i don't even like beer but i would try this because it goes towards a good cause. thousands of oakland teachers poised to walk off the job. >> families are keeping their kids home. >> the strike starts within the hour. we are live this morning with major sticking points preventing the new deal. what families in oakland should expect at schools today and the impact this may have on students as the school year wraps up. this is "today in the bay." good thursday morning to you. thanks for joining us. i am laura garcia. >> i am marcus washington. we will get a look at the commute in a minute, but first let's start with talking about the weather. >> yeah, rainy off and on throughout the day. we get a look at the radar showing another batch of heavy

rain. it's not too faraway from the bay area. it will be in the south bay possibly within the next few hours. as of now it's mostly dry. we are getting a live look outside in san rafael where the roadways dried out. keep the umbrella close by in case you get caught under a spotty shower. we will see more peeks of sunshine today but not much warmer as we continue to see rain chances in the next few days. mike, you are seeing more traffic come into the south bay? >> yeah, 101 has its typical pattern. why do i think it will be slow again? after years and years of seeing the pattern change and develop. coming into san martin and leaving san martin, a little more traffic flow. it has been building over the last few weeks, and that will

indicate more traffic traveling into silicon valley. the tri-valley also building and we see that happening for 880 for hayward and in through union city. the bay bridge toll plaza backing up as the metering lights are on, but nothing unexpected. in just about an hour oakland teachers will walk off the job. bob redell joins us from outside oakland high this morning. what does the strike mean for students? >> reporter: well, good morning, and schools like the one behind me will be open today, so kids are allowed to show up but there will be no teachers, therefore, no instruction. the union that represents the teachers and nurses and librarians and speech pathologists and more, they will

not be showing up for work today. a deal with the teachers' union was within reach but then at 9:00 last night, the union confirmed the teachers would be going on strike. the oakland education association, that is the union, they have waited days for a counteroffer to come from the district, and the district has been absent and tight-lipped. earlier this week the district propose every teacher get a raise from 13% to as much as 22%, and the teachers are calling for more demands. >> if this continues, is there a

chance can we -- can we have -- can we get a tutor? do we have money for that? you know, it's just the concerns that he will be behind. >> reporter: that's a mother expressing concern over how long this strike might last for her son and the 34,000 other students who attend school within oakland unified. the district released a statement indicating they will continue to bargain with the teachers, and they said, quote, we want to ensure regular school resumes as soon as possible. the district board president and superintendent will hold a news conference later this morning at 10:30 to address the strike.

>> we will see where that goes from here. thank you. a possible break in the investigation of three recent stabbings, two of them deadly. this year the campus of uc davis. police now detained somebody being called a person of interest. the most recent stabbing critically injuring a woman, and that followed two deadly stabbings. a man was picked up by police, and investigators are not certain if all three stabbings are linked. 6:05. a business owner seen spraying a homeless person with a water hose, and he apologized claiming the person was ignoring his

demands to move along. the judge set today as a court date to consider a plea agreement that would avoid jail time. >> the homeland security secretary will travel to the border. today in the bay's brie jackson is live for us in washington. that clock is ticking as those restrictions are coming to an end. >> good morning, marcus. the department of homeland security secretary's visit comes as title 42 comes to an end a week from today. currently the rule allows the u.s. department of homeland security could expel migrants. many truckers were stuck for more than 24 hours due to the new inspections.

the line to enter the bridge stretching for miles, and it's important to note they are not looking inside the trucks to look for migrants or other contraband. that is done by u.s. customs and border protection officers at the port of entry. the infections are expected to run through sunday. dps officials have not said an official reason behind why they started performing them. in nearby el paso, hundreds of migrants continue to gather as city leaders enforce a no camping rule that started monday. many local shelters there are over capacity. earlier this week, the pentagon announced it's sending an additional 1,500 troops to the border ahead of the title 42 expiration next week. there are already about 2,500 troops already there. they will not be armed or use force or make arrests, but they will support border patrol as needed. in washington, brie jackson, for

"today in the bay." >> certainly a hot topic that we will continue to follow. thank you. 6:07. now to a live look at palisades, tahoe. scattered thunderstorms expected this weekend, and they got 713 inches at the upper mountain of palisades, and 392 at the base. the massive snowpack means camping will have to wait. they have to deal with the snow-melt and fallen trees and broken water lines and it would be pretty cold to camp up in the snow. >> but they are saying you can ski through july 4th. that's pretty amazing. let me show you how beautiful it is. i have a live view as well there at the resort. as the sun rises this morning, we have a lot of snow left on the ground.

