federal employees and international travelers the most. >> also, debt limit spike. we are live in washington with the latest on the stalemate and the new concerns americans may feel the impact even sooner than first thought if a deal cannot get done. this is "today in the bay." a very good morning to you. 5:00 on your tuesday. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. mike has a look at that commute. first, we've got to talk about that rain. it is here, a rainy start. >> it's going to be off and on, not only this morning, throughout today as well, and maybe even a few thunderstorms. so let's get a look at the system that is spinning right over the bay area, zooming out so that you can see the motion of this storm, and it's going to be with us for quite a while. a closer look shows the showers that are moving near the coastline into the inland east bay, and the north bay not

seeing as much wet weather, but throughout much of the east bay from fremont just north of san jose, all the way over to about dublin, pleasanton, and we're also seeing those spotty showers continue for the san ramon area, moving toward concord and antioch. so the rain is rolling on through and will be with us throughout today. here we are at 3:00, still seeing spotty showers, that will be dropping rain and potentially thunderstorms, especially this afternoon. we'll also see the cool weather continue, and you just want to keep that umbrella handy. this is going to be with us over the next several days. we're going to talk more about that in the forecast in a few minutes. mike, you were looking at a crash near the berkeley curve. >> i've been tracking it for about 45 minutes. there we go, one more flare. they've successfully moved the crash toward the parking lot, the misty and wet parking lot here at the bay bridge. the east parking lot has that

one bit of flashing lights, not a distraction. rain on the roadway and the wind you can see from time to time, the flag really blowing. those are the major factors right now. you look at the road weather index, green showing up all around the east bay. there is one more crash through san leandro, there is slowing because a couple of lanes are blocked heading south toward 238. no major injuries reported, but slick roadways, and puddling and ponding. my concern this morning is the wet roadway conditions. be careful. back to you. we are following breaking news this morning. police are investigating a deadly shooting in antioch. >> investigators say it started when they got a call about a crash in the 711 parking lot and found a man with gunshot wounds around 7:30 last night inside a vehicle. witnesses say two people were seen running from the scene, both are still on the run. police say they believe the

shooting took place inside the vehicle. anyone with information should call police. well, developing this morning in davis, people are being warned to stay in their homes, after the city's third stabbing in less than a week. >> lock your doors and do not come out of your homes. >> now, this is the latest case police say that a man stabbed and critically injured an unhoused woman a little after midnight. this also just a few blocks from where a man was stabbed to death in a park downtown not too far from uc davis campus. now there's only a vague description of the attacker and this latest case including dark clothing and a black backpack. but police say it is similar to the descriptions provided in the earlier attacks. and this time they prompted the shelter in place overnight. in two prior stabbings, a uc davis student and a 50-year-old man died.

and happening today, the man accused in the murder of tech ceo in san francisco is expected to answer charges. nima momeni is scheduled to be arraigned. he's being held without bail after being arrested last month. investigators say that he stabbed and killed cash app founder bob lee during some kind of disagreement surrounding momeni's sister. an autopsy report released late yesterday indicates that lee was stabbed three times, twice in the heart. it also showed lee had drugs and alcohol in his system. to an nbc news exclusive, the u.s. military is tracking a mysterious balloon that flew over portions of hawaii and is now moving slowly toward mexico. it's not clear who it belongs to. u.s. officials tell nbc news the military has been tracking it since late last week and has determined it poses no threat. this comes after a chinese spy balloon flew across parts of the u.s. in early february before being shot down after the

carolina coast. on capitol hill, the battle to raise the debt ceiling is ongoing. treasury secretary janet yellin says the u.s. could run out of measures to pay its debt obligations by june 1st. "today in the bay"'s brie jackson is live in washington this morning. this clock is certainly ticking. >> reporter: yeah, and it's ticking fast. good morning. so next month's deadline is earlier than previously expected, forcing lawmakers and the white house to speed up negotiations, which had been at a standstill. an urgent warning about the nation's debt, treasury secretary janet yellin says the u.s. could run out of money to pay the bills as soon as june 1st, leading president biden to call leaders of both parties to the white house to discuss how to avoid a default. >> america is not a deadbeat nation. we have never, ever failed to

