as you're heading to work in foster city, we're going to stay in the 50s throughout the morning and not as much sunshine as yesterday. big changes starting out this month because we are well below what's normal for this time of year. we should be in the low 70s, but we're only going to make it up to 60, 59 in oakland and 60 in novato. gusty winds will continue. tomorrow we'll need umbrellas in parts of the bay area. right now, mike, you're seeing a backup out of oakland. >> this was predictable. your forecast has been going through some changes, so stick with kari over here. stick with the bay bridge, you've got to stick with the backup and the metering lights. that does keep the span itself moving smoothly. better speeds on the span because of the backup approaching the toll plaza. over here, highway 37, self-metering across the area, highway 4, gradual slowing for the entire stretch, and into concord, pleasant hill, 242 and

walnut creek interchange all looking smooth, but building the volume throughout the east bay. we may have an incident near the castro valley y. we'll check it out. breaking news overnight, first republic bank no more. the government took the beleaguered bank over the weekend and sold it to jpmorgan chase. scott mcgrew joins me here in the newsroom. you say for first republic customers, it's going to be just business as normal. >> business as usual. not even a hiccup. they were first republic customers, this morning they're chase customers. federal regulators taking control of the san francisco regional bank over the weekend. this is the second largest bank failure in u.s. history, and it comes just a few days after first republic said it saw a billion in withdrawals from nervous customers following the failure of another regional bank, silicon valley bank. now, chase, one of america's strongest banks, was well familiar with first republic. chase ceo jamie dimon had worked

with other big banks on a rescue plan, depositing hundreds of millions of dollars into first republic to help it out but that did not work. dimon said the government invited us and others to step up, and we did. >> so all those deposits that people have in first republic, they're still safe? >> 100%. accounts under a quarter million are guaranteed by the fdic. deposits over a quarter million are safe because this is jpmorgan chase we're talking about. >> it's huge. >> it's huge. so they have the money. i would not be concerned. >> if people are concerned, if you bank with first republic, you can go to your branch this morning and still withdraw that money? >> absolutely. they'll open for business as usual. it's a chase bank, but your money is your money and you can do with it as you wish and it will be safe. >> eventually the signs will change. we'll continue to follow the story both on air and online. you can find the latest at

nbcbayarea.com, and ahead at 6:30, pete suratos is live from a local first republic branch with more on what customers can expect as they arrive this morning. >> thanks, laura. developing this morning, a manhunt is under way in texas. authorities are offering an $80,000 reward to find a man who killed five people, including an 8-year-old boy. this happened within the houston metropolitan area, law enforcement saying on friday francisco oropesa's neighbors asked him to stop shooting assault rifles so their babies could sleep and that's when he started shooting at them. the fbi saying right now they have no leads surrounding his location, as more than 250 officers are out there searching. they say the pain is really starting to set in. >> my heart is with this

8-year-old little boy. i don't care if he was here legally, i don't care fe was here illegally. >> so sad for the community. a vigil was held last night in the area for those five victims. 6:05 right now. and starting today, san francisco will have more officers patrolling the streets, but they won't all be san francisco police officers. >> "today in the bay"'s kris sanchez joins us now. this is in attempts to fight this really bad drug crisis. >> we are seeing that this is getting worse, especially in the city, so the patrols are going to focus on neighborhoods in san francisco with the highest rates of overdose deaths, and this is critical. between january and march of this year, there was a 40% increase in overdose deaths in san francisco. the areas in question here are the tenderloin and south of market where people will see chp officers patrolling city streets, not just the highway. it's part of a join effort

directed by governor gavin newsom. in addition to cruisers on the streets, california national guard personnel will be working in the background. they're going to be trying to gather intelligence on drug rings and cartels that are operating in the city and bringing that fentanyl into the bay area. while opponents say this will disproportionately impact people of color and poor people, mayor london breed says this should better connect them with services. >> substance use is a public health issue, and so we would much prefer a public health response. we have a situation where it's really difficult for people to access treatment. >> this is different. this is program services, second chance opportunities, but also accountability. and what's been missing has been accountability, and that's what this is all about. >> san francisco police say they have seized more than 85 pounds of fentanyl in just the first four months of this year. district attorney brooke jenkins expects that the extra force

