sleeping and what this means for oakland families as soon as this morning. this is "today in the bay." as i like to say, monday morning is here, and so is the whole team. you didn't know where i was going, did you? >> what do you like to say? >> good morning to you. i'm marcus washington. >> i'm laura garcia. usually i can read your mind. yeah, we're all getting started on this monday morning coming off a nice weekend, warmer. >> it was warm, definitely. so we're going to have another day of a little bit of a break during the morning and then it warms up in the afternoon. we're taking a look at our current temperatures that are right now in the upper 50s as many of us are heading out the door. low 50s for martinez and napa. as we go into today, inland spots like walnut creek will go from upper 50s to low 70s, eventually reaching into the mid to upper 70s. once the breeze picks up this

evening, temperatures drop quickly. take a look at our highs, novato reaching 77, about the same in hayward and 83 in san jose. we'll talk about warmer temperatures ahead. mike has a look at the progress in san jose. >> i think we actually have a freeze frame. this is a great freeze frame as they're righting the rig. the second tow truck arrived and they have even distribution and they could lift the trailer and rig at the same time. i'm hoping the next refresh shows everything back on its wheels and they can start to clear this. this has south 101 down to just one lane and this connecter, the off-ramp, that blocks the on-ramp to another. we're talking about southbound 880 off of 101 southbound. that connecter is still closed because of that related crash activity. the distraction on the northbound side is causing more slowing as we pass oakland road. but the rest of the bay is a

standard monday. back to you. breaking this morning, oakland teachers reach a tentative new deal ending that ten-day strike. the late-night announcement was met with cheers. "today in the bay"'s ginger conejero saab is live in oakland. first things first, will students be returning back to the classroom this morning? >> reporter: well, laura, no, not officially. today is considered an optional transition day for both students and teachers. we're outside oakland high school, one of the schools that's been impacted by the strike. one of the ousd schools. tomorrow will be the official return for students and teachers here on campus, as well as the other ousd campuses. teachers say they're excited about heading back to the classroom after a marathon weekend of negotiating, and of course all these days of striking. let's take a look at the official statement that was released earlier this morning from oakland educators association. it reads, quote, oea has reached a tentative agreement with ousd. our community rallied together

to fight for oakland's students and we won. ousd has committed to decent wages for educators, more resources in our schools, and demanding working conditions. our collective power also compelled ousd to discuss matters of the common good for our students and their families. now, that agreement met with cheers and applause from oakland teachers at the teamsters building earlier this morning. here is some more details of the deal we know so far. teachers' compensation will be raised by over 15% and a collapse of their salary structure. now, the agreement also includes the addition of teacher librarians and mental health counselors at the elementary level. negotiations of common good was also reached. that was a sticking point for teachers. >> we want our common good goals, including assistance for unhoused students, shared governance and resources for

asking if the administration is prepared for what comes next. with time running out, avoiding a scenario where america's default on its bills, also a pop priority. "today in the bay"'s chris pallone is live in washington to break things down. how is it looking? >> reporter: marcus, good morning. the situation on the southern border appears to have stabilized a bit, but now there is a deadline that could see the united states default on its debt quickly approaching. there are negotiations going on. with president biden heading to asia this week, the time for a deal to get done is running out. >> when is the debt meeting? >> reporter: during a break in his sunday afternoon bike ride, president biden said he's confidence democrats and republicans will be able to resolve a debt limit crisis before the nation plunges into default. >> i think there's a desire on their part as well as ours to reach an agreement and i think we'll be able to do it. >> reporter: the treasury says the nation could run out of money to pay past expenses as

early as june 1st. republicans want budget cuts as a condition to raise the limit. >> we're reasonable, we're willing to raise the debt ceiling, but we want meaningful spending cuts and capping spending at 2022 levels. >> reporter: some democrats accuse gop hard liners of holding the u.s. economy hostage to get their way. >> the president has been clear that he is prepared to begin a separate discussion about budget and spending priorities, but not under the threat of default. >> defaulting on the debt would be catastrophic. it would send a chain of reaction of events across the country that would freeze everything up. it would be terrible. >> reporter: while the debt limit deadline is on the horizon, the white house continues to deal with the fallout from last week's shift in immigration policy. thousands of migrants flooded border towns ahead of a pandemic-era role, and now we'll see if there's appetite for lawmakers to make immigration reform. >> when it comes to negotiation, i say to them clearly, let's secure the border first.