meet the debt. >> reporter: but so far the biden administration and the gop have failed to see eye to eye on raising the debt ceiling. house republicans narrowly passed a bill last week to do so, while cutting government spending. >> we will not pass the debt ceiling that raises it without doing something about our debt. >> reporter: top democrats say that measure doesn't stand a chance in the senate. >> it does nothing to resolve the looming default crisis. if anything, maga republicans have made default more likely by locking the house into an unacceptable and very extreme position. >> reporter: some senate republicans say the ball is now in president biden's court and they're skeptical. >> maybe he's hoping for the debt so it will help him run against republicans. >> reporter: others in the gop urge negotiators to hammer out a last-minute deal fast. >> we've got to move and it's simply unacceptable for people to begin to worry whether

they're going to get social security checks. >> reporter: yellen warns if the u.s. defaults, it could harm families, the economy, and national security interests. and president biden has called the big four congressional leaders to the white house on may 9th. we're told that the president will stress that congress must take action to avoid a default without any conditions and address government spending separately. >> it's right around the corner. coming fast, and as you said, can affect so many americans. thank you, brie, for the latest. 5:08 right now. a live look in oakland where later today public review begins on mayor sheng thao's two-year budget proposal. the $4.2 billion plan comes as the city faces a $360 million shortfall from its general fund over the next two years. thao's budget proposes freezing numerous unfilled job positions, including many in the city's police force.

if approved, the equivalent of 120 department positions would remain unfilled. several departments dealing with family support, economic development and housing would also urge. this morning there's still no agreement for oakland teachers who negotiated late into the night to try to avert a potential strike, now planned for thursday. teachers announced a new thursday deadline accusing the district of not bargaining fairly and being unwilling to budge. in a written statement, the district says it is committed to working in good faith towards a new contract and remains optimistic a deal can be reached. we spoke with one student activist who says he supports the teachers. >> without my teachers i wouldn't be here, i wouldn't be the amazing person i am today. so i want to say that right now i support my teachers and i have their backs because they've always had mine. >> as it stands, some 3,000 teachers and other school workers will walk off the job weeks before the scheduled end of the school year. moving you forward this morning, the white house is

putting an end to the covid vaccine requirement, it comes as the white house officially declares an end to the covid public health emergency on may 11th. those changes will apply to federal employees, contractors, and health care workers, international travelers will also not be required to be vaccinated or show proof of vaccination when entering the u.s. it is 5:09 on your tuesday morning. first tuesday in may. look what we are waking up to. rain. how much rain are we going to get? we take a live look at redwood city. kari, coming down a lot? >> coming down a lot in much of the bay area. we can see the storm system spinning across the region, even bringing snow to the sierra and a few thunderstorms. but most of it further toward the east. we are going to have that possibility as we go into today. live look outside in dublin, it is a sloppy morning commute.

good tuesday morning. it is now 5:14, and as you're heading out the door in morgan hill, it's going to be raining, very sloppy morning commute. so allow some extra time to get there. and we'll continue to see the showers through about 8:00, maybe a bit of a break before it comes back right around lunchtime. so we're planning your day around the rain that will come in waves. more on that coming up in a few minutes. we still have a crash heading toward hayward at the bottom of the map. at the top of the map, we have an alert issued by chp, another crash, a large truck, a cement barrier. we'll talk about which lanes are blocked and why it may be an especially large problem coming up. good morning. very happy tuesday to you. morgan stanley says it will cut more employees, a second round of layoffs could be a thousand. chipotle down a bit, but the

company reporting strong profits. the big reason, avocados are much less expensive than they used to be and that's helping chipotle's bottom line. that and kids talking about the new quesadilla on tiktok. congress and the fdic are talking about raising the cap on the amount of money you can keep in the bank and still be insured against loss. it's a quarter million right now but a lot of companies keep far more just for payroll. here is president biden. >> these actions are going to make sure the banking system is safe and sound, and that includes protecting small businesses across the country who need to make payroll for workers and their small businesses. >> ibm tells bloomberg it will no longer hire for open positions which could be replaced by artificial intelligence. the ceo estimates that's around 7,800 workers. the ceo thinks that will happen in the next five years.