will lead to more significant prosecutions, she says, not of those low-level drug users, but the people at the top of that drug chain, the ones bringing the fentanyl in. >> kris, thank you. well, people over in san francisco in an apartment building say that they had to take matters into their own hands, this is after experiencing days without power. hundreds of those residence at the gateway near the embarcadero first lost power last wednesday, along with thousands of other customers. by saturday, neighbors say the complex purchased generators to power all four buildings, restoring much needed power to elevators and water systems. some people are expressing their frustration with pg&e. >> get your act together. act like you know we have 1,240 some units here. we have a lot of residents. we really need to count on you. >> in a statement, pg&e says, quote, many of the customers who were without power have been restored, and crews will continue working safely and as

quickly as possible until the remaining customers have been restored, end quote. the utility not providing a specific timeline. 6:08. happening today, governor gavin newsom is expected to deliver an update surrounding our climate in crisis. he is scheduled to visit a renewable fuels facility in southern california. the governor's office says the trip is meant to highlight the state's transition to clean fuels. last week regulators passed new rules to ban diesel powered semi trucks by 2036. it's the first of its kind anywhere in the world. happening today, yosemite national park fully reopened, this is after being closed over there with the expectation of flood concerns over the weekend. melting snowpack, sending water rushing into those rivers and over yosemite falls. forecasters expected the merced river to overflow its banks over the weekend but that never happened. for now, the risk of flooding has passed but park rangers are urging all visitors to stay away from the raging waters.

meteorologist kari hall is here right now. the thing about it is the temperatures, put a little pause on some of the melting of the snow. >> it's still going to be dangerous and we are expecting more flooding over the next several months as the snowmelt continues. but over the next few days, the people who weren't able to go over the weekend, maybe have an opportunity to go for the next few days, the weather is going to be quite iffy, even a chance of thunderstorms there. and temperatures that will reach into the mid-50s, could change over to snow with off and on showers into the next several mornings. we have a storm system that's rolling down the coast and producing very cold temperatures and even sierra snow that may total about 4 to 12 inches over the next few days. so we are back to winter now, and also seeing the snow in elevations above 4,000 feet. so we're going to be watching that. we'll talk about the bay area's rain chances in the forecast coming up in a few minutes. heading out the door, mike has one of the destinations

intersection. i don't think the tully road off ramp is affected. we'll let you know the latest coming up. good morning. very happy monday to you. futures are flat, after san francisco's first republic bank was seized by federal regulators and sold to jpmorgan chase. now, we talked about this earlier in the newscast. our pete suratos is out at one of the branches right now. he'll have a live report coming up later. shares in electric carmaker rivian got a slight boost, but they're still down, like, 95% from their highs. the fed meets this week to talk about interest rate hikes, could be the last one considering all the economic rough waters. fed rates are already at a 16-year high. and today is may 1st, the day that a new fee structure takes effect at fannie mae and freddie mac, the quasi-government institutions that guarantee mortgages. you may have been reading about

this on the internet. people are complaining, those with good credit scores are getting penalized, while those with lower credit scores are benefiting. and that's not entirely wrong. fees will go up slightly for some, down for others. it is a complex matrix of credit scores and the amount of your down payment. they have a charter to help americans get into their own homes and the well to do or the people with good credit do appear to be picking up the tab in this case, though the insurers say it's not as direct as we're taking money from the people with good scores and helping those with lesser credit scores, but it sure really looks that way. the fees, though, are spread out over a great deal of time. >> over the course of the mortgage. >> exactly. so i don't think you'll see a huge spike. there are people online saying i'm going to take a crazy -- you know, i'm going to lower my credit score. i don't know why you would do that. the fees are not that big.

