peeks of sunshine and the return of rain for the north bay will be sooner than we'll see elsewhere. 4:00 to 5:00, we see the rain picking up and moving into parts of the east bay around sunset or thereafter. it's going to be picking up later tonight. mike, you're tracking the morning commute. >> i stepped in early because i wanted to make sure we got a shot of this, 880 through oakland, this is moving smoothly around high street. but just over here on 580 we may see slowing. there was a crash reported. a deer was hit in the last few minutes, it came into the chp report and they may need to do a traffic break. we're looking at getting away from the bay bridge and toward the highway 13 merge. the rest of the bay moves smoothly and we're looking at the early start out of the altamont. it's lighter because it's friday. >> thanks, mike. developing, the suspect accused in a deadly stabbing spree in davis will be in court

today. and now we know he is from the east bay. >> several people we spoke to say he was a star student with a loving family. "today in the bay"'s kris sanchez joins us from our newsroom with what else we know. >> reporter: what is what carlos dominguez looks like today after his arrest, but people who knew him where he grew up paint a different picture. he was arrested in one of the parks near the uc campus where a student was stabbed to death. police say 15 witnesses saw him at that park that he was wearing the very clothes witnesses reported the day of the second stabbing. carlos dominguez is remembered as a bright stant athlete who played football, soccer and track. a former coach said his parents were active volunteers and they were very proud of their son. >> he was just wanting to learn and play where needed, you know,

wasn't that aggressive. i didn't think he had an aggressive bone in him. i don't know where it came from. i don't know if something happened between the time he left high school and uc davis. >> reporter: a uc davis statement reveals one thing that may have happened. dominguez was separated friday the university. he shared with several roommates that neighbors were just as shocked as dominguez's coach. >> it's insane to think we walk our dogs and walk to our friends' houses, to think the guy lives five feet away from us. it's insane. >> reporter: carlos admin ez is expected to be arraigned today. we did reach out to his family, they have not responded at this point. >> kris, thank you. >> we're continuing to follow

this story closely. head to nbcbayarea.com. you'll get the latest updates on this investigation. click on the link which is in the trending bar. developing now, investigators looking into a deadly shooting in san francisco's western addition. it happened about 7:00 last night on eddy street near scott. officers arrived and found a man with a gunshot wound. he was taken to the hospital where he later died. so far, no arrests have been made. anyone with information should contact san francisco police. families in oakland can expect more of the same today as teachers enter day two of their open-ended strike. but there is one new thread of hope this morning. we have a live look outside oakland high school. one school where teachers plan to picket later this morning. once again, schools will be open, but class will not be taught. talks last night ended with seemingly little momentum, but now a mediator will be brought in to help that bargaining process. state school superintendent tony thurman is also getting involved, as he did when the two

sides were at an impasse back in 2019. >> my job is to make sure the conversation continues, that everyone is talking, and that we're looking at every single option for how to find some resolution. >> the last time thurman got involved, an agreement was reached after 30 hours of mediation. our bob redell will join us with a live update in our next half hour. new details, the health department starting to test the soil near the richmond refinery. crews began collecting samples yesterday. you may remember last thanksgiving a flaring event spread ash on surrounding neighborhoods for several hours. health leaders later determined the ash had significant levels of potentially dangerous metals. the county warned people not to eat any fruits or vegetables they had grown. many people are frustrated and want to know why it's taking so long. >> come on, november, there's december, january, february, march, april. we're now into may.

how hard is it to test what exactly is in the soil? >> everyone is just kind of waiting to hear whether it's safe or not, still planting the best that they can, but ultimately trying not to eat anything if it could be hazardous. >> lab results should be available later this month. this morning consumer advocates are blasting the numbers in pg&e's latest earning report. before the bell yesterday the utility recorded record profits during hits iefrt quarter of $623 million. that is a jump of nearly 20% from the prior year. one leader of the utility reform network tells the east bay times he believes pg&e is focusing more on profits than keeping its monthly bills affordable. pg&e, meantime, says its profits are reinvested. happening today, many people around the bay area will celebrate cinco demayo and cal

