temperatures should have to rise. in oakland, it's cooler at 55, and will be slower to warm up. at 11:00, still in the upper 50s. cool at the coast as we get our weekend started with low 60s, low 70s as we make our way into dublin. we'll talk more about this and the weekend outlook in just a bit. mike, something going on in castro valley? >> yeah, we're tracking a motorcycle crash. the good news is there were no major injuries reported at the scene. i'm concerned because the motorcycle did hit the center divide, but no major injuries reported at the scene and all activity just cleared in the last couple of minutes, a great drive from the dublin interchange up the dublin grade and toward castro valley itself. into the city, we have a second crash. we're looking at a slowdown that just popped up over the last five minutes, slowing from treasure island down to the 5th street exit. apparently the slower drive has backed up and distracted folks getting off of the bay bridge.

there may be a semi truck involved, as well as two other vehicles and that may restrict traffic flow. watch for the slowdown on the decline and we'll track that. back to you. >> thanks, mike. new details, layoffs for facebook's parent company meta continue. according to the technology news group vox, meta told employees its latest round of layoffs will start next week. the number of jobs on the chopping block is still unclear, however mark zuckerberg said in march that the company plan to say eliminate 10,000 positions by the end of may. already the company has eliminated 4,000 jobs. the company says that the day before the layoffs start a note will be posted on which teams will be impacted. apple, meanwhile, is putting new restrictions on its employees. >> scott mcgrew continues our coverage here. they're not supposed to use chatgpt. >> this is not uncommon. good morning to you. a lot of companies are warning their employees to be very careful about how they interact

with artificial intelligence. not because it isn't helpful, but because what they enter into ai can become part of the ai's knowledge. so if you were at the office trying to solve some sort of problem with software, you could show the ai some of your code, get a solution. but now your company's code is out there in the world. other companies like jpmorgan chase have also restricted employees from using chatgpt. if you haven't tried chatgpt yet, it's getting easier to do. both apple and google yesterday announced new chatgpt apps in their app stores. >> recently i spoke with an ai expert who speculated computers would soon advise scientists what experiments to run. right now, of course, scientists enter their experiment data into computers. in the future commuters might say i read the latest literature overnight and i think you're approaching the science wrong, here's what we should do. in that case, the computers

avoid an economic catastrophe. >> look, we're not there. we haven't agreed to anything yet, but i see the path that we could come to an agreement. >> reporter: while overseas, the president is receiving updates on debt limit talks. on thursday, vice president harris stressed what's at stake, echoing the administration's warning that a first-ever government default could spark a recession, cause the u.s. to lose millions of jobs, and damage the country's international reputation. >> this does not have to be a crisis. our position is clear and simple. congress must act to prevent default. >> reporter: one major sticking point, the gop's plan to impose stronger work requirements for social safety net programs, like food stamps and housing assistance. >> and so the ball is firmly in the court of the president of the united states and senate democrats to respond to what we've already done. >> the president has to have the option to say these things go

we'll track it. this weekend a small community in the east bay will celebrate one of the greatest film stars who happened to make movies in the bay area. >> bob redell is joining us from niles in fremont, and i understand you have a look at some of charlie chaplain's greater days. >> reporter: yeah, and i don't know how many people know this, if you haven't been in the bay area long enough, charlie chaplain used to make movies here in the niles district of fremont for about four months over 100 years ago. we're in the historic theatre where he used to come watch films during his short time here. this, of course, is now the niles silent film museum, where this weekend you can come here and watch the champion, one of charlie chaplain's most famous films will be screening. we've got michael here, historian. how did he end up here? we weren'thollywood, still

aren't hollywood. >> charlie chaplain spent the first year of his film career in hollywood working at the keystone studio, but he was looking to make more money, so he negotiated a contract with s&a that got him $1,250 a week. >> wow. >> and a $10,000 signing bonus. >> s&a was the film studio to the right of us, that's not here anymore, and that's where that film behind us was made, right? >> that's right. >> and how did niles end up being a location for films to begin with? >> s&a was originally established in chicago way back in 1907 by two men, george and bronco billy anderson, the first cowboy star. they wanted to make cowboy movies but the weather in the chicago area wasn't good enough for that. for five years they traveled all over the western half of the country making their cowboy movies, until 1912, when they

discovered the town of niles here and fell in love with it because of niles canyon. >> anyone who has driven through it, of course it's paved now, but back then it was a bitter dirt road, the canyon and everything you need for cowboy movies. >> they came here in april, they were here for almost four years. >> "the tramp" was shot in niles canyon. why did charlie chaplain stick around? >> well, charlie liked the big city and niles here was way out in the country in the middle of nowhere. nothing but flat farmland or hills as far as you could see, so chaplain wanted to get back to los angeles. he made a few more short films in los angeles. >> reporter: he used to come to this theatre, it was the local

weather wasn't good enough, so he came right here to the west coast, right? >> that's right. let's get started with our weekend weather because if you want to head to the movies or maybe head to the fair, i know the contra costa county fair is going on today through sunday. enjoy some nachos for me. that's my favorite fair food. and enjoy the weather because it will be pleasant, some might call it hot. make sure you wear your hat and sunglasses and the sunscreen, of course. today our highs, cool at the coast. we're staying in the low 60s in san francisco. as we make our way into the inland valleys, some spots might hit the low 80s like fairfield and santa rosa at 82, and 77 down here in san jose. tomorrow you might feel a little cooler because we have a low we're tracking to the west of us in the pacific ocean. our highs still comfortable with no rain in sight, at least for the next couple of days. somewhere where we are watching the rain and a potential for thunderstorm development is south lake tahoe.