take a look at the forecast. a mix of rain and snow going into the weekend. for tomorrow we are going to see that snow, and going back and forth from snow to rain as the temperatures warm up. we will see the same thing on saturday and clearing out on sunday. if you can believe it, there's a potential between now and next week of another foot and a half to two feet of snow in some of those upper elevations. maybe more snow coming, and we can possibly extend that ski season through mid july. we will see. mike, you have a look at people hitting the roads and where they can get low gas prices. >> in richmond, the arco on san pablo avenue, and that's at 4.29. in campbell, the best report i see is on safeway on hamilton avenue. we go throughout san francisco county, and prices are up in that entire county. national petroleum on cesar

we will get a look around all of our microclimates coming up. palo alto flowing smooth but picking up a bit. across the bay, 880, headlights south on san mateo bridge. happy thursday to you. mike, stick around and look at this. oil prices continue to be very low. down 10% on the week. that's going to affect your list of gas prices you show everybody. this is west texas intermediate, just above 68 bucks a barrel. bad news coming out of united airlines. the company tells the san francisco business times it's cutting back on the number of hires at sfo, and its expansion won't be as expansive as first announced. the slow return of tourism to asia is to blame. and apple is not selling as much

as it used to. its stock is down 2% premarket. people expecting bad news, perhaps. apple has so much money it could announce it could buy back more stock and pay out a big dividend to investors. we shall see. the fed did, as expected, raise interest rates a tenth time up a quarter point. and in a conference the fed suggested they are done for now, no hikes for the next meeting. the hikes are designed to slow the economy and fight inflation, and they had a side affect of causing a problem at banks, particularly small banks. there will be a committee for holding executives accounting for banks, and this is scheduled next month, but not today. we get the big jobs report

today -- or tomorrow, rather. hints are that it will be strong. the economy is pretty robust outside tech. vice president harris will meet with companies working on artificial intelligence at the white house today, including microsoft and open ai. washington is working to develop guidelines on the new technology. microsoft making chatgpt available. i asked bing to plan out a family day in palo alto, and it suggested the museum of american heritage and a visit to a park. you have to jump through a few hoops, but it's pretty easy to try out chatgpt for no cost. it's amazing what it can do. plan a three-course meal for my vegetarian friend, and it will. >> it is interesting, because it gives you ideas of what to ask

we do know australia ranks high, and for your team what is the strategy going forward to nudge your way into that number one spot? >> we, just like any sporting team, we have to keep chipping away and putting the work in. one thing that is fascinating, you can see all the other teams' data, how they are setting the boat up. you can go onboard and listen to their communication. it's quite unique. all teams are mic'd live during the broadcast, and it stops teams from getting a huge technical advantage that you may see in other series. pretty cool and exciting. the weekend forecast looks good. the sun will be out and, as we know in san francisco, especially on this bay, pretty windy looking at the weekend. >> big time. may the wind be at your back if that's where you want it to be.

an old irish blessing. thank you for getting up early. good luck to you this weekend. >> go team usa! >> there we go. those winds will be out there, kari? >> always, especially this time of year. we had a couple storm systems passing by, and it looks like it's clearing out in time. we are going to see rain earlier that morning. we see waves of rain coming in now, and there's a cluster of showers moving over the central valley and rotating over the area of low pressure and making its way closer to the bay area. we have recently seen it as it approaches the hills. we do have a dry start to our day as of now, but we are looking for hit or miss rain this afternoon, and not a lot of us seeing heavy rain. a little more of a break. we see the next round of the possible heavy rain friday night into early saturday morning. that's what we were talking

about. it's in and out fairly quickly. as we wake up saturday morning we are seeing the rain pushing off to the east and clearing out throughout the day on saturday. sunday starts out also mostly clear. as we look ahead to see what is coming our way from next week, still an active storm pattern and possibly more rain next late monday into tuesday. then it will stay very chilly. looking at next week's rain outlook, across the region it's still showing above average rainfall from the bay area on northward as much as the rest of the country into the south. temperatures about what we were seeing right now, below average while parts of the eastern half of the country, parts of the midwest, are going to have well above average temperatures and a big warm-up in those areas. looking at our 7-day forecast, spotty rain but mostly cloudy. temperatures in the low to mid-60s. there's not a significant warm-up here. low 70s for the middle of next week, but it does trend drier

for the middle of next week. we just have to get through a couple more waves of rain between now and saturday. mike, you have an alert for the north bay? >> i do. i am concerned about injuries because it involves a motorcycle. no injuries have been reported, though. it's towards the carquinez bridge, and that's shy of 780. that's affecting lanes and a distraction. we will track that. so far no real ripple affect to the rest of the commute. that may ease up traffic a little bit on the east shore freeway for the time being. we do have the backup at the bay bridge, and the south bay getting ready for the second first of traffic. back to you. >> thank you. next up here on "today in the bay," "nbc bay area responds." >> he has more than 100 bucks tied up with a streaming service that won't let him cancel. he needs a warrior. i am consumer

