picking up for the south bay and now getting ready to move into the east bay, as we see some of the darker colors, the darker greens and yellows as well, that's been mainly over the south bay. and we've had some pretty decent rainfall totals here, a closer look shows rain that's been covering up and down the peninsula, with lighter showers moving into the north bay and also some light rain from san francisco and extending over toward the bay into antioch. so more rain in the forecast, at least for the next few hours, and then mostly cloudy with another chilly day ahead. we'll talk more about that and what to expect coming up. you're seeing slowing in the south bay, mike. >> yeah, because the timing is typical here, that first burst actually kicking in and sticking around this wednesday, a little more traffic generally speaking. that's what we see for 101 through san jose. the crash at tully not presenting a major problem, but part of a tire may be in the roadway. puddling and ponding off the freeways and farther south,

gilroy, toward san martin, highway 101 sees slowing because of the volume of traffic feeding in off 152, but also this blue, puddling and pondiely in the areas. so far, no major problems for 101. slick roadways continue all around the bay, east bay slows through hayward and there's the backup at the bay bridge. >> slick roadways of a different kind, crews are working to mop up a mess left behind after a big water main break. so here is a live look at that area right now. and we just learned had crews were able to shut off the water. now, this is near the intersection of east tremble road and junction avenue. the break happened just before 2:30 this morning. here is the video showing that water gushing out onto nearby streets. san jose fire department says they still don't know what caused that break. developing now, uc davis and the city of davis are on edge as there's still no suspect in custody following three violent stabbings, two of the victims have died. >> now bay area is sending help

as officials try to track down that killer. "today in the bay"'s kris sanchez is live in the newsroom. any new overnight developments? >> reporter: we know that uc berkeley and san francisco are sending officers to help patrol. davis police are putting more officers on the streets as law enforcement tries to figure out whether this is the work of a serial killer. the latest stabbing victim is a 64-year-old woman stabbed through her tent in an encampment on monday. she survived but she's still in critical condition in the hospital this morning. two other victims did not survive, a 20-year-old uc davis student was stabbed to death as he walked through a park on saturday, two days after an unhoused man was stabbed in a different park where he lived. the davis city council tabled all other business for their council meeting in order to give the police chief the floor to update the community. late last night the mayor said

they are trying to get as many people off the streets and into shelters as possible, and the police chief is urging people to avoid putting themselves in danger. >> this is unprecedented in our community, i've lived here my entire life, i've never seen anything like this. >> be completely aware of your surroundings, to know who may be present or watching, and to take action to avoid those places where you can't really see everything. so lighting can be important. >> reporter: the davis police chief says he has asked the fbi to send a profiler to see if the same person stabbed all three victims. for now, there's only a vague description of the suspect in the second and third stabbings. witnesses say he was a light complected man between 5'6" and 5'9" with a thin build and long, curly hair. in response, uc davis is shifting to remote instruction for all courses that end after 6:00 in the evening, some nearby

businesses are closing up early, including a gym and a pizzeria, that won't deliver after 8:00 at night, and the davis farmers market is canceling outright, though it happens during the daylightnow, as for a curfew, ta big question for the police chief. he says a curfew is not part of the plan because he wants all available officers dedicated to finding that suspect and keeping the community safe, not dedicated to enforcing a citywide shutdown. >> let's hope they find that person quickly. thank you. protesters are speaking out against the san francisco district attorney's decision to not file charges in a recent deadly shooting. jackson joins us live from washington. how many troops are we talking about and do we know when they're going to all arrive? >> reporter: good morning. we do know some of that information. so the biden administration says it's sending about 1,500 troops to the southern border as early as may 10th. that is just one day before title 42 ends. preparations are under way for an expected surge of migrants at the u.s.-mexico border. >> secretary austin approved a temporary department of defense increase of an additional 1,500 military personnel to supplement u.s. customs and border protection efforts. >> reporter: active duty members will deploy there for 90 days. the biden administration says the service members will provide support and will not be armed. >> they will not be performing law enforcement functions or interacting with immigrants or migrants. this will free up border patrol agents to perform their critical

