we're starting out at 54 degrees and headed for the low 60s by lunchtime and we'll also start to see the sky clearing out a little bit more. high temperature reaching 66, about the same in hayward and san mateo, and in the north bay it's just a touch warmer compared to yesterday for santa rosa. also reaching 73 for san jose, so we're back to yesterday's temperatures. heading into the month of june, a few changes. i'll have more in a few minutes. there's a crash already in the east bay. >> bright and early, the call came in just a few minutes ago and it's southbound 880. you can see in fremont right before you get to the fremont boulevard off-ramp. there has been a call into police and an ambulance has been required to come up on the scene. i'll keep an eye on that and keep you updated on how this commute develops as you're making your way into the south bay. as far as the east bay, we are tracking our normal commute into livermore and down into sunol.

something caught my attention in walnut creek. i'll check on that and be back in a little bit. new this morning, just in time for summer, san francisco leaders are thinking outside of the box to bring back much-needed tourist dollars. >> that's right. "today in the bay"'s kris sanchez joins us with a look at an expensive new ad campaign and some of the harder numbers it's leaving out. >> reporter: the city does have its work cut out trying to get people to come back into san francisco, even those who don't live in the city, to get us to go over. san francisco is hoping to boost those tourism numbers even more than last year, which actually did show a recovery from the pandemic. let's take a look together at part of that ad. ♪♪ ♪ san francisco ♪ ♪ alive ♪ >> i don't know about you guys, but my first thought was, where is the fog?

san francisco doesn't always look like that. we do see a lot of the iconic neighborhoods and many of the things that san francisco is famous for, but the online response to this, and it's only been out for a day, has been rough. people say it's totally missing san francisco's charm. people comment that this is what we're not seeing, san francisco as it is, sometimes gritty and sometimes grimy. san francisco is battling headlines about stores shutting down in union square, open-air drug use and sales right outside of city hall and daily social media videos of just filth on the streets and smash-and-grab robberies. but do those images tell the truth? we have those two competing images. let's take a look at the crime data comparing the first five months this year with last year. overall, believe it or not, crime is down in san francisco about 7%. there were 10% fewer burglaries,

a 22 decrease in rape, there was a 25% increase in homicide, which is four more people who died by homicide, a 17% increase in robberies, which affects tourists, about 157 more cases, and a 6% increase in auto theft, or about 149 more thefts over that five-month period. the ad is san francisco's first-ever tv commercial, it is part of a $6 million campaign that folks will see primarily in new york, chicago, d.c., boston, houston, and some elements will also target international markets as well. the campaign starts now, it will push through october. so those prime months when it's so beautiful to visit san francisco, the best time. we'll have to see whether or not it generates. what did you think? >> it's cheery and bright, like your dress, which i love, by the

way. but it was interesting. i think from a local's perspective, you kind of chuckle a little bit. >> i did when it went from, hey, everyone is having fun and then you see the trash. >> the trash was not part of the ad. >> no, no, no, i meant showing the difference between the two. that i understood. the thing about it is, when you're advertising something, you always show the best part. any business is going to have some downfalls. >> i will agree with folks saying it misses the charm. one person online commenting said this isn't san diego. >> the mom-and-pop places. >> or just, i don't know, the flavor. >> where is the fog? >> thanks a lot, kris. well, our investigative unit have been taking a close look at the crime and safety in san francisco, and our streaming

series called "saving san francisco", you can watch all six episodes on nbcbayarea.com/saving san francisco. students are working to make their school safer with mayor matt mahan. mahan met with students in east san jose last night to talk about safety concerns. students have said that unhoused people have been trespassing onto campus and using drugs. the mayor says he wants to make sure security cameras are installed on campus and also wants to talk to the district police chief to get a gauge of what's going on. mahan says he'll work on finding long-term solutions for unhoused people. >> longer term i believe that the single most important thing we can do is scale up basic safe housing, interim housing communities. >> the school says it wants to work with the city and district. this morning the clock is

