an unprecedented daily level peaking at more than 11,000 people, and on sunday, that number plunged dramatically, down to just 4,100. president biden spoke about it on sunday. >> they have gone down. my hope is they'll continue to go down and we have a lot more work to do. we need some more help from the congress as well. >> reporter: george solis is along the border in el paso, texas. why do officials think the number of people coming into the u.s. has fallen so rapidly after we saw those big crowds last week before title 42 was lifted? >> reporter: yeah. good afternoon, kate. it really depends on who you ask. dhs officials holding a press conference with reporters over phones and saying that they believe it might have something to do with military personnel and the stronger presence at the border and you have countries working on cracking down the cartels moving people across the border. you also have the theory that migrants are hearing there were a lot of whispers leading up to

the expiration of title 42, and a lot of migrants began to move towards those borders to try and cross before the lifting of title 42, and then of course, the biden administration itself is saying that some of the plans that was in place and some of the warnings about what would happen if some of these asylum seekers crossed illegally, possibly being banned from doing so for the next five years also had something to do with it. migrants are still flooding to these border cities and they are filling up the detention centers and some of the shelters here in these communities. some of them too afraid to go in. you have families that are sleeping on the streets. many are seeing them flood out and venture out into these communities still waiting to see what will happen next, guys. >> george, there are still people trying to cross into the u.s. you have been talking with some of them. i mean, ultimately this is a story as we have been saying about people. >> reporter: yeah, that's right. some of the stories here are

absolutely gut-wrenching, right? you have families who have had to make drastic decisions as far as either coming into this country illegally, risk being deported and those who make it through, and have the risk of those families being separated at the board, and we've heard one or two instances of including one grandmother who said her 4-year-old grandson was separated from her at the border. now they have to make the decision whether or not to stay here in el paso, move to dallas, and hope for some notification. take a look at the conversation i had with these migrant families. [ speaking non-english ] franklin tells me this is really the only option that he had. a lot of the shelters only accepting women and children at the time. so this is really more of a situation of circumstance. they have a 4-year-old grandson that is not with them. he's being processed right now. they have the option to leave, but they say they cannot leave their grandson behind. >> reporter: and as it turns

texas, now recovering and rebuilding after that deadly ef-1 tornado touched down saturday morning at 4:00 a.m., catching many neighbors and residents by surprise. the deadly tornado claiming the life of 42-year-old robert flores who family members tell us was enjoying being a newlywed and a new father. the devastation left behind has left neighbors grieving and in shock. many have had land here in their family for generations. they say their spirit to rebuild still remains strong. >> just keep your head up, and move on. keep getting together. build yourself up. don't worry about the past. just get together. worry about what you have right now. >> we have a lot of family support, and i mean, we'll make the best of it. we're survivors, and that's the way it is. >> reporter: the national weather service tells us that 38 families here in laguna heights have been displaced by this

tornado. they say the red cross and the salvation army are now working with those families to find temporary housing until they can find something more permanent. in the meantime, some threat of weather continues as the recovery goes on. back to you. >> so much destruction. katie beck, thank you. we want to bring in our nbc meteorologist now. so bill, time out these systems for us this week. where are folks in this country -- where should they be most concerned? >> isolated severe weather and flash flooding and an epic heat wave that continues. those are the weather headlines. we had 54 tornadoes by the way. today we have thunderstorms over missouri, popping up in texas. these are the same areas that saw a lot of rain this weekend. these are spots that we have a slight risk of seeing some flash flooding, nothing that's going to be too dramatic. it'll be isolated. we have heat advisoies from fresno to bakersfield, and from portland north to seattle. temperatures continue to be 10 to 20 to almost 30 degrees warmer than they should be, and

self-driving cars are taking over the streets of san francisco. they're part of a pilot program of driverless taxis crisscrossing the city delivering and picking up passengers. people say these driverless vehicles are jamming things up. here's nbc's jake ward. >> reporter: car stopped in the middle of the street blocking emergency responders. another getting very close to a city bus.