let's get it done. >> reporter: since rule 42 ended, the number of migrants crossing the border dropped 50% from earlier in the week. president biden is scheduled to leave for the g7 summit in asia on wednesday. he says he still plans to go, even if a deal isn't reached by then. he said aides will negotiate here and keep him apprised while he's gone. marcus, back to you. >> chris pallone in washington this morning, thank you. well, moving you forward, even as the covid-19 public health emergency has ended, the cdc and fda say vaccine guidelines will continue to evolve. the fda is now recommending bivalent vaccines approved last fall. the agency says those carry multiple strains of the virus and can help fight off more variants at the time. people who received updated mrna vaccines do not need to panic since those are bivalent. but doctors say if you've not received an updated booster shot, now is the time to get it.

>> i would say that people need to remember that vaccines throughout history have been the best way we have to fight infection, by preventing infection. and even though things are better, one of the reasons is because we have had vaccines. so that's why people need to continue to use the tools that we have available to us. >> despite the emergency ending, the cdc's vaccine for children program will provide free covid shots to children whose families can't afford them. also, pfizer and moderna both intend to launch patient assistance programs. happening today, a flood shelter opened for weeks following the pajaro levee breach is expected to close. hundreds of homes were left under water in the town of pajaro. the county set up a shelter in santa cruz county fairgrounds, housing hundreds of people at its peak. as of last week, there were still about 50 families living

there. let's take a peek outside overlooking san jose. the sun is up. i guess there's some cloud cover there. it was certainly a warm weekend. what do we have in store? we got a taste of summer. we are going to get a bit of a break with clouds rolling in and we're seeing that over oakland as you get ready to head out the door. our temperatures going from upper 50s right now to upper 50s about 9:00, and then some mid-60s for the rest of today as the sky clears. there's going to be a wide range in temperatures, from mid-60s in san francisco to low 70s in oakland, low 80s for the tri-valley, over toward livermore, and 83 for san jose. but tomorrow those temperatures going up several more degrees, and we're back to more of a summer feel, like what we had yesterday. we're going to talk more about this and what's ahead coming up. mike has a look at lower numbers we can find for gas. >> a little bit lower, key spots like cupertino. still the same deal as last

week, $3.91 at the platinum gas on washington street. that's almost two weeks we've had that price. east bay, chevron on stevenson boulevard shows up with $3.99 a gallon. rougher in the north bay, but we still have mill valley's arco on redwood highway at $4.05. we look at the maps. a smooth drive for most of the bay. in san jose we have an alert continuing. not a major issue, but slowing south 101. it may be stopped right now. let's take a live look out there. there we go. coming toward us at the top of the screen, you see the lights. there's a traffic break as they righted the rig. it is on its wheels once again. i'm hoping that means they're going to open a couple more lanes for south 101 passing by 880. we'll give you the update, hopefully good news in a couple of minutes. back to you. the seemingly never ending san francisco exodus is continuing. another retailer the leaving

crash near 880 coming up. good morning. happy monday. we did get disappointing data on consumer sentiment at the end of last week. chris pallone was telling us negotiations are back between the white house and republicans over the debt ceiling. >> tesla stock did pretty well over the week last week, after elon musk announced former nbc executive linda yaccarino would replace him as twitter ceo in about a month and a half. the blog, the information, points out musk is very mek curial and a month and a half is a long time, quoting an ad executive as questioning whether musk's equipment to yaccarino would last the six weeks before she starts work. >> over the weekend, twitter announced it had taken action to restrict some tweets coming out

of turkey, claiming it was part of a, quote, legal process, but gave no details other than to say it took the action to guarantee access to twitter in turkey. it didn't take long for people to accuse turkey and twitter of some kind of electioneering, speculating the squashed tweets were about the president who ran for re-election. twitter does not respond to reporters' questions, but as you know, elon musk criticized twitter's past management for its cooperation with the american government over what musk called censorship. musk said he was an unapologetic free speech absolutist, but here he is with twitter saying it would bar some speech in turkey a day before the election. after one journalist pointed that out, musk said, the choice is to have twitter throttled in its entirety or limit some