law enforcement duties. >> reporter: over the past year, there's been a record number of illegal border crossings. republicans blame the biden administration and say the issue is likely to get even worse after title 42 is lifted next week. >> we challenge president biden to work with us to solve this problem. we're going to show the president how to solve the problem. >> reporter: some democrats want a briefing on the matter. >> so we have a better idea of what exactly the plan looks like, what those troops would be doing. >> reporter: federal leaders say border officials are already short on money and resources. the president has called on lawmakers to help address the issue. >> he delivered immigration reform legislation that we had hoped congress would act on swiftly. they haven't. >> reporter: this is not the first time u.s. troops were sent to the border. more than 5,000 went during the trump administration. and title 42 restrictions have blocked migrants from entering

the u.s. to seek asylum, more than 2.5 million times since the start of the covid-19 pandemic. >> a lot to follow. thanks for the latest. the next 24 hours or so will be absolutely critical for oakland schools, as teachers prepare for what's promised to be a large scale strike, some 3,000 teachers and other school workers are vowing to walk off the job tomorrow if a new contract deal cannot be reached. they're demanding higher pay, smaller classes and infrastructure repairs. they say right now the district is only giving ground on compensation, which they believe does not go far enough. >> we think it's an equity issue and we're willing to fight for it until they put these things on the table. we're willing to take it all the way. >> the district yesterday released a new statement saying in part, quote, our childrens' education does not need to be interrupted by negotiations with our union, especially given the

major offer the district made on monday, end quote. the district says the proposal will ensure every teacher receives a salary increase of at least 13%, and up to 22%. it is 6:10 on your wednesday morning. let's take a peek outside. this is from mill valley. you can see it's still wet out there and we're still seeing spotty chances of rain across the bay area. but think of it as a good thing, watering those plants. >> we've had quite a bit of time to dry out over the past several weeks, now the rain is back and it just doesn't want to leave. we see this slow-moving system right over the bay area, bringing in waves of rain. and we'll continue to see some of the heaviest rain over the santa cruz mountains and parts of the south bay, as we get a live look outside in san jose. also a soggy start to our morning, keep the umbrella close by and our temperatures only reaching into the 50s and this is well below normal. but eventually this is all going to be moving out.

have all device users, if they could all agree on a google and apple, that would help solve this problem. elon musk completely without prompting told national public radio he may close their twitter accounts and give the npr name to someone else. npr quit posting to twitter after twitter labeled them state media. they're not. twitter removed the label but npr still hasn't gone back to posting anything. in a letter to an npr reporter, musk asked, so is npr going to start posting on twitter again or should we reassign npr to another company? there's no requirement that you post on twitter. a lot of people read and watch youtube, but don't post to it. elon musk has said he's a free speech absolutist, and it would seem to me one of the things you have a right to is to not speak at all.

[ laughter ] so let's get started this morning. we've seen waves of rain coming in, as it's still pretty wet and all of that rain made for a chilly day yesterday. it was the coldest may temperature yesterday since 1977. so it's not supposed to be this cool, and all of this rain that we're still seeing continues today, and usually san jose gets about three-tenths of rainfall during the whole month of may, and i think we're going to rack that up within the next 24 hours. we've still seen rain falling this morning and it's mostly the peninsula, parts of the east bay, the south bay as well. and it's starting to return to the north bay in the next few minutes, it's really going to be picking up. and we've seen it concentrated for the south county, especially after it moved over the santa cruz mountains, moving areas like morgan hill and gilroy. light showers in palo alto, san

mateo, into san francisco, and it's also been fairly high for the sausalito areas and lighter rain toward the east bay. it's going to be another cool day, only reaching about 62 degrees for many of us, and off and on showers as the clouds linger today. but it looks like for most of us, the focus will be for the peninsula, the south bay into the afternoon. that could move back into san francisco and parts of the north bay later this evening, but even into the day tomorrow. still some off and on rain, and also it may be heavy at times. but there will also be times when you start to see the sun coming out and we're still keeping the spotty showers in the forecast into the weekend. so staying very active here. and the possibility of most of us getting about a quarter to half inch of rainfall on top of what we've already measured. and then going beyond in the forecast, looking at the overall storm pattern that will stay

