some cool weather, clouds. we've seen a mixed bag of showers for the past couple of days. so we're going to see that clearing out. we're heading into a nice week with some sunshine and we're also going to continue with mild weather throughout the week into the weekend. here is a look at all of the action that happened yesterday, with a disturbance off the coast and also helped bring us rain for parts of the north bay especially, but it was really dotted around the bay area with some spotty showers. so as we go into today, we're going to start out with temperatures in the low 60s and then see a mix of sun and clouds, mostly cloudy, especially for the morning. but even as we go into the afternoon it's going to be about the same we've seen the past several days. so we'll get a look at all of our microclimates, talk about the memorial day forecast, as well as when people are heading back to work. that's coming up in just a few minutes. >> thanks. we'll see you soon. over the president joe biden announced a debt ceiling deal

between the white house and congress. >> the bill would raise the debt ceiling and avoid a potential catastrophic default. "today in the bay"'s brie jackson joins us from washington. good morning to you. what do we know about this last-minute agreement? >> reporter: good morning, kira, scott. so the bipartisan deal, which still needs congressional approval, includes a two-year extension on the debt limit. after weeks of slow progress, a breakthrough on debt ceiling negotiations. the white house and republicans reached a bipartisan deal over the weekend. >> the agreement prevents the worst possible crisis, a default. >> reporter: the agreement extends the government's current debt limit for two years, in exchange for spending cuts. there are two changes to medicaid, but there will be work requirements for certain people on food stamp programs. a major sticking point during talks. >> it's not 100% what everybody wants, but when you look, the country is going to be stronger.

this is going to be transformational. >> this compromise protects the key investments made over the last two years in our infrastructure space, our historic climate investments, but neither side gets everything that they want. >> reporter: members from both parties are praising the last-minute deal to avoid a government default. >> overwhelmingly republicans are going to support the deal. how could they not? it is a fantastic deal. >> reporter: but other republicans and some progressives raise concerns. >> you know i'm not a big fan of in principle or frameworks, that's always a problem if you can't see the exact legislative text. >> reporter: president biden says it's good for all americans. lawmakers must act fast, but will have a little more breathing room. treasury secretary janet yellen said that the default deadline is extended to june 5th. and the house is expected to vote on the bill, the debt

ceiling bill on wednesday. >> brie, if the speaker does convince the house to pass this, what's next after that? >> reporter: so after it does, in fact, pass the house, it is going to go to the senate and that is where chuck schumer has said that he expects a vote possibly on friday, maybe even saturday or over the weekend. so he's just giving lawmakers a heads-up that these talks and these votes may go through the weekend, but they want to get this passed, both the house and senate, and to the president's desk by june 5th. >> that's cutting it close. >> right in time. thank you for that. memorial day is considered the unofficial start to summer, and that means an increase in tourism, that's why some san francisco business owners are pushing back against the ffmt a's new plan to change parking meter hours.

>> kris sanchez has what we know. it's already tough to book in san francisco. >> i just booked parking for next weekend, it's going to cost me $74 to park in a parking garage. metered parking obviously an option, but that's an option that's about to get more expensive as well. they're planning to extend parking hours at the end of july, unless supervisors can get the agency to delay that. supervisors first want to know what the impact on businesses will be. that's why they voted for an economic impact study to make sure the extra money going to those 28,000 meters in san francisco doesn't come at the expense of san francisco businesses trying to make it. >> i think not only should he delay it, but i think we should find a way to help local businesses survive, you know. >> it was so hard to find parking. we paid a parking garage $3 every 15 minutes. >> sfmta estimates extending the

parking hours and adding paid parking from noon to 6:00 on sundays could raise $20 million. it's not chump change. sfmta told us in a statement they believe the economic impact study will validate what they're saying, which is that the proposal isn't bad for business. >> wow, kris, thanks so much. 10:00 p.m. now to a live look in san francisco, where later today on this memorial day police will be out looking for drunk drivers, from 7:00 to 9:00 until 3:00 tomorrow morning, the traffic unit will conduct dui patrols, looking for signs of alcohol or drug impairment. if you are caught, you could go to jail and face fines of more than $10,000. 5:07 this memorial day. we're honoring those who gave the ultimate sacrifice. a live look at the tomb of the unknown soldier at arlington, where later today president biden will lay a wreath. back here in the bay area, the