morning. but as we go into the rest of today, temperatures start to trend upward. it won't be as hot as yesterday afternoon. we're headed for 77 degrees in novato and 73 in oakland. hayward reaching 77 and low 80s from the inland east bay to the south bay. but then take a look at tomorrow, upper 80s, even a few low 90s. so, yeah, it's going to feel like summer once again. especially in fairfield with a high of 91 degrees. you compare that to the upper 60s in san francisco. we're still going to have a big range in temperatures as you make your way across the bay area. on wednesday it's still very warm for the inland valleys and that warm air continues throughout the week. going into the weekend, if you do have plans, just a heads-up that we could see some thunderstorms developing over parts of the sierra, and that's also going to carry us into next week as well. but around the bay area, it's just a little bit warmer compared to normal, especially tomorrow, with those

temperatures spiking up to 90 degrees in napa, and then some low 80s throughout much of the rest of the week. inland areas, warm start to the week and back to low 80s. fairly mild. san francisco will be in the mid-60s, but just a little bit warmer for tomorrow, hitting 70 degrees. mike, are you seeing any progress in san jose? >> yes, they reopened lanes of south 101. as you can see from this shot, we still only have one lane open. the rig is on its wheels and chp hasn't let us know about the updated time they hope to have things open. it's slow southbound 101 as it's restricted down to one lane and there is more traffic. but it is opposite our main commute, coming from the airport. northbound it's moving just fine and not really distracted. there is a connecter closed, south 880 to south 101. you can go down to 1st and loop back on and catch the opposite direction and everything is moving smoothly because that is

welcome back. 6:25 right now. this past week our consumer team exposed how job scams are rising very quickly and viewers are reacting to the story online. >> consumer investigator chris chmura's team made a video to show you how to spot bogus job postings. >> here is the scam. a crook creates a counterfeit website that copies a company. they post job openings. people apply and hand over personal information, which the crooks then use to steal people's identities. let's look for five signs a job posting is a trap. we always show the scammers wearing hoodies and sunglasses, but your first clue is in your address bar. when they spoof companies, the address is off by one letter. they might use a cme with two es to trick people. a recruiter tells you to buy a new phone or laptop before you start your job.

at the morning commute, where we are in the mid-50s right now. we'll start to see the sun peeking out more between 8:00 to 9:00, and then sunshine the rest of today as our temperatures reach into the mid-70s. for the south bay, the low 80s, that's going to be cooler compared to what we had yesterday. it does start to get a lot hotter tomorrow afternoon, with some upper 80s and low 90s. i'll have more on that in the forecast in just a few minutes. >> thank you very much, kari. we have an update on breaking news. the end of the oakland teachers strike. a tentative new agreement was reached overnight. teachers say the school district has agreed to higher wages and more resources. we have a live look outside oakland high school, when campus opens later this morning attendance will again be optional for teachers and students. classes will not officially resume until tomorrow, leaving eight days in the remainder of the school year. we'll check out the late-night reaction outside union

headquarters when the agreement was first reached. teachers applauded the deal. we're still trying to learn specifics of that agreement but the district plans to release more information later today. people living in tents along coyote creek in san jose will be forced to leave. this is all due to the start of a new flood protection project. "today in the bay"'s kris sanchez is live in san jose this morning. a lot of folks who call that place home, they say once they're forced out, they have nowhere to go. >> reporter: they've been getting notice over the last couple of weeks or so, but they're still there because they don't have anywhere else to go. a lot of these folks, they're living in rvs, in their own cars. some of them living in tents, some just living on the street next to the coyote creek. they have been promised that housing is coming and some of them are on wait lists, but the city can't build tiny homes fast enough. we talked with one person living along the creek and has been for the last 20 years. >> it is my community, and it's

really sad, because where are we going to go? this is the last resort. we're here because there's nowhere to go. >> these people are going to be scattered to the wind or get on the merry-go-round that's tiny homes. you go into a tiny home for six months and then you're right back out onto the streets because there isn't permanent supportive housing to go to. >> reporter: this is the four-mile stretch of coyote creek will people will be forced out and this is because last month the santa clara county water district finalized an agreement and san jose is getting $4.8 million to get the people out of the creek and connect them with shelter and services so that the water district can start building flood walls as early as this sum. the district began planning this project after the devastating flood in san jose in 2017. now, many of the unhoused people we talked with say that they are

