so now we're going to see the rain coming back. here is a look at the approaching system that's going to bring us one last shot of rain, and possibly even some thunderstorms farther to the north, as we see lightning being picked up farther to the north. so we're going to continue to see this moving in over the next few hours, but rain chances will be fairly light and we're looking at spotty showers between 8:00 to 9:00, as we go into the rest of today we're going to see once again mostly cloudy skies and a slight chance of showers, and our temperatures a little cooler than what's normal. but we are going to heat up and i'll have more on that in a few minutes. mike, you're watching out for a hazard in the east bay. >> overall the green sensors dominate the math, but on the nimitz out of the south bay, into the east bay, reports of a disabled vehicle in the middle lane southbound 880, lane number three, right in the middle of the freeway. no slowing shows up, but no other follow-up reports in the last couple of minutes.

heading north on 680, we have a lot of slowing showing up between castle and bernal. the closure does extend past castlewood, so that is a note for folks in the area. the alternates are in place. back over to you. >> thanks, mike. families in oakland are being warned to brace for another day without teachers, as that strike enters its third day. but there are some signs of hope. here is a live look this morning outside of oakland high school. this is where teachers are expected to head back to those picket lines this morning, after a round of marathon talks yesterday, teachers are saying they did make some progress on reaching a new deal. >> today they came to the bargaining table. that's the first we've seen of them since the strike started, so that's a big step. >> late last night, the district issued an update telling families to expect more of the same today, with schools open but no teachers on site. the district also expressed hope

about the deal to end the strike. our bob redell is in oakland monitoring those developments. he's going to have a live report for us coming up in the next half hour. and happening today, a south bay massage therapist accused of sexual assault during at-home massages is due in court for a plea hearing. authorities last month arrested 73-year-old antonio and say he's been giving massages at his home since 2015. at least two clients have reported being sexually assaulted. we are following the latest developments near the mexico border, a man drove his vehicle into a crowd, most of the victims are migrants. "today in the bay"'s brie jackson is live in washington this morning, and, brie, this incident comes amid a covid-era policy restricting the number of migrants entering the country, which is set to end later this

week. >> reporter: good morning. well, police continue to investigate why that driver rammed his vehicle into the crowd in brownsville, texas. but as you know, brownsville is one of the border cities seeing a surge of migrants ahead of title 42 ending on thursday. at least eight people are dead after a car plowed into a crowd waiting for a bus outside a migrant shelter in brownsville, texas. the city, like other border towns, is bracing for what's to come this week. >> we cannot have all this overflow of people, we just can't handle them. >> reporter: a massive surge of illegal crossings is expected when title 42 ends thursday. the covid-era policy blocked migrants from the u.s. more than 2.5 million times. the biden administration says it's ready. >> we tried to end title 42 repeatedly and we were stopped from doing so by the courts, so we are prepared. >> reporter: efforts include

opening a new temporary processing center and sending 1,500 more troops to the border to provide support. but texas governor greg abbott says democrats' policies are the problem. >> the reason why we are busing these migrants across the country is because small little towns on the border like eagle pass, they have no capacity to deal with the number of people coming across the border. >> reporter: the president has called on congress to do more on immigration reform. >> we need to begin to have a real bipartisan discussion on comprehensive immigration reform, and i hope that my republican colleagues will come to the table to have those discussions. >> reporter: as an influx of migrants prepare to take their chances crossing the southern border. and several texas cities, including brownsville, el paso and laredo, have already declared states of emergency ahead of title 42 ending on thursday. >> busy week ahead. thanks, brie, for the latest.

