outside of a migrant shelter. the update on the victims and the new steps being taken in washington ahead of an expected surge this week in border crossings. >> teachers in oakland will be back on the picket lines after lengthy weekend contract talks. what both sides are now saying about a possible narrowing divide. >> getting ready for game four. the warriors take on the lakers in a critical showdown. we'll go live to thrive city with a preview of what to expect in tonight's viewing party. this is "today in the bay." monday morning is here, and so are we. good morning to you all. i'm marcus washington. >> i'm laura garcia. hope you're coming off a great weekend. now getting that workweek started. what are we in store for weather-wise? >> we're going to start out with rain in parts of the bay area. not all of us will see rain, but it's mostly in the north bay as the system is moving closer and we're going to continue to see spotty showers, even into late morning. but i do think things will clear up going into the afternoon, just seeing some of the rain

over parts of the north bay. and we'll be tracking that with another update that will be coming up in a few minutes. mike, it looks like there's flashing lights or a little bit of a backup. >> that's right, in the north bay there's some visibility issues. we'll check on that. i'm going to start in the south bay where we have slowing, but it started to clear. the earlier fire looks like it is no longer a distraction and it wasn't a major issue off 880 and 101. but this is the build coming in out of san martin and morgan hill. that will feed toward the south bay. we'll see more slowing over the next half hour. the bay bridge has the backup at the toll plaza. back to you. >> thank you very much. we are following the latest developments on the tragedy in brownsville, texas. eight are dead, a dozen others injured after a man drove his vehicle into a crowd. most of the victims are migrants. "today in the bay"'s brie jackson is live in washington this morning. this incident comes just as the covid-era policy that is restricting the number of

migrants entering the country is set to expire by the end of the week. >> reporter: yes, that's right. good morning. there's a lot to unravel. let's start with the investigation. police continue to investigate why that driver rammed his vehicle into the crowds there in brownsville, texas. brownsville, as you know, is one of the border cities that's seeing a surge of migrants trying to cross the border where title 42 ends on thursday. at least eight people are dead, after a car plowed into a crowd waiting for a bus outside a migrant shelter in brownsville, texas. the city, like other border towns, is bracing for what's to come this week. >> we cannot have all this overflow of people, we just can't handle them. >> reporter: a massive search of illegal crossings is expected when title 42 ends thursday. the covid-era policy blocked migrants from the u.s. more than

2.5 million times. the biden administration says it's ready. >> we tried to end title 42 repeatedly and we were stopped from doing so by the courts. so we are prepared. >> reporter: efforts include opening a new temporary processing center and sending 1,500 more troops to the border to provide support. but texas governor greg abbott says democrats' policies are the problem. >> the reason why we are busing migrants across the country is because small little towns on the border like del rio and eagle pass, they have no capacity to deal with the number of people crossing the border. >> reporter: the president has called on congress to do more. >> we need to begin to have a bipartisan discussion on comprehensive immigration reform, and i hope that my republican colleagues will come to the table to have those discussions. >> reporter: as an influx of migrants prepare to take their chances crossing the southern border. in washington, brie jackson, nbc

news. well, families in oakland are being warned to brace for another day without teachers, as that strike enters its third day. but there are some signs of hope here. want to give you a live look outside of oakland high school where those teachers are expected to head back to those picket lines this morning. so after the round of marathon talks yesterday, teachers say they are making some progress there on reaching a new deal. >> today they came to the bargaining table, that's the first we've seen of them since the strike started. so that's a big step. >> late last night the district issued an update, telling families to expect more of the same with schools open but no teachers on site. the district also expressed hope about a deal to end that strike. bob redell is in oakland monitoring developments for us this morning. we'll have a live report coming up in our next half hour. a long-time catholic leader who served the bay area for decades has died. the diocese of san jose says bishop patrick joseph mcgrath