active across the region, we may start to see the rain lifting a little farther to the north from the end of the weekend into next week, allowing temperatures to make it into the upper 60s and low 70s. so just watching these next 36 hours as the rain continues. mike is saying the commute right now pretty smooth. >> pretty smooth, despite wet roadways. you can see on the san mateo bridge, the water kicking up spray as the tires pull the water off the roadway. that's why good tread is important. we're looking at a smooth drive as we travel westbound. that's your commute direction. there's a little slowing just past the toll plaza as folks get moving across the span. the dumbarton bridge with no issues. heading south on 880, coming down out of hayward and toward 92, there's a crash just shy of the interchange. two lanes reportedly blocked. we don't see any extra slowing. continued slowing toward fremont, toward union city. so watch that for the nimitz. a typical build through the area and same thing at the bay bridge

are still on strike. it comes after they walked off the job after talks with the writers guild of america and the alliance of motion picture failed to reach an agreement. the strike will impact shows you watch at home and many will be reruns. now writers are worried the rise of artificial intelligence may swoop in and take their jobs. some hollywood screen writers say it's like a scene from a movie where machines rule over humans and their future. >> where things really stalled with artificial intelligence, and we know that writers were asking for some sort of reassurance, some sort of regulation that would promise we're not just talking about today's writers, but tomorrow's writers, future writers, that we're not going to have robots doing their jobs, and we know studios really were not interested in making any promises about that, which we spoke to writers on the picket lines today and they said that was very concerning. >> you can see the full interview on the "today" show. it's coming up at 7:00 a.m. right after "today in the bay." we've got a jam-packed show

temperatures down and keeping clouds overhead. take a look at the system that is slowly moving right over the bay area, one minute it's raining, then it lets up a little bit, then we see the rain coming back. that's exactly what to expect for today, as we get a closer look we can see it starting to pick up in parts of alameda county and it's been raining in the south bay, but that's pushing a little farther to the north. as we zoom into the south county, it's a sloppy commute. we're seeing that move up the peninsula with lighter rain and eends to marin county and toward the east bay. temperatures, only low 60s, so you do need to wear extra layers again today. mike, you're looking at the wet commute in the south bay. >> you had shown the radar activity. you see the blue at the top of the screen. the arrows show where the commute has built, 101, 237, we're looking at a bigger wednesday commute. coming in out of the south county, we're looking at morgan hill, san martin, north 101, a

typical slowdown, but a lot of standing water, so use caution. no big surprises for the rest of the bay. slowing for the san mateo bridge, richmond bridge, bay bridge has the metering lights. i'm watching the spans and they seem okay. back to you. >> it is 6:32 right now, and new overnight a shooting investigation under way in the east bay. it happened around 11:00 last night on 85th avenue near plymouth street in oakland. no other details are being released at this time. we'll of course continue to dig and try to get more facts and update this story as soon as more information becomes available. a man in oakland is facing charges in connection to a separate deadly shooting, this one happened early saturday morning on macarthur boulevard. the district attorney says he shot and killed a woman. he's charged with six counts, including murder.

he is a convicted felon who was on probation. in the east bay, dozens of nurses are about to walk off the job at john muir behavioral health center in about a half hour. "today in the bay"'s bob redell joins us live from outside the facility in concord. talk to us about what the nurses are asking for here. >> reporter: good morning to you, marcus. at 7:00 this morning, as you mentioned, in just under 30 minutes, 78 nurses with john muir behavioral health in concord are going to go on a one-day strike to try to pressure john muir to agree to a first-time ever contract with these nurses. these nurses just joined the nurses union a couple years ago so this would be their first contract. they are accusing john muir of not having enough nurses at the facility, which they said has led to unsafe assignments, and they want better staffing and benefits that are competitive with other bay area hospitals. now, the hospital says they have bargained 30 times with the nurses and made 38 contract

