it would trigger. let's get right to ryan nobles for the latest. hey, ryan. >> reporter: good morning. your you're right. lawmakers do appear to be inching closer to a deal. with that deadline fast approaching, they are warning this last stage of negotiations will be the toughest. some hope heading into the weekend as negotiators race against the clock to avoid economic catastrophe, that a deal may finally be in sight. both sides showing optimism. >> it's hard, but we're working and we will continue to work to get this done. >> the only way to move forward is with a bipartisan agreement. >> reporter: but the deal will still have to pass congress and leaders are walking a tightrope. >> we're in a sensitive phase with sensitive issues that remain. those sensitive issues are the thorniest issues that we have been discussing. >> reporter: the white house and republicans in the house of representatives are haggling over cuts and social

spending, working to find a sweet spot that will appease conservatives and progressives worried about social programs. >> it's clear to me that president biden is continuing to hold the line. >> reporter: the ultimate deal, though, will require compromise from both factions. >> i think the speaker knows he will lose his freedom caucus. i think hakeem jeffries and the president know they're going to lose a number of progressives. they're just trying to figure out where that middle ground is. >> reporter: compromise that could make it more difficult to get through both the house and the senate. >> every additional democrat vote you think you want to get means you're getting a worse deal overall. >> reporter: despite the noise, house speaker kevin mccarthy pressed upon his caucus to remain calm and that a deal will come. >> look, this is not easy. we want to make sure it's in the interest of the american people. >> let's break it down. if a deal is, in fact, reached, how will things play out? >> reporter: keep in mind that members have already left

washington for the memorial day break, but they've been warned that they need to be ready to return at any moment. then it will take time to write the legislation that comes from any deal. house republicans give the deal 72 hours to be reviewed before it is voted on. some republicans in the senate said they're not going to speed up the process for a deal they cannot support. there is a good chance that plays right up to that june 1st deadline. >> indeed. all right, ryan, thank you. something else on the minds of lots of people this morning, memorial day. the long holiday weekend/unofficial start to summer is here. the travel rush is here, shaping up to be one of the busiest in decades. we have everything you need to know this morning, from the beaches to your forecast. we will start with tom costello, who is at reagan national airport for us, watching air traffic as he does. tom, do we know how busy it will get today. >> reporter: it will be very busy.

yesterday was the busiest, they say, of this stretch. today, the second busiest. we have about 518 delays nationwide. about 67 cancellations. we expect 2.5 million people to be flying today. that's a big number, of course. the airlines are under pressure because it was a year ago, the beginning of the memorial day weekend when we started to see the problems that cascaded through the entire summer with flight cancellations and delays and airlines simply could not keep up with the flight schedules they had promised. they didn't have enough pilots. they didn't have enough crews. now, the airlines say they have staffed up and they're ready for this particular weekend. by the way, the faa has also added 169 high altitude highways in the sky, if you will, to speed things along. 63% of flight cancellations and

delays are usually the result of weather. florida is going to be a problem yet again because of the volatile spring storms we are expecting in that part of the country today. >> so, tom, lots of folks flying. even more folks will be driving. folks out on the roads, what should they expect? >> they should leave now or maybe after the "today" show. leave early, not, of course, in the afternoon when everybody else is driving. they will be paying less for gas, that's good news. $3.57 is the national average for unleaded. yes, we know it's more in california. a year ago, $4.60. that's a big change. 37 million americans driving at least 50 miles or more. this is the big test, though, for the airlines. that's why we're keeping such a close eye on this airport and every airport nationwide with the air space really congested this weekend. >> it is already crowded behind you there at reagan international. tom, thank you. >> people are trying to get places. they're trying to get to the beach. that's where sam brock is.

he's in miami beach, florida. the party is just getting started. sam, i know they're getting ready for crowds. how are they preparing? >> reporter: hoda, the expectation is packed beaches this weekend. i hope you don't mind, i took the liberty of getting a towel and sunscreen. about 20 miles of pristine coastline behind me might explain why so many people are coming down here. also, the water temperatures is 80 degrees here. on long island, jones beach, 57 degrees right now. northern california 54 degrees. as we look at the top travel destinations for this holiday weekend, it includes miami, orlando and new york city. miami beach will be hosting events all weekend long. they have police officers on 13-hour patrols who are going to be assisted, to your question, by local, state and federal agencies coming after only a couple of months ago there was a chaotic scene for spring break. we've been talking all week about the lifeguard shortage situations.

in miami beach, those lifeguards have permanent jobs, not seasonal, but in new york, they need 1,400 lifeguards. they currently have 500. keep that in mind for your family when choosing a pool or beach this summer. >> i know you know where the hot spots are. what do you have for us? >> reporter: so many of the travel blogs have florida's gulf coast as number one. you'll recall, dr. beach, his top beach for this year was st. george island, that's on the florida panhandle, about an hour away from tallahassee. really the entire panhandle from destin down to the key west area, a magical place. cape cod is on the list. if you go out on the west coast, malibu, california, a popular destination. how about sanibel island. that's close to fort myers. it was nearly wiped out after the hurricane. they're back up on their feet and accepting visitors once again. >> one of the most beautiful places on earth.

