some issues on the roads. >> we have an alert issued by chp. we have a connecter closed. caltrans, thank you for the cameras. i'll try to walk you through what's going on. all these lights, there's an overturned big rig blocking the connecter from southbound 880 onto southbound 101. southbound 101 itself also has some issues so it's down to one lane. this is all related to this overturned big rig. as we look at the map, we'll talk about the connecter. there was a lot of slowing as crews arrived. things look like they've calmed down, but you're going to have to get off and use first street or one of the alternate routes just past that exit. it's likely to be closed for a couple of hours. there may be activity just off of 680 as well. there's another crash that might have popped up. we'll bring you an update as soon as we have it. it was hot over the weekend. yes, it was hot and it's

going to be slightly cooler for today, especially for this afternoon. let's get a look at martinez and how our morning will shape up. it will be in the mid-50s as you head out the door. look at the trend going from 56 degrees to 64 degrees at 11:00, and we do still have time to let the house cool down before those temperatures warm up. we're only going to reach about 78 today, with san jose reaching 83 degrees. so, yes, these temperatures are lower compared to what we had on saturday and even yesterday, but we are also going to be heating up over the next few days with our temperatures going right back up starting tomorrow. so i'll have more details on that, what to expect as we go throughout the week coming up in a few minutes. >> sounds good. we'll check back. breaking this morning, oakland teachers reach a tentative new deal ending the strike. >> the announcement was met with cheers. "today in the bay"'s ginger conejero saab is live in oakland this morning. the first thing, more students back in the classroom this

morning, something we haven't been able to say for quite some time. >> reporter: well, that's right. the official answer to are they coming back to the classroom today, it's not an official return to the classroom. the oakland educators association and the union calling today an optional day for students and teachers. it is not the official return yet. that is tomorrow when we can expect everybody to officially be back after this ten-day strike. let's take a look at that statement from the oakland educators association, it was released at 3:30 this morning, confirming the tentative agreement. it reads, quote, oea has reached a tentative agreement with ousd. our community rallied together to fight for oakland students and we won. ousd has committed to decent wages for educators, more resources in our schools and demanding working conditions. our collective power also compelled ousd to discuss

matters of the common good for our students and their families. oaf members will vote on the tentative deal. today is an optional day for students and teachers and the return to the classroom tomorrow. negotiations continued throughout the weekend, late last night. oea says they reached a verbal agreement with the school district around 4:00 in the afternoon, but late last night take a look at some video of teachers signing the agreement. at around 3:00 this morning, applause and cheers coming from the association after signing their tentative agreement. >> for far too long our communities have been told to wait for safe and racially just community schools. today we reached an agreement to raise our compensation by 15%, including a historic collapse of our salary structure. we added teacher librarians,

more counselors and services to our schools and for our students. >> reporter: well, there is also the common good, which was agreed upon, that was a sticking point for the teachers. these include sflans for unhoused students, shared governance and resources for black thriving community schools. we'll have more details about the tentative agreement between the oakland educators association and the union in the next hour and we'll have more of that for you, laura. back to you in studio. >> big overnight developments. thanks for the latest, ginger. well, president biden is facing a crucial week ahead, as title 42 ends, many political analysts are asking if his administration is prepared for what's to come next. with time running out, avoiding the scenario where america defaults on bills also a top

priority. chris pallone is live in washington breaking things down. where do things stand? >> reporter: marcus, good morning to you. with the situation on the southern border stabilized somewhat, now there is a deadline which could see the united states default on its debts, and that is rapidly approaching. negotiations are under way, but with president biden scheduled to go to asia this week, the time to reach a deal is quickly running out. >> when is the debt meeting? >> reporter: during a break in his sunday afternoon bike ride, president biden said he's confident democrats and republicans will be able to resolve a debt limit crisis before the nation plunges into default. >> i think there's a desire on their part as well as ours to reach an agreement. >> the treasury says the nation could run out of money as early as june 1st. republicans want budget cuts as a condition to raise the limit. >> we're reasonable, willing to raise the debt ceiling, but we want meaningful spending cuts and capping spending at 2022

