to the beach, santa cruz will be a great destination for mid-60s on friday, and then it will start to cool off on sunday as the winds will be picking up. mike, even though it's thursday it seems like the commute is smooth. >> yeah, even though it's hot, the commute is fine right now as well. these folks are moving through the bay bridge toll plaza. the lights should be turned on in a matter of seconds or minutes, probably. slowing on the incline. nothing dramatic. same thing for the approach to carquinez bridge. highway 4 shows a gradual slowdown coming out of pittsburg and into concord.

this morning there's more pressure on president biden to negotiate over america's financial future. >> scott mcgrew is here, and the house passed a measure to raise the debt ceiling. >> yes, they did. the tax breaks for electric cars, and the talk of relieving student debt and cuts to all kinds of government programs. they will raise the debt ceiling under those conditions. the measure passed the house on wednesday showing kevin mccarthy can, indeed, rally his party. now the senate would have to pass the same bill for this to go to the president's desk, and the democratic-led senate is not likely to do that so the bill is dead on arrival. but its value is the optics. republicans can say they are doing something, the president is not. >> the sad part here is the democrats need to do their job. the president can no longer ignore by not negotiating.

>> the big cuts in mccarthy's plan often overlooked is freezing government spending to previous years levels. that will mean cuts in government programs. where? nobody knows. the bill doesn't name them. defense? housing? education? health care? to be determined. florida governor ron desantis is in israel looking very much like a presidential candidate. the governor will announce his candidacy in may is what insiders say. the trial between trump and carroll is under way. she's suing in civil court and also suing trump for defamation, for calling her a liar about the attack. donald trump chose not to atend the trial, but he's posting about it and the judge not happy

this is what will keep the city from warming up as much as we will see from the inland valleys today. if you are going out to the play ground and park, you will want to try and get there early. this is the kind of weather where it's clear and sunny and i am touching the slides before the kids go down. in danville, it's in the upper 80s throughout the afternoon, reaching 90 in concord. we will see low 90s today. 91 in san josé. santa rosa hitting 86 degrees. while that fog keeps san francisco and half moon bay much cooler, we will see 70s there. as we head into the day tomorrow, it comes down just a few degrees especially for the coastline. for the inland valleys, still hot. well above what is normal this time of year. and it's great for going to the beach and trying to escape the inland heat, but next week we all get a cooldown as the cold front comes in. look across the region where we start to see green. that's going to be showers especially for northern

california starting on monday. as it gets closer, we could see spotty showers. we have the possibility of widespread rain before the end of next week. you see the changing colors there, that's snow for central parts of the sierra for next week. we have all kinds of weather. if we thought summer was going to hit too soon, we will go back to winter for a few days. saturday is 85 degrees. look at the change on sunday. only 68 degrees for a high temperature. we will be mostly in the 60s throughout much of next week. it's going to be a few days where we have to deal with this really high heat, but at least we have the cool mornings. we go back to more seasonable and even cooler than normal weather for next week. a lot of changes ahead, so you might want to make sure you are checking in every day as our temperatures will be going up and then back down. mike, you were seeing a new crash in the tri-valley.

>> yeah, it's a typical spot because the volume builds up through this portion. first, i will tell you, the peninsula moving smoothly. the crash is north of the 92 interchange. pretty typical for those areas. 84 is where we do have a crash approaching the ge turnoff there. sounds like everything was able to get to the shoulder with a minor complaint of pain for the driver, and no major injuries but this is a distraction. the build for south 680 heading down towards the 84 split or merge, depending the direction you are driving, and the westbound build is continuing into concord. bay bridge metering lights were activated. it's not as bad as sometimes we see, but it's a smooth flow of traffic approaching 6:00. there's fog on the golden gate bridge. back to you. >> thank you, mike.

welcome back. the time is 5:56. you are watching "today in the bay." the supreme court will now allow cities to sue oil companies to hold them accountable for climate change. the supreme court refused to bail out oil companies that want to have their cases heard in federal court and avoid trials in state courts where they have a better chance of losing. the cities of santa cruz and richmond and the counties of san mateo, marin, said in a statement, quote, communities across california experience the accelerating climate crisis every day. the defendants in our cases knew these catastrophic impacts were coming and predicted it with
