suggesting these cases may be linked. >> america is not a deadbeat nation. >> we will not pass the debt ceiling that just raises it without doing something about our debt. >> closer to running out of cash than expected. more cash, that is. we're live in washington with the new dire warning about america's debt load and the division leaving lawmakers seemingly at a standstill on a new deal. >> and what a change. a live look outside, rain returns to the bay area. doesn't want to let go. meteorologist kari hall is tracking the waves of showers that have been pushing inland. this is "today in the bay." are we in spring, are we in summer? we know it's the first tuesday of may. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we're going to get a look at the commute in just a bit with mike. first, we've got to talk about the rain. it's going to be coming down throughout the day, right? >> it's going to be off and on. not raining all day, there will

be some breaks. but we have a storm system that's spinning right over us and slowly moving and may keep rain chances in our forecast even into thursday morning. so we are in and out of this rain, and some of it has been pockets of some heavy downpours. we look across the region to even see lightning strikes. a closer look, we can see the rain moving into san francisco, all the way up and down the peninsula and into the south bay, spreading into the east bay. a little more of a break for the north bay, but still light showers there. and some of the heaviest rain has been moving over the santa cruz mountains into the south bay, now approaching san jose, and it's going to be a sloppy morning commute there. even coming up from the south county, the rain has been heavy for morgan hill and gilroy, as well as light showers in the east bay. i'll be tracking this. mike, this may be causing unexpected slowing and crashes. >> we have a number of crashes.

it's not unexpectedly clear at the bay bridge, but we see the slicker roadways and clouds hovering around. the bigger issue is there's heavy traffic coming into the area. the bay bridge is lighter because traffic is held up on the eastshore freeway, they may be opening another lane. we have the outer lanes, far left and far right lanes blocked by debris. they need sweeper trucks, perhaps they're arriving shortly. we're looking at 880 south bay with two lanes open approaching lewelling. there's a crash toward dublin through the canyon. thank you. we are following breaking news, police investigating a deadly shooting in antioch. investigators say it all started when they got a call about a crash in the 7-eleven parking lot along hillcrest avenue. they found a man with gunshot wounds, not breathing, around 7:30 last night. he was inside the vehicle and witnesses say two people were

seen running from the scene. both are still on the run. police say they believe the shooting took place inside that vehicle. anyone with information should call antioch police. developing this morning out of davis, this is where people are being warned to stay in their homes after the city's third stabbing in less than a week. >> lock your doors, do not come out. >> you hear police making that warning. now, in the latest case police say that a man stabbed and critically injured an unhoused woman a little after midnight. it's also just a few blocks from where a man was stabbed to death in a park downtown not far from uc davis campus. right now there's only a vague description of the attacker in the latest case, including dark clothing, a black backpack and black adidas. but police say this is similar to descriptions provided in earlier attacks, and this time this prompted that shelter in

place. now, in two prior stabbings, a uc davis student and a 50-year-old man, died. happening today, the man accused in the death and murder of a tech ceo in san francisco is expected to answer charges. nima momeni is scheduled to be arraigned. he's being held without bail after being arrested last month. investigators say that he stabbed and killed cash app founder bob lee during some kind of disagreement surrounding momeni's sister. an autopsy report released late yesterday indicates that lee was stabbed three times, twice in the heart, and also showed that lee had drugs and alcohol in his system. now to an nbc news exclusive, the u.s. military tracking a mysterious balloon that flew over portions of hawaii and is now moving slowly toward mexico. it's not clear who it belongs to. u.s. officials tell nbc news the military has been tracking it since late last week and has determined it poses no threat.