lost his battle with pneumonia over the weekend. he was born in ireland in 1945, served as auxiliary bishop of the archdiocese of san francisco from 1988 to 1998. he was then the bishop of the diocese of san jose from 1999 to 2019, when he retired. he was 77 years old. happening today, game four is tipping off between the warriors and the lakers. it's actually been a few days. >> oh, yes. but, you know what? will it be enough for the warriors to shake off the 30-point loss in game three. a lot of us fans. tonight the warriors look to tie up the western conference semifinals. if they don't do so, the lakers will put them one game away from ending their season, and that is not something that fans at thrive city later on tonight are going to want to see. let's go back to those saturday numbers. the lakers blew out the warriors by 30 points, 127-97, and anthony davis putting up big numbers, 25 points, 13 rebounds and four blocks. 19 turnovers, that's from the warriors, and it did not help their cause, as you can imagine, for game three. here is what steve kerr had to say about what some are calling some questionable calls from the refs on saturday. >> there's no point in whining about anything. there were definitely calls that we didn't like, but every game both coaches can say that. this is not about anything other than our performance. >> there's a lot of things you

noon, and then we start to see the sky breaking up, the clouds breaking up with a little more sunshine as we go into later today. so rain chances very slight, temperatures in the low 60s there. upper 60s for parts of the south bay. we'll talk about a warm-up in our forecast in a few minutes. now numbers we don't want to see go up will be gas prices. >> we're picking the best we can and we have good news, a couple of cities with the lowest ten prices in the state are here in the bay area. dublin, we do have one at $3.89 at the a&a express on almador valley boulevard. we have $3.91 in santa clara, and $4.15 at the arco on redwood highway. the sensors show a smooth flow of traffic.

clouds coming in in the next couple of hours, and then we see temperatures going from 51 now to only about 62 this afternoon. and the north bay getting in on some rain, so i'm watching all of that in your microclimate forecast coming up. >> and we're watching the build at the bay bridge. of course, it's slowly building in some of those lanes, but it will continue to fill in the entire toll plaza. no detail and no slowing for that incident west 24, so outside the caldecott. we'll watch for slowing and i'll show you what's going on. something just popped up for the south bay. good morning. very happy monday to you. markets may be quiet today as investors wait for key inflation data later this week. today the fed is going to tell us more about how many loans banks are making and we do expect those to slow down as interest rates go up. alphabet has its big io conference this week as well. as you know, horrible things happened in texas this weekend, in allen and in brownsville. if you're a twitter user, you

may have seen very graphic photos from both places on your twitter feed. even if you absolutely did not want to. childrens' bodies, the suv mowing down those people. we are obviously not going to show you either of those things. twitter didn't used to let you see those things on its feed, but it has fired most of its content moderators, and in this case appeared to have lost control of its platform. inquiries to twitter were not returned. >> transportation secretary pete buttigieg and president biden will announce new rules designed to force airlines to pay you cash if they delay or cancel your flight, for reasons they could have controlled, so basically not weather. cash, not vouchers. banquet workers at san francisco's marriott marquee have won a $9 million judgment after a judge said the hotel kept money customers should have reasonably thought were tips for the staff. it's the first of its kind in

california. the hotel called it a service charge, but workers said they didn't see the money. i spoke with a lawyer in the case alongside one of her clients. >> they know that customers will pay these charges because they think they're tips for the wait staff. they won't push back because they think it's the tip. and then the hotel takes a piece of it, and some hotels take the whole thing and pay the workers an hourly rate, but then the hotel pockets the service charge. >> now, marriott said it had no further comment. it's not clear if it's going to appeal. i've run into this, i think you have, too, just on a restaurant personal level. there's this idea that you can add in the service charge of 20%, maybe you don't even see it, and then the tip to the waiter -- or you do see it and assume that is for the waiter or waitress, and you don't tip anything. >> you've got to look carefully. >> i just had that situation this weekend, i ordered delivery and it said the service charge

does not go toward the delivery person. >> at least they're being up front. >> so i tipped. >> of course. >> there you go. >> thanks, scott. turning now to our climate in crisis, spaghetti night and ketchup for barbecues may be a little more expensive this summer. california tomato growers association says the start of the season has been postponed due to record rain and flooded fields that may lead to a lack of tomato-based items at the store. farmers plan to try to plant more seeds, but it may be too late. flooding has delayed other crops, so analysts in central california say shortages may impact produce like lettuce, brussels sprouts and art chokes. nasa has released satellites to study tropical storms and hurricanes. this is footage from the launch on saturday. two additional satellites will be launched in the next two weeks. the satellites are expected to give hour-by-hour information on

