troops arrive as early as may 10th, and then in the coming weeks. >> deploying troops. the reason president biden is sending more to the u.s./mexico border. we'll have more on the newly approved plan. this is "today in the bay." a very good wednesday morning to you. 5:00, thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. mike has a look at the commute in a bit. first, let's talk about the forecast. not much rain this morning. >> yeah, it's mostly along the peninsula and in san francisco right now. if you're on the other side of the bay, it's pretty much dry this morning. let's get a look at the radar and see where we're seeing this active weather that in some spots is coming down pretty hard, and once again, it's all about location. so as we zoom in, we can see how much rain is falling on the peninsula and across parts of the bay. it's just now starting to make

its way into san jose once again, and pushing into the fremont area, as we get a closer look, also, some heavy downpours just south of san jose in the morgan hills and gilroy area, where we've gotten close to an inch of rainfall over the past 24 hours. we're also seeing light to moderate rain up and down the peninsula and into san francisco. the north bay and marin county covered with steady rain, but it is getting a little lighter for santa rosa. we're going to continue to see waves of rain coming through with this area of low pressure just off the coast. it may pick up in intensity and also produce heavier downpours in time for the evening commute for those same areas that are seeing the rain as of now. so we'll continue to track that. mike, you have a crash you're tracking in the north bay. >> yeah, we were talking about the rain and it's still coming down, water to lens and slick roadways. just over the hill, near lincoln, a crash should be in the final stages of clearing through the area heading south through san rafael.

the map shows you where it is and doesn't show any slowing on the sensors. just past that, from the bridge to richmond, there's more flooding reported, sir francis drake, a large puddle, not really flooding. wet roadways continue around the bay, so do use caution. the rain is cycling in this area, so that will hit the san mateo bridge and south bay. but light traffic keeps things moving smoothly. overnight, crews are working to contain a water main break near the intersection of east tremble road and junction avenue. the break happened just before 2:30 this morning. new video showing the water gushing out onto the roads. san jose fire department says they do not know right now what caused that break. and developing for you now, uc davis and davis are on edge this morning, there's still no

suspect in custody following three violent stabbings. two of the victims have died. >> now the bay area is sending help as officials try to track down a killer. "today in the bay"'s kris sanchez joins news the newsroom with the overnight developments. >> u.s. berkeley and uc san francisco are sending officers to hepa troll, tripling the number of officers on patrol as law enforcement tries to figure out whether this is the work of a serial killer. the latest stabbing victim is a 64-year-old woman who was stabbed through her tent on monday. she survived, she is still in critical condition in the hospital. two other victims did not. there's a 20-year-old uc davis student stabbed to death in a park as he was walking home, two days after an unhoused man was stabbed in a different park where he lived. the davis city council tabled all other business to give the police chief the floor in order to update the community, late

last night the mayor said they're try to go gets many people off the streets and in shelters as possible. >> this is unprecedented in our community. i've lived here my entire life, i've never seen anything like this. >> be completely aware of your surroundings, to know who may be present or watching, and to take action to avoid those places where you can't really see everything. so lighting can be important. >> there are several changes happening in the community. the big farmers market that folks enjoy, that was canceled outright, late classes at uc davis are going virtual, anything that would have people out on the streets late and in the dark, several businesses are closing early, there's a restaurant and a gym that are closing early. we did talk with local parents who have students at uc davis, they say that it is an unnerving time, but they're talking with their kids about keeping

themselves safe and they're trying to put as much faith as they can into law enforcement. we know that uc davis -- or rather davis police are asking the fbi to send profilers to see if this is the work of a serial killer. right now the only description they have is pretty vague. >> yeah, i'm sure everyone is on edge there. thank you, kris. protesters speaking out against the san francisco district attorney's office not to file charges in a deadly shooting. they gathered at the board of supervisors meeting yesterday. it started last week when a walgreens security officer shot and killed 24-year-old banko brown. d.a. jenkins says she believes prosecutors wouldn't be able to prove guilty beyond a reasonable doubt. >> y'all let the security guard off the hook when he took a

council member facing a perjury charge is set to enter a plea. prosecutors say anthony becker leaked a confidential grand jury report on whether the 49ers tried to stack the council with team-friendly members, which triggered that grand jury probe. prosecutors say he then lied in his grand jury testimony. president biden's administration is sending troops to the southern border. >> this is in anticipation of covid restrictions known as title 42 being lifted next week, an expected rise in migrants looking to cross the border. tens of thousands have already been turned away. "today in the bay"'s brie jackson is live in washington. how many troops are we talking about and do we know when they're expected to arrive? >> reporter: so the biden administration says that it's expecting to send about 1,500 u.s. troops to the southern border as soon as may 10th. that's just one day before title 42 ends.