it comes after a chinese spy balloon flew across parts of the u.s. in early february, before being shot down off the carolina coast. on capitol hill, the battle to raise the debt ceiling is ongoing. treasury secretary janet yellin says the u.s. could run out of measures to pay its debt obligations by june 1st. "today in the bay"'s brie jackson joins us live in washington. the clock is certainly ticking on this one. we're already at the beginning of may. >> reporter: yeah, that's right. good morning, laura. it is fast approaching that deadline, and it's a lot earlier than previously expected, forcing lawmakers and the white house to speed up negotiations, which were essentially at a standstill. an urgent warning about the nation's debt, treasury secretary janet yellin says the u.s. could run out of money to pay the bills as soon as june 1st, leading president biden to call members of both parties to

the white house to discuss how to avoid a default. >> america is not a deadbeat nation. we have never, ever failed to meet the debt. >> reporter: but so far the biden administration and the gop have failed to see eye to eye on raising the debt ceiling. house republicans narrowly passed a bill last week to do so, while cutting government spending. >> we will not pass the debt ceiling if it just raises it without doing something about our debt. >> reporter: top democrats say that measure doesn't stand a chance in the senate. >> it does nothing to resolve the looming default crisis. if anything, maga republicans have made default more likely by locking the house into an unacceptable and very extreme position. >> reporter: some senate republicans say the ball is now in president biden's court and they're skeptical. >> maybe he's hoping for the debt to fail so he can run against republicans.

>> reporter: others urge negotiators to hammer out a last-minute deal fast. >> we've got to move and it's simply unacceptable for people to begin to worry whether they're going to get social security checks. >> reporter: yellen warns if the u.s. defaults, it could warm families, the economy and national security interests. >> reporter: and president biden has called the four big congressional leaders for a meeting on may 9th. we're told the president will stress that congress must take action to avoid a government default without any conditions, and to focus on government spending separately. >> one we'll certainly follow. thanks for the latest. now to a live look in oakland. this is where later today public review begins on mayor sheng thao's two-year budget proposal. the plan comes as the city faces a $360 million fort shortfall from its general fund over the next two years.

thao's budget proposes freezing numerous unfilled job positions, including many in the city's police force. if approved, the equivalent of 120 open police department positions will remain unfilled. several city departments dealing with family support, economic development and housing would also merge. this morning, there's still no agreement for oakland teachers who negotiated late into the night to try to avert a potential strike planned for thursday. teachers announced the thursday deadline, accusing the district of not bargaining fairly, and being unwilling to budge. in a written statement, the district says it is committed to working in good faith toward a new contract, and remains optimistic a deal can be reached. we spoke with one student activist who says he supports the teachers. >> without my teachers, i wouldn't be here. i wouldn't be the amazing person i am today. so i want to say that right now i support my teachers and i have their backs because they've always had mine. >> as it stand, some 3,000

teachers and other school workers will walk off the job weeks before the scheduled end of the school year. 6:09 this morning, as we take a live look out in redwood city. this is redwood city for you this morning, as we get started with the morning. you can see wet roads out there. meteorologist kari hall is tracking that rain. you say off and on across the bay area throughout the day. >> yeah, so one minute it's raining and then it kind of lets up a little bit. we may see peeks of sunshine today. it's all unsettled because of this storm system that's rolling across the region, and even producing snow over the sierra. for the bay area, we could see pockets of heavy rain and it's mostly hitting parts of the peninsula and the south bay right now. i wanted to show you a live view of the sierra at palisades. it is beautiful. fresh coating of snow. it's going to continue to come down. the possibility of another 5 to 10 inches of snow over the next

few days. and we'll talk about the bay area rain that's coming up. mike has a look at where you can find lower gas prices. >> we're going to call out the south bay's sunnyvale, $4.19 at the petroleum on old san francisco road. in concord, grant street, $4.25. sonoma county, we have to jump up to the price of $4.67 at north petaluma gas outlet. we are looking at sonoma county, a lot more expensive. as we look at the roadways, wet roadways all around the bay. we continue to see blue pop up and down. there's a little more puddling and ponding. there will be slick and damp roadways and oil and grease coming to the surface. we've had a persistent crash blocking three lanes in southbound 880, the backup continues to build out of oakland through san leandro. a distraction. and the build for the commute

right now on your tuesday morning, 6:14, the system that's spinning right overtop of the bay area, bringing us waves of rain and even the possibility of thunderstorms. your east bay commute looks very sloppy, roads are wet, and you want to allow extra time to get to your destination. it's going to be in the upper 40s to start, upper 50s for later today. keep that umbrella handy. a live shot heading south on 880, it's good news, we just had all lanes cleared at lewelling, improving speeds. just south of the coliseum, but