hurricanes. meta's ceo, mark zuckerberg, is trending this morning. this is after winning multiple medals at a local jujitsu competition. he posted these videos, including a silver and gold medal. this was at woodside high school on the peninsula, so congratulations to him. >> don't mess with mark. this is trending this morning among the many memorable moments from this weekend's coronation of king charles, one moment making the internet go wild. >> katy perry attended, and at one point she was kind of struggling to look around and try to find a seat, is that one open, over here. the viral clip seems to show the singer looking more than a little confused. now the moment has actually become a subject of memes, including one user who captioned the clip, katy perry looking for her throne because she's the real queen of england. she later head lined the

coronation concert. she chimed in saying, simply, quote, don't worry, guys, i found my seat. >> i think she couldn't see. she would turn her head this way. >> is that it? >> i can't see on the right side. >> i had a hat on over the weekend, but it wasn't quite that big. i could see what was going on. now we're going from all of the fancy attire from over the weekend to maybe umbrellas in some spots. we're looking at clouds rolling over the south bay and it's a dry start here. but take a look at our san rafael camera. it is misty and also we see those showers moving through parts of the north bay. now, we're going to continue to watch out for those chances of showers and mild temperatures to start out the week, and then as we go through the next several days it's going to be beautiful out there, lots of sunshine, mild temperatures, but then this weekend it heats up and we're talking about some upper 80s and

low 90s. you can probably see it at the bottom to have screen. we are also tracking some north bay showers and in that microclimate we are seeing rain moving just east of santa rosa, passing through petaluma, and that will be moving back into napa county after a brief break. we're seeing the rain off and on there. it may continue to move toward fairfield between 9:00 to 10:00, but elsewhere the rain is falling apart. then we'll see some sun breaking out for some of the bay area for parts of the afternoon and our temperatures will reach into the low 60s in san francisco to mid-60s for the tri-valley, and upper 60s for the south bay. after that, it's gradually going to start to warm up as the dry weather continues, and into the weekend we'll see high heat. maybe next week we'll see some rain chances returning. let's head to concord with a look at our ten-day forecast,

showing temperatures in the mid to upper 60s today through wednesday, and then low 80s for friday. by saturday, we're seeing temperatures peek at 90 degrees, and then back down. but it's still going to be warmer than normal. overall we have a few more days of some early spring weather, and then we'll take it straight to summer this weekend with some upper 80s for our inland areas on saturday and sunday. mike, you have a crash reported in san jose. >> i do. it's on 17 at hamilton, the latest word is it's just before you get to the hamilton on-ramp and it shouldn't affect the traffic flowing onto the freeway. we'll continue to watch this just south of the 280 interchange. the rest of the south bay sorted out from its first burst of traffic. another one should come about 20 minutes from now. we see traditional slowing down 880, out of hayward and union city. the metering lights are on at the toll plaza, richmond bridge

new this morning, president biden's administration is expected to propose new rules for airlines that would require them to compensate passengers for canceled flights. right now, no airline gives straight cash for cancellations. that proposal also calls on airlines to pay for meals, vouchers, as well as to help find overnight accommodations for passengers. as "today's" tom costello reports, this only applies for flight cancellations that airlines deem as their fault. >> reporter: it will essentially say if the airlines have controllable delays or cancellations, in other words, if they're delayed or canceled because of a maintenance issue or it's taking too long to load bags or they've got a staffing issue, then you should be eligible for compensation. >> the biden administration is also expected to announce a revamped customer service dashboard. coming up next, the top stories we're following today, including a dryer week ahead. meteorologist kari hall returns

in for a cool start to the week. here is where we're seeing showers right now. mostly parts of eastern sonoma county, moving into napa county, and it's been off and on for those areas. it looks like a lot of that rain falls apart as it moves into the rest of the bay area. watching for slight rain chances and mostly cloudy skies. and temperatures will reach into the mid to upper 60s. overall a cool start to the week and then eventually it will be warming up. i'll have more of that, as well as what to expect in the rest of the microclimate forecast in a few minutes. >> thank you so much. in just about an hour, oakland teachers are expected to walk the picket lines again. this will be the third day of striking. now, "today in the bay"'s bob redell joins us live from outside of oakland high school. talk about this. any progress in the negotiations between the school board and the union? >> reporter: potentially, as