proposals, and that when it comes to staffing the behavioral health facility here in concord is in full compliance with title 22, which is a state regulation that dictates minimum staffing requirements. john muir also said that they will be able to take care of patients while the nurses are on this one-day strike. earlier this week you might recall nurses in hayward averted a two-day strike at st. rose hospital, over the weekend those union leaders announced a new contract agreement. nurses will be voting to ratify the new deal sometime this week. reporting live here in concord, bob redell, "today in the bay." >> i hope they can come to a mutual agreement soon. thank you. 6:35, new this morning disturbing new reports of anti-semitism and hate shaking up students and teachers at uc santa cruz. in the first incident two weeks ago, the school says a group of students gathered on campus to celebrate adolph hitler's birthday. the next day a student reportedly found an anti-semitic

and homophobic flyer on their car windshield in downtown santa cruz. ucsc is condemning the incidents. school leaders say on-campus incident has been referred to the student conduct department. breaking news coming out of serbia this morning, where at least eight children are dead. this is following a shooting at an elementary school. one security guard also killed. this happened in an urban area of belgrade around 11:40 west coast time. six other children and one teacher also injured. now, the alleged shooter is in custody after being found on the school yard. officials say that suspect is a teenager and used his father's gun. happening today, the man accused in january's half moon bay shooting rampage will appear in court for a preliminary hearing. investigators say the disgraced farmworker killed seven people at two nearby farms in february, he pleaded not guilty.

he's being held without bail. prosecutors say today's hearing in redwood city is mostly meant to set another preliminary hearing date. so far, mostly so good, with california's big snow melt, but there is still certainly a long way to go, as we've been telling you the epic snowpack in the sierra will have to melt away this spring and summer and much of it will flow into the central valley. the massive rains we saw this winter recreated tulare lake, a lake that had been bone dry for decades. increased flooding has been relatively minor and planned closures in yosemite ended relatively quickly. nbc news is tracking potential flooding daily. some places are nearing the flooding stage. we have a link to this fact that can be found on our website, nbcbayarea.com. meteorologist kari hall joins us. so let's talk a little bit about the areas of concern right here. i grew up in the central valley, so i'm pretty familiar with this area. we haven't had really, really

warm temperatures yet to bring the snowpack down. >> so this is going to be ongoing for months because the sierra snowpack is still three times its normal amount, and then you look at areas like the tulare area, we talked about the lake that basically just reappeared after all of that time. >> right down here. what's interesting is it's by kokorin state prison and they're talking about possibly relocating all of those prisoners. >> we're going to have to relocate a lot of things in that area because the water is going to continue to rise. any of the cities along the river are also going to have to watch closely as the water levels come up over the next several months. as we get a look at what's happening, we are mainly focusing on that southern joaquin valley where we are going to see the most amount of impact. and we're also seeing the storm system that's moving right over the bay area and giving us additional rainfall, even after all of this historic rain, and we're going to have more showers going into the afternoon, as

well as even into tomorrow. every now and then we'll get showers passing by for about 30, 40 minutes, and then gone. maybe a little sunshine in between. as we take it hour by hour, even into tomorrow, there's still rain chances, some of it may be heavy as it moves into friday. so we'll be watching all of that. i'll talk more about the weekend forecast. mike, you're following up on a crash in martinez. >> we talked about both of the bridges, carquinez bridge is fine, not a major issue. coming up from martinez, we do have a crash just shy of the toll plaza, so that will be a factor for north 680 with more traffic off highway 4. you'll see more traffic toward walnut creek. that may be a factor. now, looking ahead overnight, we've had rain and the closure and slowing, so just after 5:15,

mitch mcconnell says he'll attend the white house summit over the debt ceiling. >> that's right. we weren't sure he was going to and many see this as a good sign that he will. obviously mcconnell is supporting the republican side of the argument, but mcconnell has in the past talked about how important it is that america never default on its debt. minority leader mcconnell in a press conference yesterday said there was room for both sides to negotiate. now, what's happening with this is the debt ceiling argument is that the republicans want conditions that the democrats say are out of bounds, the democrats want no conditions whatsoever. let's talk about mccarthy. this puts speaker mccarthy in quite a pickle, because he represents the republicans who want conditions, they want budget cuts, and if he negotiates with the president,