beacon on top of mount diablo will light up in honor of military members who died in the line of duty. the beacon was originally lit in 1928 to guide pilots into the bay area. as you might imagine, it was turned off after pearl harbor was bombed, they were fearing an attack on california. since 1964, the signal had only been turned on once a year on december 7th, pearl harbor day, to honor survivors. that changed last year when it was lit up on memorial day and again on veterans day in november. and there will be memorial day events across the bay area today. the benicia post cemetery is holds a service beginning at 8:00. in alameda a service with color guard and live music begins at 10:00 this morning. and at the presidio, a special ceremony and salute at the national cemetery is happening at 11:00 this morning. also today, the state park

system is paying tribute to the members of our military. admission is free for veterans and active and reserve military members. you must show a valid military i.d. or proof of discharge to receive free admission to mount diablo, redwood national park. there are more than 130 national parks in total. the list can be found on the state parks website. it's going to be cool. we're still looking at some of the mild weather we've had over the wen. that continues today. let's head to the north bay with a look at san rafael, what to expect going into the late morning and into the afternoon. starting out cloudy, temperatures in the mid-50s. at 2:00, we're at 64, we're going to see our high temperature there. and then it comes back down as we go into the evening. only reaching 68 in oakland today and 73 in fremont. also 73 in livermore.

a lot of these temperatures are 3, 4, 5 degrees cooler than normal. only up to 71 in morgan hill today. and yesterday we saw a couple of spotty showers, especially in the north bay. there's still a chance basically any day this week because of all of the action we've seen over the sierra and for people who are heading back to the bay area, heading back to work, this nice weather still continues. so i'll be following that. let's get you on the roadways this morning with a live look outside in san rafael. we're checking out 280, where we are seeing it is a very light flow of traffic. take a look at the bay bridge toll plaza. we can almost count the cars early this morning. there's just a few people out there. we're looking at no major issues as of now. we have green sensors all around, but we are also just checking out the tri-valley, one of the longer commutes, also expected to jam up today with people trying to catch the memorial day sales at the outlets. we'll be watching that as well. >> looks good.

happy memorial day. the time is 5:13, as we get a look at sunnyvale. your morning drive to work starts out cloudy, temperatures in the mid-50s. and like we've seen recently, it's going to clear out by late morning and shape up to be a nice day. hopefully you have plans to enjoy it. we'll also see more sunshine. we'll talk about that and the rest of the week's forecast coming up. so this is interesting. there are so many people booking cruises. cruise lines are canceling reservations because they've been overbooked. royal caribbean, norwegian cruise lines said their occupancy rates went above 100% in the first quarter of this year with carnival close behind. cruise companies say they're struggling to keep up with demand, they're making room. but booting passengers from their reservations. one passenger says her canceled cruise cost more than $6,000.

>> got an email around the end of april saying that they overbooked, sorry, and either you can cancel your trip or re-book for october, september, october of 2024. >> now, royal caribbean group who owns celebrity cruises says you don't have to accept the cancellation, but passengers say it didn't seem that way to them. if you purchase travel insurance, most of the time it does not cover cancellations by the company. it's normal for cruises to overbook and have 107% of occupancy, even pre-pandemic. it's a history-making season for the baseball teams of several bay area colleges and it's a first in san jose state history. >> in the air to center. to left. san jose state wears the crown! >> san jose state yesterday won

