preparing to downgrade the country's aaa credit rating without a deal. that could mean a drop in u.s. and world market, lower consumer confidence and loss of up to 3 million jobs. >> earlier kevin mccarthy said it's still possible a deal could come as early as today and then we heard from president biden. here's what he said. >> defaulting on a national debt is not an option, the american people deserve to know that the social security payments will be there, the veterans hospitals remain open and economic progress will be made and continue to make it. default puts all that at risk. congressional leaders understand that and they've all agreed there will be no default. and it's time for congress to act now. >> let's bring in nbc news senior white house correspondent kelly o'donnell, also with us in studio senior business analyst stephanie ruhle. i'll start with you, kelly. we heard from president biden. how does he intend to get congress to act before this approaching deadline, just seven days away. >> reporter: that's one of the

big challenges because the white house says there is no plan b that they can turn to. no other option other than congress passing an increase to the debt limit. things like discussion of the 14th amendment, a provision in that that says that the government must honor its obligations, they're saying at the white house that that's not a viable tool at this point because it hasn't been tested through the court system. so it's about trying to message this with urgency as the negotiating teams continue to speak today. part of the big question mark here is even if they reach an agreement today or tomorrow, is there enough time to get it through all the steps required to pass something in congress, both the house and the senate and then get it to the president's desk? those are real questions, and at this point we don't see a pathway for how that gets done except through these negotiations that are ongoing and both sides say it's productive but there's a lot we still don't know about how a deal will come together, zinhle.

>> stephanie, let me bring you in here. help us understand for those not well versed in credit ratings and aaa and all of that, this warning about the u.s., america's credit rating, how serious is that? >> it's not good news but here's why i do not want anyone to panic. because if you're fitch, you have to operate in current facts and the current fact, we do not have a deal. they can't say, well, maybe, tuesday, they'll do x, y or z. time is running out so they have to responsibly say we're looking at them for a potential downgrade and they've got room to make up because they in 2007 they were caught flatfooted not downgrading anybody heading into the financial crisis so this is a stark warning and certainly a warning for markets, but not necessarily reason to panic but it puts more pressure on congress, the clock is ticking, let's go. >> if they did it, it would have an impact on the world, right? >> absolutely on the world.

glitches that delayed the highly anticipated event for more than 20 minutes but did happen. nbc news correspondent shaquille brewster is out in davenport, iowa, today. he is meeting with donors today set to visit iowa where you are on tuesday. you've been speaking with voters. what do they think? >> reporter: i've been speaking to dozens of voters throughout the day and there's not been any surprise desantis is now an official presidential candidate. especially being here in iowa. it was just about two weeks ago where you had governor desantis here looking and sounding like a presidential candidate telling people to stay tuned. if you turn on the tv here in iowa you may see some ads from former president trump attacking desantis and some ads from desantis' super pac attacking former president trump or at least defending himself, so perceptions have been set for republican voters, but there are those who are still keeping an open mind and want you to listen to one of the conversations with one voter who is keeping an open mind here.

have and there's a lot of opportunity to pick up voters and to lose some potential support as well. >> it's an interesting reality check to talk to voters about what they care about because we all paid attention to the glitchy thing on twitter but they don't care. shaq, thank you so much. well, kate, today the federal aviation administration says the busiest day for memorial day weekend travel is today. the agency is expecting more than 51,000 flights, aaa is forecasting more people are choosing to fly and paying a premium for it. it says air travel this holiday weekend is up 11%, that's compared to last year. and additionally, airline tickets for the most popular destinations up 40%. priscilla thompson is tracking conditions at hobby airport in houston. what are you seeing so far at the airport? i know you've been there all day. what are travelers telling you? >> reporter: yeah, zinhle, good news, it has been smooth sailing here all day. we're not seeing crazy long lines with folks checking bags. we're also not seeing long lines

at security. so that is a great sign here at hobby airport. i'm sure folks around the country who are traveling are hoping that that will hold true. we know that there are 3.4 million people across the country who are expected to travel this weekend and where are they going? destinations are new york city, las vegas and denver that are the hottest. one was heading to denver for a wedding about how she strategized to avoid the holiday travel chaos. i want to play a little of what she shared. >> we wanted a long weekend so we're going to go a day early and stay a day late and so and avoid traffic and craziness and higher prices and so, yeah, we did choose -- we did choose accordingly. >> reporter: good tips there. also lots of folks saying they got to the airport hours early and, of course, that is what experts recommend, if you have a domestic flight, you arrive at least two hours early and another good tip is to go ahead and get the airline app on your

