and that tends to happen because there are fewer vehicles. eastbound 24, a lot more slowing showed up a few minutes ago off of highway 13. a crew should be clearing up right about now and speeds are improving. back to you. it is 5:02. new overnight, one person is dead after a police chase ended in a crash in bentwood. it happened last night about 7:00 p.m. investigators say an officer made a normal traffic stop along sand creek road and the officer noticed the driver, who was pulled over, showed signs they were under the influence. in the middle of the stop, the driver took off, leading police on a brief chase. the driver then went off the roadway before crashing. one person died at the scene. no one else was injured. an investigation is under way. we also have a live look at capitol hill in washington this morning. the bill to avoid a government default cleared its final hurdle. >> senators passed that measure last night and now it makes its

way to president biden's desk. "today in the bay"'s brie jackson is live in washington. as i understand, the president is expected to sign that bill before monday's debt ceiling default deadline. >> reporter: that's right. good morning, marcus, laura. and that will put the concerns about a possible first-ever debt ceiling default to rest. all of this comes after months of back and forth negotiations, but senators and lawmakers finally came together to pass this bill through congress. once it is signed into law, it will put a cap on spending for two years. >> the bill is passed. >> reporter: economic catastrophe averted. >> we've saved the country from the scourge of default. >> senators passed the bipartisan agreement to raise the debt ceiling in exchange for spending cuts. in a statement, president biden called the move a big win for our economy and the american

people. a sentiment echoed throughout his administration. >> it builds on another step that the president secured last year when he passed the inflation reduction act. >> reporter: senate minority leader mitch mcconnell praised the bill as a step toward fiscal sanity. it also comes with criticism. senators introduced 11 amendments, all shot down, including senator tim cane's attempt to block efforts to speed up completion of a controversial gas pipeline. >> virginians don't want to have their land taken unless there's a process. >> it's been scrutinized and put off by an activist court and i don't agree with that, so i don't agree with my friend. >> reporter: neither side got everything they wanted. party leaders say compromise was essential to saving the country from a first-ever default. >> we're very, very happy. default was the giant sword hanging over america's head.

>> reporter: the bill is now headed to president biden's desk. and president biden is expected to address the nation about the debt ceiling bill later this evening. marcus, laura? >> glad to see they could come to a conclusion. brie jackson in washington, thank you. a south bay man accused of storing explosives and sabotaging two pg&e transformers is due in court today. in early march authorities released surveillance video that shows what they say is him blowing up a transformer on snell avenue in san jose. they say that he is now charged in connection with that incident back in january and another transformer explosion a few weeks prior. police searched his san jose home after the arrest and found large amounts of explosives, chemicals and guns. he is expected to enter a plea after his first hearing was pushed back in april. a san francisco lawmaker is pushing to eliminate some

restrictions at california dispensaries to give way for amsterdam-style cafes. currently there are 19 lounges in san francisco, which can only sell cannabis. they can't sell food or non-alcoholic beverages of any kind. but a new bill from matt haney could change all that. the bill is pushing for the dispensaries to be able to sell food and non-alcoholic drinks and provide live music. under the proposal, haney says cities would still have some say. >> it would not automatically allow all of those dispensaries to sell food and beverages. the city of san francisco would still have to permit those and decide which would be allowed. >> some people we spoke with in san francisco, they say they're already dealing with a lot of drug related issues and they think the state should impose for limits on the industry. the bill now heads for a vote in the state senate before moving to the governor's desk over the next few months. 5:07 right now.

after a huge amount of snowfall in the sierra this year, we have new numbers on the melting snowpack. all that snow, beautiful sights out there. of course this is what a lot of skiers like to see. and i know we were talking to meteorologist kari hall just yesterday and, kari, you were talking about the runoff season starting later than usual. you say we could expect more snow, at least at the higher elevations. >> it's possible we could see snow with the thunderstorms in the upper elevations. this has been a really impressive season. we are still in parts of the central sierra over 300% of normal, in the southern sierra 389% of normal. the usual snowmelt season runs at about eight weeks, but we're expecting it to be much longer this year. here is a look at some of those numbers we are seeing, how much has already melted in that snow water equivalent, it has really gone down quite a bit since the