then clearing up before you get to the interchange with castro valley. good morning. very happy tuesday to you. morgan stanley says it will cut more employees, a second round of layoffs, could be thousands. chipotle down a bit, but the company reporting strong profits. the big reason, avocados are much less expensive than they used to be, a lot less, and that's helping chipotle's bottom line. that and kids are talking about the new qeusadilla on tiktok. >> congress and the fdic are talking about raising the cap on the amount of money you can keep in the bank and still be insured against loss. it's a quarter million right now, but a lot of companies keep far more just for payroll. here is president biden. >> these actions are going to make sure the banking system is safe and sound, and that includes protecting small

businesses across the country who need to make payroll for workers and their small businesses. >> ibm tells bloomberg it will no longer hire for open positions that can be replaced by artificial intelligence. the ceo estimates it's around 7,800 workers and figures that will happen in the next five years. >> speaking of ceos, back in 2015 the new york times did a study showing there were more ceos named john running fortune a 500 companies than there were women running fortune 500 companies. the article made quite a stir at the time. well, a stanford researcher and bloomberg have gone over the latest data and found in modern times that's no longer true, there are more women running companies than guys named john. the new study says there are 41 women running companies on the fortune 500 list and just 23

guys named john running companies on the same list. so about twice as many women as john. there are also fewer johns, and part of that, they suspect, is the diversity of hires, because you have immigrants coming from different countries that have different names, so it's no longer the standard sort of john, tom, mike, peter sort of thing. >> i've been on some of those boards. it's interesting to see how they change as well over the years. thanks, scott. 6:17. new this morning, santa clara county has new tools in its arsenal. this is to fight mosquitos. it's now using drones to control the insect population along san francisco bay and help prevent west nile virus. county supervisors approved use of the tool in nonresidential areas last month. it will be deployed this week. trending this morning, a new yoga class at the san francisco zoo. it has gotten a lot of popularity out there, a new date

being added as well. >> it's called zen at the zoo. it's a one-hour class, bringing together breathing and body movements. this is video from the first class this week. the other class is already sold out. so the zoo added a new date for september 17th. $50 for general admission, $25 for members. and the ticket does include administration to the zoo. you'll be as sleepy as the little duck. >> but may not want to sleep at the zoo. take a look at this, an unusual cloud formation in texas. this is mammatus clouds. they're seen outside of austin. so this kind of formation really isn't that common and usually it's seen after rainstorms. in texas people sighted the clouds after a series of big storms. >> looks like cotton balls. >> seeing them in person,

definitely during severe weather, it's usually on the back side of that. so the really strong storms have already passed, but it's basically the pockets of air that's just sinking down into the clouds. it just makes it look unreal. to see it at sunset, too. >> i bet that is beautiful. >> that's got to be cool. it looked like it was upside down for a second. >> pretty cool clouds, and we may see some odd-shaped clouds around the bay area. it's been nice and clear these past few days. now we have a storm system moving right over us, and you can see it just spinning right over the bay area. so we are going to see the potential of thunderstorms for today, most likely won't see any mammatus clouds, but we may have lightning and some accumulating clouds today. we are also going to see pockets of heavier rain moving over parts of the south bay and it's been off and on for us this morning, even seeing some snow falling on mount hamilton, as the much colder air starts to dip in. looking at san jose, parts of

south san jose right over the park, we are seeing rain picking up. and for the south county from gilroy to morgan hill, pockets of heavy rain and some low visibility during that drive up and down highway 101. and then for the east bay, it's been a pretty steady light rain but you're starting to really add up on those rainfall totals there, and we've seen it kind of off and on as well for parts of the tri-valley. but as we look at the south bay, there will be some waves of rain, mostly cloudy skies today, and even a few peeks of sunshine, but the rain chances continue even into this afternoon, into the evening commute, as we're still not going to be done with this storm system just yet. even into 4:00, we're seeing some heavy rain moving through. the highest chance of thunderstorms today will be over the east bay, the tri-valley, and then later on tonight into parts of the north bay as we start to see it shifting into that direction. and then for the early morning hours, it's going to be san francisco, the peninsula, and