steve patterson is following the story for us. what else do we know? >> reporter: first of all, the mother of 11-year-old aderrien murry now calling for the officer who allegedly shot her son to be fired and criminally charged. this happened on saturday morning. it's about 4:00 a.m. that mother saying that the father of one of her children came home belligerent and angry and she felt like she was threatened. not only for her life but the life of her children so she snuck a phone to aderrien to call police to try to get some help to try to defuse the situation. aderrien did that according to family. an officer arriving on scene to their home allegedly with a weapon already drawn, calling for anybody in the house to come out with their hands up. according to the family aderrien followed that comply as well, walking out, nothing in his hands where he rounded the corner from the living room to the front door and according to family was immediately shot. once in the chest suffering from a collapsed lung, a lacerated

inside the church. there was an emotional outburst in the middle of the service. the family has denied interviews this morning. they are expected to speak after the services. today's funeral comes almost a month after brown's deadly shooting on april 27th at a downtown walgreens. video shows the moments leading up to brown's death as ann alaltercation between b brown a secucurity guard micichael anth takes place over suspected stolen goods. this video sparked outrage after the d.a. decided not to press charges. earlier, we learned the state attorney general will take a second look at the d.a.'s decision. there have been rallies and protests throughout the city surrounding banko brown's shooting. that is coming to a pause this morning so that the brown family can say their formal good-byes.

forcing a restaurant to shut down completely. police are investigating a shooting in san francisco's tenderloin. one person was killed in an overnight crash on 580. it happened around 3:30 this morning. according to the chp, a red ford mustang was speeding and caused a chain reaction crash. the crash shut down all eastbound lanes of 580. one person died, another was taken to the hospital. all lanes are now back open. a shooting is under investigation in san francisco's tenderloin neighborhood. it happened around 10:00 last night. this is right next to uc law in san francisco and just blocks from the civic center plaza. we are working to learn how many people were hurt and the extent of their injuries. no arrests. a restaurant is closing because of a break-in that happened tuesday night. thieves shattered a glass door, broke a cash register and flew

rhodes to 18 years in prison. he was convicted on seditious conspiracy charges. the judge had harsh words for him saying he was, quote, an ongoing threat and peril to this country. rhodes' sentence is the longest connected to a january 6th attack on the capitol thus far. three men are under arrest in mexico linked to a shootout that left ten people dead. three americans were among the victims. it happened may 20th about 115 miles south of san diego during an off-road rally. authorities believe the shootout was between two organized crime groups. an investigation is under way at churchill downs following the death of nine horse, all took place between april 27th to may 14th. an expert was at the track this week testing the racing surfaces and taking samples. a spokesman said the horses suffered different types of injuries and they haven't yet been able to identify a common link. there's new video out of jackson, mississippi, showing a deadly encounter between a man and three former police officers. we want to warn you the video is

disturbing. keith muriel died in police custody on new year's eve. the body cam footage was released wednesday by officials in jackson after a grand jury indicted the former officers in connection with his death earlier this month. nbc news correspondent george solis is following it. can you help us understand what led up to it? >> reporter: yeah, that's right. what we see in the video is police officers, the officers telling mr. muriel to leave the property of what looks like a hotel. he does leave at one point but then returns so we see the officers tackling and tussling with him, eventually getting him to the ground and one officer put a knee on the back and tased him. according to some of the court documents, some allegations say he was tased as much as 80 times over the course of ten minutes so you see this sort of unfold. you see him telling them to stop, eventually you see

warnings, first off? >> reporter: well, it is a reiteration. what happens since january 6th, the biden administration came in at the end of the month in 2021 has basically every six months issued an updated bulletin but now the updated bulletin that we are getting is previewing what could come as we get closer to november 2024 and they say that perceptions of the 2024 election could motivate people to violence, primarily if they believe that their vote doesn't count, that the system is rigged or it's somehow intentionally flawed. same kind of things that we were hearing about leading into 2020 that really led to the insurrection at the capitol. i did ask officials, do you think we could have another january 6th and they said some of the prosecutions we've seen recently, they think, have had a deterrent effect but they do say and they said this in their briefing, in their bulletin just yesterday that in the coming months as we get closer, factors that could mobilize individuals