we're standing outside oakland high. you can see some of the teachers behind me are getting ready for day three of holding the picket signs in front of the schools, but to answer your question, marcus, the bargaining teams for both the teachers union and oakland unified met all day yesterday on sunday. ousd told us in a statement, the district's negotiating team continues to talk with the team from the oakland education association, and we are hopeful that we are making progress towards a deal that will end the strike, unquote. the district is proposing a retroactive raise for union members, plus salary increases of 13% to 22% for teachers, but the yeen yen says it doesn't go far enough for other employees like substitutes and school psychologists. plus they want the district to allow more staff, family and student involvement in oakland's community schools. >> really believing that it is important for our students and families, as well as our teachers, to have equal say in regards to funding that's coming

down from the state. >> reporter: the teacher we spoke with felt like they did make progress with the district yesterday and they have hope for a tentative agreement later this week, marcus. >> bob, i know a lot of parents are probably concerned or worried about this. schools are open, just no teachers there in the classrooms, correct? >> reporter: correct. so if you have a student who attends the school in the oakland unified school district, yes, they can arrive on campus. this has been the deal last thursday and friday when the strikes started and it will be the same deal today on monday. there will be support services, there will be supervision. but as you mentioned, there will be no teachers, therefore no instruction. >> bob, thank you. well, this morning we're learning a lot more about the man police say is responsible for a mass shooting at an outlet mall in texas. eight people were killed, seven others wounded. it happened on saturday in the city of allen, just north of dallas. at this hour, three of the

wounded are still in critical condition. witnesses say the suspect was carrying an ar-15-style gun and was equipped with a tactical vest. investigators found several other guns in his car. many mallgoers say they were shocked by what unfolded. >> to see your son come out with his hands over his head and have to walk past dead bodies is not something any parent or anybody should ever have to see. >> law enforcement officials have not announced an official motive yet, however investigators say the suspect posted extremist content on instagram. more details now, there have been more mass shootings than days in 2023. so far, there have been at least 190 mass shootings. according to the gun violence archives. in response, california lawmakers are proposing new laws centered around combatting gun

violence. all three measures were authored by assembly member mike fong. the first measure would strengthen the process of removing firearms from individuals who have criminal convictions. the second measure would prohibit state and local agencies from selling ammunition, firearms, firearm parts and body armor. the founder and executive director of prosecutors alliance is supporting the proposals. she says reducing the number of guns circulating in communities is critical to preventing violence. >> whether that be from somebody that's been convicted of a crime or somebody experiencing mental health crisis, reducing the number of concealed weapons that are carried, every effort we can take to reduce the number of guns is one step closer to not experiencing gun violence. >> the third measure would help expand translation services for non-english speaking californians to get adequate information relating to local emergencies likes mass shootings. new this morning, elizabeth holmes opens up in a new

interview with "new york times," which notes one unusual difference between now and when she ran theranos. her voice has apparently disappeared. she tells the times, quote, i believed it would be how i would be good at business and taken seriously and not taken as a little girl or a girl who didn't have good technical ideas. she goes on to say that maybe people picked up on that not being authentic, since it wasn't, end quote. she also now wants to be referred to as liz. holmes remains out on bail as she appeals her 11-year sentence on fraud charges. video posted on tiktok shows fires burning in alberta and british colombia, canada. at least 23,000 people are under evacuation orders. at least 110 wildfires are burning in alberta, which has

declared a state of emergency. meteorologist kari hall is with us right now. i'm sure there's hope for rain to arrive in that area soon. >> there will be spotty showers. it won't be enough to put out the showers, but may slow the spread and help them get the upper hand. we can see the off and on showers moving across canada this morning, not a very organized storm moving through, but we'll be watching that. we also see a system approaching the bay area, with some off and on showers mainly right now for the north bay. we've seen a little bit of rain moving through parts of napa and sonoma counties this morning, and that's going to continue to push off toward the east, while the rest of the bay area only sees a few hit-or-miss showers between now and noon and then the rest of the day we are going to go back to dryer conditions. at least this is also helping to keep our temperatures down quite a bit, as we're only going to reach into the mid to upper 60s. more clouds moving in tonight, but then the rain stays away from the bay area. so i'll have more on that in a few minutes. mike, you're starting to see

the slowdown in the south bay. >> that's right. the east bay kind of calmed down, still we see the build on the nimitz and across the san mateo bridge. now 101, as well as 87, it has kicked m in for the south bay. and we know more is coming because of the slowing we see coming up north from san martin, and now extending toward the rest of morgan hill. that will continue to build into the south bay, the 101 and 85 split will distribute traffic. over here, typical pattern, as we typically predict, across the bay slows, the richmond bridge, same for the bay bridge. in the city, in addition to the giants game, we have the viewing party at chase center, thrive city proper. so that will mean more traffic after work. back to you. >> thanks, mike. turning a life-changing emergency into something positive. >> he spent 33 days in a medically induced coma, where

