we will get the latest from thompson. who's been covering this story from the start. then the severe storms across the country, including the tornado that touched down in virginia beach. al has the full forecast in just a bit. we will start with the breaking news about first republic news sold overnight in a bid to avert a banking crisis in this country. it is the second largest u.s. bank collapse ever, following washington mutual back in 2008 during the financial crisis. what does it mean if you are heading to a branch this morning? brian cheung here with some answers. and more on this breaking story. brian, let's start with the top line takeaways from this deal. it would seem to be good news for consumers. >> yeah, it is. essentially over the weekend, they were able to find a resolution so that the bank could survive and make it to market open today on this monday. the federal deposit insurance

corporation was going to step in, take ownership of first republic bank which had been struggling for essentially the last few weeks, ever since silicon valley bank went under and they were going to sell the assets to jp morgan chase. so jpmorgan chase the nation's largest bank now going to be the owner of first republic. the branches opening up this morning as chase branches. jamie dimon saying our government invited us and others to step up, and we did almost two months after the turmoil that we saw with silicon valley bank. >> what does that mean now for first republic customers watching this morning? >> they are now chase customers effective this morning. that means there is continuity here. that's what the government wanted to do when they tried to scramble over the weekend to not only take ownership of this bank but find another bank to buy the assets up. you will recall with silicon valley bank there were concerns that depositors that had more money than the $250,000 federal guarantee might not be insured. the government had to step in,

say we'll insured the deposits are safe. in this case, they don't have to do that because they were able to sell it to another bank where there is just the continuity of this morning all those first republic customers now being chase customers. >> are we out of the woods now? do we think that we're okay for a while at least? >> the challenge is that we kind of thought that was the case a few weeks after silicon bank, which, by the way, was the second largest bank failure before the news this morning. it shows we're not out of the woods yet. i want to emphasize that the deposit outflows we saw from first republic bank where they saw 40% of their deposits in first month this year. that suspect the case and not happening at other banks. as a reminder, your money is safe up to $250,000 at fdic insured banks. >> business reporter brian cheung starting us off this morning, thank you, brian. now to that all-out manhunt for the suspect accused of murdering five people in texas

in what police are calling an execution style killing. it happened over the weekend after a neighbor asked a man to stop shooting his gun outside. priscilla thompson joins us from the fbi field office in houston. good morning. good morning. >> reporter: sheinelle, good morning. the fbi says they have no solid leads as to where the suspect might be. they are urging anyone with information to come forward. we spoke with the heart broken father of the youngest victim as the manhunt intensifies. >> right now we have zero leads. >> reporter: this morning the search for a man accused of killing five of his neighbors, including a nine-year-old child is growing more urgent by the minute. is there any danger to the community right now? >> there is always a danger when you got a guy that just shot five people in the head execution style. >> reporter: authorities are offering an $80,000 reward for any information leading to the arrest of 38-year-old francisco oropesa as more than 250 officers comb the community. >> we're asking everyone for

your help so that we can bring this suspect or this monster, i will call him, to justice. >> reporter: the manhunt began late friday after a neighbor allegedly asked the suspect to stop firing his ar-15 outside because they were trying to put a baby to sleep. moments later a massacre unfolded. >> this man takes it upon himself to walk out of his residence with a loaded ar-15. walk up into that man's house and start shooting. >> reporter: five people were killed including a nine-year-old daniel guz man and his mother sonja. >> my heart is with this eight-year-old little boy. i don't care if he was here legally. i don't care if he was here illegally. he was in my county. >> reporter: his father returned to the scene the next day, devastated and heart-broken. >> reporter: now telling nbc news, his son died because he was trying to protect his mom, saying that the child saw her fall and ran toward her. three other children were also found at the scene, covered in blood but alive. >> there was two females in the bedroom. they were laying on top of juvenile children. in my opinion, to keep the children safe. >> reporter: the community gathering to mourn but still on edge. do you believe he'll be caught? >> heart breaking. what kind of details are authorities look for to establish any kind of lead? >> reporter: yeah, sheinelle. investigators say they feel strongly that the suspect may be reaching out to friends. and they are hoping that could lead to a tip. over the weekend investigators believed they were closing in on this suspect in a wooded area, but they found only his cell phone and clothing before the dogs that were tracking him lost