trains will close some ramps. it's going to closures on 101, 280 and highway 87. the closures start tonight at 7:00 and run until 2:00. then again on the weekend from 4:00 p.m. until 2:00 a.m. in alameda a festival is set to get under way at bohol circle immigrant park at 4:00 p.m., and there's also a celebration taking place in san leandro at the senior community center on 14th street. that's going to happen at 6:00 p.m. then there is a ballet honoring the day at south san francisco high school, that's going to start for you at 5:00. >> a lot of great events out there. it's going to rain on some of those parades. a dry look at santa clara this morning. let's check in with kari for a look at how the weather is

shaping up for a lot of the plans. >> for today it's going to be off and on in terms of where we could see those showers, and for san francisco we're starting out mostly cloudy, temperatures in the low 50s, at noon we may see some peeks of sunshine, but just a heads-up as we go later into the evening, maybe going out to eat or enjoying evening festivities, there will be higher rain chances. that continues into the start of the day tomorrow. in san jose there's going to be a car show at the east ridge mall and it starts at about 55 degrees, and a slight chance of rain. going into the afternoon tomorrow it's going to be clearing up. i'll have more on that. the next round of rain. mike has a look at where we can find lower gas prices. we hit this arbitrary price point and we're looking at one just underneath, squeaking in at $3.99 for the tri-valley, the safeway on dublin boulevard, milpitas $4 at the 76 on south avenue, just off of 880. and then napa county's best is

we're going to stay in the 50s through about noon, and also just seeing some peeks of sunshine. rain returns this evening, so i'll have a look at that timeline coming up in a few minutes. i thought there were a lot of taillights, there's plenty of flow on the san mateo bridge. but i guess it's nothing unusual. the speed sensors are still green. we'll show you commutes as they travel mostly westward. good morning. very happy friday to you. apple's ceo tim cook talked to analysts and reporters thursday afternoon about the company's profits and plans. no big layoffs, the head of apple says. a dividend and stock buybacks for shareholders, as we predicted. this is pacific western bank, the latest regional bank to get itself into trouble. this is remarkable. the amount of money the share price fell is actually bigger than the share was at the end of the day. so around 6 1/2, a 50% cut.

pacific western says it has not seen significant outflows, that is people aren't pulling their money out of the bank, which turns the bank's problems from bad to disaster. this bank is based in beverly hills. these regional banks, like pacific western in 90210 or silicon valley bank, had a lot of rich clients, and you would think rich clients are good clients. but when a bank has depositors who have more than $250,000 in deposits, they're more likely to withdraw that money because it's not protected by the fdic. pacific western bank is the one in trouble. they're at the bottom, but there's also an oregon-based bank called pacific west bank corp., totally different company, totally not in trouble. but as you can imagine, they are trying to reassure their depositors they have nothing to do with pacific western. >> normally when it's jobs friday, i talk about it off the top, that the bank news was bigger. we get these numbers at 5:30 our

awkward, isn't it? >> and they're looking at you, like, what? >> i appreciate when they say sign this, please, and they turn around. >> i like that. >> okay. well, let's hope everyone is rich this weekend, at least with the forecast. you know, i think definitely i'm rich, i've got a lot of rain on my garden throughout the week, and yesterday, too. that really helped out with those downpours that have been off and on. looking at santa rosa, we are the mid-40s right now. it's a chilly start to our day. and it looks like we're going to continue to see those clouds linger as we go into the next few hours. so let's talk about when we'll see that rain coming back. it's going to be later this evening for the north bay, and it could be in time for the evening community, where we start to see at least light rain coming in. but it could pick up in intensity after sunset, and even start to move into the east bay right at about 8:00. so if you have some late-evening dinner plans, a heads-up you'll need to take the umbrella, and

the rain continues to spread across the bay area into the evening and overnight hours. we will wake up to a few lingering showers, but by late morning we're starting to see activity winding down, even clearing out by 3:00 tomorrow afternoon, but there still may be spotty showers in the north bay going into the afternoon. as of now, sunday is looking dry for the most part, but then the rain returns early on monday. so we're still in an active weather pattern, and temperatures much cooler than normal. only reaching into the mid-60s for our warmer spots today. and then early next week, once again, we could see the return of showers on monday morning into tuesday, but then after that, it looks to dry up as we start to see the storm track kind of lifting farther to the north and high pressure building. so additional rainfall may be another quarter inch of rainfall, and then for areas farther to the north, it could be a lot more. and can you believe the sierra is going to see more snow? maybe another foot in some of those upper elevations.

