cinthia. >> we're kicking off friday with a little bit of fog. let's go to the east bay. maybe you're getting ready to hit the road and join all of these other people. we'll stick with the cloud cover through midmorning, so it will be a day when you need the jacket to start. by lunchtime into the afternoon, it should be pretty pleasant in the mid to upper 60s. san rafael starting off pretty cool, 48 degrees, another place where it will be the kind of day where you need the jacket, but then by the time you pick the kids up, they might have ditched it already. temperatures cool at the coast, if you want to find the warmth and kick off the weekend just right, let's go to napa where we're seeing 77, as well as martinez. some places that might feel warmer are areas like fairfield at 83 and down through the santa clara valley. morgan hill coming in at 81. we'll talk more about your microclimate weather and all of the weekend events in just a little bit. mike, where are we going for a check on the roads? >> we're going to look at the

berkeley curve, emeryville westbound, we'll look at the approach to the bay bridge. look at how sparsely populated this road is. fewer folks heading to the bay bridge, not a deal at the toll plaza. the metering lights are active and it's generally slow getting into san francisco. we go from 19 lanes to less than half of that heading toward san francisco. a smooth flow of traffic and an easy drive down the eastshore freeway. nothing major going on through the south bay. there's a little build for san martin as things clear from the first burst in san jose. back to you. >> thank you so much. new details for you, layoffs for facebook's parent company meta continue. according to vox, meta told employees its latest round of layoffs will start next week. the number of jobs on the chopping block still unclear. however, mark zuckerberg said in march that the company plans to eliminate 10,000 positions by the end of may. already, the company has

eliminated 4,000 jobs. the company says that the days before the layoffs start, a note will be posted on which teams will be impacted. apple, meanwhile, putting a new restriction on its employees. >> scott mcgrew is joining us for that coverage. they're not supposed to use chatgpt. >> yeah, exactly right. a lot of companies are warning employees to be really careful about how they interact with artificial intelligence. not because it isn't helpful, but because what they enter into ai can become part of the ai's knowledge. so if you were at the office trying to solve some sort of problem with software, you could show the ai some of your code, get a solution. but now your company's code may be out there in the world. other companies like jpmorgan chase have also restricted employees from using chatgpt. if you haven't tried chatgpt yet, it's getting even easier to do. both apple and google yesterday announced new apps in their app

stores. recently i spoke with an ai expert about the use of ai in scientific laboratories. as you would imagine, scientists enter their experimental data into computers. in the future he said computers might take the data, analyze it and say i read the literature overnight and i think you are approaching the science wrong, here's what we should do. in that case, computers would be teaching us. i took that idea to a fellow who has supplied software to millions. >> a perfect opportunity for data and a perfect opportunity for the language models to sit on top of it, because machines can see patterns and data that is very challenging for the human brain to be able to process and get insights from. >> you can see more of that discussion, on "press here" sunday morning at 9:00 right after "meet the press." >> interesting chat, i'm sure. oakland police are still searching for the gunman wanted

in connection with a deadly shooting of a filipino restaurant co-owner, his 11-year-old son saw the whole thing. the anniversary of his death was yesterday and his mother, sister and son spoke at police headquarters. they are still asking for the killer to turn themselves in and they're not giving up hope that he will be found. >> it's our priority and it's the oakland police department's priority to get justice for my brother and for kia. i just would love him to have that computer that this person who took his father away from him is put away. >> anabo co-owned lucky three seven, a popular filipino restaurant in the fruitvale neighborhood. it was named after the street he grew up on. oakland police ask that if you recall seeing anything suspicious the night of may 18th of last year, that you call their tip line.

well, pg&e now facing a hefty fine of $150 million. this is for its role in starting the deadly wildfire in northern california, the zogg fire that killed four people, while more than 50,000 acres in shasta and tehama counties burned. investigators blamed it on pg&e's failure to cut down a damaged tree that was marked as it should be removed because it was leaning toward power lines. this morning the white house and republicans are racing to reach a bipartisan deal to avoid a government default. both sides are expressing confidence that they will find common ground. "today in the bay"'s brie jackson is live in washington. the negotiators there have been working around the clock. >> reporter: yeah, and the clock is ticking on this negotiation. so negotiators have just under two weeks to come up with some type of a deal before the government defaults. both sides have said that there

