2023. it is all about the jobs today. that's because the monthly jobs report is out, smashing expectations. we'll talk about what it means for inflation though. breaking news, trouble in the tropics. the first tropical storm of the season just starting to take shape in the gulf of mexico. this as extreme heat and severe flooding plague more than half a dozen states. meteorologist bill karins is tracking everything you need to know. kidnapped. a carjacking with a toddler still in the backseat. video now, y you're l looking a show how police rescued this little child. swimming in stress. why a mad dash to drop pounds before putting on a swimsuit is bad for your mental and physical health. we begin this hour with jobs in america. the labor market is just out with its monthly report and it's quite good. >> it's good, right? the government says there are 339,000 jobs added in may. that blows past what experts had predicted the number would be. check out the chart. look at the past year. you always want to put these in
12:02 pm
context. this is the 29th straight month of positive job growth. it is the third straight month too where we've seen a steady increase. the unemployment rate, however, did tick up a little bit to 3.7%. >> nbc news business and data reporter brian cheung is here to make sense of all of these numbers. break this down for us. what's driving the growth and are there certain areas where we're seeing more than others? >> the headline number did beat estimate, but i think a lot of people are wondering, how is it possible that you got a lot of job gains in the month but the unemployment rate went up. the answer for that is not that satisfactory but essentially they are two different survey. one comes to people who ring them up at their houses and the other number which is the 339,000 we got comes from the establishments that are hiring people. there's a discrepancy there that economists are trying to figure out but, look, at the end of the day the survey of establishments shows that there's a lot of broad-based hiring in many different types of industries.
12:03 pm
health care, education, leisure and hospitality, bars and restaurants and also professional and business service, so to see those broad-based job gains is good although the unemployment rate going up, we saw the black unemployment rate go up by almost 1%, something worth watching in the months to come. >> the big thing for people is how much are you making. inflation continues to rise. >> yes, when we look at the jobs report it tells us average hourly earnings were up 4.3% in may of this year compared to may of last year. now that sounds okay when you consider that the overall inflation rate is 4.9%, that means that prices at the store are going up faster than the amounts that your employers are raising your wages, so that's a part of the -- underscores how weird the economy is, getting paid more and everywhere it's more expensive. >> the confusing aspects, is that going to impact the way the fed behaves when they have their next meeting. >> my hunch is there's a lot of
12:04 pm
head scratching there. you're like, okay, it's good that the jobs data is showing job gains, but that's not what the federal reserve was expecting. they expected to deliberately slow the economy so you have some market expectations that they could further raise interest rates again in two weeks, about a 25 to 30% chance i saw as of this morning but all depends on how hard the fed wants to slow the economy, a difficult situation for them indeed. >> brian, thank you. we appreciate it. back home in washington we are looking ahead to president biden's taking a victory lap tonight in his primetime speech to the country a day after the senate got it done and passed a bill that would make sure the u.s. pays its debts on time. president biden now has that bill on his desk. he is, of course, expected to sign it before that all-important june 5th monday deadline set by the treasury secretary. this ends the drama that we have been talking about for weeks, if not months, right, this back and forth over what could happen if the u.s. were to have defaulted
12:05 pm
after that x date deadline. it would have been a global economic catastrophe. that has been avoided. we know that because of what moody's is talking about. they reaffirmed the u.s.' perfect aaa credit score saying there is not a reason to downgrade it. fitch is keeping them on notice till the fall. there is an expectation, tonight, that president biden is going to take this kind of victory lap. house speaker kevin mccarthy also getting a win out of this. it is not often when we look at the political landscape and see democrats and republicans who have something to point to as a victory. >> reporter: that's right. it is an important victory for president biden and speaker mccarthy. it's not clear when they would send it over. president biden said he would like to sign it as soon as possible. he is expected to give that address to the nation later this evening at 7:00 p.m. eastern time but you're right, it's an
12:06 pm
important victory for both the president and the speaker and i did ask the speaker shortly after it passed the house, what other issues can this be replicated on and he sidestepped the question. this was a very much of a headache for speaker mccarthy to go through it because it fractured his own party and he faced a lot of incoming from some members of his hard right about the bill and probably not looking forward to any kind of, you know, situation like that again. this one was very important for him to get done, hallie. >> what is the bill actually do? right? it essentially lifted the so-called debt ceiling, the borrowing limit meaning the government can borrow as much as it needs to to be able to pay off what it owes. that said, there is another deadline now set after the presidential election in early 2025. will we just be back here all over again then? >> reporter: we probably will be, hallie. this bill suspends the debt limit to january 1 of 2025 but as we know, there is a period of likely several months where the