but i think people are justifiably put out a little bit. >> they're upset over it. >> you do everything right and you have to pay an extra fee. >> but in the long run, overall, it should work out. >> and it's the charter to help people out. don't get a conforming loan. >> hard to do in the bay area. thanks, scott. this morning, apple is set to give its smart watch users a big overhaul now that it's making the widgets a part of the device. they launched the original watch in 2015, with notifications bloomberg reports it will allow users scroll through a series of widgets. the next time you have to use the restroom and find yourself in berkeley, you may have one more option no matter what time of day it is. the city plans to open what's known as a portland loo.

the open-air unit will be available any time of day or night. it includes antivandalism features, including graffiti proof walls and steel panels that should make it easy to clean. it comes at a price tag of a quarter million to build it. the new restroom is expected to be installed in the next few months. >> we're just going to have to hold it a little bit longer if it costs that much to use it. a bear cub in virginia going viral for a selfie. >> this little energetic bear cub spotted on camera on the ground right there in rehab training, the device clearly grabs the cub's attention, eventually staffers had to pull it away. why do that? let him have fun. they say he only interacts with specific human caretakers at this stage in life to avoid developing a familiarity with humans in the wild.

we went from warm and sunny to cool and breezy yesterday, and the high winds will continue for today. even some spotty showers, especially late this evening. now, we will see some more rain in the forecast on tuesday and even a chance of some isolated thunderstorms. and for the sierra, snow will be back, dropping down to elevations of about 4,000 feet or above. now, the seven-day forecast is coming up at the bottom of the screen. you'll see that it's going to feel more like what we had early last month, and so for san rafael, it's only 52 degrees and it's still pretty gusty, the winds coming in from the west at 13 miles per hour. we're going to stay in the 50s throughout the morning and definitely not as much sunshine as we had yesterday. we're reaching 59 for a high temperature today in fremont. just think back to a couple of days ago when we were in the upper 80s and even hitting 90 degrees in fairfield. we're only going to reach 60 today and about the same tomorrow, but also tomorrow we'll have a better chance of some of that rain coming

through. then once it starts to clear out a wen, we'll reach the mid-60s. normal the low 70s for this time of year. we're going to possibly start to hear the rain hitting the roof later on this evening, especially in the north bay. but it could get heavier during the overnight hours. by this time tomorrow morning, parts of the marin county area, parts of the north bay down to san francisco and possibly in san jose could see some of those spotty showers coming through. but it's going to be so hit or miss. the main part of the storm system is going to remain off the coast. but just keeping it unsettled with spotty showers moving through all the way up until early wednesday, and then we start to see rain chances tapering off. and it really depends on where some of those heavier cells set up, but it looks like the heavier rain will be near the coastline, north bay may be on the lower end of the rainfall totals, anywhere from a half to possibly three-quarters of an inch of rainfall. most of that coming early in the

week. by the weekend, not much warmer, but we will see some dryer conditions coming in. upper 60s on saturday and sunday. only reaching about 65 degrees. mike, you were saying there's an investigation in san jose. >> i want to let folks know this is just off highway 101. i don't have all the detail, but i'll bring you what we can, because this will affect folks coming off of the freeway. i know that for a fact. a large indicator here. the incident is not on the freeway itself, just off the freeway, tully road, about a block and a half. there's a valero station close to the area. it is not at the valero station but affecting that intersection and we're looking at the closures for the intersection just off highway 101, and you will have local reroutes going through the area. san jose pd is on scene. a pedestrian was hit earlier today and unfortunately died as a result of the injuries suffered there. but the person involved with the vehicle stayed on scene for the investigation. that will continue at least for the time being. we're looking at the rest of the