is signs of progress, they are making progress in all of this. but there's still some concerns about possible concessions. president biden in japan, meeting with leaders of the world's largest economies, as negotiators back home try to avoid an economic catastrophe. >> look, we're not there. we haven't agreed to anything yet. but i see a path that we could come to an agreement. >> reporter: while overseas, the president is receiving updates on debt limit talks. on thursday, vice president harris stressed what is at stake, echoing the administration's warning that a first-ever government default could spark a recession, cause the u.s. to lose millions of jobs, and damage the country's international reputation. >> this does not have to be a crisis. our position is clear and simple. congress must act to prevent default. >> reporter: one major sticking

point, the gop's plan to impose stronger work requirements for social safety net programs, like food stamps and housing assistance. >> and so the ball is firmly in the court of the president of the united states and senate democrats to respond to what we've already done. >> the president has to have the option to say, these things go too far, they are not acceptable, i'm not going to harm american families. >> reporter: a growing number of senate democrats are signing on to this letter, calling on mr. biden to invoke the 14th amendment. that would allow him to raise the debt ceiling without congressional authorization. and treasury secretary janet yellen has warned that invoking the 14th amendment could lead to a constitutional crisis. >> scott has been saying that even once there is an agreement, there's still going to be fallout after that. a lot of people are losing faith. thank you very much, brie. now to a follow-up this morning, the dodgers are facing more fallout this morning, this

is after l.a. pride says it will not be at the team's pride night. this all comes after the dodgers dis-invited the sisters from the celebrations. the drag group is based in the bay area and is part of the lgbtq community. the dodgers decided to not welcome the group after complaints that the sisters are offensive and mock religion. l.a. pride released a statement yesterday saying that it will pull out of the event in solidarity with the sisters. san francisco is celebrating a first of its kind position a porting a drag laureate, a well-known drag performer and owner of oasis. city leaders helped to celebrate the announcement last night. the term of the office is 18 months and actually includes a $55,000 stipend. they're applauding the move in

the wake of some states passing new laws banning public drag performances and supporting anti-trans legislation. raj mathai had a full interview with darcy last night on nbc bay area's 7:00 newscast. if you want to watch the full interview now, you can go to nbcbayarea.com. music and festival lovers, listen up. new this morning, even more live music is expected to come to san francisco. so the organizers of outside lands music festival were given the green light by city park leaders to host another three-day concert series in august of next year. this would also take place at the golden gate park. the proposed concert permit would run for three years. the board of supervisors still have to sign off on the plan this summer. this year's festival takes place august 11th through the 13th. taking a live look at downtown san jose, we see a little blanket of clouds keeping things nice and cool. it was comfortable sleeping weather in the south bay, at least. maybe you needed an extra

blanket along the coast. cinthia is tracking the forecast. >> yeah, we'll definitely need a blanket in san francisco. i promise you that the city skyline is there. it's just being eaten up by karl the fog. if you are kicking off the weekend, taking a hike along the host, it will be cloudy and we'll only see a mix of sun and clouds by the time we get to the lunchtime hour, and then the temperatures peaking in the mid-50s. if you're headed into work in sunnyvale, we've got you covered with your forecast. we'll hang onto that cloud cover, but then warm up nicely as we go into the lunchtime hour. by 1:00, we're seeing 71 degrees. we'll track more of your microclimate forecast in full detail, but let's go to mike checking in on the tri-valley. that's right, we'll look at 580. dublin moves nicely. look at the spacing. that means the volume of traffic not so heavy as you're approaching the dublin interchange. if you look at the altamont pass, it comes down to about 20

warmth, we're going to go inland and track all of the microclimates coming up in just a little bit. south bay, friday, looking good for 280. no problem coming toward us. that's north 280. all are moving nicely through the south bay. there's slowing coming into the area. we'll show you that and more coming up. this weekend a small community in the east bay will celebrate one of the greatest film stars who happened to make movies right here in the bay area. >> "today in the bay"'s bob redell joining us from niles in fremont. i know you had popcorn earlier. you know it's movie time. >> reporter: yeah, good morning to you, marcus and kris. we're talking about charlie chaplin days, and here in the niles historic district of fremont, charlie chaplin made five movies at what used to be the s&a film manufacturing company. this was a studio that was next door to the location we're at right now. it's no longer there.