[ laughter ] >> then again, they're in their 20s. >> you do whatever works. you're a family. i don't know why anyone else has anything to say about that. >> amen. >> absolutely. >> kari has a look at our forecast for people going out on this memorial day. so there's so much going on, whether you're going to work or heading out to the memorial day ceremonies that will be going on around the bay area. take a look at walnut creek this morning, we're starting out with some clouds and nothing that we haven't seen recently. it's 55 degrees, we have a breezy wind. we are going to have a cloudy start throughout the morning and then eventually seeing the sun peeking out and then becoming all clear as we go into today. take a look at the seven-day

forecast. that's coming up at the bottom of the screen. we have baseball in town and we have the a's, the first pitch at 5:07. it's going to be 65 degrees and also windy with some of those gusts reaching to about 20 miles per hour. as we go into the evening, we're headed down to the upper 50s and it's going to be partly cloudy. we also have an earlier afternoon game for the giants. first pitch at 2:05. it's going to be in the low to mid-60s and definitely a lot more windy at oracle park. so it's going to be a day with definitely some layers needed if you're out there at the game. we also needed umbrellas, especially in the north bay yesterday. they developed showers and even a few lightning strikes. we are still watching out for weather that could change very quickly. as we head through may into june, we do typically see some rain, but the chances go down to

our more dry season as we go into june. so it's nice to see there are some showers somewhere across the region. we're going to see temperatures reaching into the low to mid-70s today, but most of us staying in the 60s from novato toward oakland and low 70s for the south bay. tomorrow, about the same, partly cloudy, gradually clearing and temperatures that are still below normal. that continues into wednesday as well. we are seeing pretty quiet weather, spotty showers. we're going to continue to watch out for the chance of daily showers and thunderstorms developing over the sierra, but a little closer to home, nice and quiet. temperatures in the low 70s. i can't believe i'm saying this for june, that we're only looking at low to mid-70s. it does get a little bit warmer for the weekend, but that's upper 70s and our warmest spots inland. san francisco will continue to see highs in the low to mid-60s

welcome back. we have a follow-up this morning. we may have found out what sparked a small fire at a campground near the bottlerock festival. it happened early friday morning. you can see it right there. our investigative reporter, candice nguyen, found out it was a car that burned, after a charging device overheated. staff members at the campground confirmed that for us. a family member of two people inside the car say they both

made it out okay, no one else was hurt. the three-day event wrapped up yesterday. lizzo rocked wine country, making history as the festival's first black female headliner. ♪♪ >> wow, what a show. something happened during lizzo's set. the "chronicle" reports lizzo called out a, quote, unfriendly neighbor to the tens of thousands of fans in the audience. lizzo said she saw signs, talking about how they want to cancel people like me and choke people like me. the "chronicle" confirmed one house near the festival had signs displayed that read choke the woke, among other messages. lizzo assured her fans during her set that this was a safe place. if you haven't done so already, dust off the grill. the unofficial start to summer means the return of barbecues and cookouts. now, before you grill or pack a

week. >> and buried under rubble. the search and rescue efforts under way in iowa after this apartment building collapsed. the building codes the owners were asked to review and the concerns from first responders. this is "today in the bay." good morning to you. i'm scott mcgrew on this monday morning. marcus washington has the holiday off. >> yes, and i'm kira klapper. laura garcia also has this memorial day off. let's start with a look at the forecast. meteorologist kari hall is not only here, but you're covering the weather and the traffic for us. lots going on. the good thing is it's quiet in both departments. hopefully we can ease through our memorial day. we're starting out with clouds across the bay area and cool temperatures. it's going to be overall a really nice day. and then as we go throughout the week, we'll continue to see highs in the 60s near the coast and low 70s for the inland areas and we'll see more mild weather as we go into the weekend, just a touch warmer.

nice day for a hike and some of the parks are free for veterans, so make sure you check into that. we're also going to see a cloudy morning. then as we go into the rest of the day, clearing out and a mix of sun and clouds as temperatures once again reach into the low 70s. we'll check out all of our microclimates in the forecast coming up in a few minutes. >> thanks. new overnight, san francisco police are investigating a shooting outside of a mission bay hotel, from a video it's clear some of the shots chattered windows outside of the luma hotel. police tell us one person was shot and hospitalized, a hotel worker tells us he heard multiple rounds fired around midnight. so far, police are not releasing any information. and, of course, today we remember those who made the ultimate sacrifice for their country. memorial day celebrations and ceremonies will be happening all over the bay area. >> "today in the bay"'s ginger conejero saab is live at the