levels. >> reporter: some democrats accuse gop hard liners of holding the u.s. economy hostage to get their way. >> the president has been clear he's prepared to have a separate discussion about budget and spending priorities. >> defaulting on the debt would be catastrophic. it would send a chain of reaction of events across the country that would freeze everything up. it would be terrible. >> reporter: while the deadline is on the horizon, the white house continues to deal with the fallout from last week's shift in immigration policy. thousands of migrants flooded border towns ahead of the end of the key pandemic-era rule. now lawmakers will see if there's any appetite on capitol hill to enact real immigration reform in its wake. >> when it comes with negotiations with the democrats on this policy, i say to them very clearly, let's secure the border first. let's get it done. >> reporter: since rule 42 ended, the number of migrants crossing the border dropped 50% from earlier in the week. and president biden is scheduled to leave for the g7 summit in

japan on wednesday. he said he still plans to go if a deal isn't reached by that point. aides will remain back here in washington to continue to negotiate while keeping him apprised as he is away. back to you. >> we will continue to watch. thank you, chris pallone in washington this morning. and this morning, an afghan national on the fbi terror watch list in custody, a san diego supervisor says the individual crossed the border last week with a group of migrants. it's claimed that southern california congressman isa also confirmed last night in a tweet. our nbc affiliate has reached out to the border patrol for more information. so far, they're not commenting. moving you forward now, even as the covid-19 public health emergency ended, the cdc and fda say vaccine guidelines will continue to evolve. the fda is now recommending vaccines approved last fall.

shelter opened following the levee breach is finally expected to close. the march breach left hundreds of homes under water in pajaro. a shelter was set up in watsonville housing hundreds of people at its peak. as of last week, there were still about 50 people living there. 5:10 on your monday morning. taking a live look outside, overlooking san jose. it was a warm weekend. a closer look at what lies ahead, let's check in with meteorologist kari hall. >> it's going to warm up as we go throughout the second several days. we get a bit of a break from the intense heat we had over the weekend. as we take another look out, you can see the clouds overhead and that's going to keep temperatures lower at least for the next couple of hours. going into today, upper 70s, and that's going to give us a break before we hit back into the 80s over the next couple of days. mike has a look at where we

can find lower gas prices. >> we're looking at the prices trending lower, but it's not universal. cupertino, they still have the same deal. $3.91 at the platinum gas on washington street. east bay we have the chevron on stevenson boulevard. $3.99 a gallon there. tougher in the north bay, but we'll have mill valley's arco on redwood highway at $4.05. we do still have the one alert in the south bay, as wer looking toward 680. the one incident is not a big deal, it's the on-ramp at capitol avenue, but the connecter is shut down and will be possibly by 6:00 from south 880 to south 101. you can actually loop back, if you exit there at 1st, turn around and loop back and get onto the freeway and south 101 from the opposite direction.

him as twitter ceo in about a month and a half. though the information points out, musk is mercurial and a month and a half is a long time, and it makes people wonder whether musk's commitment to yaccarino would stay before she starts work. >> twitter had taken action to restrict tweets coming out of turkey claiming it was part of a legal process but didn't give any other details other than to say it took action to guarantee access to twitter in turkey. it didn't take long for people to conclude the request had come from the very top where the current president, erdogan, was fighting for his political life in sunday's election. he did badly enough in that election, it's going to force a runoff. elon musk has criticized twitter's past management for its cooperation with the

american government over what musk called censorship. musk said he was an unapologetic free speech absolutist, his words. yet here he is with twitter squelching speech in turkey. after a journalist pointed that out, musk responded the choice to have twitter throttled in its entirety or limit access to some tweets, which one do you want? to be clear, twitter doesn't have to follow turkish law at all. it may not be available in turkey, which twitter has done before. the turkish government said stop doing something, twitter said no, and they shut down twitter for a little while. in this case musk made the decision, we're going to censor some tweets to keep the rest of twitter alive. as you always know, the questions we ask of twitter are never responded to. >> it will be interesting to see if anything changes with new leadership. >> it will be interesting how much power she has. >> how much he lets go.