he did this well over 100 years ago. and this weekend the niles s&a silent film museum and theatre, they're going to be showing some of his old films. this used to be the edison theatre and this was a theatre that was around back then when charlie chaplin was in town for the four months he was making movies here. he used to come here to watch films. today we do have charlie chaplin right here in the flesh. not bad, huh? even looks like him without the makeup. we've got jason allen, all the way from canada. >> yes. >> you've been dressing up and performing as charlie chaplin for a number of years. >> yes. >> and you're familiar with the history of him here in niles. >> very familiar. >> why didn't he stick around? he was only here four months. >> you've got to remember he was a young, powerful star, and he wanted to be somewhere where the action was. there wasn't a lot of action here. it was a country town.

and make sure they're not too hot. let's take it to the full microclimate forecast. as we start to go into the summer months we'll feel it in full effect. cupertino, we've got you at 75. morgan hill and gilroy, 80 degrees to kick off your weekend. then we'll go into parts of the east bay. concord is at 80 as well. as we go into parts of hayward and oakland, only going into the mid-60s. similar situation as we make our way into san mateo at 69 and we've got 74 for you in palo alto. if we're heading out into san francisco today, we're going to see 56 in the marina, 64 downtown, a little bit warmer, of course, because of the cement and pavement holding onto that heat. as we go into parts of the north bay we've got 84 in ukiah, 88 in clear lake. if your plans are taking you out to bodega bay, temperatures are cooler. long-range outlook, not much

change ahead. the only thing we are keeping our eye on is a chance for inland and sierra thunderstorm chances, the green that you see along the sierra nevada. otherwise, i'll leave you with the seven-day forecast for our inland valleys. we'll see just a little jump in temperatures as we go into sunday and monday, with temperatures going up into the low 80s. where are we going for traffic? >> you're talking about the pavement holding onto the heat. it's not holding onto the traffic. it's friday, lighter commute. what's coming in, there's more slowing out of san martin and toward morgan hill. you know there's traffic that's going to build through the south bay. nothing like the monday through thursday drive. oakland, smooth flow of traffic, maybe some slowing as you head toward hayward. the bay bridge, the backup is at the toll plaza, but the span moves smoothly and filed down the eastshore freeway. back to you. 6:23 right now. next on "today in the bay," nbc bay area responds. >> we're traveling more than 100

weekend, from baseball to bay to breakers. we'll tell you everything you need to know as you make your plans, even wardrobe plans from bay to breakers. this is "today in the bay." so good to have you with us on this friday morning. i'm kris sanchez in for laura garcia. >> i'm marcus washington. want to get you started with the day as we look at the forecast. cinthia pimentel is in for kari this morning. >> you know, san francisco, very typical, starting off our friday with karl the fog. i promised you the skyline was still there, but it will be a little before we see the sunshine. let's get you ready for your day ahead. clouds along the coastline and we'll see temperatures in the 50s and 60s. if you have any plans, make sure to bundle up, and of course bay to breakers forecast in just a little bit. if you are seeking sunshine, let's go to the valleys where temperatures will be in the 70s and 80s. as we head further up into the sierra, i do have a warning that

we are tracking a flood watch. we'll talk more about that in just a bit. where is our trouble spot right now? standing water? >> it's not because of rain. it's not because of the rain, but maybe a busted sprinkler. we're looking at north 880 before you get to 101, it does move in elevation, but not enough to cause any sort of change. we don't see any real slowing for the nimitz. it's 101 that does show slowing typical as you head toward oakland road and it's mild through the south bay. mild slowing toward morgan hill. the arrow at the top shows you more slowing toward the san mateo bridge, just a bit for hayward. >> thank you. to our top story and a big decision from the attorney general's office. he is declining to pursue charges against a san francisco police officer who fatally shot a man. it has been more than five years since keita o'neil was killed by an officer through the window of

the officer's patrol car. >> ginger conejero saab is live for us in san francisco with more on that. we have seen a lot of public pressure on da's across many counts in the area. what's going to unfold in this case today? >> reporter: that's right, a lot of public pressure, a lot of back and forth, legal back and forth in this case specifically, we're expecting the official dismissal to happen in san francisco this morning at the hall of justice. we'll be there, we'll be following that. all this happening and the family has some harsh words for the attorney general's office. >> when is this office, i asked him, going to have some [ bleep ] and stand up against these police officers that's abusing their position? >> reporter: that is keita o'neil's aunt, april green there, speaking to our gia vang yesterday. she says she is in disbelief with the latest blow. the attorney general's office had until june 5th to decide whether or not it would pursue

