parts of the south bay. so san jose, good morning to you. temperatures not so bad in the upper 50s. notice it will be a struggle to warm up to the next temperatures like we saw yesterday on saturday. each by the second half of the day, still looking cloudy. so we'll walk you through the forecast and your memorial day weekend. memorial day monday forecast coming up. kira, back to you. >> cinthia, thank you. overnight, russia has launched its largest drone attack on kyiv, killing one person so far. ukrainian leaders say this drone attack came as kyiv prepared to mark the anniversary of its founding. the attack lasted more than five hours, with air defense shooting down more than 40 drones. a 41-year-old man was killed and a woman was hospitalized when debris fell on a seven-fore, non-residential building and begin a fire.

officials say the timing was likely not coincidental. this comes as a senior adviser to president zelenskyy says ukraine is almost ready to start their own counteroffensive to liberate their territories. they tell nbc news ukraine has entered "a new phase of war." we turn now to a live look at capitol hill, where the u.s. is significantly closer to avoiding a catastrophic default. joe biden and republican house speaker kevin mccarthy reached a tentative deal last night to raise the debt ceiling, and within the last 30 minutes, mccarthy announced he will be hold agnews conference to detail the agreement. treasury secretary janet yellen warned the government will run out of cash if congress doesn't raise the debt limit by june 5. house speaker mccarthy gave few details while speaking about the deal. >> we still have a lot of work to do, but i believe this is an

agreement in principle worthy of the american people. it has historic reductions in spending, consequential reforms that will live people out of poverty and into the workforce. there are to new taxes or new government programs. >> the specifics of the deal haven't been released, but a democratic source says the agreement would extend the debt limit by two years, and fund the government through next year, which resolves that issue through the 2024 election. the new plan will require americans age 54 and younger to work in order to get federal aid like s.n.a.p. benefits. after mccarthy briefed republicans on the plan, some poegsed concerns about the deal on social media, saying it doesn't cut enough spending. mccarthy says he plans to post a text of the bill today and hold a vote wednesday. joe biden, meanwhile, is strongly urging the house and

senate to pass the agreement immediately, saying the deal is a compromise that will revert a recession. democrats will be briefed on the bill today. america's largest home insurance company is announcing a big change that will impact california homeowners. it says our climate in crisis is partly to blame. as of yesterday, state farm is no longer accepting new an sessions for homeowners insurance in california, in part because of wildfire. >> reporter: california is a climate battlefield. in five years, residents have weathered whiplash with flooding and drought. >> like a good neighbor, state farm is there. >> reporter: but not so much for new clients in california. effective saturday, state farm is no longer accepting application for business or personal property insurance

this after a bay area man in his 20s lost his life on a local lake. it happened just before 4:00 p.m. yesterday near livermore. a witness flagged down a regional parks officer after they saw the man go under. the man went in the water attempting to atrooef an oar when he began struggling and went under. search crews cleared the crowds to divers could search for the man's body. they recovered it last night. at the lake, there are signs warning that the water is too cold for swimming and coating and is moving too fast. >> biggest danger is going out in the water without a life jacket. we want to encourage everyone to wear a life jacket, especially if you are not a strong swimmer >> marine patrols are out in force this weekend and have made several rescues. we have new video of the

coast guard saving a sailboat in choppy waters on wednesday. the boat was 100 miles offshore. the coast guard got to the boat 12 hours after that call. their towed the boat back to shore and no one was hurt. businesses in capital have been waiting for this holiday to reopen after being shut down after january's storms, when waves devastated businesses along the wharf and pier. some businesses reopened after a few weeks, but the majority were hoping to reopen to large clouds after losing months of revenue. and it's good to be back for these people. >> it's been a horrific winter. i think we're all ready to be back out on the beach. >> it's good to see people coming back and wanting to come back. >> i really wanted to get some