it's going to be a little bit cooler today. this is going to give us a break from more heat ahead as we go throughout the week. now, we at least have cool mornings to give us a few hours of turning off the air-conditioning, maybe opening up the windows, letting a breeze in so the temperatures will drop. we're at 51 degrees right now in martinez and it's 56 degrees in sonoma. san francisco at 55 degrees. as you're heading out in gilroy, it's going to be a cloudy morning, maybe a few drifts of fog moving through. but it's going to also start out at about 54 degrees. we'll be at 63 degrees at 10:00 and reaching 72 degrees at lunchtime. we'll make it into the low 80s there today, reaching 83 in san jose, 78 degrees in martinez, and upper 70s for much of the north bay. but then as we go into tomorrow, you see how those temperatures will heat up even more, and we're back into the upper 80s and low 90s with fairfield

reaching 91. you compare that to the upper 60s we'll see in san francisco, as well as half moon bay, and it's still going to be pretty warm on wednesday. that's the trend that you're seeing there at the bottom of the screen with our seven-day forecast. and it's going to be warm throughout the week and then by the weekend we'll start to see rain chances developing for parts of the sierra, and it looks like that stays off to the east. if you're going to around the tahoe area, a heads-up that there could be rain moving through and temperatures above normal or slightly above as we go throughout the week. lots of sunshine will continue. mike, what's happening with that issue in san jose? >> we have the overturned big rig, closing a connecter. this is a still picture. you're not going to see any movement. one lane is open. this is south 101 just before you get to the 880 interchange. so you do have traffic flowing

mountain view, 77 in hayward, and not bad, it's going to be temperatures in the low 80s for some of our warmer spots inland. then those temperatures will head up a few more degrees tomorrow. it's going to feel definitely more like summer on tuesday with a high of 91 in fairfield. we'll talk more about what's ahead in our forecast for the rest of the week. mike, you're tracking a crash in san jose. it's tough to make out the lights. the big rig overturned, but there's a crew trying to right the rig and clear it. they think 6:00 until they can get it reopened. only one lane of south 101 is open. south 101 is blocked except for one lane passing by 880, but it means the connecter from south 880 to south 101 is currently blocked. for now, traffic is light. you can loop back south of the crash at 1st and then take the exit to south 880 from the opposite direction. it's just sort of an interchange

off and on. as things get more crowded, we'll track other options you might need. right now traffic is light. back to you. >> thank you very much. we have an update on breaking news. the end of the oakland teachers strike. a tentative new agreement was reached overnight. teachers say the school district has agreed to higher wages and more resources. we have a live look outside oakland high school when campuses open later this morning. attendance will again be optional for teachers and kids. classes will not officially resume until tomorrow, leaving eight days in the remainder of the school year. check out the late-night reaction outside union headquarters when the agreement was first reached. teachers applauded the deal. we're trying to learn specifics about the agreement but the district plans to release more information later today. our ginger conejero saab will join us with an update on that at the top of the hour. happening today, people living in tents along coyote

creek in san jose will be forced to leave due to the start of a new flood protection project. >> kris sanchez is live in san jose this morning. a lot of people say they have nowhere else to go. >> reporter: right, so a lot of them are not leaving until the last minute because they say, where are they supposed to go? some have been promised tiny homes, but of course they have not been built yet. i want to show you the area we're talking about here, some people are living in tents, some will living in rvs, some in cars. they say they've made the best of it, trying to create a community of their own. housing is supposed to be coming, mayor matt mahan says he's pushing for it to be built, but construction takes as long as construction takes. we did talk with one person living along the creek for more than 20 years. it is my community, you know, and it's really sad, because where are we going to go? this is the last resort. we're here because there's nowhere to go. >> these people are just going

to be scattered in the wind or get on the merry go wound, tiny homes. you get on the merry-go-round, then you're shot right back out on the streets because there aren't permanent supportive housing to go into. >> reporter: so this is the four-mile stretch of coyote creek where people are going to be forced out. last month the santa clara water district finalized an agreement with city council to get $4.8 million to get people out of the creek and connect them with shelter and services so that the water district can start building flood walls as early as june. now, the district began planning this project after that devastating flood in the rock springs neighborhood in san jose in 2017. you will likely remember those images. many of the unhoused people we talked with say that they are going to pack up and move into whatever area is next for some of them, that will mean the