preparations are under way for an expected surge of migrants at the u.s./mexico border. >> secretary austin approved a temporary department of defense increase of an additional 1,500 military personnel to supplement u.s. customs and border protection efforts. >> reporter: active duty members will deploy there for 90 days. the biden administration says the service members will provide support and will not be armed. >> they will not be performing law enforcement functions or interacting with immigrants or migrants. this will free up border patrol agents to perform their critical law enforcement duties. >> reporter: over the past year, there's been a record number of legal border crossings, republicans blame the biden administration and say the issue is likely to get even worse after title 42 is lifted next week. >> we challenge president biden to work with us to solve this problem. we're going to show the president how to solve the problem.

>> reporter: some democrats want a briefing on the matter. >> so we have a better idea of what exactly the plan looks like, what those troops would be doing. >> reporter: federal leaders say border officials are already short on money and resources. the president has called on lawmakers to help address the issue. >> he delivered immigration reform legislation that we had hoped congress would act on swiftly. they haven't. >> reporter: this is not the first time u.s. troops were sent to the border. more than 5,000 went during the trump administration. title 42 restrictions have blocked migrants from crossing into the u.s. to seek asylum, more than 2.5 million times since the start of the covid-19 pandemic. >> a lot of activity. thank you very much, brie. 5:10 right now. let's take a live look toward mill valley this morning. yep, those roadways out there wet again this morning. meteorologist kari hall has been

monitoring it. we're seeing a little rain coming down there. >> yeah, it's a pretty steady rain in the north bay and we'll continue to see more of it as we head throughout the morning. it all depends on where you are because most of us are seeing downpours, but there's a little bit of a break for much of contra costa county and it's starting to fill into alameda county as well. as you head out for work in mountain view, it's going to be raining and that steady rain continues into the next several hours, adding onto the rainfall totals we already had. and there was a few isolated thunderstorms yesterday, but i do think today it's more of the rain variety as we are going to see the possibility of some more rain heading into the afternoon, as well as the evening. so this is holding on a little bit longer. we'll talk about what else to expect in our forecast coming up. mike, you have a look at some gas prices around the bay area. >> word of caution, use the gas sparingly because it is wet around the bay. let's check the east bay for prices. let's go to amador valley

going to start to see the rain picking up within the next hour. and temperatures holding steady in the low 50s. it's going to also be another cool day. off and on rain, there will be some breaks. we'll talk about that and how much rain to expect coming up in a few minutes. they picked up the cones at the golden gate bridge. you can see the water sprinkling down. use caution. we'll show you how things are building coming up. happy wednesday to you. uber reported its quarterly finances to investors last night and it was good news. lyft does the same thing tomorrow. more small banks to talk about, some you may not have heard of. bank corp. and western alliance, both struggling, and it could get worse if the fed raises rates again. a decision on that is coming around 11:00 a.m. our time

to be in the upper 50s. in fact, our normal high temperature is about 73 degrees for early may. we still have it right over it and it's going to give us another chilly day and waves of rain coming in. so we're seeing it really starting to return for areas that got a break yesterday afternoon into the evening, and there were some spots that heard rumbles of thunder, gusty winds and brief heavy downpours, but it looks like that threat is going down. but we are still seeing the rain coming through, hitting the south bay pretty hard right now and starting to pick up around morgan hill and heading toward east san jose. then we're also going to see more rain with waves coming through for san mateo as well as around pacifica. for the north bay, we're still seeing a steady shower over marin county, and as we go into late this morning, there may be a little more of a break. but then seeing the next wave of rain coming in for this afternoon right at 6:30, it's over san francisco, parts of the