12:07 pm
treasury department will be able to take extraordinary measures to continue paying the bills, but whether it's president biden, whether it is his eventual republican opponent, this will be high on the list of priorities for the next president to do. what else does this do? sets up the appropriations process, it has a two-year budget deal for the next fiscal year and the one after that which will commence right before the presidential election but after that it resets entirely, hallie, once 2025 calendar year rolls along, yet another thing for the next president and the next congress to deal with. >> sahil kapur, a busy week over for you, sahil. thank you so much. people across west texas and southeast new mexico are under tornado watches through tonight. people in west texas have already had to deal with severe flooding. i mean, look at this. this happened yesterday, a man had to be rescued from his car. other cars, they were just submerged under several inches of rain. from the midwest through the northeast on top of all of that
12:08 pm
we're tracking extreme heat. if you happen to live in any of the cities you see on your screen, watch out. i mean, you could see record shattering high temperatures today. warm weather is fine if you'll be at the pool. can also be dangerous and meteorologist bill karins is tracking all of it but first we start with nbc's george solis n a hot and sunny philadelphia. schools let students go home early because of the heat. what's happening? >> reporter: good afternoon. bottom line it's about 94 degrees right now and they had to make that call out of an abundance of caution. this is the first year the school district of philadelphia has implemented the plan that once it gets too hot they need to get the students and teachers out of the classroom. not so much about getting ac units in the buildings, it's about making sure the infrastructure is also in place to support any type of fan or ac or hvac system so the school district said we know it's hot today and know it will be a scorcher so need to make sure all of these students are out of here and safe.
12:09 pm
granted a lot of educators aren't happy because they know a lot of the students are still playing catch-up from the covid era and want them to stay in the classroom as long as possible. the end of the school year is approaching but summer and hot days are going longer so take a listen to what a few teachers told me. >> because we oreo -- worry about our kids. it's just important to be safe. >> i see a number of window units. is that not enough to keep the building cool? >> no, so if you're blessed to have a certain room with window units, you're okay but not every room has window units. >> reporter: i mentioned it's not just as simple as getting the ac units into all of the schools. the school district has a plan and looking by the year 2027 to make sure every building is equipped with some kind of hvac or ac unit so something like this doesn't keep happening, of course, whether or not they get that done is something that educators and a lot of parents are waiting to see. guys. >> so, bill, let's bring you in.
12:10 pm
we're talking about a number of different weather threats happening in different places across the country. what do people need to know? >> let's start with the severe weather. we do have active weather in areas of west texas till 8:00 p.m. this evening and we've had numerous storms already that have produced tornadoes. at least three or four reports of tornadoes and so let's go to the first one. this is denver city near the texas/new mexico border with a couple reports of tornados drifting northwards toward denver city so we'll keep an eye on that. that one produced a multivortex tornado about an hour ago. that's a tornado that has multiple tornadoes with it and then also to the south there's fort stockton, a tornado reported just north of that location and now it appears really well-defined hook echo on interstate 10 is likely a tornado so that tornado warning continues and also, we have a tropical storm, the first "a" name of the season, this is arlene but thankfully it is small, it is unorganized. it is going to head down towards

justice department lawyers are now defending the family separation policy in court including the argument that the families were separated out of humanitarian considerations as they put it. that is a contrast with president biden's previous comments about the policy where he called the separations, i'm quoting here, criminal. nbc news homeland security correspondent julia ainsley is joining us now from washington. talk to us about these lawsuits and the dynamic here where you have the biden administration in some ways defending family separations. >> reporter: yeah, hallie, the lawyers here at the justice department have been backed into a legal corner. they are charged with protecting all of the finances of the u.s. government so they do try to argue against plaintiffs who come forward and file these tort claims to get money from the government and they say that they won't issue that money unless what happened to these people was unlawful. so, therefore, they have to argue that the trump administration policy on separating families was lawful. they don't necessarily have to