speaking of leaders, back in 2015 "the new york times" did a study showing there are more ceos named john running fortune 500 companies than there were women running fortune 500 companies. the article made quite a stir at the time. well, a stanford researchers and bloomberg have gone over the latest data and found in modern times this is no longer true. there are more women running companies than guys named john. the new study says there are 41 women running companies in the fortune 500 list and 23 guys named john running companies on that same list. it also discovered that the number of jobs has actually fallen and the reason for that, they suspect, is diversity. there are more from different countries, et cetera, and the name john has fallen down the list. but more importantly, the number of women has increased. >> in the boardroom, there we

up the midsection. >> it's only 5:19 in the morning. >> bad bunny, his outfit, he had a suit on, i think it was tweed as well, and it was a great mixture of masculine and feminine. it was really nice. i liked that. >> could have been a mixture of a bunny and a cat. >> i missed all of it. i guess i'll have to get online. >> grab your trench coat. it's going to be chilly and we'll need the umbrellas today. let's get a look at radar as we are seeing scattered showers moving through. we are going to continue to see the storm system slowly spinning over the bay area and producing waves of rain. it looks like as of now the north bay is not seeing as much as what we're seeing in parts of the south bay and the east bay, also the peninsula getting in on heavier rainfall. we are going to see this impact the morning commute and possibly the evening commute as well. a closer look at san jose, right

now not seeing showers moving through, but it is starting to approach saratoga, coming over the santa cruz mountains, and in fremont some spots we are seeing the rain, affecting gilroy and heading toward morgan hill and for the east bay we're seeing widespread rain across contra costa county. there will be some breaks in between, maybe some peeks of sunshine, but even going into this afternoon, there's the possibility that we could see some heavier downpours and also some collapse of thunder and some flashes of lightning. so watch out for that. and then going into tonight, i just heard some heavy rain hit the roof -- no, that's just the camera moving. i thought that was some rain. we're going to see some more of those showers coming through as we go into tonight and into the day tomorrow, and then off and on showers continue even into thursday, so we won't be

completely in the clear until about friday. between now and then, we could see over an inch of rain for the coastline and the santa cruz mountains, and then about a half inch to three-quarters of an inch of rain elsewhere. even the sierra is getting in on some action with the possibility of about 4 to 10 inches of snow over the next few days. and temperature-wise only reaching into the upper 50s and low 60s, and we'll continue those rain chances, at least for the next several days. the weekend drying out, but not yet, warming up. mike, you have an alert for the eastshore freeway. >> we do. this is involving a large truck, almost 80,000 pounds, so they need a heavier size tow truck to get out there. we have the outside lane, the slow and the fast lane blocked, so folks are coming by with distractions on either side. it sounds like the center divide was hit and there are vehicles on the right shoulder as well. this is a backup that will continue to build until they clear it. this is your commute direction

breaking right now at 5:30, a deadly shooting outside an east bay 7-eleven. new information this morning from police about what led up to the incident. >> this is an example of multiple failures, not just this corporation. >> activists demanding action in the wake of the deadly shooting at a san francisco walgreens. the evidence the d.a. says is now prompting her to drop potential criminal charges. >> also, much of the bay area waking up this morning to more wet weather. meteorologist kari hall is tracking our conditions for your

neighborhood and the all-important morning commute. this the "today in the bay." and a good tuesday morning to you. thank you so much for making us a part of your morning. i'm marcus washington. >> i'm laura garcia. we'll get to our headlines in just a moment. don't forget, tonight is the night, round two of the playoffs begin for our warriors. ahead, bob redell will join us live from the chase center where the excitement is certainly building, really for the entire bay area. >> before you head to the game, you might want to pack that umbrella. meteorologist kari hall is tracking rain in the area. >> it's going to be with us for the next several days, just off and on, and we're really starting to see that hitting parts of the peninsula, the south bay and the east bay right now. a bit of a break for parts of the north bay. as we get a closer look, we can see the storm system just spinning right over the bay area, and it will even bring the potential of some thunderstorms later today. right now it's just waves of rain and it's also moving