peninsula, and moving into the east bay. and then another break later on tonight, but we're still seeing some off and on showers in the forecast throughout tomorrow, and possibly early thursday as well. so we're going to continue to see slight rain chances in the forecast as we go into tomorrow as well, even into friday. so additional rainfall totals may reach another half inch for some spots. but most likely about a quarter inch of rainfall. and our temperatures still in the upper 50s and low 60s. going through the forecast, gradually it's going to be warming up for the weekend as rain chances go down. sunday is looking nice, upper 60s, and we'll see more temperatures like that into the start of next week. mike, you have a slow stretch in the north bay. >> we do. i was worried about it, but it is right by gold hill and caltrans just cleared this from the grid, as the crew clears from the area. we see slowing so it's exactly as we would expect for the circumstances. watch for slick roadways. possible flooding over here.

welcome back. it is 5:25 right now. developing now, thousands of unionized television and movie writers are still on strike after they walked off the job after talks with the writers guild of america and the alliance of motion picture failed to reach an agreement. >> the strike will impact shows you watch at home and many of us will be watching reruns. some writers are worried that the rise of artificial intelligence may swoop in and take away their jobs. some screen writers say in some movies machines have ruled over humans and their future. >> where things have stalled with artificial intelligence and we know that writers were asking for some sort of reassurance, some sort of regulation that would promise, we're not just talking about today's writers, but tomorrow's writers, future writers, that we're not going to have robots doing their jobs. and we know studios really were not interested in making any

promises about that, which we spoke to writers on the picket lines today and they said that was very concerning. >> you can see that full interview on "today." that's coming up at 7:00 right after us here on "today in the bay." >> know that our news writers and we will be here for you. new this morning, some parents think their kids' mental health is suffering because of social media according to a new study by on our sleeves. it is an advocacy group for childrens' mental health. the report found one out of three parents thought social media could do good for their kids and roughly 86% of parents say they feel comfortable having conversations with their children with mental health. but that's down from 91% last year. resech have regular conversations with their kids about how using social media can make them feel. 5:27 this morning. next, the top stories we're following, including monitoring the big melt. the flooding threat officials across the state are closely watching following the record-breaking snowpack.

ahead, a live report for you, the impact this may have on scheduled appointments as soon as this morning. >> and a live look outside. some neighborhoods still seeing more rain following a wet night. meteorologist kari hall is tracking your chances for a soggy commute. this is "today in the bay." hump day is here. good morning to you. i'm marcus washington. >> i'm laura garcia. we're going to check on those drive times for you in just a bit with mike, but first let's check in with kari. she's tracking this rain. here we are. >> here we are with the storm system still sitting right over us and it's a very slow-moving one that's going to continue to bring in rounds of rain. some of us had thunderstorms yesterday and we are seeing pretty decent rainfall totals and it's not done yet. we are going to continue to have a wet morning commute and possibly a wet evening commute for some. where we're seeing the heaviest rainfall is moving over the south bay down to the south county, from morgan hill, san martin and gilroy, we're seeing

heavy rain, reducing visibility and producing puddles, and also seeing some light rain up and down the peninsula and into san francisco, also it's a steady rain that continues for marin county this morning that has backed off just a little for napa and may be picking up again for santa rosa in the next few minutes. so here is how the day looks. there will be some breaks in the rain and not everyone seeing it at the same time, but at about 7:00 it looks like there's a pretty heavy downpour coming through san francisco and it's going to continue to come in waves, even into tomorrow. i'll be tracking that. we'll talk more about how much additional rain to expect. mike, you're calling out the lighting at the toll plaza. >> the lighting itself at the toll plaza, there are no street lights. there are more headlights, you can see the water on the road, slick conditions. but it's darker here. just that section, though, because you see across the span the lighting on the bridge itself is moving well and you can see all these taillights. we should see the metering

lights turn on within the next five minutes over there at the toll plaza as we typically see for this pattern. the build for highway 37, 4, some slowing. it's wednesday and we see more slowing than monday and tuesday, heavier volume expected. there may be a crash near the maze. definitely wet conditions throughout the bay. >> thank you very much. new overnight, a shooting investigation under way in the east bay. it happened about 11:00 last night on 85th avenue near plymouth street in oakland. police say the area is still blocked off while they continue their investigations. no other details being released at this time. we'll continue to update you more on the story as more information becomes available. in the east bay, dozens of nurses are about to walk off the job at john muir behavioral health center. "today in the bay"'s bob redell joins us live from outside of that facility, and we've seen a lot of these strikes lately. what are the nurses asking for here? >> reporter: good morning to you, marcus, good morning, laura. 78 nurses with john muir