month of may. so we do, once again, expect it to continue for the next several weeks. wow, it's been amazing to see all of that. there's still quite a bit of snow left in those higher elevations. not only that, but we were talking about the potential of more snow going into next week, for some of those higher elevations as we've seen daily thunderstorms developing. we saw that again yesterday afternoon into the evening. so we'll continue to keep tabs on that. mike, you've been keeping tabs on gas prices around the bay area. >> they keep changing, which is kind of good, i guess, if it goes lower. folks are reporting through gasbuddy.com. hayward has your standout for alameda county with $4.09, cleaning it up at the marathon. best price in sunnyvale is $4.19 a gallon on old petroleum on old san francisco road. north bay, you pass through lark spur and get the best on

we'll talk about what's going on and what might be affecting your drive coming into downtown. good morning. happy friday to you. good times continue on the stock market, particularly on the nasdaq. tech stocks, when averaged together, are up 31% so far this year. lululemon selling a lot of yoga pants. profits are way up. that stock should bounce today. chase bank saying it will shutter some of the bay area branches of first republic. the big news today will be the may jobs report due out in about 15 minutes. job numbers have been strong. remember, our unemployment rate hasn't been this low since the late 1960s. the economy, particularly the economy outside northern california, continues to soldier on. economists keep expecting bad news in the jobs report. they're almost always wrong. the consensus on jobs reports have been wrong 13 of the last

16 times, and each time smart people guess too low. they underestimate the economy. >> the senate has passed a law barring president biden from offering student loan relief. the ban has already passed the house. president biden can veto it. we'll talk a lot more about student loans as we talk politics in 30 minutes. >> the "wall street journal" is warning apple card customers they're having trouble getting their money out of their accounts, some of them. apple started offering a savings account with a tremendous interest rate, backed by goldman sachs, an actual bank account. but some users are reporting trouble moving money out of it. >> and government regulators warning, don't store your money in accounts like venmo. i can't imagine people would use it as a bank, but don't do it. it's not a bank, it's not covered by fdic insurance. my kids will pay me money through venmo because they owe me a tremendous amount of money.

oakland, 77 in dublin and 80 today in livermore. some of these temperatures definitely warmer than the way we started this week with a lot of 60s. tomorrow we're talking about 81 degrees in san jose and 83 in san jose. and then for sunday we're also seeing warm temperatures in the inland valleys, while the coastal areas will be cool. then we are also looking at some still clear conditions here, but we're watching out next week for the potential that we could see some rain, possibly a few isolated thunderstorms as we get a surge of subtropical moisture, a bit of what we call an early season monsoon that could nudge into the bay area, increasing our chances of seeing some showers and possibly some thunderstorms. that's not happening until next tuesday and wednesday. right now we're just looking at temperatures warming up, low to mid-80s throughout the weekend. mike, you said you were tracking a fire in san jose. >> the detail came in, 280

summer vacations are already under way and airports are full of families bustling with bags as well. >> if you are on the airline and you lose your luggage, you're not necessarily on the hook for those expenses. your airline likely will pay for those essentials, but om if you ask. consumer investigator chris chmura shows us how. >> the fed's airline watchdog recently said airlines delivered 99.42% of checked bags on time. that's great. but that leftover 0.58% is still a ton of late bags, more than 200,000 a month. on the upside, alaska website says most bags are located within 48 hours. still, that's two days of traveling without your stuff. let's keep reading. the very next section says get

trend heading toward the mid-70s around that area today. in san jose it will reach 77 degrees, kind of like yesterday, but some of our inland valleys will be a touch warmer. we'll get a look ahead to the weekend events going on and the forecast in a few minutes. >> thanks, kari. later today we may learn why a man went on a deadly crime spree, spanning from san jose to milpitas. >> we do know three people do not survive that rampage. "today in the bay"'s kris sanchez joins us from our newsroom with what else we know. >> we know in addition to the three people that man allegedly killed, three more are in the hospital and two are fighting for their lives. these are the crime scenes we know of. later san jose police will tell us if there are others as they are looking into whether the suspect is connected to several other violent crimes reported on thursday afternoon. san jose police will update us later this morning, but they tell us that officers were first called to kooser road and dellwood way where a person was