welcome back. it is 6:26 right now. may is mental health awareness month and a recent cdc report shows our nation's youth are really in crisis. >> more than 40% of teens and preteens report feeling persistently sad or hopeless, and nearly a quarter of kids say they've seriously considered suicide. that's why one folks person with the ad council say they started sound it out campaign. so here is a clip of one of those ads that highlights the importance of talking about the emotions of mental health and talking about it with their kids. it also provides tools to have those conversations. >> we really need for our parents and our caregivers to have that relational connection with them so that they're able to voice what they're feeling, because we know that their emotional well-being is just as important as their physical well-being. >> now, experts say there are signs you should watch out for

here we go. good morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. all right, it's time to get a look at the forecast if you're heading out the door today. meteorologist kari hall has been looking at that forecast. >> it's looking nice and cloudy and much cooler. we're going to take it back about a month because we have major changes in our weather mou that we are seeing the gusty winds picking up, and we're taking a live look outside in oakland, maybe misting a little bit. but so far it's just been windy and cool. we will see rain chances increasing as we go into this evening. take a look at our highs, really not changing much more from where we are right now. reaching the upper 50s for today. and some mid-60s for parts of the north bay. it's going to be a drastic change as we can also see some thunderstorms in our forecast. i'll have more on that in a few minutes. mike has an update on the road closure in san jose.

>> it's a major road in the south bay, coming toward the freeway. i believe at least the last block, it may be blocked by the police investigation that continues. because of that, storey road may be your alternate. if you're heading south, you can jump on at capitol expressway. a little farther north, that's where the predictable pattern of slowing kicks in. the freeways are moving smoothly. access for tully road is the incident right now. we may have an incident in the tri-valley. i'm checking and will have the latest coming up. another bay area bank goes down, only to be taken over by federal regulators, and this time after bids from several banks, san francisco's first republic has a new owner. it's been sold. over by federal regulators over the wen, but it has officially been sold to jpmorgan chase. this is now the third major bank to go down in less than two months. so here is what we know about this sale. at the time of the sale, first republic bank held about $229 billion in assets, so that makes it the second largest bank failure in u.s. history. it's now surpassing silicon valley bank, which of course collapsed back in march. now, here are some of the issues. the deposits dropped by 40% in the first quarter, so you had a lot of people switching to safer banks with more attractive returns, following the failures of silicon valley bank and signature bank. now, first republic was carrying many fixed loans with long-term interest rates. this was, of course, due to constant interest rate hikes. some experts say it's a good move for customers with a big bank like jpmorgan chase coming in to stabilize the situation. all bank offices will reopen today as jpmorgan chase branches, but don't expect sign

changes right away. jpmorgan says customers shouldn't expect an interruption to their services. reporting live, pete suratos for "today in the bay." >> that's good news for those customers, it can be banking as usual. thank you so much. also breaking, and just into our newsroom, a deadly traffic accident in san jose. police say a short time ago, a car struck and killed a woman near tully road. surrounding streets are still closed as they investigate. officers say the driver stayed at the scene and is said to be cooperating. this is san jose's tenth pedestrian death this year, but still only about one-third of the total compared to this time last year. mike is also keeping tabs on that for us. families across oakland waking up this morning facing tremendous uncertainty. classes are going on as planned today, but still possible teachers will agree to walk off the job. "today in the bay"'s bob redell joins us live outside oakland high school. what is the union saying, if

anything, at this point, bob? >> reporter: good morning to you, laura. the union that represents the teachers within oakland unified say that they will be making an official announcement on whether or not to strike, they'll be making that announcement sometime later this afternoon. you'll recall last week that the union did vote to authorize a strike starting today. obviously they're not going on strike today, they are holding off for now, again, waiting for the official announcement later this afternoon. this as both the teachers union and oakland unified continue to negotiate over a new contract. both sides were at the bargaining table for hours yesterday afternoon, but, again, they are not going on strike today, there is going to be class. so if you are a student or a parent watching, you want to send your kids to school in oakland today. over the weekend teachers gathered to prepare for a possible strike by hand painting signs and banners, educators want things like more resources for students with special needs, bilingual programs, as well as a 22% raise.