behavioral health, this facility in concord, they'll go on what is going to be, they say, a one-day strike to try to pressure john muir to agree to a new contract, a first-time ever contract with these nurses, who just joined the nurses union a couple years ago. the nurses union accuses john muir of not having enough nurses at this facility, which they say has led to unsafe assignments. they also want benefits they say are competitive with other bay area hospitals. we are still waiting to hear back, but the hospital did tell bay city news that they have bargained 30 times with the nurses and made 38 contract proposals, and that when it comes to staffing, the behavioral health facility here in concord is in full compliance with title 22, which is a state regulation that dictates minimum staffing requirements. john muir also told the bay city news that they will be able to care for patients while the nurses are out on this one-day strike.

you'll recall earlier this week nurses in hayward averted a two-day strike at st. rose hospital, over the weekend those union leaders announced a new contract agreement. nurses will be voting to ratify the new deal sometime this week. reporting live in concord, bob redell, "today in the bay." >> we're all hoping they can reach a mutual agreement. thank you. a man in oakland facing charges in connection to a deadly shooting. it happened early saturday morning on mcarthur boulevard. the district attorney says he shot and killed a woman, now identified as marie bedford. he's charged with six counts, including murder. he is a convicted felon who was on probation. happening today, the man accused in january's half moon bay shooting rampage will appear in court for a preliminary hearing. investigators say the disgruntled farmworker killed seven people at two nearby farms in february. he pleaded not guilty to seven counts of murder and one count

of attempted murder. he's being held without bail. prosecutors say today's hearing in redwood city is mostly meant to set another preliminary hearing date. so far, it's mostly good with california's big snowmelt, but there's a long way to go, there's a lot of snow. as we've been telling you, the epic snowpack in the sierra will have to melt away this spring and summer, much of it will flow into the central valley. the massive rains we saw recreated lakes that had been bone dry for decades. flooding has been relatively minor and planned closures in yosemite ended relatively quickly. nbc news is tracking potential flooding daily. you can see on this map some places are nearing flooding stage. a link can be found on our website, nbcbayarea.com. meteorologist kari hall joins me here because there's some areas that are really great concern. >> the southern san joaquin

valley we're really concerned about. as we take a look at the map, you can see where the areas are going to be dealing with the highest amount of sierra snowpack and that snowmelt that's going to be draining into those rivers, as well as that reclaimed tulare lake. we're going to see this impacting those areas for the next several months. if you will be traveling, even in some of the cities and towns that have rivers running through, there will be a big impact. we're also going to be tracking that as well. once again, that map is on our website, nbcbayarea.com. we are getting additional rainfall as we get a look at the system moving through, and it's going to be producing some more rain and also some more sierra snow. not enough to really replenish what's melted so far, but it is going to add an additional coating over the next couple of days and refresh things out there. we're also going to see a refreshing rainfall and rain chances increasing as we go into the afternoon for san francisco, parts of the peninsula, at about

9:00, when more people are out the door, there's going to still be showers moving through. we can see the focus of where the rain will be concentrated for today, mostly parts of the south bay, the east bay, but that could shift back into san francisco later this evening. looking at tomorrow morning, another wave of rain coming in, so that will continue through thursday as well. we'll have to keep the umbrella close for the next few days. mike, you're watching a crash. >> this is in the south bay. we're looking at wet roadways, north 101 at tully, we're hearing about a crash. we'll track that because sometimes a secondary crash happens, as the commute builds. you see the typical slowing through the area. notice the blue, the foothills and farther south near the split or merge if you're coming southbound, we have those blue areas where there's more puddling and ponding reported. no major flooding, but still we have standing water in places. last night's closure did not

happen because of rain, they had to call off this roadway improvement for west 580, but the opposite direction, the berkeley curve there may be a crash over to the shoulder, a little distraction. there is a build at the toll plaza itself and we talked about the lights being out, the roadway lights. the metering lights should be turned on any second. there is slowing across the span as is typical for this time of day. after work you may find slowing over here. we're looking ahead by ring central, the coliseum, the athletics play for a 6:40 game, two hours before game time they're allowed to get to the parking lots and some folks may get there earlier today. we're looking at wet roadways again, typical build for the north bay at 37. highway 4 coming in is slowing, so is 242. walnut creek interchange still at speed. back to you. 5:39 right now. an intense manhunt in texas now over. ahead this morning on "today in the bay," the next step for that suspect accused in the murder of five neighbors and how authorities caught up with him.