bay later this evening. as we go into tonight, it does pick up in intensity, moves across much more of the bay area, and i know you have weekend plans. but if you're heading out on saturday morning, we're going to start to see the rain exiting the bay area. so i'll have more on the timeline and some events going on coming up in a few minutes. >> thanks, kari. in just a few hours, teachers will be back on the picket lines in oakland for day two of their strike. >> "today in the bay"'s bob redell is joining us live from oakland this morning. bob, a lot of people have been talking about this. do we know if there's been any movement in contract negotiations? >> reporter: good morning, marcus and laura. not that we are aware of. we do know that the state's superintendent of education, tony thurman, has stepped in to try to mediate a deal between oakland unified and the 3,000 teachers, counselors and those that work at the school district. later this morning the teachers will be back out on the picket lines for what would be day two

of this teacher strike in oakland. one of the lead negotiators for the teachers union says her team has not only received a meaningful contract proposal in writing from the district, but they also just learned they've been bargaining with negotiators from the district who are powerless to finalize a deal. >> the school board has not given the ousd bargaining team the authority to settle this contract, so that's really frustrating to know that that's the case. we have been bargaining for seven months. why has this not been resolved? >> my job is to make sure that the conversation continues, that everyone is talking and we're looking at every single option for how to find some resolution. >> reporter: that was tony thurman, the state superintendent of education. when he stepped in four years ago as mediator, the teachers and oakland unified were able to come to an agreement after 30 hours of mediation.

in a statement last night, ousd says its team has worked day and night trying to hammer out on agreement and felt they had closed the gap significantly, making an unprecedented compensation offer to our teachers, oakland unified superintendent said in a news conference yesterday morning that ousd had made a, quote, historic offer to oea, the union, totaling nearly $70 million. the district says some of the things the union wants are too expensive or outside their author, like ending student homelessness and transportation for all students. for students, schools will be open again today, but keep in mind there's no teachers that are going to be in the classroom. there will be no instruction. but the district is sending staff from the central office to the schools just to make sure if the students do show up, they have obviously some supervision and the school campus is safe. reporting live, bob redell, "today in the bay." >> interesting to see how this

will turn out. thanks, bob. this just into our newsroom, crews are fighting a massive commercial building fire down in l.a. here is a live look. you can see the flames and the smoke billowing from that large area there, and you can just see how many firefighters are there at the scene. so if you know that area, this is just east of the 5 freeway, nearly 100 firefighters responded. and so far they've been able to keep the fire contained to this one building, which contains textiles. there doesn't appear to be any threat to homes, but so far no injuries have been reported. but you can just see the massive response to that blaze there down in los angeles. 5:35 right now. closer to home, happening now, fremont police looking for these two missing 10-year-old girls, take a look at your screen. they were last seen on the area of celia court near ardenwood elementary school. the two girls, described as asian, are 4'7" tall and weigh

about 50 pounds. anyone with information should call fremont police. new developments in the case of a former san francisco fire commissioner involved in a violent confrontation with a homeless man. he's now being investigated by police. he suffered head injuries that led to a man being arrested and was later released because carmignani never testified during a preliminary hearing. that same video had video showing what defenders claimed was carmignani targeting homeless people with bear spray, which they argue triggered the violent confrontation. while the case is still active, police are investigating the bear spray attacks. that's what police chief scott said this week. carmignani's legal team has not issued a response, but has previously denied that he was seen in the video. happening today in the south bay, a conference to address anti-asian hate and the chinese