his scent. now they are turning to the public for help and you remembering people not to approach the suspect but call police immediately. sheinelle? >> thank you. another major story this morning. severe weather. state of emergency declared in virginia beach where a powerful tornado tore through causing widespread damage there. meanwhile, the mississippi river continues to rise. it is expected to crest today, flooding more homes and businesses along its banks. we will get to al in a moment. but first nbc's jesse kirsch watching the floodwaters in davenport, iowa. jesse, good morning. >> reporter: good morning to you. dry pavement on this side, but they have a pump set up on this wall covering up a portion of main street. on the other side, an extension of the mississippi river this morning. those levels are expected to keep rising after a wild weather weekend across the country. with some neighborhoods with some neighborhoods already

submerged, this morning the mississippi river is still spilling over its banks around davenport, iowa. the floodwaters there expected to keep rising around mid-day, coming after a multistate mess on the east coast this weekend with severe storms spawning tornadoes. a twister ripping through virginia beach overnight damaging up to 100 homes and leaving thousands in the dark. but thankfully, officials say, no one was hurt. while southeast florida is recovering from this ef-2 tornado. the national weather service says the twister touched down near palm beach saturday with winds gusting up to 130 miles an hour homes destroyed. cars tossed over, and trees ripped from the ground. >> it's loud it's scary lightning everywhere >> reporter: and communities back in the midwest cleaning up and bracing for more flooding. >> kind of speechless when i first came down here during the flood and just kind of riding it out. neighbors showing me what to do. >> reporter: near davenport, some people are not taking the

chance of trying to walk or drive in a car to their homes, even though this is a street, because of so much flooding from the mississippi river. instead, some people are going down this road by boat some of the hard-hit area are ready to move. >> staying here is starting to hurt your livelihood. >> it definitely is. we lost a lot of product this year. >> reporter: but others say it is not enough to make them leave their homes. >> it is quiet it's beautiful and we get to wake up to that. we wouldn't change it. this is nothing for what we get. >> reporter: even after the water level peaks here, it is not expected to drop much until tomorrow and even then, parts of davenport should stay flooded through the upcoming weekend craig? >> all right jesse, thank you. al is tracking the flooding and the impact of those dangerous weekend storms as the workweek begins. good morning. >> good morning, guys. here's the crazy part about this you can see the minor to major flooding these are the river gauges along the mississippi. flood warnings are up for the foreseeable future

there is no end date right now so we are going to continue to track that here in the northeast, we saw record setting rain from pennsylvania, augusta, maine, georgetown, delaware, providence, rhode island, al setting record rain fall yesterday. guess what we got winter storm warnings and winter weather advisories into parts of the midwest why? we have this pesky low pressure system you can see the rain coming into new england. heavy rain there snow back through marquette on into green bay this system is just meandering around the great lakes heavy rain snow persisting around the great lakes all the way down into the appalachians we are going to have scattered showers. breezy and raw conditions here in the northeast tomorrow. snow across parts of the appalachians right on in to wednesday as this thing slowly drifts out but it is going to be miserable here in the northeast. heavy rain, 1 to 3 inches, throughout parts of new england.

macron passed through a bill, it is now a law it was approved by the equivalent of the supreme cour here raising the retirement age from 62 to 64. and many people in this country do not like it they don't want this to be implemented. no date for implementation has been set although, it is supposed to come into effect this fall. but the unions want to stop it many people want to make things so difficult for the government, so difficult for macron that he changes his mind although, macron is showing no signs of backing down. and they do have some -- some tools in their arsenal that they plan to use to try to get the government to relent, aside from demonstrations like this the unions here are planning to shut down parts of this country. the power union says that it is going to cut the electricity to the cannes film festival in a

few weeks. they want to cut the electricity to the french open in about a month from now they have already doing this, blocking access to the construction sites that are building the olympic venues for the summer olympic games, which is supposed to take place in france in 2024 so it is a very disruptive protest. so far today, it has been peaceful a festive atmosphere although some clashes, skirmishes are expected to develop over the course of the day. the government says it has no choice but to do this. by contrast, the retirement age in the united states is 67 64 would still be one of the lowest in europe and the government says it has no choice but to do this because the french population is getting older. people are not having as many children as they used to when this system was set up, and they say unless something changes, they simply won't have enough