ticking down. the federal government has just under a week to avoid a first-ever debt default. >> the default is between president biden and the house speaker kevin mccarthy, which is making its way through congress. both sides are still working to secure support. "today in the bay"'s brie jackson is live in washington. despite the pushback and the bill moving forward, talk to us about this. >> reporter: good morning. there has been criticism. one republican lawmaker referred to this bill as a turd sandwich yesterday and it did pass a key hurdle, the house rules committee where it narrowly passed and is now moving forward. the debt limit fight heads to the house floor for a vote today. battle lines are already drawn. >> no republican should vote for this bill and my focus is trying to persuade my colleagues what's wrong with the bill. >> i have not decided.

>> reporter: some hard-line republicans argue the measure which cuts spending did not go far enough. progressive democrats raise concerns about concessions president biden made, party leaders are working to secure enough votes to get the bill to the president's desk. >> but it's important for house republicans to produce at least 150 votes. this is an agreement that they, themselves, negotiated, and they should be able to produce the votes necessary. >> reporter: if the plan passes the house, it moves to the senate where there's bipartisan praise. >> house republicans focused on reaching a bipartisan agreement to put reasonable caps on federal spending. >> i commend president biden and his team for producing a sensible compromise under the most difficult of circumstances. >> reporter: across the country there's a sense of urgency. >> we're tired of gridlock. we can't default on our debt. that would be ugly for this

country. so hopefully they'll get together and do the right thing. >> reporter: the federal government has just under a week to lift the debt limit before the june 5th deadline. and if passed, the bipartisan deal, which is officially known as the fiscal responsibility act, would extend the debt limit for two years. marcus, laura. >> brie jackson in washington this morning, thank you. in the bay area, representative barbara lee is set to announce new funding to help protect san francisco bay. she, along with leaders with the environmental protection agency are going to hold a news conference today. they'll discussed 52 million in funding for projects to restore the bay area's waters, wetlands and deliver benefits to underserved communities. the event will be held at the arrowhead marsh in oakland at 9:00 this morning. 5:10, just before the sun comes up, overlooking downtown san jose.

good wednesday morning. the time is 5:15. it is a cool and breezy start to our day in brentwood, 55 degrees, and the wind at 18 miles per hour. as we go into the late morning, early afternoon, we're going to see much more sunshine and we're keeping the below-normal temperatures for today, but we are going to be heating up heading into the weekend. we'll find out how warm it goes coming up. >> from the inland valleys over to our bridges, let's take a look at the san mateo bridge. it looks a little crowded this morning as you're making your way into foster city, but no delays to report. i am looking at chp, and something may be developing for your south bay commute. happy wednesday. wall street taking a wait-and-see attitude about congress, and its ability to get things done. amazon workers are planning a walkout today to protest layoffs and back-to-office policies.

nvidia briefly became one of the few companies worth a trillion dollars, before falling back a bit yesterday. nvidia's competitor intel expected to announce a multi-million investment in east sentinel. the company makes security cameras that can tell the difference between something innocent like a doordash delivery, and something dangerous like someone casing your house, looking to break in, and it calls security and the police before the crime happens. >> and that's why we have so many criminals we've arrested since we launched about four years ago. we call police with a verified call for service and they know to respond the stop and criminal. >> he was also the guy who created redfin realty. a group of ai experts, including the same people who created chatgpt, issued a joint statement warning the world artificial intelligence could be very dangerous, like extinction

america and turned it into an international phenomenon. and we did that with no money, also. >> well, the director of san jose state institute for metropolitan studies said that parklets are a sign that the city can evolve and that housing artists in empty space sincerely part of the future. it's cool to see what we can do with all the space we have out there. >> artistic is the bay area, for sure. nice weather as well. lately it's been so mild, but pleasant. it's been mild and definitely may gray that's been causing all of this. we're getting ready to head into june, but will we see the gloom? we're taking a live look outside in san jose, where it is a cloudy start. that's our marine layer that slides in during the morning and kind of retreats back to the coastline throughout the late morning into the afternoon. and so we're right now at 55 degrees, we're going to see it