american experience. that conference is called seeking common ground in turbulent times. the chinese american nonprofit committee of 100 is hosting four panels. the topics include asian stereotypes and anti-asian hate, life in the u.s. for chinese americans, and u.s. relations with china. it runs through tomorrow at the hilton in san jose. 5:36 right now, and the warriors responding to their adversity like true champions, winning last night's game two against the lakers to even out the series. >> and after the game dub nation was ecstatic. >> warriors! >> we had a messed up game, but made up for it today with a huge blowout. warriors in six, keep it. >> fans packed chase center, which included celebrities like actor danny devito. the warriors completely turned

show, there will be some early morning showers possible, but if you get there around noon, the rain should be tapering off and we'll start to see more sunshine. it's perfect for a wine stroll that's going to be happening in pleasanton. it's going to be in the evening and that's when we're looking at clear conditions. temperatures will be cool, even for this time of year, reaching into the low 60s and dipping into the 50s the later we get into the evening. mike, you're following something on the bay bridge. >> there was a disabled vehicle near treasure island, we saw traffic bunching up. flashing lights disappeared and came out over on the san francisco side. it looks like everything is cleared on the span. the speed sensors should recover. but there may be another issue in the backup there, so we do see slowing up the incline. that's the only real slowdown right now. we do have something on the eastshore freeway, there's roadwork near gillman. then ahead, you're going to have the giants game. that's going to be at oracle

announced the closure of its union square location, joining saks off fifth. both cited high crime and problems with loitering. president biden has his eye on a new chairman of the joint chief of staff. >> scott mcgrew is joining us. more history will be made. this is when and if general charles brown takes charge. >> that's exactly right. good morning to you. the american military would be led by two people of color at the top. the secretary of defense and the new chairman of the joint chiefs. here is general brown as he was promoted to the head of the united states air force by president trump. he is a former f-16 fighter pilot and ran the air force's version of top gun. the current joint chiefs of staff, general mark milley, hasn't done anything wrong. it's just tradition to cycle through a number of generals in the top position, rotating service. so it's the air force's turn.

and if the name charles brown sounds familiar besides the obvious link to charles schultz, it may be because general brown went viral with a video he recorded shortly after the murder of george floyd. brown was at the time in charge of thousands of men and women in the pacific theatre, who he says were unnerved by the killing. >> think about how full i am with emotion, not just for george floyd, but the many african americans that have suffered the same fate as george floyd. >> we just got the latest jobs number from the labor department. they were way more positive than i predicted in our 5:15 business report. a startling 253,000 jobs added. we'll talk more about it in our 6:15 business report. the judge in the civil lawsuit against donald trump alleging rape and defamation will give the trump team until sunday to decide whether to mount a defense. as of right now, trump's lawyers say they won't make any defense.

this week the jury in the case watched the infamous hollywood tape in which trump said, quote, when you're a star, they let you do it, you can do anything. trump did not appear in person in court, but in a taped deposition that was shown to the jury, they saw that, and then a lawyer asks, is that true, can you grab them? well, historically that is true with stars, trump said. quote, i guess that's always largely been true, not always, but largely true, unfortunately or fortunately. marcus and laura. we are less than 24 hours away from king charles' coronation. in honor of the event, a giant bejewelled crown is on display. >> it's a replica of st. edward's crown which will be used during the coronation. and when does the rain come back? it's going to be this evening, first starting in the north bay. spotty showers that may pick up in intensity and become more widespread, going toward late tonight into early tomorrow morning. here we are at 2:00 in the morning and this is when most of the rain is going to be falling. even as we wake up tomorrow morning, get ready to get this saturday started, it's going to still be a few lingering showers in parts of the east bay, possibly the tri-valley. but then as we go into the rest of tomorrow, it's going to be gradually clearing out. some sunshine, but temperatures will stay cool. and we're also looking dry and chilly throughout the day on sunday before more rain comes back early next week. so most of that rain that we'll see on monday will be fairly light and then there could be a second round on tuesday before it all wraps up. then after that, the storm track lifts farther to the north, high pressure builds and that will give temperatures a chance to warm up as we finally will be drying out. but there still will be a couple more waves of rain, especially as we head toward tomorrow