possibly even the south bay. this continues with off and on showers into tomorrow, even on thursday morning before it tapers off. so we're seeing more active weather, and it looks like we've taken a step back in our season, as we get a lot more rainfall than we typically see, even for the month of may. and we are going to have dry weather for the weekend, but there may be more rain ahead. we're looking at temperatures today only reaching into the upper 50s and low 60s and the rest of the forecast is not much warmer. at least the rain chances will back off starting on thursday. mike, you're reminding drivers about the slick roads. >> absolutely. look the road weather index showing it's going to be slick in most places. lighter traffic flow, san jose not showing a slowdown. because you might be able to drive faster because of light traffic, do not. i've seen a lot of crashes involving the center divide and the side of the road, and traction may be a factor. now, better drive here south bay

breaking news at 6:30, a deadly shooting outside of an east bay 7-eleven. the new information this morning from police about what led up to it and the possible suspects seen running away from the crime scene. >> taking a live look outside this tuesday morning, showers passing through the bay area. meteorologist kari hall is tracking just how much rain we could get this week. this is "today in the bay." we'll check on the morning commute. looks like it was getting backed up at the bay bridge. thanks for joining us. i'm laura garcia. >> i'm marcus washington. dub nation, i want you to get ready for another west coast battle with some serious basketball royalty here in the bay area. here is a live look inside chase center and that's where tonight the warriors welcome lebron james and the l.a. lakers for game one of their western conference semifinal playoff series. bob redell is there this morning. we'll visit with him in just a few minutes to get a better

taste of all of that excitement. >> outside a lot of people like to gather to cheer on the warriors, and we've got a rainy start to our day. >> we've got a rainy start to the day and a rainy finish, too. it looks like we could see showers moving through right in time for that game. we are seeing this very active storm system spinning right over us and it's going to keep moving waves of rain right over the bay area, even some pockets of some heavy rain as you get ready to step out the door, around the los gatos area toward san jose, moving toward 101, eventually approaching alum rock and parts of the south bay and gilroy, a pocket of heavy rain. you do want to allow some extra time to get this work this morning, and we're also seeing a steady light rain extending from oakland to concord, as well as over toward pittsburg. we'll talk about the forecast in just a few minutes. we are following breaking news in the east bay, a deadly

shooting ending in a crash outside of a 7-eleven. this all happened last night in antioch. >> "today in the bay"'s kris sanchez joins us in our newsroom. are police saying anything at this point, kris? >> they say they believe the person who was shot was, in fact, shot inside that car. antioch police say two people ran from the scene of that crash, and while officers and paramedics tried to save the driver's life, it was too late. this all happened in the parking lot of a 7-eleven store on hillcrest avenue, not far from highway 4. it was about 7:40 last night. officers found the driver in the seat of his car, not breathing. police say it appears he was shot at least once inside that dark gray toyota sedan. despite life-saving efforts, the driver did not survive. witnesses told police two people ran from the car after it crashed. they have not yet been found. the detectives with the violent crimes unit for antioch police are now handling the investigation, they are also working with witnesses to try to

identify those suspects. but at this point, those two people who fled are still on the run. anyone with information is urged to call antioch police or provide it anonymously via text. you can text the numbers spelling crime and then mention antioch. antioch police say this is, of course, an active investigation. according to the latest statistics, there was one other murder in antioch in the first three months of this year. >> thanks for the details there, kris. 6:33 right now. friends and supporters expressed outrage in san francisco prior to the announcement by d.a. brooke jenkins not to charge the store security guard in a recent deadly shooting. >> what do we want? >> justice. >> protesters gathered yesterday outside the walgreens on market street where a sacramento woman died last thursday. they gathered before learning prosecutors would not press charges against the guard, who was also released from custody. jenkins says, after reviewing