through the san jose area over toward fremont, and now extending toward dublin. so the morning commute is looking very sloppy. but we are seeing heavier rain approaching morgan hill, just north of gilroy, and moving up 101. if you do have a longer drive this morning, the chances are you're just going to be in and out of rain throughout the entire drive, especially for the east bay. we'll be tracking that as we continue to see this very active weather returning to the bay area. more on that coming up. mike, you're tracking two east bay crashes. >> i am, two directions affected. here is south 880, folks are getting by on the right shoulder. this crash is also affecting those approaching from 238. also, watch the slicker conditions. we are looking at the second issue, an alert issued by chp, looking at westbound 80, approaching the area through san pablo. there is a crash at el portal.

that will add to your drive off the carquinez bridge. berkeley, lighter traffic. we see slowing coming off of the maze. take it easy. slick conditions. back to you. we are following breaking news in the east bay, a deadly shooting ending in a crash outside a 7-eleven. "today in the bay"'s kris sanchez is in the newsroom. what are police saying at this point? >> antioch police say they know that two people ran from the scene of that crash, and while officers and paramedics tried to save the driver's life, it was too late. this all happened in the parking lot of that 7-eleven store on hillcrest avenue not far from highway 4. it was about 7:40 last night. officers found the driver in the seat of his car, not breathing. police say it appears the driver was shot at least once inside that dark gray toyota sedan. despite life-saving efforts at the scene, the driver did not

survive. witnesses told police two people ran from that car after it crashed. they have not yet been found. now, detectives with the violent crimes unit are handling the investigation and they're working with witnesses to try to identify the suspects in this case. at this point, the two people who fled the scene are still on the run. anyone with information is urged to call antioch police or you can provide it anonymously via text. just text the numbers corresponding to the word crime and mention antioch. antioch police say this is still an active investigation, and according to the it the latest statistics, there was one other murder in antioch in the first three months of the year. >> thank you so much, kris. well, friends and supporters are expressing outrage in san francisco, this is prior to the announcement by d.a. jenkins not to charge the store security guard in a recent deadly shooting. >> what do we want?

>> justice. >> the protesters gathered yesterday afternoon outside of the walgreens on market street. this is where a sacramento woman died last thursday. they gathered before learning prosecutors would not press charges against that guard who was also released from custody. jenkins says, after reviewing all the evidence, she believes prosecutors would not be able to prove guilty beyond a reasonable doubt. the mother of the woman who died calls her daughter's death unjust and unfair. >> if she was hungry, it does not justify her being killed, it does not justify her being killed. >> my heart pours out for them. i truly understand and all i can do is reassure them that we have done everything that we believe is right according to the law in this case. >> according to prosecutors, investigators believe the gunfire stemmed from some kind of theft. so far, the full details are not yet known. oakland leaders are scheduled to hold a final vote

today as they wind down pandemic-related eviction protections. two weeks ago council members approved ending the moratorium effective in mid-july when landlords can start the process of evicting renters behind on their rent, depending on the situation. housing advocates and city representatives this month are starting an informational campaign to inform renters about that policy change. 5:35, and tonight it is round one of steph versus lebron. the warriors will take on the lakers in the first game of the western conference semifinals. >> "today in the bay"'s bob redell is live for us at chase center in san francisco this morning. the excitement, i'm sure, the building. it's quiet in there, but i can feel it, bob. >> reporter: i can, too. it's going to be a great game tonight. good morning to you, marcus and laura. this will be the first time the golden state warriors have played the los angeles lakers in the playoffs since 1991, when magic johnson was a laker star player. of course now it's lebron james

and for the warriors steph curry, two old-time warrior rivals from several years ago when the warriors and the cleveland cavaliers, lebron james old team, used to meet regularly in the nba finals. this is video yesterday from the los angeles lakers tiktok account, boarding their delta charter flight for a short hop from los angeles to sfo. they are in town this morning resting up for tonight's 7:00 p.m. tip-off. steph curry is coming off sunday's record-setting performance, 50 points in that game seven of the first round of the playoffs in sacramento, where the warriors beat the kings and advanced. after the game, curry received all sorts of love from his number one fan, his wife. >> i've run out of superlatives, i know that. we can all thank steph for this era. it's steph. when it comes down to it, you remove steph from the equation,