he may lose his job as the speaker of the house. but if he doesn't negotiate, the united states could fall into some sort of recession, or even depression, as we default. let's talk about the biden flowchart. he sent out this flowchart pointing out that one of the cuts that republicans might have to force is in veterans benefits, and he asks, did you vote for something that has cuts in it? does it include veterans benefits? well, there you go. house is doing something. the big question ahead is, what do we do with all of the people that are trying to cross the border legally? it is not the illegal immigrants that are the problem, it is legal immigrants that are showing up at official ports of asylum -- or entry, rather, asking for asylum. so, for instance, this is san diego. that's a critical point to understand. illegal a problem for sure, but it's the jump in the number of legal crossings with the end of title 42 that has everyone worried. and here is el paso, the mayor there has declared a citywide emergency as it struggles to provide people with shelter and food. now, laura and marcus, the "today" show will have a lot more coming up at 7:00. >> thank you. well, california is moving forward with declaring a stuttering awareness week, so this is something a lot of people have been talking about. assembly speaker robert rivas is

a stutterer himself and introduced that resolution. the bill passed last month and it will raise awareness next week in conjunction with the national version of stuttering awareness week. we spoke with a stuttering advocate from san francisco, and host of proud stutterer. it's a podcast. she hopes that the awareness really will encourage hollywood to even include more stuttering characters in tv and film, but not as a joke. >> i still see stuttering be made fun of in film and the tv shows i watch, and it's ridiculous. like, we have the president of the united states stutters, and he's the president, so that shows you that we're not just a butt of a joke, a lot of us are not shy. which i've been called shy my whole life, and i'm not shy. stuttering is just a different way of speaking, just like having an accent.

rain today and we do still have the rainfall totals that are pretty significant. let me show you how much we've measured. since this rain began, we've had over 2 inches of rainfall in the santa cruz mountains and rocky ridge has gotten over an inch of rainfall already, and san francisco over three-quarters of an inch of rain, about the same in fairfax and napa, about three-quarters of an inch of rain. elsewhere we've seen rainfall totals from 0.76 in ukiah, dublin, over a half inch, and san jose 0.16. we're still looking at quite a bit of rain and the chance of it continuing for the next few hours. we are seeing some of the heaviest rain picking up over south bay, shifting a little more over toward the east. that's going to continue to move into alameda county and contra costa county over the next several minutes. we can see at least the darker greens have shifted just to the east of highway 101, so the

visibility may improve there a little bit for you as you're driving from the south county into the south bay. and we've seen some light showers up and down the peninsula, and into san francisco, as well as the north bay, with the steady light rain that extends over toward the east bay. so this is what we're expecting, a little bit of a break by late morning for most of us, but it could pick up again in time for the evening commute with some waves of rain coming through in san francisco into the north bay, and then again in the overnight hours, it's raining very heavily in some spots. other areas are still just seeing a mostly cloudy sky. we're still going to have rain going into the start of the weekend, even on saturday there may be a new round of rain coming in. so we're just still having to keep the umbrella close by. as our temperatures are going to stay cool, we may get another quarter to half inch of rainfall here in the next couple of days, and then looking ahead, looking across the region, very active storm pattern continues as we take it back about a month or

two in terms of the kind of weather we usually see and what we're witnessing. look at these highs, only reaching into the 60s over the next several days inland and san francisco will be in the upper 50s today and tomorrow, but possibly that rain continues into the start of the weekend. mike, you have a note for north bay transit riders. >> right. we're looking at the roadways, still wet. that's the note for drivers. but transit riders in marin county, you're going to have a delay, not because of the wet roadways, it's marin transit, they don't have enough drivers. so route 71 specifically called out by them. do check the schedules. there may be changes for your route and ride. we have wet roadways, water on the lens, slicker conditions. the backup, no surprise at the bay bridge, throughout the rest of the east bay. the earlier crash from the benicia bridge has been cleared. back to you. >> thank you, mike. 6:53, and happening now, an important development for those trying to make it in the bay. oakland city leaders are giving the okay to phasing out the