the beaches, besides the rain, also look dangerous with rough surf and dangerous rip currents as well. still damp and unsettled from virginia, maryland, perhaps into west virginia on sunday. showers and storms continue in the northern rockies and north texas and western oklahoma. on monday itself, we'll see some of those storms move into central texas, sunny in the middle of the country. still that stubborn, messy weather in virginia, looks beautiful in the northeast. so that's what you got for memorial day. >> thank you. let's move to mississippi where outrage is growing. an 11-year-old boy was shot by police after he called 911 so he could get some help for his mother. now he is recovering and his family wants to see that officer fired. erin mclaughlin has the latest on this story. good morning. >> reporter: hoda, good morning. right now there are more questions than answers in this case. the mother of the child said her

son was following the officer's directions immediately before he was shot, and the family's attorney is calling on police to release the video so they could determine exactly what happened. >> no justice, no peace. >> reporter: outside city hall in mississippi, growing frustration and increasing demands to fire a police officer accused of shooting an 11-year-old boy in the chest after the child called authorities for help. >> he told me to come get him. those were his own words. aderrien muray is home recovering this morning. investigators say he was seriously wounded while police responded to a domestic disturbance call at the child's home. >> he asked me in the hospital why they shot him. >> reporter: she asked him to call the police when an altercation with the father of one of her other children escalated early saturday. she said an officer holding the gun ordered everyone inside to

leave the home, incluing aderrien. >> he heard the officer and obeyed the command and was immediately shot by that same officer that just told him to come out. it makes no sense. >> reporter: the officer involved in the shooting is reported to be greg capers. officer capers has been put on paid administrative leave after a vote by the city council. nbc news has not been able to reach officer capers for comment. the state bureau of investigation is currently assessing its critical incident and gathering evidence, adding there will be no further comment until the probe is over. now, as aderrien murray heals from his wounds, which according to his family's attorney includes a collapsed lung, lacerated liver and fractured ribs, there are questions as to how this altercation with police almost ended a young boy's life.

responsible for their attack. it is the longest sentence imposed on any january 6th defendant thus far. oath keepers founders stewart rhodes given 18 years in prison in connection with the attack on the nation's capitol. rhodes was sentenced after being convicted of seditious conspiracy using violence to prevent the government from carrying out its lawful duty. rhodes was not physically present at the capitol during the january 6th attack, but prosecutors say he plotted after the election to use violence to keep president trump in power. speaking in november of 2020 -- >> we have men already stationed outside d.c. as a nuclear option in case they attempt to remove the president illegally, we will step in and stop it. >> reporter: he conspired with others to make it happen and to

take up arms and foment the situation. clad in an orange prison jump suit, he showed no remorse, telling the judge he considers himself a political prisoner. the judge dismissed that claim saying you, sir, present an ongoing threat. >> i've got good men on the ground already. we have been recon there last week. >> reporter: the justice department arrested more than a thousand people in connection with the riot. the capitol assault left more than 140 members of law enforcement injured. one of them says justice has been served. >> 18 years for stewart rhodes, that's a long sentence by any stretch. >> rightfully deserved. it was not a political discourse. it was not peaceful. it was chaos. >> reporter: rhodes lawyers vowing to appeal, accusing the justice department of weaponizing his words against him. >> he never went into the capitol. we think this will be about free speech. >> reporter: the judge applied a

it happened a little before 9:00 last night on delta fair boulevard near turner elementary school. police say a man and woman were shot. the woman died at the scene. police do not believe the shooting was random and they're not saying if they've identified possible suspects. the chp is investigating an apparent road rage shooting on interstate 580 that happened yesterday near keller avenue in oakland. the chp says officers learned of the shooting while investigating a crash involving the same cars. no one was hit by the gunfire, both drivers were detained. the chp says so far they have not announced any charges. vta workers today will mark two years since the rail yard shooting rampage in which ten of their co-workers were killed. the gunman was a disgruntled employee who killed himself as officers moved in. employees will observe a moment of silence at 10:00 to honor the ten lives lost. that means all trains, buses and

this is one of these funny, not funny stories. not funny if you're in one of these boats. the pictures you are about to see are incredible a group of whales, killer whales is called a pod. but maybe they should be named a gang or a troop or an army a scientists try to figure out exactly what's happening in the water. a british couple setting sail off the coast of morocco when a group of killer whales started battering their boat the orcas continuing the barrage for at least an hour they managed to keep the 46-foot sailing yacht afloat just days later, another vessel wasn't so lucky. three killer whales struck the rudder causing it to sink as the spanish coast guard rushed to the rescue. it is one of at least three boats that have sunk because of the orcas since last summer, and many more have been seriously damaged in the last three years.