heading out the door in gilroy, it's in the upper 40s, another chilly start with some off and on rain and that rain will continue, at times getting lighter. but it's still going to add up to pretty decent rainfall. >> metering lights are on at the bay bridge toll plaza, even though the street lights are not. we're looking at no backup, but starting to slow a little bit as folks are approaching the left side of the screen. the metering lights are activated. this will build. we're following breaking news out of serbia, at least eight children are dead following a shooting at an elementary school. one security worker also killed here. this happened in an urban area of belgrade around 11:40 west coast time. six other children and one teacher also injured. the alleged shooter is in custody. officials say the suspect is a teenager and used his father's

gun. new developments this morning in texas where the man police say shot and killed five of his neighbors is now in custody. the court appearance is scheduled for later today. authorities say last night they arrested the suspect, following an intense manhunt. they captured him less than 20 miles from where the shooting happened friday night. it's believed the incident happened when his neighbors asked him to stop firing his ar-15 rifle due to a sleeping baby. police say a tip helped lead to his capture. there are now 28 days until the united states defaults on its debt for the first time in history, and more progress is being made toward a solution. >> scott mcgrew joining us now. mitch mcconnell now saying that he will attend the white house summit. >> that sounds like good news. we weren't sure he would, and many do see that as a good sign. now, obviously he's supporting the republican side of the argument, but mcconnell in the

past has talked about how important it is that america never default on its debt. republicans in the house are insisting on big budget cuts and rollbacks in exchange for lifting the ceiling. democrats say preventing default shouldn't come with conditions. mcconnell in a press conference yesterday said there was room for both sides to negotiate. this puts republican speaker of the house kevin mccarthy in a pickle. if he gives in to the president, he'll probably make the right wing so angry, they'll remove him as speaker. but if he doesn't reach some sort of agreement with the president, america could plunge into massive recession or worse. republicans are calling for trillions of dollars in cuts in the budget, but haven't actually specified what. they have said social security and medicare are out of bounds, but nothing else. so that would include popular programs like veterans benefits. those are still on the table. and president biden is latching on to that, drawing up a

about 0.76 in ukiah, about the same in san martin, in san jose 0.16. it's still coming down and we're still going to add up more on these rainfall totals that have done enough to water the lawn. you can cut off the sprinklers and irrigation systems. you won't need it for quite a while, especially with the cold temperatures we've seen. and as we zoom in, we're also seeing some more waves of rain coming over the santa cruz mountains, starting to pick up over the south bay and the drive on 101 from san martin to morgan hills, gilroy, it's also very rough. as of the next few minutes, it should lighten up. as we look at lighter rain on the peninsula, as well as san francisco into marin county, where it's been steady around san rafael, and extending toward concord. so as we go through the rest of the morning we're going to see off and on showers, and at times it may pick up even into this evening. and even then we won't be done with rain because we go into

tomorrow morning with it picking back up again around this time, we could see more heavy rain in the south bay and more pockets in parts of the north bay. so this storm system is continuing to impact our weather with a new one coming in possibly late friday into early saturday. and our rainfall totals may get up to another half to in some spots a little more for the santa cruz mountains. looking ahead, there will be more rain in the forecast. look at the wide view, still an active storm pattern, especially for the pacific northwest. we'll see if some of that if make it into the bay area. overall we're looking at a slightly dryer trend for the weekend, but still we'll be watching the rain to our north. mike, you're seeing the backup visible out of oakland. >> we talked about the metering lights being activated. now we see the backup. we see rain on the road and the lens and a gradual filling in of lanes. it took about five minutes from when you saw it forming until
