of migrants arriving in cities across the north over the immigration issue. >> let's get to nbc national correspondent miguel almaguer in san diego covering the story for us this morning. miguel, good morning to you. >> reporter: hundreds of migrants are waiting for help here in san diego, but what started as a massive influx of migrants trying to cross the border every day has seemingly been cut in half. authorities say the reasons are unclear but will likely find out what happened in the months and weeks to come. the biden administration defending its decision to end title 42, the trump-era pandemic policy that allowed authorities to swiftly turn back migrants at the u.s.-mexico border. the secretary of homeland security saying they have seen a 50% drop in the number of encounters at the border compared to a record 10,000 migrants a day when the policy first expired thursday. >> the numbers we have experienced over the past few days are markedly down.

>> reporter: under the new biden rules, migrants seeking asylum must first seek it in another country. then they can schedule an appointment on an app before entering a port of entry. if they cross illegally they could be barred from seeking asylum in the u.s. for five years. still, thousands of migrants have been flooding into the country each day. severely overcrowding detention facilities in border cities. some migrants living on the streets in cities like el paso, texas. on friday, savannah pressing secretary mayorkas about record border crossings and overcrowding. >> you have had two years to prepare for this. why do we have this chaos and confusion at the border? >> savannah, the answer is very, very clear. we are operating within the constraints of a broken immigration system. the second point is we have not receiveded from congngress the resources that we need and that

we reqequested. >> r reporter: m meanwhile, , bs of migrants keep arriving in northern cities, sent by texas governor abbott to immigration cities. in new york, many hotels are now being turned into shelters. one couple even informed the 37 rooms they booked for their wedding party had to be canceled. >> when we called the manager she basically verbally informed us that, no, we have canceled all the blocks. >> reporter: in chicago, local officials are also scrambling to house migrants. >> more people are coming and we don't know how many. >> reporter: a humanitarian crisis at the border, now boiling over nationwide. >> so, miguel, how did the homeland security secretary explain this drop they are seeing in these last couple days? >> reporter: well, the homeland security secretary believes that the biden administration's message on tougher consequences

to watch we do have some pretty calm weather in the forecast today compared to how dangerous. we have rain falling across southern texas this is moving in from the gulf of mexico. we will see some thunderstorms and pockets of heavier rain. the biggest threat today will be across southern missouri into extreme northern arkansas, also into parts of southern illinois. into western kentucky and tennessee, too wind up to 60 miles an hour with isolated large hail. tomorrow this threat shifts to the east moving across eastern kentucky into tennessee, including knoxville. where again the threat for large hail and damaging wind gusts are the biggest threats with a chance of an isolated tornado. for the most part, it is the rain that could lead to brief flash floodings. but keep this in mind across all parts of the south through the ohio and tennessee river valleys. three to four inches of rain looking for a lot of sunshine. temperatures a little bit cooler than they have been. but still in the west, still

it was all reached overnight. oakland teachers say the school district has agreed to higher wages and more resources. here is a live look outside oakland high school. classes will not officially resume until tomorrow, leaving eight days in the remainder of the school year. check out the reaction outside union headquarters when the agreement was reached. teachers applauded. authorities are still looking for the driver who struck and killed a woman trying to help someone along interstate 880. this started early yesterday in fremont when the driver of a pickup truck got stuck at the mission boulevard off-ramp. people from another vehicle pulled up alongside to try to help. chp says the driver of another pickup truck, an f-150, then plowed into that car, killing the woman who had just exited. investigators also say they are still looking for the driver because the driver of the f-150 pickup truck took off. the driver of the initial crash is now facing dui charges.

and her mom in a moment bu first sam brock has details. hey, sam. >> reporter: good morning. this happened in fort pierce, florida. ella reeves did all the right things, guys she was out there with a buddy in waist deep water only a few yards from shore when she felt the shark bite her in the stomach she blocked the shark and told her friend to get safely to the shoreline and then fought it off again. as the summer beach season approaches, two frightening encounters in the water. in hawaii, a tiger shark attacking a kayak, a near miss for the fisherman who says he kicked it away with his foot >> the shark rammed me >> reporter: in florida state park, a casual swim turned down right scary for a local teenager. >> it bit me in the stomach first. i shoved my arm where it was biting me so it didn't get my stomach and it got my arm instead. then i hit it with my other hand.

>> reporter: a rising eighth grader now on crutches but recovering after sustaining bites to her torso, arm, finger and knee after a shark struck out of nowhere it circled back and attacked her again. >> i remember breathing really heavily and when it latched on to my stomach not being able to breathe at all. because i was just like, what the heck is happening? >> reporter: running on pure adrenaline, she fended off a bull shark. before springing out of the water and facetiming her family. >> at first i thought she was joking, actually then she says i'm not joking and she took the camera and panned it on her body her first thing was to tell her friend to run, not ask for help. she was saving her friend. >> reporter: ella ultimately needed 19 stitches 5 on her torso and 14 on her leg. the family is accustomed to seeing sharks when they're out fishing, but they have never seen one so close to shore. >> reporter: ella wants to be a marine biologist