commercial parking lots next to them or into the neighborhoods. as you might imagine, there are folks already living in those neighborhoods that are feeling a little unnerved as well. kris sanchez, "today in the bay." >> certainly something a lot of people see and talk about. >> everybody, everywhere you go. >> we'll be watching. thank you. 5:35 right now. authorities are still looking for a driver who struck and killed a woman trying to help someone alongside interstate 880. it all started early yesterday in fremont when the driver of a pickup truck got stuck on the mission boulevard off-ramp. that is when a car carrying two people parked nearby were hit. the chp says the driver of another pickup truck, a ford f-150, then plowed into their car, killing a woman who had just exited. investigators say the driver of the truck then took off and is still on the loose. the driver in the initial crash is now facing dui charges. some san francisco leaders are saying it is time to put the brakes on those driverless

taxis, calling it a threat to safety. two companies, alphabet and gm, each use san francisco streets as testing ground for robotaxis. people are saying it impedes emergency response times. here are what san francisco firefighters are telling nbc news. >> the technology is not ready for prime time. >> they stop in the middle of the street and turn their emergency blinkers on any time they see flashing lights on an emergency vehicle. >> city leaders say they're powerless to change the rules because it's actually the state's authority. crews did not respond to a request for interview, but waymonth says relative to the number of miles, the number of issues is still relatively small and autonomous cars are still more safe compared to human cars. last month, some sections of yosemite were closed due to

flooding fears that material materialized. forecasters say this week's higher temperatures may lead to four times the normal snowmelt with the merced river expected to approach flood stanl every day through at least friday. starting today, three popular yosemite campgrounds will be closed, lower and north pines, along with housekeeping camp. a lot of people want to head up over the weekend. what is it like? >> it's really hard because you want to make plans, but at any point the park could close because of the flooding that we're expecting. i mean, when you think about merced river, it just kind of goes throughout the valley floor in yosemite and a lot of campgrounds are around those areas making it dangerous. we are expecting the flooding to continue as the warning will be in effect throughout the week. so if you have reservations at some of those campgrounds, make sure you're calling ahead before you hit the road. take a look at how warm these temperatures will be. this is part of the reason why,

with that massive sierra snowpack. temperatures in the mid to upper 70s over the next few days is going to cause a lot of that water to drain into those low-lying areas and eventually into the river that's going to continue to rise. we're expecting this to continue possibly through mid-july off and on. so once again, we're making sure we're calling ahead if you are planning to go to yosemite. around the bay area, we're going to have some warm weather, too. this is warmer than normal by about 5 to 8 degrees, and it's going to be a break from the high heat we had in some of our valleys yesterday. but it will get hot again starting tomorrow. so we'll have more on that coming up in a few minutes. mike, you have a warning for drivers about some unexpected delays. >> this is in san jose. we expect the northbound side of 101 to be slowing right now, and it is slowing a bit for volume. but it is south 101 unusually slow from the airport, 87 all the way down past 880 where there's a crash. you're down to just one lane of

southbound 101 and that may be the case for another half hour, 40 minutes. we're going to track the progress. chp and caltrans crews and a larger tow truck are trying to clear an overturned big rig which is blocking the connecter from south 880 to south 101 as well. folks can loop back on 1st, they can loop back in the opposite direction. this is going to cause a stir by the airport for san jose. outside of that, everything is operating as you predict for the morning drive. we'll give you a warning about this afternoon and evening. we have the a's playing, 6:40 game. they're going to open the parking lots and there may be crowds. across the bay, giants are playing over at oracle park. there may be a lot of cross traffic as well. right now the bay bridge itself as expected. >> thank you so much. leveling the playing field for new home buyers. still ahead, the new policy that should help for people make it in the bay and the controversy