just going to move in the next available area, so for some of them that will mean residential parking lots -- rather, commercial parking lots, that could mean neighborhoods, along other streets, so folks who live in those areas feeling a little concerned as well. in san jose, kris sanchez, "today in the bay." >> something a lot of people are thinking about. kris, thank you. authorities are still looking for the driver who struck and killed a woman trying to help someone alongside interstate 880. it started yesterday in fremont when the driver of a pickup truck got stuck on the mission boulevard off-ramp. two people tried to help out. the driver of another pickup truck, a ford f-150, plowed into their car, killing a woman who had just exited. investigators say the driver then took off and is still on the loose. the driver in the initial crash is now facing dui charges.

some san francisco leaders are saying that it is time to put the brakes on those driverless taxis, calling it a threat to safety. two companies, alphabet's waymo and gm's cruise each use san francisco streets as a testing ground. some say all too often those vehicles impede emergency workers response times. here is what san francisco firefighters tell nbc news, starting with fire chief jeanine nickelson. >> the technology is not ready for prime time. >> they stop any time they see flashing lights on an emergency vehicle. >> city leaders say they're powerless to change the rules because it's actually the state's authority. cruise did not respond to nbc's interview request but waymo says relative to the number of miles driven each day, the issue is still relatively small and autonomous cars are more safe compared to human drivers. the warm week ahead is prompting new concerns about

flooding in yosemite valley. last month some sections of the park were closed due to flooding fears that never really materialized. forecasters say this week's higher temperatures may lead to four times the normal snowmelt, with the merced river expected to reach flood stage every day through at least friday. starting today, three popular campgrounds will be closed, lower and north pines, along with housekeeping camp. meteorologist kari hall joins us. for people that possibly could be heading to yosemite, because we're starting to see the travel ramp up, they should be aware the reservations could be canceled. >> you want to make sure you're checking ahead because this could change as a moment's notice. the river levels could be rising fairly quickly. we look at this chart that shows that we are expecting more flooding as we go into the next several days, and that's going to be the issue, not only for this week, but the next several weeks as that sierra snowmelt

continues with massive amounts of snow. take a look at some of these temperatures, reaching into the mid to upper 70s, so, yes, that's going to cause a lot of concerns with warm weather. and the sunshine will be with us throughout the week. we'll continue to keep tabs on that and bring you updates as we get them. we're looking at temperatures around the bay area headed for the upper 70s and low 80s, warming up nicely today. but then it does get quite a bit more uncomfortable tomorrow for inland valleys as those temperatures go up even more. i'll have more in a few minutes. mike, great news for the san jose commute. >> this is the breaking news, all lanes have opened. the camera from caltrans, from their live camera, shows all lanes of southbound 101 have reopened, the rig, tow trucks, everything is cleared from south 101. as we look at the map, you'll see slowing that's recovering because they did have to slow things down. there's a bit of slowing, recovery, and that should clear

it's not going to be as hot as yesterday, but we do have more sun in the forecast. >> we're looking at the bay bridge toll plaza, very calm right now. pretty much what you would expect for the monday morning. this evening you may have cross-bridge traffic, some trying to get to the a's game, others to the giants game. federal student loan repayments could restart again, and you might recall those payments have been on pause for about three years due to the pandemic. however, last week the secretary of education confirming that those payments could begin 60 days after june 30th. that's the day the white house's current payment pause on student loans is up. this is also coming after the supreme court is still reviewing biden's student loan plan aimed to wipe out up to $20,000 per student in student loans for some. the pressure at the border is easing.