all the evidence, she believes prosecutors would not be able to prove guilt beyond a reasonable doubt. the mother of the woman who died called the death unfair. >> if she was hungry, it does not justify her being killed. >> my heart pours out for them. i truly understand and all i can do is reassure them that we have done everything that we believe is right according to the law in this case. >> according to prosecutors, investigators believe the gunfire stemmed from some kind of theft. full details are not known. oakland leaders are scheduled to hold a final vote as they wind down the pandemic-related eviction protections. two weeks ago council members approved ending the moratorium effective mid-july. that's when landlords can start the process of evicting renters behind on their rent depending on the situation. housing advocates and city

two old-time rivals from several years ago when the warriors and the cleveland cavaliers met a number of times in the finals. now, of course, he'll be wearing the lakers uniform tonight. this is video from yesterday from the lakers tiktok account of the lakers boarding their charter flight for a short hop from los angeles to sfo. they are in town ready for tonight's first game. steph curry coming off sunday's record-setting performance, 50 points in game seven of the first round of the playoffs. that was in sacramento, where the warriors beat the kings. after the game, you can see curry received all sorts of love from his number one fan, his wife,. >> i've run out of superlatives. we can sit here and thank steph for this era. when it comes down to it, you remove steph from the equation, i'm not coaching here for a decade. i would have been fired a long time ago.

and it's going to be raining not only today, but tomorrow off and on, and possibly into early thursday as well. so it stays sloppy as it brings us some additional rainfall on top of what we already know has been a very wet season, and so heading into the month of may, it's going to add up more rainfall totals, and even produce thunderstorms that we could see for this afternoon, especially in the east bay and the tri-valley. and we could also still see some more of that rain during the overnight and heading into tomorrow. so i'll have more on that, what you can expect, and how long we'll need these umbrellas and jackets. mike, you're seeing there is progress for the ongoing alerts. >> we've got great news, one of the directions is clear of debris. it's eastbound. the commute is westbound and two lanes are blocked. still, the traffic actually is flowing better, so maybe those sweeper trucks have cleared up more of the debris and perhaps another lane will be open shortly. from highway 4, we hold from the starting point past the area and then continuing down into

right now at 6:44, as you get ready to head out in parts of the delta, it's been raining off and on and we are only starting out with temperatures in the upper 40s in antioch. a mostly cloudy morning and expect the rain to linger through 9:00. there may be a brief break, but we could see those showers returning as early as lunchtime.

we will be tracking waves of rain and possibly even some thunderstorms. i'll have more on that coming up in a few minutes. the bay bridge toll plaza is full and also wet. look at that. that will continue around the bay. watch for slick conditions. lighter traffic might mean you're tempted to go faster, but don't. on the peninsula, we see wet roadways as well. it will be a factor on your drive this morning. just allow a little extra time. new video to show you this morning of what had to be a terrifying experience for a mother and her two children when a swarm of bees invaded their family photo shoot. >> okay, i want you to be careful. >> i am, i am. >> first responders say it happened in march when the family was taking some photos in buckeye, arizona. as the bees descended, they say the mother quickly decided to put her kids in the car, likely saving them from hundreds of bee stings. arriving firefighters sprayed foam to calm the bees and get the children to safety.

they also say the mother suffered nearly 75 bee stings. she's now recovered, following a stay in the hospital. well, a new estimate says the government will run out of money on june 1st. >> that puts a deadline on the debt ceiling talks. >> it certainly does, 29 days. that estimate of june 1st coming from secretary of the treasury, janet yellin. the president and republicans were already on the clock, and up until now they really haven't done much to solve this. the president has called for a bipartisan meeting. republicans want big concessions in exchange for an increase in the debt ceiling. democrats say america's ability to pay its debts, the full faith and credit of the united states, should not be conditional at all. >> america is not a deadbeat nation. we have never, ever failed to meet the debt. as a result, one of the most respected nations in the world,

we pay our bills and we should do so without reckless hostage taking from some of the maga republicans in congress. >> when we talk about america running out of money to pay its debt, that's different than the times the government has shut down because the two parties couldn't agree on a budget. that happens kind of often, twice when trump was president. that sort of shutdown leads to inconvenience, parks are closed, government buildings are closed, we've shut down the government five times in the last 30 years. this is different. this is about the government not able to pay its debts, and that has never happened, not since george washington and before. not paying debts is everything from paychecks to invoices, to pay small businesses who do things for the government, sovereign debt, build and bonds, and at some point social security checks. >> the president's son, hunter biden, is in court in arkansas