clearing out here by 9:00 to 10:00, and then the rest of the day all sunshine. once again, we're keeping those milder temperatures. as we zoom into the south bay, we're heading back to 73 degrees, where we were yesterday and the day before, and the day before that. but as you take a look at the seven-day forecast at the bottom of the screen, we're going to see some slight warming in time for the weekend. so one more day of highs in the low 70s for walnut creek and danville, 66 in oakland and hayward, and 68 degrees in vallejo. and in half moon bay 59 degrees once again, daly city reaching 61. a bit milder for redwood city, reaching 68 degrees. in san francisco, low 60s, and for the north bay, 77 in santa rhodes, while sonoma and novato will see a high of about 73 degrees and cool for the coastline. as we take a look at all of the action that fired up yesterday over the sierra, more thunderstorms, and we've seen that pretty much every day.

i do think by tomorrow we'll start to see a slight downward trend and all of that thunderstorm activity, but we're seeing our reservoirs running pretty high as a lot of the water, the snowmelt continues to drain down. we're seeing the water levels in our reservoirs today at 98% of capacity for some of our local reservoirs. statewide they're on average about 80% of capacity for our four largest reservoirs across northern california. so we're seeing them go up as well as we continue to see storms, as well as sierra snowmelt. take a look at the seven-day forecast. temperatures headed for the mid-70s today, upper 70s tomorrow and reaching into the mid-80s for the weekend. beautiful weekend ahead. it will be warmer. with the pools open and water parks, you probably want some warmer weather. we're going to get that this weekend while san francisco doesn't see too much of a change. we're going to reach into the upper 60s for the weekend.

back to you. >> thank you. 5:32. developing this morning, investigators still piecing together what led to a deadly two-car crash along highway 1. >> both cars ending up plunging into a lagoon. ginger conejero saab is live for us in redwood city. just hearing about this leaves so many questions. do we know what happened here? >> reporter: well, marcus, laura, there are still a lot of unanswered questions this morning, but this is what we know from investigators, including chp redwood city, who have been giving updates on this. two males died on the scene from that crash, one woman was critically injured and taken to stanford medical. you can see from this video just how impactful that crash was on highway 1 south of bean hollow state beach, not far from pescadero. chp confirms there were two vehicles involved, a subaru suv traveling northbound and a tesla headed southbound. chp says one of the vehicles crossed over double yellow lines

and crashed head-on with the other vehicle, leaving the subaru partially submerged in a lagoon. one lane remained open while investigators were on the scene. the exact cause is still being investigated at the time. the woman in her 60s has major injuries. we do not have an update on her condition this morning, but it is believed her husband is one of the two men who died on the scene. now, the chp confirming lanes from that crash site are back open this morning. in redwood city, ginger conejero saab, "today in the bay." >> thanks for the latest there. frustrations are boiling over, oakland's rockridge neighborhood, with neighbors demanding more to be done to boost safety. this follows a recent string of crimes, including this caught on camera, where a 63-year-old woman was attacked outside of market hall. police say the attackers were part of a group of nine minors recently busted in a string of

robberies, that's not easing concerns for residents who packed a meeting with police and city leaders. at times the meeting got heated with people saying they don't feel safe. leaders say they understand the concerns. >> the key is to hold them accountable, to hold the perpetrators accountable that could involve various psychological testing, various programs they must be required to go through as a condition of probation, all sorts of things can happen. but nothing can happen if you don't catch these people. we have to catch them and give them appropriate consequences. >> of the nearly 1,000 robberies reported to oakland police this year, only a handful occurred in the rockridge neighborhood, but neighbors say authorities are not doing enough to hold criminals responsible. to a live look in san francisco, later today mayor london breed plans to outline her two-year budget proposal for the city. yesterday the mayor said the plan includes expanding shelter beds, it will increase affordable housing spots, she's

also promising to focus on police staffing and public safety. the address takes place at 11:00 this morning at city hall. a strip of land in san francisco is the topic of a heated dispute which took a violent turn, over which controls a strip near 22nd and harrison streets. a recent exchange was caught on camera. you can see a woman with mission green way knocking a bag of cheetos away from an employee of monday key brains internet service. she then starts taking video and he knocks the camera out of her hand. after that, she punches the man in the face. no one knows exactly who owns this land. the strip has been divided into thousands of trusts across the country. the ceo says the strip is right behind his company's building. >> you want to use this to load, unload, leave cars overnight. >> correct.