>> scott mcgrew, the number of illegal crossings appears to be down, and so are the legal ones. >> the numbers are down big. we just got them, in fact. border patrol stopped 4,100 people from crossing illegally yesterday. that number was 11,000 just last week. so we extrapolate how many people cross illegally based on what the border patrol is able to catch. that's a huge change, far fewer people making the attempt. and then the number of people crossing legally, and remember a lot of people do that, is down because of the new restrictions on that process. there was an enormous influx of title 42 immigrants as those restrictions ended last week, but as we said, new restrictions put into place, those seem to be holding. though immigration and border patrol says they still need help, it's congress that can help the most. here is senator chris murphy on "meet the press" on sunday. >> the president has not been

sitting on his hands like republicans would allege. the president has been actively engaged in trying to manage this crisis. he has negotiated important agreements with mexico so that mexico takes more of these migrants, he has surged thousands of troops and asylum officials and border patrol to the border to handle this emergency. >> the president is in philadelphia today. he and the first lady are attending the graduation of their granddaughter from penn. he's just a granddad in the audience. tomorrow he'll be back in the white house for renewed talks with republican house speaker kevin mccarthy over the debt ceiling. there's reportedly some progress, the two sides, though, really far apart and dug in. it's not clear where there's room for compromise. nonetheless, mr. biden seemed pretty positive about the chances, as he stopped in front of some reporters during a bike ride on sunday. >> i really think there's a desire on their part, as well as ours, to reach an agreement.

it's raising red flags for some people trying to make it in the bay. the new rules went into effect this month that utilizes the new fee schedule for borrowers using fannie mae and freddie mac. critics say borrowers are high credit scores are seeing fees increase while people with lower scores are seeing theirs decline. advocates argue it's leveling the playing field. >> the reality of this, again, they're constantly analyzing risk, is their latest analysis has been that the lower credit score borrowers have been paying fees a little too high, and the higher credit score borrowers have been paying fees that are a little too low. this is based on their analysis. and so that has just been balanced out. >> the federal agency overseeing two mortgage companies saying loan costs are based on more than credit scores and includes the size of the down payment and

amounts paid in closing costs. a study found those with higher credit scores pay about half of those with lower credit scores under the new rules. a florida teenager is grateful to be alive after coming face-to-face with a shark. you may find some images disturbing. 13-year-old ella reed lives across from the beach where it happened in treasure cove. they says she was only waist deep in water when she was attacked by a shark not once, but twice. she was able to eventually fend it off by punching it. ella was able to shout to her friend to get out of the water. here what she says was going through her mind at the time of the attack. >> honestly, like, i didn't really know what was going on, because, i don't know, i was just in such shock about everything that happened. but, yeah, i think it was just the reaction to tell my friend to get out of the water and put my arm there. i was just doing everything i could to get it off me. >> she did suffer injuries to her torso, arm, finger, and now

it is 6:53 this morning. we are moving you forward with a look at top stories here on "today in the bay." first, breaking news this morning, oakland teachers have reached a tentative new deal ending their seven-day strike. >> "today in the bay"'s ginger conejero saab live in oakland with the latest. >> reporter: good morning, marcus and laura. we're outside oakland high school, one of the ousd schools impacted by this teachers' strike. now, tomorrow will be the official return to the classroom for teachers and students. today is an optional transition day for both students and teachers. tomorrow we can expect everybody to be back. here are some of the details of the deal we know of so far that

has been reached. teachers' compensation will be raised by 15% and there will be a collapse to their salary structure. the agreement also includes the addition of teacher librarians and mental health counselors at the elementary level. an agreement to the common good has been reached. that was a sticking point for teachers. this includes assistance for unhoused students, shared governance and resources for black thriving community schools. members are expected to ratify the agreement and the district is expected to hold a press conference with more details on the deal that has been reached. live in oakland, ginger conejero saab, "today in the bay." >> thank you. well, authorities are still looking for the driver who struck and killed a woman trying to help someone alongside interstate 880. this all started early yesterday in fremont. this is when the driver of a pickup truck got stuck on the mission boulevard off-ramp. that's when two people and another car parked alongside to help out. chp says the driver of another

pickup, an f-150, then plowed into that car, killing the woman who just exited. investigators are still trying to find the driver of that f-150, who then took off. they are still on the loose. the driver in the initial crash is now facing dui charges. san jose workers today are expected to start clearing homeless encampments along a four-mile stretch of coyote creek ahead of the start of a large-scale flood protection project. it includes adding new walls to help prevent future damage and to help cover the relocation costs. the city is receiving close to $5 million for shelter options and other services. it's going to start out cloudy and it's going to bring our temperatures down several degrees compared to yesterday. so some of our warmest spots inland reach the low 80s, but it will be hotter tomorrow with 80s, more sunshine and a warm