the union says the district came back with a tentative 10% raise proposal, as well as a one-time $5,000 payment. but teachers say their demands go beyond better pay. they're also asking for facility upgrades, including repairs at a school with a rat infestation, and ceiling tile replacement so they don't collapse again on a class. on friday we spoke with a teacher from oakland high who was not optimistic that a strike can be avoided. >> i am really worried that they're going to come up with something that's not good enough and teachers will feel pressure to vote yes on a ta, because we don't want to strike. i've got 50 pages left in the novel we're reading with my students, we're struggling and scrambling to find places off campus to do graduation, to figure out how we're going to do ap.

>> reporter: last week oakland unified superintendent released a video statement. she says the district's current offer for the first time in decade would put teachers compensation at above average compared to other teachers in the region, and that a strike would be inappropriate and unnecessary since both sides are still talking and are not at an impasse. the district did send out a note on friday, again, letting parents and teachers know that schools will be open today. reporting live here outside oakland high school, bob redell, "today in the bay." >> lots to keep tabs of. thanks, bob. san francisco police say no arrests have been made in a deadly shooting south of market about 24 hours ago. this happened near 5th and folsom streets, about a block from where the victim was found in the car. the victim has not been identified. no other details have been released. oakland police so far not commenting on last night's sideshow activity that took over some streets. this is video from the sideshow before sunset on international boulevard near fruitvale.

it also shows some participants driving the wrong way on international. take a look at that. just a short time later, sideshow activity led to a broken fire hydrant. and then there's more activity after nightfall along 5th street. according to witnesses, police never interviewed any at the locations, department a tweet earlier in the day about adding resources and trying to step up sideshow enforcement. they were having a lot of problems in a lot of different areas there. 6:38 right now. the warriors barely have any time to celebrate. dub fact, everyone else, still certainly buzzing this morning. steph curry, boy, he was on fire. he went where no other player has ever gone, sending the warriors into the second round of the nba playoffs. >> scoring 50 points as he knocked out the kings. >> anyway, knocking out the

kings, get out of here. so steph scored the most points ever in a postseason game in game seven. he really came alive in the second half, scoring 30 points as the warriors were down 2, but then won the game by 20. following the game, he gave credit to the entire team coming together when it really mattered. >> you focus on the details, how you're trying to execute, you trust each other, we had great energy off our bench. everybody who played came in with the right intentions. there was a lot of conversation and communication and togetherness on the bench, which is huge for us. >> we're so proud of them. look, the fans you see right there gathered outside of chase center, the game could not have gone any better. now the warriors move on from the kings to king james. lebron and the lakers will tip off their best of seven games against dub nation tomorrow night at chase center. >> so a little less than four

we are dealing with much cooler weather than we've had recently and the rain chances are back that will stay with us tomorrow evening, as the storm system slides down the coast and brings us unsettled weather. we're going to have a chance of thunderstorms in parts of the bay area for tomorrow afternoon. in the sierra there could be another 4 to 12 inches of snow this week, so we're going to talk about what you need to prepare as we see these big changes ahead. mike, you're seeing slowing build in san jose. >> right. we were prepared for that because it's predictable. i told you about it a few minutes ago. 101 and 87, slowing, and a major crash investigation that laura told you about just off 101. so tully is not your access point off the westbound direction. over here, i saw all this slowing westbound, your commute direction. this crash is reported in the area but it's eastbound. it's possible people can see the flashing lights from the opposite side of the freeway, but it's on the shoulder and any live camera doesn't show anybody

let's get you started in antioch this morning. it's still pretty windy. those winds coming in at about 13 miles per hour, and a big drop in temperatures. we are going to continue to see more clouds today and mostly staying in the 50s through late morning into early in the afternoon. much colder than it was last week, and we'll see more changes ahead. details on that coming up in a few minutes. and more detail on this. san mateo bridge slowdown, you see the taillights, they've moved a disabled vehicle off to the shoulder as you're going across the high-rise. yes, there's room for a vehicle there, you see the service lane in the foreground. we'll watch for slowing here. also, the waves on the water indicating the wind and the tarp on top of that truck. no problems reported other than the disabled vehicle on the san mateo bridge. well, huge pressure mounting this morning on washington to do something about the growing number of immigrants at the border. >> scott mcgrew joins us.