pregame and postgame coverage of tonight's game one. it all starts at 6:00 p.m., one hour before tonight's tip-off on channel 780. nbc sports bay area meantime will air tonight's game in houston. >> people going to the game need to have ponchos ready. >> it's going to be very soggy at times. we're going to see waves of rain coming in. i know a lot of people like to watch outside with the other fans. it's going to be quite uncomfortable, mid-50s, breezy winds, and some off and on showers continuing into tonight. even if we are not seeing the rain falling at that point, it's still going to be cool and very damp out there. we have a storm system that's spinning right over us and it's going to bring in the unsettled weather for today. there will be some breaks here and there. it's not going to be raining everywhere all day long, but where we do see the rain, it may be heavy at times and even the possibility of some thunderstorms. at 3:30 we're seeing the highest risk over the tri-valley and

parts of the east bay and then moving into the north bay later on this evening. and near the coast we could see some more heavy downpours during the overnight hours into early tomorrow, but the rain chances will just continue as we're still seeing the storm system affecting the region and even with us early on thursday morning. so it's going to be wet at times and maybe even the possibility of about an inch of rain. we're going to be talking more about that. mike, you've been tracking a couple of crashes in the east bay. >> i want to make sure folks hear about the alert that chp has issued. it continues for west 80 and the build out of rodeo into san pablo, on the outside lane, the middle lanes are distracted by all the activity. there's debris and there's a large truck that's hit the center divide, so concrete is scattered. no major injuries but that is going to cause some backup. the other issue is the backup south 880, folks are getting by on the shoulder and the crash involves perhaps some debris, a

coming up. and chp is not calling this an alert but i am alerting you that southbound 880, all lanes are stopped for just a few minutes. this crash is being cleared from the roadway. you are starting to jam up, continuing to jam up out of san leandro and on the castro approach. for now, 580 is a much better drive through oakland. >> thanks so much, kari and mike. developing this morning, production in hollywood grinding to a halt in the wake of the first writers strike in more than a decade. the strike officially takes effect this afternoon, after talks with studios and streamers collapsed last night. the major sticking points include compensation for streaming content and staffing levels. this is the first writers strike since 2007. that strike lasted more than three months. it means all production ceases with workers in related unions also locked out.

right now there are no talks scheduled. a new estimate says the government will run out of money on june 1st. >> scott mcgrew is joining us and that puts a deadline on those debt ceiling talks. >> it sure does, 29 days. that's the estimate of june 1st coming from the secretary of the treasury, janet yellin. the president and republicans were already on the clock, and up until now have not done much to solve it. president biden has called for a bipartisan meeting to solve the problem. now, republicans want big concessions in exchange for an increase on the debt ceiling. democrats say america's ability to pay its debt, the full faith and credit of the united states, shouldn't be conditional at all. >> america is not a deadbeat nation. we have never, ever failed to meet the debt. as a result, one of the most respected nations in the world. we pay our bills. and we should do so without reckless hostage taking from some of the maga republicans in

congress. >> now, keep in mind, when we talk about america running out of money to pay its debt, that is different than the times the government has shut down because the two parties could not agree on a budget. that happens kind of often. twice when trump was president. that shutdown leads to inconvenience, parks are closed, government buildings are closed. we've shut down the government five times in the last 30 years. this is different. this is the government not able to pay its debts, and that has not happened ever since george washington. not paying debts is everything from paychecks to invoices to small businesses who do or make things for the government, to sovereign debt, treasury bills and bonds, and at some point social security checks. the president's son, hunter biden, is in court in arkansas, arguing he should pay less in child support to a woman with whom he had a baby four years ago. the judge has ordered biden to

turn over his financial records and that's where we start to care about this, because it means the public might get a better understanding where his income comes from. we'll learn if there are payments from foreign entities, like china or ukraine, for instance. that trial, marcus, is set for late july. >> scott, thank you. 5:47 this morning. as we take a live look out at sfo, the faa releasing more flight routes ahead of a busy summer travel season. the faa launching almost 170 new flight routes in the eastern u.s. these routes are meant to be shorter and faster to cut down on flight congestion. officials say those should help reduce travel times by 6,000 minutes a year. a bay area author talking about inspiration behind her new book. she is a wine country entrepreneur who says her journey of self-discovery inspired her to write a childrens' book called "vivian in paris".