>> reporter: i said stop, i'm a doctor. i need to get out. they were on a jeep tour in death valley in january. they were one turn away from reaching bad water basin. >> as soon as we came around that curve, there was somebody in the road. and the tour guide said, there's ayclist in the road. >> reporter: the smashed bicycle next to the man gave a clue how bad the crash was. the cyclist was bleeding from a head wound. she could only guess what other injuries there were. for the next hour until an ambulance arrived, in the middle of a death valley road, she relied on medical school training she hadn't used in decades caring for the man, holding his head steady, trying to get information from him. his name was buzz. and a phone number for a relative, well, it had a familiar area code. >> 525?

coast caught a glimpse of a pod of whales yesterday. our cameras spotted several whales breaching near the pier. plenty of people gathered trying to see them. one person even snapped a few photos. look at that. the person who took these said at one point, a whale was just 30 yards from the pier. wow. time now to check in with cinthia pimentel for a look at our microclimate forecast. maybe not the day to go to the beach today, huh? >> i think it sets the mood for whale watching, that is how we will stay, rounding out may with that may gray. let's get to the forecast. good morning in san rafael. i was noticing on the roadways, it looks damp. and yes, the temperatures day it all, as well as the cloud cover as we go through the morning hours.

most of the activity has stayed offshore, but some has made its way along the 101, stretching into areas like fairfield. and speaking of san francisco, lots to do there today with the carnival festival. if you see us out there, say hello and bring that sweater, because we are going to get it as the afternoon goes on and you are enjoying the festivities out there. once you start dancing and moving around, you might throw it to the side. we are going to stay under the cloudy skies. so sweater weather to enjoy all the music. notice there will be a break some sunshine into the afternoon noon hours, but very breezy. those are the conditions we will be met with around the bay area. we'll take it hour by hour, help you plan your sunday memorial day, barbecues, anything you will do to honor the holiday. we'll see a cloudy start and the

drizzle today and tomorrow. i think by around your lunchtime hour, there will be showers, even into the sierra, as well. the instability continues there. but as we go into monday, i'm noticing clearing by the middle of the day and into the afternoon into parts of napa county, the east bay and the south bay. but cloudy at the coast, down all the way to the monterey coastline. as far as the high temperatures today, they're knocked down a little bit with the cloud cover sitting on top of us. tomorrow, a little bit of a subtle change. back into the 70s in parts of fairfield. stilt staying cloudy and cool with the low 60s. as far as our long-range outlook, we're continuing to stay in this cool pattern until thursday when we notice more of that orange color popping up on the screen. that's high pressure developing, which will bring the temperatures up. we could see a warmup as we go into friday and saturday.

>> marine patrols are out in force and have made several rescues already. the governen body for high school athletes, two transgender athletes have withdrawn. the athletes two both identify as female, were supposed to compete yesterday at the state finals. one of the runners attends a prep school. "the l.a. times" reports both athletes were subjected to criticism last week. videos taken at one race show a parent repeatedly yelling "trip her," and a separate race, security had to remove protestors. the athletes also were the targets of online harassment. in a statement, the california interscholastic federation said it was disappointed for the two

athletes and denounces harassing behaviors. there is a controversial new move from target. the chain is pulling merchandise from shelves. that merchandise triggered backlash with customers. the products are all tied to pride month and rollout ahead of june. but the company says this year the merchandise is igniting customer anger and even some confrontation with employees. the company is not specifically indicating which products it's removing, but a new statement says "since introduce thing year's collection, we have experienced threats impacting our team member's sense of safety and well-being while at work." given these volatile circumstances, we are making adjustments to our plans, including removing items that have been at the center of the most confrontational behavior. the items will be removed from all u.s. stores and websites.