it is may 1st and may 11th is also a big day. >> it is, ten days away, and in ten days if everything goes according to a plan, we will see the end of title 42, covid restrictions. now, those restrictions were put into place during the pandemic by then president trump, extended by president biden, but they expire because our government says the pandemic is over. so there's a lot of misunderstanding in latin american communities about what this means and it's causing a huge influx of new immigrants at the southern border, even bigger than past months. here is the mayor of el paso, texas. >> they've come in with a false pretense that there will be open borders starting on may 11th and anyone that's already in the united states will no longer be required to have proper documentation, and that is an untrue statement. >> he's right, that is absolutely untrue. but we've seen this before,

rumor or coyotes deliberately spreading lies to drum up business, and this works. our chuck todd asked the head of homeland security about the crisis on sunday morning's "meet the press." >> shelters are overwhelmed, the cities of chicago and new york are already overwhelmed. what's may 12th going to look like if we're already overwhelmed before the expiration of title 42? >> a few things, chuck. first of all, this is a really tough challenge and has been, as we all recognize, for years and years. we are seeing a level of migration not just at our southern border, but throughout the hemisphere, that is unprecedented. it is the greatest migration in our hemisphere since world war ii. the president on day one delivered a solution, he delivered immigration reform legislation that we had hoped congress would act on swiftly. they haven't. >> that's all correct, congress has complained about but not acted on immigration for years.

agreements with the writers. the writers guild went on strike years ago resulting in $2.5 million in loss over 100 days. the sticking points this time around focus mainly on compensation for streaming content, clearly a model that has changed tremendously over that time. talks are going on down to the wire, both sides are still hoping to hammer out a deal. it is 6:50. trending, a new streaming service spotlighting bay area musicians. san francisco public library will soon launch an online catalog featuring content from musicians across nine bay area counties. if you're interested in getting work on the streaming service, you can submit your selection today through july 31st. all the info can be found on the san francisco public library's website. bay beats is expected to debut this fall. that is really cool.

remember a few days ago where it was almost 90? well, this week won't be anything like that. we're going to see temperatures tomorrow only reaching 62 in mountain view and martinez, as well as 62 in santa rosa, and just slightly warmer on wednesday as our rain chances start to decrease. so, yeah, we're talking about rain starting later this evening in the north bay, with some spotty showers. most of us will see that rain during the overnight hours early tomorrow, but the core of the system is going to be staying off the coast. so that's where we will see the highest rain chances, near the coastline. some of the inland areas will see some hit-or-miss showers and possibly thunderstorms by late tomorrow morning into the afternoon. even early on wednesday there's still some lingering showers, but the system is going to be moving away and rain chances will be going down. look at how much rain we could see. usually for san jose in the month of may, throughout the entire month we only get about three-tenths of an inch of

rainfall, so this is a significant system, especially for those areas that could get another inch of rainfall between now and wednesday. by the end of the week our temperatures will still be in the 60s and just peeks of sunshine. mike, you have a warning for san jose drivers. >> a reminder for those who are just joining us that while the freeways are moving smoothly, 87 shows a little more slowing, but here, 101, right around i believe this is because folks are diverting around the tully road ramp. there's a deadly crash investigation going on here around lanai. you see the slowing on the surface streets heading toward the expressway, or you can head north toward storey road. san mateo bridge, gradual slowing as they cleared the vehicle. back to you. happening now, the search is on this morning for a french bulldog stolen while sitting in a tesla in oakland. it happened friday night in jack london square.