mostly hitting the peninsula, parts of the south bay, as well as the east bay. it's been very spotty and light for the north bay, but still a soggy start to our tuesday morning, and more waves of rain will be coming through. where it's getting a little heavier, right over cambria park and moving toward san jose, we're going to see that starting to pick up in the next few minutes. but we do have very intense rainfall moving over the santa cruz mountains and they've gotten three-quarters of an inch of rain and that's going to continue to move toward morgan hill, san martin and gilroy. for the east bay, it's been very steady for parts of the contra costa county area, in areas like concord and moving over toward antioch. there will be breaks in between as well. going into this arch, we could see some thunderstorms popping up, and the highest chance will be over the tri-valley, as well as the east bay. and the rain chances continue

even for tonight and may begin to pick up for the coastline and marin county around midnight. we still see the storm system bringing us off and on showers, not everyone seeing the rain at the same time. but it's going to continue to be hit or miss, even into early thursday. between now and then, we could see another inch of rainfall and san jose could pick up a half inch of rain. for the north bay, it may be about a half inch of rainfall or less until this storm system moves out. but it's also going to produce some sierra snow, the possibility of up to a foot of snow in some of the higher elevations, and then another round of some rain possible for the middle of next week. so we may not be completely in the clear with the rain, and our temperatures stay cool, highs only in the upper 50s and low 60s for today, and tomorrow it's about the same, those temperatures much cooler than what we usually see for this time of year. rain chances continue into early thursday, and mostly cloudy into

friday. the weekend is looking nice. we'll see highs in the upper 60s, some peeks of sunshine, and possibly 70 degrees next week, while in san francisco it's going to be soggy and cool, highs in the 50s for the next few days. mike, you're seeing the impact of a number of crashes. >> yeah, what's going on is that there's always the two sides to any incident. the benefit is at the bay bridge. folks are held up farther out. so we're looking at metering lights on but no major backup here, just some slowing just past the toll plaza. now, that's right here. this crash up there in rodeo and out of rodeo toward san pablo is still causing an issue. a restriction on either side. the slow and fast lane are blocked and they're waiting for sweeper trucks to pick up debris. the center divide was part of the impact on this crash. no major injuries, but there's continued buildup there. that's holding folks up through berkeley. as you're heading south, we just had the reopening of southbound 880. chp does not call an alert but there are only two lanes that

welcome back. the time is 5:56. you're watching "today in the bay." in our climate in crisis, rising sea levels are posing a catastrophic threat to people, infrastructure and the economy. and we may be running out of solutions to keep the water back, rising seas are the result of polar ice melt and ocean water expansion. that's happening as the earth warms up from burning fossil fuels and other factors. what does this mean for the places here in the bay area, like santa cruz, pacifica, sfo and oakland airport? we got a glimpse of our future this last winter, high tides coupled with back-to-back atmospheric rivers. this professor says in the short

term, in the next 20 years or so, storms are going to be more damaging to our coastal communities. >> in the long run, we cannot hold back the pacific ocean. we have 216 feet of total sea level rise out there. we only need three or four or five feet to be problematic, as we learned this winter. >> as far as immediate solutions to fight off rising seas, professor griggs says time and ideas are running out. he doesn't believe we'll build enough seawall or add enough sand to the beaches because it's expensive and not a long-term solution. >> we've moved neighborhoods back, we've moved apartments off the cliff in pacifica. so i think we need to look at what are the most vulnerable areas and begin to develop a timeline for when we're going to remove those and relocate. it's not something anybody wants to hear, but that's going to be inevitable. >> professor griggs sits on a