convicted felon elizabeth holmes is supposed to report to prison. she will have to surrender the day after tomorrow after she was found guilty of defrauding investors. she will report to a minimum security prison outside of houston, texas, her hometown. a last-minute donation by florists is helping honor those who served. the foundation began in 2011, placing 10,000 roses on grave sites at arlington national cemetery. each year, the organization gets more and more donations and is now placing more than 200,000 flowers around the cemetery. but last week, the foundation only had 80,000 flowers for the

weather is the story. we have been picking up on sprinkles, strikeing into parts of fairfield. notice that activity is staying put off to the coast. as far as the hour by hour outlook, what we can expect on sunday is still hanging on tight into that cloud cover widespread from the north bay into the south bay, stretching as fash south as gilroy and livermore. in the north bay, seeing the return of green on the screen. so that means some light rain. it's going to start to develop in ukiah, northern parts of the baby lunch. as we try to get some of that daytime heating, although it will struggle to get there, that could bring the possibility of thunderstorm activity, continuing into parts of the early afternoon up there in ukiah and the sierra, as well. that's what we are watching as

hi, larry, good morning. great to see you as always. there isn't much we know at this point. kevin mccarthy is given a press conference right now. what stands out to you? >> you hit the high points when you talked about that two-year extension on the debt ceiling. that gets us past the next election. and the fact that we have some modest cuts in spending. everybody has to get something out of this, otherwise it doesn't work. you can try to hold on all you want, but unless you give it, it won't work. this is a chart that shows you some of the high points. it will be a while before we know everything, but this two-year framework, there will be a reduction of spending in $10 billion in the irs. faster permitting for environmental projects. work requirements, we talked about that. and reduction in federal

ending by about $650 billion over the next ten years. so that's the basic framework here. it will be a lot of sore eyes over the next three days. >> there will likely be a vote on wednesday? >> likely, yes. congress will meet, they have 72 hours to look this over. they won't read it all, it is so massive. you're also going to have a situation where congress is going to, after considering it, the house will vote wednesday morning, then it goes to the senate where the senate will vote. and then to the president for his signature. so a lot still has to happen. >> and speaker mccarthy speaking right now, was saying 95% of his population is being optimistic about this. so is the vote looking positive? is it pretty automatic from here

welcome back. this is a quick look at the stories we are following. russia launching its largest drone attack yet overnight on the ukrainian capital of kyiv, killing at least one civilian. ukrainian leaders say this came as kyiv prepared to mark the anniversary of its founding day. ukrainian officials say the timing of the drone attack likely was not coincidental. ukrainian air defense reportedry shot down more than 40 drones. this comes as a senior adviser to president zelenskyy says ukraine is almost ready to start its counteroffensive. they say ukraine has entered a "new phase of the war." back here in the bay area, the memorial day weekend is beginning with a water warning after a man in his 20s lost his life on a bay area lake. it happened just before 4:00

p.m. near livermore. witnesses say the man went in the water attempting to retrieve an oar when he went under. search crews cleared the crowds so divers could search for the man's body. it took ours of searching. they recovered his body last night. at the lake, there are signs warning that the water is moving too fast and is too cold for swimming and boating. >> the biggest danger is going out into the water without a life jacket. we want to encourage everybody to wear a life jacket, especially if you are not a strong swimmer. >> marine patrols are out in force this weekend, saying they have already made several rescues. and joe biden and republican house speaker kevin mccarthy have reached a tentative agreement on a debt ceiling deal. overnight last night, according to speaker mccarthy who just finished a presence conference

we listened in on moments ago. he says they have come to an agreement that, in principle is "worthy of the american people." treasury secretary janet yellen warned that without an increase to the u.s. government's $31 trillion debt ceiling by next monday, june 5th, the government would run out of cash to pay its bills. republicans have demanded that any deal must cut federal spending. we heard from larry that is include. joe biden is strongly urging the house and the senate to pass the agreement right away. biden, in a statement, says the deal is a compromise that will avert a recession. democrats will be briefed today. mccarthy perhaps to hold a vote as soon as wednesday. on this memorial day weekend, we have a lot going on across the bay area, including carnivale in the city. cinthia has one last check of the forecast. >> some of us will be there, so if you see us, say hello.
