good wednesday morning. it is 5:45. we're heading over with a live look in dublin. we're seeing clouds rolling by and the sun rising as we speak. we've got about another 17 minutes until sunrise, and it's 52 degrees.
5:46 am
we're starting out with clouds but we'll end the day with sunshine, and we're still keeping the cool weather for one more day. we'll talk about a significant warm-up as we head closer to the weekend, that's coming up in a few minutes. checking our view from palo alto, headlights coming north toward university, looking at a smooth flow of traffic along 101 and 280 between san francisco and the south bay. the build, though, is going on in the east bay. we'll check the bay bridge coming up. a quarter until 6:00 right now. this morning a proposal to crack down on sideshows in oakland is moving forward. >> late last night the oakland public safety committee passed a resolution that would impose fines on illegal stunts and it comes after we saw the wild stunt over the weekend. "today in the bay"'s emma goss has more on the potential impact this could have on public safety. >> reporter: this resolution means that anyone who participates in a sideshow could be subject to a $1,000 fine, jail time or both.
5:47 am
illegal sideshows have become a weekly issue, particularly in east oakland where streets, even highways are taken over on weekends by sideshows. you might recall over the weekend one car caught fire and a man in a mask was seen ramping into it in another car. oakland city council member gallo, whose district represents east oakland, spoke passionately to push for the resolution imposing fines. >> the bottom line for those of us that live in challenged areas, we're investing millions and millions of dollars to make sure that the crosswalk that my child or family cross is visible, and it is clear and safe, but yet here comes these other groups at nighttime making their circles, burning out their tires, creating safety issues not only for themselves, but for those people that live there in the neighborhood. >> reporter: there's also a

financial impact to the resolution. oakland's department of transportation estimates the cost of the damage caused by sideshow activity at a typical intersection averages $16,000 per intersection to repair, and overall police budget nearly $2 million a year for sideshow response efforts, which typically costs more than what's in their budget. the ordinance goes to oakland city council for approval and is up for discussion next week. emma goss for "today in the bay." >> thanks so much. it is 5:47 right now. president biden ally diane dine feinstein is back in washington after missing dozens of votes in the senate. >> the california senator has not shown up to the capitol yet. >> she is not at the capitol yet. it's almost 9:00 a.m. there. we do have nbc cameras ready to go when she does. california's senior senator, very senior, she's 89 years old,

going to cut people at the border, are you going to cut agents at the border? we need more at the border, not less at the border. >> everybody in this meeting reiterated the positions they were at, i didn't see any new movement. the president said the staff should get back together. i was very clear with the president, we have now just two weeks ag. >> you heard biden say he would be forced to cut spending at the border. that's not wrong, but it's not exact, either. republicans are demanding cutbacks in spending, but haven't specified where. this has given biden some freedom to give examples of spending cuts that americans wouldn't like, cuts in the border patrol, veterans benefits, that kind of thing. it would take effect almost immediately. far more worrisome than cuts is if there is no agreement. economists warn if america does not raise its debt limit, it will default and the resulting recession would cost millions of jobs.