numbers, with 25 points, 13 rebounds and four blocks. another big number, 19 turnovers from the warriors, and it did not help their cause on saturday. here is what steve kerr had to say about some questionable calls from the refs on game three. >> there's no point in whining about anything. there were definitely calls that we didn't like, but every game both coaches can say that. so this is not about anything other than our performance. >> there was a lot of things you can kind of tap into in terms of experiences that we've had, and we've been on the road, kind of against the ropes, and we've responded. this is a very similar situation, but it will require something different based on this team, and i'm excited about that opportunity. >> reporter: and that's a positive way to look at things, right? steph ready to take on that

good monday morning. it is 5:13 right now. as we take a live look outside in san rafael, a cloudy start, temperatures in the mid-50s and a breezy wind, and our temperatures will head for the low 60s at noon. eventually we'll see spotty rain moving in. we'll head toward a warm-up, a look at that all in the microclimate forecast coming up in a few minutes. and a live look at fremont. the headlights are heading

toward dixie landing road, after the disabled vehicle got out of lanes. we're looking at another issue for the tri-valley and we'll have that coming up. good morning. very happy monday to you. markets may be quiet today as investors wait for key inflation. today the fed will tell us about how many loans banks are making. we expect that to slow down. alphabet has its big io conference as well. horrible things happened in texas over the weekend, in allen and in brownsville. and if you're a twitter user, you may have seen very graphic photos from both places. childrens' bodies, the suv mowing down those people. we are obviously not going to show you either of those things. twitter didn't used to either, but it fired most of its content moderators, and in this case lost control of its platform and

a lot of twitter users saw those graphic things involuntarily on their feeds. inquiries to twitter not returned. >> transportation secretary pete buttigieg and president biden will design now require airlines to give you cash or vouchers. san francisco's marriott marquee has wron a $9 million judgment after a judge said the hotel kept money customers should have reasonably thought were tips for the staff. it's the first of its kind in california. the hotel had a service charge, but workers said they didn't see the money. i spoke with a lawyer in the case, alongside one of her clients. >> they know that customers will pay these charges because they think they're tips for the wait staff. they won't push back because they think it's the tip. and then the hotel takes a piece of it.

some hotels take the whole thing and pay the workers an hourly rate that then the hotel pockets the service charge. >> marriott said it had no further comment. it's not clear if it's going to appeal. the lawyer on the right, if she looks familiar, she led the legal charge against uber and lyft. in fact, one of the hotel workers also an uber driver who she helped in that case. i think we've all seen this, not judging marriott, although the judge did. i've been to a restaurant i'm not going to go to anymore where there's a 20% service charge, you think it's a tip and then you find out from the waiter later it's not, and that's not fair. >> where does the money go? >> exactly. the restaurant itself is keeping it. trending, many actors and actresses did not attend the mtv awards last night showing support to the writers guild of america. the writers currently on strike over pay and protections from streaming services.

on friday the host of this year's awards, drew barrymore, announced she would step down as host. the organizers elected to air a pre-taped special of the awards instead of a live broadcast. scream vi won for best movie, the last of us won best show, tom cruise received recognition for best performance in a movie for top gun and jen ortega won for best performance in a show for wednesday. swifties have one more reason to get excited. ♪♪ ♪ you are the best thing ♪ ♪ that's ever been mine ♪ >> country roots there. that's the song "mine" from taylor swift's 2010 album. she's announcing plans to re-release her reworked version of the album, along with six new songs. swift in the process of

re-recording her entire library after losing the rights to her masters. also last night, she took home mtv movie award for "carolina" which appears on "where the crawdads sing" songtrack. meanwhile, her fashion providing inspiration to nurses in the neonatal department at one nashville hospital. they dress premature babies in the tribute to the singer's many albums, including ed sheeran, her long-time friend and collaborator. >> that's a lot of hair. >> look at that. how cute. >> oh, my gosh. >> i wonder if the parents will have to sign a release. not to show it on tv, but for them to do that to their babies. >> probably so. those neonatal nurses are something special. i had three of them in the nicu for a very long time. but it was kind of fun to walk in and see sometimes, you're like, oh, my gosh, they're