charges, but in a 21-page response emailed to nbc bay area, the ag's office reports how o'neil reached for his basteband and supports the reasonableness of the officer's belief that it was necessary to shoot him in self-defense. it also detailed how days into the job samayoa had been hit in the head with paint balls during training, showing that failure to act can result in deadly consequences. the ag's office said the charges against christopher samayoa, the former police officer, could not be proven beyond a reasonable doubt. the decision is a relief for samayoa, who happens to be a new father. >> it's been a long road and we're happy that true justice has prevailed, the right decision has been made. >> reporter: now, green's lawyer, the aunt of keita o'neil, says the doj may take interest in this case, but he

says his biggest hope is for new people to take office. the aunt of keita o'neil saying she's going to throw her support and attention into similar cases to her nephew's. ginger conejero saab, "today in the bay." >> five years, such a long time for the family. thank you, ginger. 6:35 right now. starting today, state park leaders are shutting down part of a much-travelled area of mount diablo state park on north gate road. this follows damage to the area during this year's winter storms. as a result, a portion of north gate road will be shut down through mid-september as crews work on repairs. south gate road will remain open. >> i wish they would make it wider. it is nerve-racking. ready for the return of the nfl? now the biggest game in football may be coming back to the bay area. here is where. levi's stadium could soon host

another super bowl, super bowl xl. the league owners are expected to formally vote on this early next week. most of the festivities would be held in san francisco but crime is definitely a talking point and it's an issue that's been communicated to city leaders. the green light is expected for what promises to be a very exciting year. >> levi's stadium will receive a $125 million loan from the nfl and those will go into stadium improvements, so where will those improvements be? primarily they'll be focused on upgrading the stadium suites, as well as the video boards. >> this will be the third super bowl in the bay area. the first one was at stanford stadium, when the niners won against the miami dolphins. my favorite was in 2016 when the broncos beat the panthers at levi's stadium.

>> i think i know why. let's talk about san francisco again. bay to breakers race returning this weekend, we're talking about tens of thousands of people flocking to the city on sunday morning. there will be a run of new personal best, and others, of course, will be more focused on their outrageous costumes. the one of a kind race has been going on for more than a century. that's a long time. this year organizers have some new ideas planned. >> we're going to have touch points throughout the race, so kind of every couple mile markers, you're going to see a fun activation, whether that will be a game we're going to be playing, a hydration station, a little shoe knowledge, an expo where people can stop and take a rest. there will be a lot of fun things going on. >> did you see that onesie? >> sometimes there's nothing. >> b.a.r.t. will make it easier

for people trying to get there from outside san francisco. trains will start running two hours earlier than normal for those planning to make it by 8:00 a.m., which is the start time. the giants may finally be putting things together. they are now riding a three-game winning streak after sweeping the phillies. this weekend they bring in the miami marlins. the first game of the series is happening tonight at 7:00 and it's going to air right here on nbc bay area. game time a little after 7:00. but coverage begins right after "nbc nightly news." if you're going to the game, cinthia says you might want to bring your giants blanket. your costume you'll need for the giants game will be something to keep you warm. first pitch is at 7:15. we'll see a mix of sun and clouds. then it will be mostly cloudy with 20 to 25 mile an hour winds. you definitely want to keep warm, bring those gloves and that blanket. here is your bay to breakers forecast for sunday. also a very chilly start. so if you are one of those

people that are going to keep on more layers, definitely bring a couple more and we'll see sunshine for after the race is over for you to enjoy any festivities in san francisco. maybe you're looking to shake off those sunday, the boogie campbell's music festival going on in downtown campbell that starts at 10:00. plenty of sunshine as we go on to enjoy the festival. but for now let's go to the roads and see where we're boogying on out. we have a nice smooth flow. over here san jose, just a little bit of slowing for north 101, not a problem. just a little bit of slowing south 880 past the san mateo bridge, which is moving smoothly to the peninsula. let's zoom toward the look ahead because we're looking toward san francisco. cinthia talked about this, we're talking about the giants game where a lot of folks will hopefully be talking about a victory. a later start than earlier this week. that should make it clear of most of the get out of town

