7:13 am
talks between the republicans and the white house still in progress. is yellen telling you anything? is she predicting a first-ever debt default? >> well, here's what she did do. she gave the most clarity yet on how real the june 1 deadline is. while the date itself is a bit soft, she -- june 15th, if we can get to june 15th, then we don't need to worry about the debt ceiling, because june 15th is the day a lot of people who pay quarterly on their taxes, that's when the tax receipts come in. if they can get to june 15th, we can pay our bills through august. but she basically said the odds of us getting to june 15th without raising the debt ceiling between june 1 and june 15 is low. i interpret low as below 25%. so she gave a little more clarity there, and she said that no matter what, she ruled out the 14th amendment and said, if they don't raise the debt ceiling and they're faced with this moment, there will be bills we don't pay. she won't say which ones those
7:14 am
are. there is a -- certainly a prioritization process. but she gave some clarity and she really doubled down, that while june 1st is not a hard deadline, june 15th is. >> i also want to talk about dianne feinstein. we have discussed the california senator's three-month absence as she recovers from shingles. she's back now, and since her return, it's become clear that the 89-year-old senator is not doing well. she's in a wheelchair, appears to be paralysis on her face and perhaps is suffering from some cognitive decline. her resignation is being called for on both sides of the aisle but she refuses to do that. what can her california constituents expect going forward? >> that's a great question. i certainly think the staff has been doing the type of things,
7:15 am
you know, that are necessary if you have a complaint about social security, questions about immigration, you know, there certainly is plenty of professional staff to do with the basics of interacting with the government. if you're looking for some more proactive representation, you're just not going to get it. look, it is hard to not look at the situation and say she's not at full capacity to serve her constituents. the question, of course, is who is going to tell her to do that? and there seems to be -- that seems to be the missing ingredient here. there isn't family members that seem to be willing to intervene, and it's really hard for political folks to intervene on something that belongs really -- families should decide when to take the proverbial keys away, not professional politicians. >> great point, chuck. thanks for joining us this morning. we love your insight. we hope you join chuck for this

welcome back. joe biden and congressional republicans remain at odds over
7:49 am
increasing the $32 trillion national debt ceiling. the president wants a simple vote, but house republicans want cuts in federal spending as part of the deal. without any agreement, as soon as june 1st, the united states will be unable to pay its bills as discussed with chuck todd. nbc bay area political analyst larry gerston joins us now. hi, good morning. good to see you. let's start with the basics. if it's, you know, okay to ask how did we get here? and why should an average american care? >> we got here because we spend more than we take in. real simple economics here, kira. the fact is, when this happens, we either got to raise taxes or cut spending, one of the two. that sounds easy, but it rarely happens. so if we don't raise that ceiling, which allows us to borrow more money every year, for the first time, the government won't be able to pay bills, including veterans
7:50 am
checks, employee salaries, services, money we owe to china, japan, which accounts for about a fourth of that debt. if we don't, it triggers an international loss of confidence in the united states because why? we are the world's financial leader. >> okay. so joe biden claims that republicans are holding up the deal because debt increases historically have been passed without restrictions. is that how this works? >> well, past presidents have made concessions to get their debt increased. all you have to go is go back to 2019, no t a long time ago. president trump agreed with democratic demands to cut $77 billion out of the budget. so that's not quite accurate. >> yeah. so it's like with my kids, everything is a compromise, right? speaker mccarthy maintains, though, that spending cuts are necessary to make the u.s. fiscally responsible. >> well, that's partially true,
7:51 am
but what does it cost? what kinds of issues here? it's two ways to balance the budget. you cut spending, that's what he wants to do. you raise taxes, which he ruled out. that's the problem there. since he ruled out these things in military, social security, medicare, all these big areas you have about a fourth of the budget left. it's called discretionary spending. that means things like veterans benefits, transportation, justice, scientific research, housing, agriculture, all these things that would account for about% of their spending, if that's all we do is make cu so yes, mccarthy is right that we have to be fiscally responsible, but at what cost and for who? >> okay. so i'm going to put you on the spot here. how do we get out of this mess? of course, if an answer were that easy, i would tell you to d.c. to tell all the leaders. >> the answer is easy, nobody wants it, because all they have
7:52 am
to do is find common ground. democrats, the president has to move and give in. mccarthy has to move and give in. it isn't that difficult except for everything that's involved with their various causes and sides, right? so if they can do that, we're fine. if not, i have to tell you, we are going to be held hostage here. you, i, taxpayers, beneficiaries, the world, until this gets solved. >> and chuck todd speaks to treasury sectarian janet yellen about this topic. we'll send you to d.c. to clear things up. it's 7:51 right now. up next, a look at the top stories we're following, including a police car hit by a