little pumpkins, so many donations of people that they make all those, the parents that aren't able to take their babies home. so that's cute. never had a swifty, though. >> those pictures are so cute. let's get started this morning. we're going to talk about a little bit of rain and then a little bit of some summer heat. we've got it all in this week's forecast. we're starting out with an approaching system that's going to bring us some off and on rain for parts of the bay area today, but for the most part it's heading farther to the north and we're going to wake up and step out the door to a cloudy sky and a little bit of rain in parts of the north bay, where we're really starting to see that getting going over parts of sonoma and northern napa county. but elsewhere, it is a mostly cloudy start. look at that lightning strike off the coast, that's the potential we could see for isolated cells. but as we take it hour-by-hour, it is showing that a lot of the rain will be drying up before it

gets here, but there still will be a chance that we could see it around 8:00 to 9:00, and it's just very spotty. so we're going to keep a chance of rain in the forecast, at least for the next few hours, and then going into the afternoon, there may be anywhere from a tenth of an inch of rain or less, but most of us will see a lot less for today. so it's a cooler start as well, as we only head for the upper 60s, with higher rain chances for the north bay. we're going to see highs reaching about 64 degrees. and 62 in san francisco, in hayward also looking at about 64 degrees. and then that clears out, the rest of the week is all dry. and we're going to also see some high pressure building that's going to ramp up those temperatures, but the good news is that as we go toward next week there could be some cooling and also potentially more showers in the forecast. so take a look at the changes here. in concord we're going from upper 60s from now through wednesday to low 80s on friday, and then 90 degrees on saturday.

and then those temperatures come back down. and we only have a few spotty showers for today, some partly cloudy skies, and a warming trend for the week. the hottest day will be on saturday and possibly just as hot on sunday, before we get a dip in those temperatures once again. mike, it's early on a monday, so hopefully it's all nice and quiet. >> there was a problem in the tri-valley and we teased that. it is calm right now. 580, good volume of traffic toward the dublin interchange. there are no flashing lights, no slowing. just folks getting over to the interchange itself. as you travel north on 680, approaching 84, it looks like from this slowing pattern they're clearing, the crew here, which typically happens as they reopen 680, and the slowing we saw around castlewood has cleared, indicating it has

ready to get started. the world travel and tourism council predicts global travel this year would be just 5% shy of 2019 levels. the group predicts summer travel will be big for international destinations, primarily europe and asia. the airline industry is coming off a winter season where more than 12,000 flights were canceled. later today, president biden's administration is expected to propose new rules for airlines that would require them to compensate passengers for canceled flights. this includes costs for meals, hotels and re-booking expenses. before you even book those tickets, travel analysts warn to be flexible, travel in the offseason if you can, and be sure to use credit card rewards. well, next, the top stories we're following, including combatting gun violence. the new laws california lawmakers are now proposing to help tackle the growing issue. >> reporter: day three of the oakland teachers strike, the potential progress made

>> also, an alternate response to non-emergency calls. one city's new team outside the police department that's launching in the east bay. this is "today in the bay." good monday morning to you. thanks so much for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. let's start out with a look at the forecast. what are we in for today and this week? >> it's going to be a lot of changes ahead. we're starting out mild and also a chance of a few spotty showers, but this week it's going to be warming up. we have a lot of sunshine. but then by the weekend it's going to really ramp up with that heat once again. take a look at what's moving our way. this storm system that's off the coast bringing a little bit of lightning farther to our north, parts of the north bay is stepping out the door to temperatures in the 50s and a little bit of rain here and there, especially for sonoma county. and the rest of the bay area