6:25 this morning. new for you, researchers are now saying they have identified some early symptoms in young adults that may lead to colon cancer diagnosis. this new research from washington university school of medicine looked at more than 5,000 people with early onset colon cancer. participants had at least one of the symptoms that began as early as two years before they were

diagnosed. abdominal pain, rectal bleeding and ongoing diarrhea and iron deficiency. these symptoms may be early signs in those too young to qualify for the colonoscopy. good morning. 89-year-old charlie in san josé tells us he signed up for disney plus month to month a while ago. this past july he sent disney an email asking to cancel, and disney replied with an offer of a free month and he refused and reiterated he wanted to cancel. but disney kept billing him

>> you want to be prepared for the possibility there could be showers passing by. we are seeing rain across parts of the central valley. that's trying to make its way into the bay area, but so far we have had a dry start to our morning. let's take a live look outside at walnut creek. a lot of clouds rolling by overhead. it's only 47 degrees. we want to be prepared for the cold temperatures continuing today. mostly cloudy with a few peeks of sunshine but keeping the umbrella close by. we will talk about the forecast for the game and what is happening this weekend. mike, you have a closure on the highway? >> yeah, this is new. overnight a full closure for highway 35 will force commuters to change their plans on the peninsula. this sinkhole, crews started the repair work last night and so far no timeline yet on when they will reopen. doesn't look like much, but we

don't want any instability on the roadway. 280 can connect you there, and the arrow, it's windy through the area. if you don't have to drive that route, i wouldn't. but that's your alternate right now, and 84 is also a way to get around. the backup in the bay, pretty predictable out of oakland into san francisco. back to you. >> thank you. an update on the teachers' strike set to begin a short time from now over in oakland. a live look at oakland high school, this is where the teachers have started to line up there. this is not live video. anyway, those teachers will line up there starting this morning. schools will remain open so students can attend but there will be no classes or teachers, and those students that do not attend, they will have excuses.

the major sticking points is wage hikes, classroom conditions and fair working hours. the union is also calling for smaller class sizes, fair working hours, facility upgrades and more counsellors as well as nurses. both sides insist they want to reach an agreement as soon as possible. in atlanta the suspect in yesterday's shooting rampage has been charged with murder. authorities captured the man they say injured four and killed one. his mother was with him at the time. here is one witness describing the arrest following a hours'

long manhunt. >> i saw the police rush into the building and it was a heavy and quick response. >> the suspect's mother is reportedly saying doctors would not provide her son an anti-anxiety drug. so far investigators are not talking about possible motives. antioch police reportedly fired an officer accused of misconduct. he is identified as matthew nut. the "east bay times" reports he could be charged in connection to a beating of a man last july that was happened cuffed during an arrest. the chief of police and prosecutors refuse to comment on the new report. 6:35. koi fish kidnapped. san josé police are asking for information about the theft of 50 fish that happened over the weekend in two separate

surprises. it looks crowded, and it is for all the lanes. we tend to slow down a bit as we head up the hill there. and then remember, oakland teacher strike that bob has been talking about, ac transit is still running a full school day service but there could be a disruption near the high school, so check that schedule. the a's are playing today, a 12:37 game, and that means it could be more congestion for 880. and more traffic could be heading back in the city towards chase where people will gather and thrive. the roads are closed for some people over in the area. i don't know what happened. a violent robbery caught on camera. coming up, a new video of an

rolling around downtown in the bay area, it's going to be at times a little wet out there. watch out for the puddles. we are looking at how much rain we have measured over the past several days, and ben lomond winning with over 2 1/2 inches of rain. mount diablo as well as mount hamilton, measuring over an inch of rain so far. a lot of these totals are about our monthly average. many spots already have gotten more rain than typical in the month of rain. san francisco, over an inch of rain. san josé, about a quarter inch of rain or slightly less in the south bay. there's the possibility we could get more with the scattered showers, and it's moving away

slowly. the batch of rain moving over the foothills, it's falling apart as it does. we will still watch that. the hour by hour forecast shows that for the most part, spotty today and a couple scattered showers. saturday morning, another batch of rainfall that could be heavy at times will move through fairly quickly. if you have some outdoor saturday plans, you may wake up and hear the rain hitting the roof, but the good news it will clear out early on saturday and most of the afternoon will be fairly dry but just windy and cool. our temperatures don't warm up. we are still in the low to mid-60s today and the next few days. we are still in an active weather pattern with the possibility of more rain as we go towards the beginning of next week. hard to believe that we could see more rain and possibly more sierra snow. our temperatures will reach into the mid-60s.