stabbed. a suspect took off in that victim's car, police then responded to a second stabbing about 20 minutes later in the 1800 block of hillsdale avenue about three miles away, where the suspect allegedly tried to carjack that victim as well. soon after, officers spotted the car near 16th street and santa clara street where investigators say the suspect allegedly intentionally drove into two people, killing them both, before taking off again. police issued a statewide warning and around 4:30 in the afternoon, milpitas police responded to another stabbing near the 400 block of jacklin road. that victim did not survive. that is when the crime spree finally came to an end, as milpitas police arrest today suspect in a nearby neighborhood. >> there was just tons of cars, there is a swim school across the street that was in session, and no one knew what was going on. they had cornered the suspect

over there. >> san jose police say they will update us on this investigation later this morning. hopefully we'll learn of a motive. >> devastating. so many families there. thank you for the latest. san jose mayor matt mahan tweeted this statement last night, posting, quote, i am sickened by the senseless violence that took place in our city tonight. there are no words that can convey how sorry i am to the victims' loved ones whose lievd have been forever altered. san jose mourns with you. he also thanked police for their quick work to make an arrest and that more details would come out in the day ahead. there are still definitely a lot of unknowns with this case, including the identities of the victims. we'll bring you the latest updates as we continue to follow the story on air and online at nbcbayarea.com. and from that to more senseless crime. robbed at gunpoint in oakland, this time the victim is a superior court judge and it

happened about a block away from the alameda courthouse. "today in the bay"'s ginger conejero saab is live for us this morning. police say the crime problem in oakland is getting worse. >> reporter: that's right, marcus. it's unfortunate to hear that, oakland police releasing new data that says there's already been more than 1,200 robberies since january 1st. in the past week, 57 robberies, 22 of them with guns. this robbery we're talking about is just adding to those numbers. this is the garage over at 13th and madison where that robbery happened, just before 9:00 in the morning. superior court judge kevin murphy exited his car at this garage, about a block away from the courthouse, when three men in masks robbed him at gunpoint. the alameda county sheriff's department says judge murphy was robbed of his rolex, wallet, a key, among other personal items. now, the increase in crimes like this, they say, is happening

county wide and not just in oakland. but now the sheriff's office says they're going to keep a closer eye in the area around the courthouse. district council member dan kalb is sounding the alarm. he held a town hall recently to address what he calls a sudden increase of robberies and other crimes over the past few months. >> some of them have become violent. i'm glad this one wasn't violent. nevertheless, it shouldn't happen, period. >> reporter: now, according to opd crime statistics, there were more than 2,600 robberies on average in the city annually. more than 1,000 of them involved guns. this year's numbers are on track to be worse. oakland police and the sheriff's department are working together on this and they're asking the public, if you have any information, please contact them. in san francisco, ginger conejero saab, "today in the bay." >> when will it stop? that is the question.

so many families are affected here. thankfully that judge is okay. thank you for that update. 5:36 right now. happening today, a san jose man accused of committing sexual assaults during at-home massages is due in court for a plea hearing. please arrested him in march, they say he's been giving massages from his home since at least 2015. police say two people reported being sexually assaulted during those massages. following the announcement of his arrest, investigators say there may be other victims and they're urging anyone who knows anything to contact them. new this morning, google says they will downsize at their mountain view and sunnyvale locations according to the san francisco chronicle. the map shows the five different locations google will be losing. it adds up to more than 1.4 million square feet, about 563,000 square feet in mountain view and the rest in sunnyvale. a google spokesperson saying

temperatures in the upper 60s tomorrow afternoon. we also have the pista sa nayon festival happening and that will be mild weather, even in the afternoon. we'll start out with upper 60s and head for the mid-70s throughout the day. mike inouye is going to be out there at the so i and tofu festival in japantown tomorrow from 11:00 a.m. to 5:00 p.m. it will be in the mid-60s. san francisco stays much cooler than the inland valleys. you can find warmer weather at the omg family festival in san jose, happening saturday and sunday at hickory park, discovery meadows, that area. we're going to see some great weather right there in downtown san jose. if you're going to l.a. this weekend, upper 60s and a mostly sunny sky. definitely a gusty wind picking up and going to tahoe this weekend, we're going to see sunshine, but also some showers