we want to use this area as it's been used historically. >> this is in supervisor hillary ronen's district. a spokesperson says she's offered to bring the two sides together to be a peace negotiator. so far, neither side has taken her up on it. turning to our climate in crisis, following a wet winter, the bay area is still facing fire danger, but it looks very different than the last few years. >> today in the south bay, pg&e are going to take action to minimize that risk. bob redell is live for us this morning. we shouldn't be surprised if we see helicopters because we're doing work, right? >> reporter: correct. starting friday, pg&e will be inspecting large transmission towers, they'll be doing that by a chopper and on the ground inspecting power poles throughout santa clara county, and this is to make sure power lines are secure and not at risk

of coming down during high winds and causing a wildfire. it's also to help prepare for the potential public safety power shutoffs. workers will conduct inspections on the ground, in the air by a chopper, so you might hear that in the south bay. today they will focus on the east hills in san jose, milpitas and the surrounding border communities. tomorrow los gatos, friday northern santa clara county, cupertino, mountain view and sunnyvale. last night here in the east bay the contra costa county fire protection district held their annual wildfire prevention town hall in lafayette to encourage residents to be prepared for this year's wildfire season. >> you are the most important resource in preparing for a wildfire and tomorrow you will also be the most important resource in preparing for a wildfire. >> reporter: cal fire and our local fire departments remind us if you live in a wildland interface, in the woods or on a property with a lot of

vegetation, to make sure you maintain 100 feet of defensible space so there's less fuel to burn around your house. we got a new outlook, 2023 u.s. wildfire forecast predict that in california 400,000 to 1 million acres will burn this fire season, that puts the state at average or slightly above average for fire danger, again, later in the summer when the fuels start to dry out and the temperatures, of course, start to increase. reporting live, bob redell, "today in the bay." >> we know how damaging those can be. >> sadly. and with all those rains, so much new growth. >> there's a lot of vegetation and eventually it will dry out. it's been cool and humid and we did get a lot of rain throughout our water year. take a look at some of these numbers where we had a surplus in some areas that was 8 inches

above what we typically see, in santa rosa and the north bay. but we had a bigger surplus for the east bay and san francisco where we have 11 inches above the normal amount for the rain that we measured throughout the rainy season. so in a lot of spots we were well over 100% of our normal amount of yearly rainfall, almost double. and of course we always talk about the sierra snowpack as well that's continuing to fill our reservoirs, still running at 400% above our normal amount for this date, and so we're seeing these numbers going up where we're at or over our historical capacity for a lot of our large reservoirs across the state. we'll continue to monitor that and talk about warmer and dryer conditions in the forecast coming up. cinthia has a look ahead for traffic in the middle of the day. >> middle of the day, middle of the week. some people might want to get a break from the workweek and head out to a game. we have the a's game at 12:37,

for instance, a cut in food stamps negotiated by republicans will actually result in more people, not fewer, getting those benefits. the compromise bill made it out of the house committee yesterday, headed for a full vote in the house today. they'll need 218 votes in the house. republicans promised at least 150 of their members will vote yes. that leaves 68 democrats who will have to vote yes and it's likely they'll get more than that. then the senate is more complicated. you need 60 votes for a bill to successfully pass the senate. and there are holdouts on both the republican side and the democratic side. the democrats think biden gave away too much. so, marcus, we are not done yet. >> not done yet at all. thanks, scott. with the nba finals set to begin, the warriors now well into their offseason, but dub nation really left wondering who will fill that void created by