house would come up with some creative, unusual way to save our economy if it couldn't convince republicans to raise the ceiling. but yesterday on ab c's "this week" treasury secretary janet yellin said that's not going to happen, the white house is not going to swerve. >> you just said there's no way this can be done without congress, is that a hard and fast position, that the president will under no circumstances invoke the 14th amendment? >> look, all i want to say is that it's congress' job to do this. if they fail to do it, we will have an economic and financial catastrophe that will be of our own making, and there is no action that president biden and the u.s. treasury can take to prevent that catastrophe. >> now, a reminder, raising the debt ceiling does not enable government to spend more.

it enables government to borrow to pay for the things it already spent the money on. a new "washington post" poll shows just 33% of americans think biden is fit to serve another term. they're concerned about his age. the rest think trump is young enough to serve, but actually just 33% of americans, democrats, republicans, think trump is honest enough to serve, the rest favor biden. so to put a fine point on it, if this ends up being the choice in 2024, americans in the poll say they have to choose between too old and too dishonest. >> president trump's legal team has reaffirmed they will not mount a defense in the rape and defamation case. this is a civil case. the woman accusing president trump just needs a preponderance of evidence, not something beyond reasonable doubt. closing arguments are likely

this week. >> good to know. thanks, scott. new for you this morning, a south bay family are trying to turn a really tragic situation, a life-changing one, into an experience that is really positive. >> in 2020 their young son suffered a brain bleed, which damaged his brain and weakened his body. "today in the bay"'s kris sanchez shows us how he's doing now and how his family is giving back to the hospitals that saved his life. >> reporter: this looks like any ordinary day before school, but for 11-year-old collin beech, it's extraordinary. on this day in 2020, he went from carving that jack-o-lantern to fighting for his life. >> i started having a huge headache. >> it was so intense, and then collin started having some seizures, which we later learned were strokes. so by the time the ambulance got here, he was completely unconscious. >> and i remember, like, waking up in the hospital. that was kind of it.

>> reporter: collin suffered a massive brain bleed the night before his 9th birthday, when an arteriovenous malformation, a tangle of blood vessels, ruptured. collin spent 33 days in a medically induced coma, he survived a craniotomy and surgery to remove the avm, only to emerge from the coma with significant brain damage and a body too weak to do anything for himself. he was transferred to valley medical center's pediatric rehabilitation center to go from a baby-like state back to the boy he was before. >> i had to relearn everything. first thing was kind of lifting a finger. >> you couldn't even lift a finger? >> no. >> reporter: collin learned to swallow and eat, to walk and to talk again, and he can't play contact sports anymore, so he traded his hockey stick for a golf club. and through golf, the beech family is giving back. on thursday they'll hold the collin invitational golf tournament in half moon bay to

>> great to have you back. i told my husband i wanted to start a service where i just walk babies so moms can get a break. he said, do you think people are just going to hand their baby over to you? >> at a certain point, you're, like, i'm exhausted. all right, let's get started this morning. it's been raining off and on for parts of the bay area, with some showers in the north bay. but it's dry in the south bay, as you get ready to get this workweek started. i think most of us can leave the umbrella at home unless you're in the north bay where you're seeing waves of showers. here is a look at the system that's passing by, far northern california, even some lightning up there. as we get a closer look at the north bay, the rain has been hit or miss. right now moving over napa county and heading toward solano county. once that clears out, we are only going to see a couple of showers moving through and the rest of the day we'll get a chance to get peeks of sunshine.

6:57 on your monday morning. welcome back. we're moving you forward with a look at the top stories on "today in the bay." >> families in oakland are being warned to brace for another day without teachers as the strike enters its third day, but there are signs of hope. we have a live look outside of oakland high school where teachers are expected to head back to the picket lines in less than 30 minutes. after a round of marathon talks over the wen, teachers are saying that they did make progress in reaching a new deal. late last night the district issued an update, also mentioning progress in talks, but families are being told to expect more of the same with schools open but no teachers on site. >> we are learning a lot more about the man police say is responsible for a mass shooting at an outlet mall in texas.