will see the rain falling apart before it moves in. still, that slight chance that we could see it at least through noon, and then the rest of the day we'll start to see a little more sunshine peeking out from behind the clouds. we'll talk more about the changes ahead. mike, you're ready for the commute to kick in. >> changes at the bay bridge toll plaza. the volume started to build up a little over the last few minutes. nothing dramatic, but we do see a few more cars streaming off the over-crossing. we see the sensors slowing, highway 37 and then over on the right-hand, highway 4 into pittsburg and bay point. these are typical patterns for a usual monday. no major issues. the crash cleared in fremont. i've circled a new crash on 880 near 101 in san jose. we'll double-check on details. back to you. >> thanks, mike. in just a few hours, oakland teach rrs expected to walk the picket lines once again on what will be the third day of their strike. is joining us live from outside of oakland high school where a lot of stuff is going on. so, bob, talk to us about progress here. have we seen any when it comes to those contracts? >> reporter: possibly. good morning to you, marcus. yes, the bargaining teams for the teachers union and oakland unified did meet all day yesterday on sunday. ousd told us in a statement, the district's negotiating team continues to talk with a team from the oakland education association, the teachers union, and we are hopeful that we are making progress towards a deal that will end the strike. the district is proposing a retroactive raise for union members, plus salary increases of 13% to 22% for teachers. the union says it doesn't go far enough for other employees like substitutes and school psychologists, plus they want the district to allow more staff, family and student involvement in oakland's community schools. >> really believing that it is important for students and

families, as well as our teachers, to have equal say in regards to funding that's coming down from the state. >> reporter: the teachers we spoke with feel like they made progress with the district yesterday, and they do have hope for a tentative agreement this week, marcus. >> the parents have been concerned about this right here, because we dealt with it last week, a lot of those kids need a place to go. the teachers aren't there, but the schools are actually open, teachers just won't be there, right? >> reporter: correct. so there are some support services at oakland high and other schools in the district, so if you were to send your kid here, your student here, they could be on campus, be safe, there would be supervision. but as you mentioned, no teachers, so therefore no instruction. >> hopefully they come up with an agreement between the two very soon. thank you. redwood city police, they are investigating a shooting that injured five people. this happened sunday before 5:00

a.m. on redwood avenue near hudson street. investigators say that gunman fired at people drinking on the sidewalk. four men and a 16-year-old boy were hit. some of those injuries are serious, but all victims are expected to survive. no arrests have been announced. this morning we're learning a lot more about the man police say is responsible for a mass shooting at an outlet mall in texas. eight people were killed, seven others wounded. it happened on saturday in the city of allen just north of dallas. at this hour, three of the wounded are still in critical condition. witnesses say the suspect was carrying an ar-15 gun and was equipped with a tactical vest. investigators found several other guns in his car. many mallgoers say they were shocked by what unfolded. >> to see your son come out with his hands over his head and have to walk past dead bodies is not

something a parent or anybody should ever have to see. >> law enforcement officials have not announced a motive yet, however investigators say the suspect posted extremist content on instagram. more details now, there have been more mass shootings than days in 2023. so far, there have been at least 190 mass shootings. there is according to the gun violence archive. in response, california lawmakers are proposing new laws centered around combatting gun violence. all three measures were authorized by assembly member mike fong. it would strengthen the process of removing firearms from individuals who have criminal connections or convictions. the second measure would prohibit state and local agencies from selling ammunition, firearms, firearm parts and body armor. the founder and executive director of prosecutors alliance is supporting the proposals. she says producing the number of guns circulating in communities is critical to preventing the

violence. >> whether that be from somebody that's been convicted of a crime or somebody experiencing a mental health crisis, reducing the number of concealed weapons that are carried, every effort we can take to reduce the number of guns is one step closer to not experiencing gun violence. >> a third measure would help expand translation services for non-english speaking californians to get adequate information related to local emergencies like mass shootings. happening today, in antioch, leaders will launch the city's first ever 911 crisis response team. the crisis response team will respond to non-violent and non-life-threatening emergency calls and operate all hours of the day every day. it's staffed by experts out of the police force and named for a local man who suffered from mental health problems who died in a struggle with officers. today's launch event is planned for 11:00 this morning. also today, a first step in possible new housing options for

those trying to make it in the bay. half moon bay leaders will consider a potential new affordable housing plan. one of the sites under construction sits on city-owned land on stone pine road just south of highway 92, which may eventually include 50 homes. a community study session is scheduled for 6:30 tonight. it is 5:37 this morning. we'll take a live look out in san francisco. a beautiful start to the morning. meteorologist kari hall has been monitoring what we can expect weather-wise, and you say we're in for some rain? >> we're seeing that in the north bay and it's going to be pretty spotty elsewhere, very slight rain chances. but the system is approaching to the north and pushing off toward the east. we're watching for rain that's been moving through santa rosa and continuing to move toward northern napa county. elsewhere, we are seeing spotty showers and a mostly cloudy sky. take a look at our san rafael camera, it is a sloppy drive there. we're going to continue to see more clouds throughout the next