traffic. over here later on, we're looking at a closure overnight 80 eastbound, the connecter will be closed during the bulk of the day, and that will be an issue getting north through the area. this is a longer reroute. highway 37 has some track repair work and they have to shut down the freeway, this is 3:00 on saturday, all the way to midday sunday. coming up on "today in the bay," we've talked about the damage to the economy if they don't raise the debt ceiling. but what if they do? there still may be some damage. >> you know, everyone seems to be talking about it more and more. parents changing the rules when it comes to their adult children living at home. well, how about charging them rent? we've got some mixed reviews. now, a closer look at that issue

her to resign from congress, and she says that she is adamant she is going to serve out her final term before retirement. this morning, there is still no deal on the debt ceiling, also politicians claim that they are getting close. >> scott mcgrew, you say there's still going to be fallout. the damage might be done. >> some of it may already be done, even if we don't default. there are going to be problems. here is why. the government has already run out of the authority to borrow money, that means treasury secretary janet yellen has been removing money around using financial tricks to pay the bills as they come due. if and when the two sides do reach an agreement, raising the debt ceiling, authorizing more borrowing, the u.s. treasury is going to have to rush out and get new loans to cover all of those holes. new treasury bills flooding the market. there's only so much money out there for investments, so if the u.s. government is hoovering up

all the investment money, that's less money going into stocks, less money going into small business, less money going into projects like infrastructure. president biden started his first day of meetings at the g7 today. the g7 was created during the economic instability of the '70s, some of the big industrialized nations could work on economic issues. this time around we've got a country where the biggest economic worry, the united states, because we have a system in place where the opposing party can threaten to upend the full faith and credit in the united states to get what they want. both the republicans and democrats have tried this, and each time the president, sometimes a republican, sometimes a democrat, has called it dangerous and unfair. >> ukrainian president zelenskyy just arrived at a meeting in saudi arabia, from there he'll go to the g7 in

70s. we're looking at 77, nice and warm as you make your way into san martin and morgan hill. if you are going to the coast, maybe you have plans to do some coastal hiking, low clouds, and of course it might be a little breezy and the temperatures will only warm up into the mid-60s there. as we go into tomorrow, temperatures will come down just a little bit as we are tracking a low pressure system that's moving around us, keeping temperatures at bay. we've got 73 in martinez, as well as in san jose, but then on sunday, even on into next week, we're going to see temperatures rebound just a little. we've got 77 in novato, 79 in concord, and then 80 down here in los gatos. as we go into your weekend and the days ahead, here is the low pressure system. the high pressure that's been giving us all this sunshine this week is going to come into a little bit of a battle as we track that rain moving into the sierra. if you have plans to head to

welcome back. we are moving you forward with a look at our top stories here on "today in the bay." >> first we start with the state attorney general's office declining to pursue charges against former san francisco police officer christopher samayoa who fatally shot keita o'neil through the windshield on his patrol car. now, in a 21-page response, the ag's report details how o'neil reached for his waist band and the police officer felt it was necessary to shoot in self-defense. they said the charges could not

be proved beyond a reasonable doubt. the o' neil's family has harsh words. >> when is this office, i asked him, going to have some [ bleep ] and stand up against these police officers that's abusing their position? >> the official dismissal is expected at 9:00 this morning in san francisco's hall of justice. new details this morning, layoffs for facebook's parent company meta continue, and according to the technology news group vox, meta told employees its latest round of layoffs will start next week. the number of jobs on the chopping block is still unclear, however mark zuckerberg said in march that the company plans to eliminate 10,000 positions by the end of may. already the company has eliminated 4,000 jobs. meta says the day before the layoffs begin, a note will be posted on which teams will be impacted. more live music is expected to come to the city by the bay.

organizers have just been given the green light by city park leaders to host another three-day concert series in august of next year. this would also take place in golden gate park. the proposed concert permit would run for three years. the board of supervisors still have to sign off on the plan this summer. this year's outside lands festival takes place august 11th through the 13th. >> a little soon to talk about august but not too soon to talk about bay to breakers and the giants game. >> there's a lot going on. we'll kick off the weekend right now with some fog in san francisco, might even hang on tomorrow morning as well and just be a little breezy. then temperatures should hold pretty steady in the city in the 60s. if you're looking for warmth, go inland. sunday and monday in the 80s and then temperatures should hold steady as we go into next week. so fairly comfortable bay area weather.