presidio in san francisco with more on the tradition set to begin later this morning. ginger? >> reporter: good morning, scott and kira. it's not only one of the largest memorial day events that's happening in the bay area today, it's also one of the largest that's happening in the entire state. before i tell you about that, i just want to point out how beautiful of a morning it is in san francisco. take a look at the beautiful flags here at the main gate of the national cemetery at the presidio. those flags line the street as you enter the cemetery. you can see the beautiful golden gate bridge in the background. it's going to be the perfect backdrop for the memorial day festivities that are happening later today. what to expect, there will be live music, a formal program, and a gold star family wreath presentation, a flyover as well by the coast guard air station san francisco. now, throughout the weekend, the bay area had a number of events, including one that also happened in san francisco yesterday. take a look at some video from

that. there are hundreds that gathered for a somber ceremony over at land's end in san francisco, with the uss san francisco. the ship was part of some of the most significant fighting in the pacific during world war ii, including the battle of guadal canal. marines were killed in action in 1942. yesterday's ceremony also honored the last surviving member of the uss indianapolis, which was torpedoed in 1945. harold bray was seated in the chair of honor this year. he was one of only 316 men from the crew of almost 1,200 to survive that attack. now, an organizer of the event spoke of the importance of events like this. >> the heroes that fought in world war ii, most of them are gone. it's up to the family and friends to keep their memory

alive. and that's why we continue to put this event on every year, to draw attention to those who gave the ultimate sacrifice. >> reporter: there's also a concert that's set to start at 11:00 at the presidio chapel, as well as some memorial day events at golden gate national cemetery in san bruno. we'll be here later this morning to tell you more about the commemorations and the celebrations as they get under way. >> ginger, thanks. looks like a beautiful morning to remember those. it will be beautiful in walnut creek as well. they're holding a ceremony in civic park and that event will start at 10:00 a.m. this morning. it will include marks by the mayor and an address by an army veteran. this will be followed by a procession across the street to veterans memorial just outside city hall. portions of north broadway will be closed during the procession.

the ceremony begins at 10:00 this morning. we are learning more about a man who drowned saturday afternoon at lake del valle in livermore. he's been identified as daniel cullison. his family provided these pictures and tell us he will be dearly missed. investigators say he jumped into lake del valle to get an oar that dropped from the family's boat but never came back up. divers recovered his body several hours later. you're urged to wear a life jacket when in or near the water. disgraced terns founder and convicted felon elizabeth holmes is expected to surrender herself and begin her federal prison sentence. this comes after a judge rejected her bid to remain out of prison while she attempts to overturn her conviction on four felony counts of fraud and conspiracy. a judge has recommended sending holmes to a minimum security women's prison camp in texas

near her hometown of houston. according to that prison's orientation handbook, she can expect a 6:00 a.m. wakeup call every day. all inmates are assigned to a job, earning between 12 cents and $1.15 an hour. california's great snowmelt has some people believing they can strike it rich. long-time gold hunters in the sierra are especially optimistic because some are convinced with the winter's heavy rain and then the snowmelt, more rushing water will lead to a miniature gold rush. more boulders and sediment may bring gold from the bottom of the waterways. still some dedicated long-timers say don't make that the reason you're trying. the real treasure is found in the chase. >> a tight group of people, we're all out here for the same thing. >> if you're thinking of coming and finding gold, don't bother. i know people who dig all day and they don't find anything.

of may, but it does trend a lot dryer for june and there's still a chance that we could see some of at least the sierra showers and thunderstorms moving through. looking at the bay area, headed for the upper 60s and low 70s, reaching 73 in fremont today and 71 tomorrow. so we're not seeing a significant warm-up here, even as we go through the middle of the week. much of the peninsula in the mid to upper 60s and then as you make your way inland, some low 70s. so looking at what to expect, more cooler than normal weather, more showers and thunderstorms over the sierra. and occasionally some of that action makes it into the bay area, so we'll continue to monitor for that chance as we go throughout the week. our temperatures reach into the low 70s today for memorial day. back to work tomorrow, low 70s again. and it does only make it up to about 75 for the end of the week. it will be slightly warmer for the weekend but definitely not warm enough for swimming. i know a lot of the pools will be opening as well.