it's the weekend and people want to get up there, but the next couple of days, today, tomorrow and sunday, look to be a little tricky. that's why we have the flood watch in effect. the rain mixed in with the temperatures that have been going up, the green you see on your screen stretching from south lake tahoe down to mammoth lake, we're watching the waterways also running fast and cold. if you might slip in, be careful and get out really fast. the peak flow does happen in the night and early morning hours, so just something to be mindful of. let's bring it right back here to the bay area, getting our weekend started in concord. we'll see a trend similar for the weekend, peaking on monday with temperatures and steady 70s as we go into the next couple of days. i'll leave you with the seven-day forecast for our inland valleys. nice weekend weather, but of course we are tracking thunderstorms developing in the sierra. otherwise in san francisco, we'll keep it cool and cloudy at the coast, we'll talk about your

giants forecast in just a bit. otherwise, temperatures stay steady in the 60s. we're going to san francisco, you can look at this big map. i will focus on the bit of slowing we see heading into san francisco, just past the 5th street exit. that has really cleared up over the last five minutes. one unit still reported on the exit there. the crash, there was a lot of slowing off of treasure island. i think it should be fine for you heading into san francisco. the altamont pass, you have a lot of slowing where the merge happens with 205 and then it moves much better. we're looking at no problems, no major delays down vasco, just a little bit of slowing as you're approaching 580. a smooth drive, as is south county all the way up the peninsula. next, nbc bay area responds. >> we're traveling more than 100 miles from the north bay to the south bay in search of

good morning. it is friday. i like the sound of that. let me say it again, it is friday. i'm marcus washington. thanks for joining us this morning. >> i'm kris sanchez. laura garcia is off this morning. as we said, there is a lot going on this weekend in san francisco, in the south bay, the east bay. cinthia, you are the woman of the hour. >> thank you very much. now, let's start this morning, i don't know about you down here in the south bay, but i felt it just a little mild walking out the door. temperatures, at least in san jose, 55 degrees, as we make our way into areas like concord and oakland. just a little chillier near santa rosa and sonoma. i'm also watching the fog trickling on into the valleys. now, on satellite and radar you could see the fog hanging off of the coastline. it should knicks out as we get our weekend started. temperatures staying in the 70s and 80s and a lot of weekend events i want to tell you about. a warning if you're going to the sierra, we are tracking

thunderstorm chances. we're going into the east bay now? >> i know you're looking ahead to the weekend. i am, too, in my mind. highway 4 we have a crash at the critical part heading toward concord, right around port chicago highway, just prior to the exit we have a crash where a vehicle, a smaller vehicle and a box truck reportedly got struck together, maybe bumpers stuck. the traffic is distracted and there's probably a traffic break as well. meanwhile, you see the rest of the east bay green, basically. at the bay bridge incline a little slowing getting up to treasure island. slowing into san francisco has cleared around the 5th street exit where there's activity at the off-ramp. 680, the crew has cleared heading north through pleasanton. >> thanks, mike. to our top story, a big decision from the attorney general's office, who is declining to pursue charges against the san francisco police officer who shot a man dead. it has been more than five years

since keita o'neil was killed by an officer. >> ginger conejero saab is live for us in san francisco. you have more on what's expected to unfold today. >> reporter: good morning, marcus and kris. the official dismissal will happen at san francisco's hall of justice later this morning and the family has harsh words for the attorney general. >> when is this office, i asked him, going to have some [ bleep ] and stand up against these police officers that's abusing their positions? >> reporter: that is keita o'neil's aunt speaking to gia vang yesterday. she says she's in disbelief with the latest blow. the attorney general's office had until june 5th to decide whether or not it would pursue charges n. a 21-page response emailed to nbc bay area, the

ag's office reports how o' neil reached for his waist band and detailed it was necessary to shoot in self-defense. samayoa had been hit in the head with paint balls during training, showing that a failure to act can result in deadly consequences. the attorney general's office said the charges against christopher samayoa could not be proven without a reasonable. it's a huge relief for samayoa, who happens to be a new father. >> it's been a long road for chris samayoa and his family, and we're happy that finally true justice has prevailed, the right decision has been made. >> reporter: now, green's attorney says the doj may take interest in this case but his only hope is he says if new people come to power, o'neil's