several hours and eventually we'll start to see the sun peeking out. the rain chances will be hit or miss all the way up until noon, and then after that, we're going to see some sun peeking out. mike, you're tracking a new crash. >> in the south bay, the symbol for crash had popped up. i told you we would check it out. we do see slowing on north 101. the incident reported off of 880. the reason why 101 is slowing is because of that volume of traffic buildup and i just also found out that even though we first marked that as a crash, it's actually a roadside brush fire. we're tracking that, of course. the smoke is likely visible so that's probably why the heavier volume of traffic is slowing a little more up to oakland road just off the 101/880 interchange. we obviously see the build coming in out of gilroy, morgan hill and san martin. north 101 shows the volume building and we'll see that right on schedule into the rest of the south bay. now we're looking at the east

good monday morning. while we are seeing some rain in the north bay, it is all clear and sunny in the south bay. looking at the sun about to come over the hill in about 20 minutes. we're going to see temperatures in the upper 40s, head for the low 60s today. a mix of sun and clouds, but also watching out for some late morning, early afternoon showers. we'll talk about the rain chances and the forecast for the rest of the week coming up. i look at metering lights and headlights, which are slowing toward the toll plaza. the buildup is happening as those lights were activated. we'll see more buildup pretty quickly. we'll show you that coming up. just into our newsroom, alameda county firefighters are responding to a two-alarm fire on east 14th and cheshire court.

we're told that a town home caught fire. we'll keep monitoring this and bringing you updates. crews are still there on the scene. supporters of a person recently shot and killed by a walgreens security guard are demanding for transparency from the san francisco district attorney's office. marchers yesterday called for the release of security camera video tied to the shooting death of banko brown. the guard shot and killed brown, who was transgender, last month. skate senator scott wiener is among those demanding action. he wants video and witness statements to be released, and tomorrow supervisors will vote on a resolution demanding it. >> there was a witness who said he spit at the guard and maybe had reached out for him, but not something that, at least from what we've heard, would appear

to justify shooting and killing him. so i think it's really important to have transparency with the video. >> police say brown was shoplifting, but unarmed. the d.a.'s office yesterday did not comment, but d.a. brooke jenkins last week decided not to charge the guard, calling this a case of self-defense. 24 hours from now, two sides will meet over the debt ceiling. >> scott mcgrew is joining us. it's not uncommon for leaders in washington to describe this as an armed standoff. >> a gun to the head, a uniquely american way of putting it. the point being, if the problem doesn't get solved, the american economy could be mortally wounded. the choices are, getting along or shoot. president biden, who is urging republicans to raise the debt ceiling, is meeting tomorrow with house leader kevin mccarthy, who says he will only do so if america makes big cuts to government programs, conditions not acceptable to biden.

it's really not important who is right in this argument. what's important is that both sides have said they will not back down. another analogy might be chicken. not the first time politicians have played chicken with the full faith and credit in the united states, but the key to playing chicken is you've got to convince the other guy you will not swerve. there had been talks the white house would come up with some creative unusual way to save the economy if it couldn't convince republicans to raise the ceiling. but yesterday on this week on abc, treasury secretary janet yellin said that will not happen. no special measures, the white house is not going to swerve. >> you just said there's no way this can be done without congress. is that a hard and fast position that the president will under no circumstances invoke the 14th amendment? >> look, all i want to say is that it's congress' job to do this. if they fail to do it, we will have an economic and financial