we're seeing low clouds continuing and it's going to be a cloudy start to the day. only 58 degrees now, headed for the low 60s with peeks of sunshine at noon. inland areas clear out and warm up a lot more quickly. we'll take a look at that forecast coming up in a few minutes. and the backup just starting to form here at the bay bridge. it looks like a pretty typical drive out of the maze from the east bay. in the south bay, we still have that alert for south 101 and south 880. we'll talk about the backup and check on progress coming up. well, a new loan structure meant to help more low income americans are raising the red flag for some trying to make it in the bay. new rules went into effect this month. it utilizes a new fee schedule for borrowers using fannie mae or freddie mac. those with high credit scores are seeing fees increase while people with low credit scores are seeing fees decline. advocates argue it's a level

playing field. >> the reality, they're constantly analyzing risk, is their latest analysis has been that the lower credit score borrowers have been paying fees a little bit too high and the higher credit score borrowers have been paying fees that are a little too low. this is based on their analysis. and so that has been balanced out a little bit. >> the federal agency overseeing the two mortgage companies says loan costs are based on more than just credit scores and includes the size of the downpayment and amounts paid for closing costs. a recent "new york times" study found that those with higher credit scores still pay about half of what those with lower credit scores should pay under this new rule. it is a quarter until 6:00. the pressure at the border is easing. >> scott mcgrew here to fill us in on this. the number of illegal crossings appears to be down, scott. so are the legal crossings as well? >> exactly right.

we know how many people cross illegally based on border patrol and how many they're able to catch. the number of people crossing legally -- and remember a lot do -- is also down, because of the new restrictions on the process. there was an enormous influx as title 42, obviously this is not people at the border, ended last week. you can come back out to me on camera. as we reported last week, new restrictions were put into place, those do seem to be holding. though immigration and border patrol says they still need more help and it's congress that can help the most. here is senator chris murphy on "meet the press" on sunday. >> the president has not been sitting on his hands like republicans would allege. the president has been actively engaged in trying to manage this crisis. he has negotiated important agreements with mexico so that mexico takes more of these migrants, he has surged thousands of troops and asylum officials and border patrol to the border to handle this

to be alive after coming face-to-face with a shark. you may find some of these images disturbing. 13-year-old ella reed lives across from the beach where it happened in treasure cove. she says she was only waist deep in water when she was attacked by a shark not once, but twice. she was able fend it off by punching it. she was able to shout to her friend to get out of the water. here is what she says was going through her mind at the time of the attack. >> honestly, i didn't really know what was going on, because -- i don't know, i was just in shock about everything that happened. but, yeah, i think it was just the reaction, telling my friend to get out of the water and putting my arm there. i was just going everything i could to get it off me. >> she did it. ella suffered injuries to her torso, arm and fingers. she's now on crutches. she says she wants to be a marine biologist when she grows up.

wednesday, with some upper 80s and low 90s. we're going to see our rain chances starting to go up for starts of the sierra while the bay area will have some hot, sunny and warm weather all throughout the week. take a look at san jose and our temperature trend for the next ten days. we're going from upper 70s today to low 80s tomorrow. then mostly 70s throughout the rest of the week. we take a look at napa where temperatures will quickly spike up to 90 degrees, but then come back to the low 80s. very warm temperatures, even for this time of year. the sunshine sticks with us. san francisco will be in the mid-60s and mostly mid-60s throughout much of the workweek. mike, any progress on that overturned big rig? >> let's take a look from the caltrans camera. the best i can tell, good lighting right now, i think that rig is still on its side. the reason might be there's a spill related to this crash. look at the number of larger tow trucks here and the third one

that's just arrived in the last five minutes, that may be what was necessary to right the rig. they're going to lift up, but if you don't get it just right you might tear apart the back of the truck. i'm not sure what they're waiting for. the third truck has arrived. talking about after 6:00 for this to reopen. only one lane of southbound 101 is open right now. to the map, south 101, we had a big backup, less distraction. the northbound side now builds with the commute and sees the distraction. slowing, but nothing dramatic. if they conclude this in the half hour, we should be okay for the commute. so far the patterns are pretty normal there and the rest of the bay, including the bay bridge toll plaza with the metering lights. happening now, thousands of health care workers across the hca system have voted to go on a five-day strike. this includes good samaritan and regional medical center.