arguing he should pay less in child support to a woman with whom he had a baby four years ago. the judge has ordered biden to turn over his financial records, and this is where we start to care about this, because that means the public may get a better understanding of where his income comes from. we'll learn if there are payments from foreign entities like china or ukraine, for instance. the trial is set for late july. >> thank you. we want to take a live look at sfo and the faa releasing more flight routes ahead of a busy summer travel season. the faa launching almost 170 new flight routes in eastern u.s. these routes are meant to shorten and make those trips faster to cut down on flight congestion. officials say those should help reduce travel times by 6,000 minutes a year, as one airline ceo explains, this is all a part of the faa's new plan to make more high altitude routes for planes. >> so as you create new highways

clouds coming in, and we're watching out for this storm system that's giving us some february-like rain. it's been very busy and we took a break for a while, but the rain is, like, okay, i'm back. it's going to give us more rain as we go into the next couple of days, and even the pockets of heavy rain will be possible, especially over the santa cruz mountains and parts of the south bay. and north bay as of now hasn't seen the brunt of the rain, but it's going to continue to rotate its way through parts of the bay area over the next couple of days. so this is what's happening where you see the yellows and the oranges indicating some heavier rain moving right over the santa cruz mountains and approaching the south san jose area, and then down to morgan hill, san martin, gilroy. it's been very sloppy and i think you'll have the higher rain totals compared to elsewhere. we've had light rain from oakland toward concord, extending toward antioch and

discovery bay. we'll continue to see some breaks in the activity but look at this afternoon, over spots like concord, the tri-valley, you could see some thunderstorms moving through. and then there will be other areas getting sunshine, so this is going to be a mixed bag of weather, and it really depends on where and at what time we could see the heaviest rain coming through. here we are at 1:00 in the morning and there's still heavy waves of rain moving down the peninsula and into the south bay, and we could see the rain continue off and on through tomorrow and even early on thursday, before that center of the storm moves away from us and gives us a break from the wet weather. so we could see another inch of rainfall for the coastline and parts of the santa cruz mountains, from san francisco and southward it's looking like a half inch of rain, possibly up to three-quarters of an inch of rain, and there could be lighter amounts for parts of the north bay, mainly about a half inch of rain or less. take a live look at palisades this morning. a fresh coating of snow out

there, and it's possible that in some parts of the central ha toe, central sierra area, we could see anywhere from 4 to 10 inches of additional snowfall these next few days. we're checking the calendar again, what month is this? it's only going to reach into the 60s for the next few days and usually we're in the low 70s, so we're not reaching that until possibly early next week. mike, you were checking on the south bay slowdown. >> it is building, northbound 101, 87, and 85 coming off the split here. note, there's more blue on the fringe as you're going toward the santa cruz mountains. there was an earlier crash. and 101, san martin toward morgan hill, expect slower speeds, around the 50s. that feels very slow for the morning commute. toward santa clara and into palo alto, we have gradual slowing, the build continues on the peninsula side of the bay. getting there, the build continues on the san mateo bridge, more severely than the

>> starting with breaking news, police investigating a deadly shooting in antioch. investigators say it started when they got a call about a crash in the 7-eleven parking lot along hillcrest avenue. they found a man with gunshot wounds, not breathing, around 7:30 last night inside the vehicle. witnesses say two people were seen running from the scene, both still on the run. happening today, the man accused in the murder of a tech ceo in san francisco is expected to answer charges today. nima momeni is scheduled to be arraigned. he's being held without bail after being arrested last month. investigators say he stabbed and killed cash app founder bob lee during some kind of disagreement surrounding momeni's sister. an autopsy report released late yesterday indicates lee was stabbed three times, twice in the heart. it also showed that lee had drugs and alcohol in his system. this morning, there's still no agreement for oakland teachers, who negotiated late into the night to try to avert a