and thunderstorms possible on sunday. mike, friday fun might mean a little traffic. >> we're talking about predictive traffic. present traffic is looking standard for a friday, a little bit lighter. in the city it might be heavier because we have two events going on right now. oracle park, the giants are playing at 7:15. there's also a concert inside chase center and that's about the same time, so there may be additional crowds just south of the bay bridge. across the bay, another concert in oakland at the arena there, it's a k-pop band there, 8:00 concert, so the bay bridge might get a little congested after work as folks travel to go to either of those events. around 880 there may be slowing, bright lights and high energy music. back to you. 5:40. helmets can make a huge difference for motorcycle riders and it's the law. that could soon change. coming up next, we're breaking

good friday morning. it is 5:43. let's head over to walnut creek. a beautiful, clear start to our friday morning and it's going to be just a touch warmer this afternoon. still pretty nice and comfortable throughout the morning. we're at 72 degrees at lunchtime. we'll get a look at our warmer weekend forecast coming up in a few minutes. we're looking at a light drive for 101 through palo alto. the headlights heading south, taillights heading north. no real delays on this side of the bay. we'll show you how things are building, a couple of incidents north bay and east bay coming up. 5:44 right now. the senate last night voted to raise the debt ceiling. much to the relief of almost everyone. >> scott, we came very close to a default. >> very close. we're still in a little bit of a danger zone. the treasury right now is still doing all kinds of crazy accounting trying to make sure we pay our bills on time. so even this morning, something about counting chickens and all

that. but the houses, both houses, have voted to raise the debt ceiling with the senate voting 33-36. they raised the debt ceiling for two years, taking the issue out of the next presidential cycle, while cutting some spending and expanding some work requirements for food stamps. remember, this was a bipartisan deal, a compromise. but senate majority leader chuck schumer still spiked the ball. >> so many of the destructive provisions in the republican bill are gone because we persisted and we kept insisting that default is off the table, we will not be defaulting and we will not be passing the right agenda. >> the president will speak about the deal at 4:00 this afternoon. nbc bay area will carry that

live. there were some democrats who were disappointed that mr. biden would negotiate somethingand some were disappointed kevin mccarthy didn't hold out for more. this is how washington gets things done, slow moving compromise. the the "wall street journal" said in this divided government, there was always going to be a debt limit compromise. there had about be, lest the government default. that's the way it's always been. in some of the fine print, congress has now prohibited president biden from extending the pause on student loan repayments put into place by president trump. president trump eliminated the interest, then extended the pause three times. president biden paused it four more times. the pause ends, i mean it really ends this fall. separately, the senate also passed a bill that would prohibit president biden's idea of forgiving some student loans

altogether. the house already passed the same prohibition, but president biden can and will just veto that idea. the senate hasn't got the votes to override. student loan forgiveness lives on for now, stuck for now in the supreme court. laura, coming up in just a bit, we'll have big news on the jobs numbers. that's coming up when we talk business. >> we're waiting for them. we'll let you monitor that. a new bill making its way through state legislature that could grant an exemption to the current state law that requires motorcyclists wear helmets while riding. if senate bill 847 passed, it would grant people who wear a turbine to have an option not to wear a helmet white riding a bike. current state law requires drivers and passengers to wear a helmet while on any motorized bike. now, the bill will move on to

started, a little bit of some patches of low clouds. but overall it's going to start out mostly clear. we're seeing that in santa rosa, but it is chilly, only 46 degrees right now. and we do see that warming trend happening fairly quickly, going from 46 at 6:00 to 58 at 9:00, 66 degrees at 11:00, and it's going to be a really comfortable afternoon. headed for the upper 70s for some inland valleys, but we're still in the low to mid-60s for san francisco and along the coastline. if you will be traveling for the weekend, we've seen pretty much every afternoon storms and also quite a bit of bouts of heavy rain over the sierra. we saw it yesterday and there's a chance today. we could start to see the activity moving closer to the bay area, with a surge of some subtropical moisture pushing in that chance that we could see some thunderstorms here going into the middle of next week, and also higher humidity, with slightly cooler temperatures. if you're going to napa this