salary structure. the agreement also includes the addition of teacher librarians and mental health counselors at the elementary level. agreement of common good was also reached. they include reparation for black students, resources for unhoused students, school closures, and shared governance. this is a statement from oakland educators association. oea has reached a tentative agreement with ousd. our community rallied together to fight for oakland students and we won. ousd has committed to decent wages for educators, more resources and demanding working conditions. our collective power was also compelled ousd to discuss matters of the common good for our students and families. >> it's not quite over yet. there's still the ratification process. we have to vote on it. i think it is likely that it will be ratified simply because

two people are dead, and five are hurt. all of the victims are men, and they range in age from 15 to 20. no suspect is in custody. police are offering a cash reward for any information. according to the gun violence archive, this is already the 33rd mass shooting this month. the oakland teachers union has reached a tentative agreement. the 2 1/2-year deal includes a 15.5% salary increase as well as retroactive pay. staff are on campus for a transition day, and class will resume tomorrow. three campgrounds at yosemite will be closed because of a flooding threat. they're anticipating that warmer temperatures will melt the snow pack left in the sierra nevada. the park has more than the double amount of average snow for this time of year.

ukraine is preparing for a long anticipated spring offensively shoring up support among european allies. on saturday, ukrainian president volodymyr zelenskyy met with the prime minister of italy in rome and pope francis at the vatican. on sunday, zelenskyy traveled to france and germany to meet with those countries' leader, and this morning, zelenskyy met with the uk prime minister. nbc news correspondent ali arouzi is in london. what's behind all this? >> reporter: it's been a whirlwind few days of diplomacy, and it's all in an effort to secure much needed military and financial aid before that anticipated counteroffensive that you mentioned by ukraine against russian forces. he also picked up a prize for his country's fight for european ideals during his visit to germany, and it all seems to be pretty successful, kate. he tweeted that with each visit, ukraine's defense and defensive capabilities are expanding. the ties with europe are getting

stronger, and the pressure on russia is growing. his italian host promised them full military and financial backing. in germany, he met with chancellor schultz a day after germany announced $2.7 billion worth of weapons and in paris, president macron promised france will train and equip several ukrainian battalions and provide them with tons of armored vehicles and here in the uk, they pledged air defense missiles and long range attack drones for ukraine. that's also after promising some longng-range storm shatter missiles that the ukrainians need to fight the russians on a long-term battle front, and those are all very much appreciated by zelenskyy, but he says they also need fighter jets. >> all right. following all that for us. thank you. the high stakes election to determine turkey's next president is heading to a runoff now after no candidate won a

for non-life-threatening injuries at the hospital, and the person who came in and attack them is in police custody. gerry connolly tweeting a statement about what happened here saying, in part, that many morning that individual entered his district office and asked for connolly, but when he wasn't there, this person attacked his staffers with what we've now learned is a metal baseball bat. connolly then went on to say that both members of the team were transferred to the hospital, and right now the office's focus is ensuring that they are receiving the care that they need, but an extremely scary moment as we learned that one of the staffers was a senior staffer and was hit in the head with that metal baseball bat. another staffer was an intern on her first day in the office. she was hit in the side, and again, they're being treated for non-life-threatening injuries buck a very, very scary scene just outside of washington. >> we hope they have a quick recovery, ali. i also want you to talk to us about the other issue happening right now on capitol hill. the debt ceiling talks, president biden and top

between the owners of the club and the onepulse foundation have broken down now. we're following this story. what exactly is at issue here? >> reporter: important to note that there are two entities that have been in ongoing negotiations now for sometime to try to determine the future of this memorial on the grounds of where the pulse nightclub stood, and you have the ownership of the nightclub itself which is comprised of three separate parties, and then the foundation for the pulse nightclub as well, and according to barbara poma, she is one of the three owners, she says that they were willing to donate their share, and another owner as well. to two of the three owners were willing to donate their ownership essentially to the foundation so this memorial could go up, but according to her, she says the third owner has decided not to relinquish their part of the property, essentially creating an impasse for any upcoming memorial.