catastrophe that will be of our own making, and there is no action that president biden and the u.s. treasury can take to prevent that catastrophe. >> now, a reminder, raising the debt ceiling does not enable the government to spend more. it enables government to borrow to pay for things it has already spent its money on. a new "washington post" poll shows just 33% of americans think biden is fit to serve another term. they're concerned about his age. the rest think trump is young enough to serve, but just 33% of americans, republicans and democrats, think trump is honest enough to serve another term as president. the rest favor biden. to put a fine point on this, if this ends up being the choice in 2024, americans at the polls say they have to choose between too old and too dishonest. >> president trump's legal team has reaffirmed they will not

mount any kind of defense in the e. jean carroll rape and defamation case. this is a civil case, so the woman accusing trump just needs a preponderance of the evidence, not something beyond a reasonable doubt. closing arguments are likely this week. >> thanks, scott. new this morning, a south bay family is trying to turn a really tragic life-changing experience into a positive. >> in 2020 their young son suffered a brain bleed, which damaged his brain and weakened his body. "today in the bay"'s kris sanchez shows us how he's doing now. >> reporter: this looks like any ordinary day before school, but for 11-year-old collin beach, it's extraordinary. on this day in 2020, he went from carving that jack lantern to fighting for his life. >> then i started having a huge headache. >> it was so intense, and then he started having seizures,

which we later learned were strokes. so by the time the ambulance got here, he looked completely unconscious. >> and i remember waking up in the hospital. >> reporter: he suffered a massive brain bleed when a tangle of blood vessels ruptured. he spent 33 days in a medically induced coma. he survived a craniotomy and surgery to remove the avm, only to emerge from the coma with significant brain damage and a body too weak to do anything for himself. he was transferred to valley medical center's pediatric rehabilitation center to go from a baby-like state back to the boy he was before. >> i had to relearn everything and first thing was kind of lifting a finger. >> you couldn't even lift a finger? >> no. >> reporter: collin learned to swallow, eat, to walk and talk again, and he can't play contact

sports anymore, so he traded his hockey stick for a golf club. and through golf, the family is giving back. on thursday, they'll hold the collin invitational golf tournament in half moon bay to raise money for the two hospitals that saved his life, and to help families going through the same traumatic experience. they will also donate funds to advocate for early avm detection so more children have a chance of surviving and thriving. >> he's doing really, really well and he's just back to being a kid. >> reporter: kris sanchez, "today in the bay." >> i talked to the mom about collin a little before that story and she talked about how fortunate we are to live in the bay area as well where we have access to these great services and hospitals. >> and with their help, they're going to have access to more services because they're raising money. >> exactly. >> spreading the word and sharing their experience. >> we're sharing some joy on this monday morning. a very special start to our week here at "today in the bay," for the last few months our family

the rest of the week, and it may not be until early next week we see rain chances returning. so in between our temperatures are going to be going up. take a look at gilroy. we have some upper 60s between today and wednesday, thursday 70 degrees, and then some upper 80s for saturday. i don't know if you're ready for that kind of heat, but it does spike quickly and then comes back down for the start of next week. and after today, that's our only chance of showers before we jump to summer over the next few days. mike, you're seeing a backup building out of oakland? >> yeah, and that's pretty standard. it suddenly happened over the last couple of minutes where these lanes really started to fill in. i guess a lot of folks were kind of bursting toward the bay once i told them about the metering lights, everybody decided now it's time to leave the house. a smoother drive across the span because of the traffic held back where we took a look. holding steady in the north bay,

coming toward the carquinez bridge. highway 4 with a little more build, gradual slowing. the interchange is moving fine, 680, a fire reported just off the freeway. we're going to track that. it doesn't look like it's affecting any structures. the other fire marcus told you about is just off of 14th, but it's not blocking 14th. we're watching that in san leandro as well. back to you. happening now, uc davis is resuming in-person night classes following the arrest of the suspected serial stabber. police took 21-year-old carlos dominguez into custody last week. the oakland native then pled not guilty to killing two people in separate stabbing incidents, including one uc davis student, and seriously injuring a third person. night classes were temporarily held remotely to better protect students after dark. what if oprah never became oprah? it could have happened.