aunt says she's going to turn her attention to cases with similar circumstances. ginger conejero saab, "today in the bay." >> it's been a long time coming. thank you very much, ginger. also today, an attorney is set to make a motion to remove the alameda county district attorney from an officer-involved shooting case. former officer jason fletcher is accused of shooting and killing taylor at a walmart back in 2020. taylor was allegedly trying to steal from the store. the former officer's attorney says district attorney pamela price has made venomous statements about police officers and he believes that would have a bias influence on the case. so far, price's office has not respond to do the request for comment on the expected motion. mourners are expected to gather later today for the funeral of a bay area catholic bishop. reverend patrick mcgraw died last week after contracting pneumonia. mcgraw was born in ireland in

1945, and served as the auxiliary bishop of the archdiocese in san francisco in the late '80s, in 2019 he retired. mcgraw was 77 years old. his public funeral will start at 11:00 this morning at cathedral basilica of st. joseph's. uc regents says that it will move forward with hiring documented students. yesterday the regents voted to form a group with a plan to hire students no matter their legal status. the campaign called opportunity for all made up of undocumented students and legal experts, has been pushing for this decision for months. one uc berkeley student flew to l.a. for the announcement. >> to see such an institution respond to the work and the organizing of undocumented students who, you know, we are

often kind of seen as powerless, and today we were far from powerless. >> that decision could still lead to lawsuits. san francisco's beta breakers race returns this weekend and tens of thousands of people will flock in sunday morning bright and early, some to run a new personal best, others will be focused on the outrageous costumes. the race has been going on for more than a century and this year organizers say they have new ideas planned. >> we're going to have touch points overall throughout the race, so every couple mile marker, you're going to see a fun activation. whether that will be a game we're going to be playing, whether that will be a hydration station, a little shoe knowledge, they can stop and take a rest. there will be a lot of fun things going on. >> b.a.r.t. will make it easier for people to get there from

time. by the middle of the festival, we're seeing temperatures in the 70s. i think it's going to be a very nice weekend to get out in campbell, san francisco, anywhere that you want to. where are we heading on the roads? >> you talk about the bay to breakers, i know you said you might want to dress warmly. not everybody dresses much at all for that. we're looking at a smooth drive on the roadways, friday, lighter volume. the build on highway 4 and in the north bay. getting across the bay bridge, the incline, typical slowing. in the city we have unusual slowing because of a crash that still has activity on the 5th street off-ramp. folks are slowing, there's activity before you get to the city street and that may be backing things up a bit. we're still tracking activity on the chp report. more activity in the city, as cinthia talked about, the giants are playing and fans will be arriving for the 7:15 game. it's a little later than earlier this week, so that will be a little after the commute,

money, to issue new debt. that means treasury secretary janet yellen has been moving money around using financial tricks, really, to pay the bills as they come due. now, if and when the two sides reach an agreement, raising the debt ceiling, authorizing more borrowing, the u.s. treasury is going to have to go rush out and get new loans to cover all the holes. new treasury bills will flood the market. there's only so much money out there for investments. so if the u.s. government hoovers up all the investment money, that's less money going into stocks, less money going into small business, into projects like infrastructure. president biden started his first day of meetings at the g7 today. the g7 created back during the economic instability of the 1970s, so some of the big industrialized nations could work together on economic issues. this time around you've got a situation where the country with the biggest economic issue is

we'll see our microclimates play out nicely. low 60s along the bay and we'll see low 80s as we make our way into fairfield and santa rosa. temperature temperatures will be knocked down just a little because we are tracking a low pressure system moving just to our north, but still plenty of sunshine. i think they'll rebound as we go into sunday. we've got 68 in san mateo, 77, nice and comfortable to enjoy a day out in wine country. satellite and radar still tracking fog that's hugging the coastline as far north as our mendocino coastline members. here is the low pressure starting to move into areas of portland. they've been dealing with a heat wave over the last couple of days. we're also tracking the movement of the low pressure system into the area such as the sierra, so that's why we have the flood watch in effect until monday. something for you to keep an eye on if you do plan to head up there.

i'll leave you with the seven-day forecast. a little fog to kick off our morning, and possibly into tomorrow in our inland valleys before temperatures go up on sunday, and on monday plenty to do in san francisco this weekend, of course, just be mindful of the fog. mike, are we going to the south bay? >> we're starting in the south bay, not because you were talking about the skating, but it is a good option. we're looking at folks driving by on north 101, the early slowdown sorting itself out. the volume building out of san martin, lighter earlier on. we are looking at a slower drive developing across the bay bridge but the speed sensors more evenly distributed. i believe they've slowed the metering lights down just a bit because of the crash and some additional slowing at 5th off of the bay bridge decline. highway 4 shows a typical pattern but chp reports a unit around port chicago highway on the shoulder. back to you. >> thanks, mike. starting today, state park
