here is the center down by l.a. and we had all of these storms that fired up yesterday, for the most part missing the bay area. but we're still watching out for the chance that some of this activity could move in, if it doesn't weaken before it gets here we could have a chance of showers. but as of now it's still pretty far away. so we're starting out dry for now, but watching out for that chance that we could see some of this activity popping up with showers and maybe even a thunderstorm or two. so it's going to feel muggy, a chance of thunderstorms throughout today. that may also produce some small hail and some gusty winds, but the highest risk will once again be over the sierra. we'll time it out for you. mike, you have a look at the san mateo bridge. >> we saw no activity for a few minutes traveling westbound, so we knew something was up. there was a traffic break but that was a while ago. we have recovery now westbound. the incident is still on the report just past the toll plaza but the slowing sensors and that visual cue, they're all cleared up now. there's one more crash on the

hayward side that looks like it's affecting the on-ramp at winton. back to you. >> thank you, mike. the suspect in a murderous rampage in san jose is due to make his first court appearance today. but as kevin parkourana faces a judge, many people are asking, why was the convicted criminal out on the streets to begin with? kris sanchez joins us with more in the newsroom with what's happening. >> reporter: kevin parkourana has a long and violent criminal past. before the deadly 90-minute crime spree he was facing charges for today, he might have been on the streets because of prison realignment. for now parkourana remains in the county jail, but our legal analyst says it is likely that mental capacity evaluations are already under way. on thursday, he allegedly ran an elderly couple down with a vehicle that he's accused of carjacking from a person who he's accused of stabbing. he is now charged with homicide,

attempted homicide and carjacking. after he was arrested, another victim came forward, a motorcyclist who told us that he believes parkourana hit him, too. parkourana did have a history of violent assaults and convictions, two people have restraining orders against him and four years ago he was found with two explosive devices. but because of prison realignment, the responsibility for overseeing his probation was shifted from the state to the county jail. >> so i think there will be questions asked, what was the level of supervision, particularly for someone who apparently had a violent history, and also a history of mental health issues. was he properly supervised? >> we are investigating this from different angles, but today when he appears in court we'll be there. >> kris, thank you. we're working to learn more following a disturbing discovery in fremont. a mother and two children found

dead in an apartment. this happened in the residential inglewood commons near union street. yesterday a 1-year-old boy and a 7-year-old boy are among those dead. the cousin of the mother who was found dead says the family moved into that home along with their father from guatemala about four months ago. investigators spent hours combing that home for evidence, well into the night, trying to determine what happened. >> keeping all of our options open. as the investigation proceeds, we'll release information when it becomes available and when it's appropriate. >> investigators are planning to give us an update on the cause of death within the next two to three days. this morning former anchor frank somerville is out on bail after being arrested. somerville was arrested around 7:00 last night on suspicion of criminal threats, battery, public intoxication and probation violation. you might recall it was back in

2021 somerville made headlines for a high-profile crash in oakland. he was arrested for a dui after he rear-ended another car and used his porsche to push the car across the intersection into a pole. we are following breaking news right now. thousands of people out of their homes in ukraine after massive flooding, which is threatening hundreds of thousands of residents, as well as a nearby nuclear plant. it all happened just hours ago in a russian-controlled region of southern ukraine. take a look at this video. you can see that water surging through a huge hole in the dam. ukraine is accusing russia of blowing up the dam. however, russian news agencies are saying it was destroyed from shelling. a senior russian official also said it was a terrorist attack, implying an attack by ukraine. nbc news has not verified the claims from either side. now to decision 2024, and the crowded field of presidential contenders is

right now it's still -- >> a big headset that costs $3,500. >> just trying to keep my contacts clean. >> and change them out. >> commercial breaks. that's fascinating, though. what a look back. thank you. it is 5:17. happening today, a rally and a vote to decide the fate of san francisco's castro theatre. the company last year announced its plan to turn the historic castro theatre into a concert venue and remove its seats. it sparked a lot of outrage among movie enthusiasts. today the board of supervisors is set to vote on an ordinance that would designate the inside and outside as landmarks. activists plan to hold a sit-in to oppose the venue change. spotify is set to lay off more than 200 employees. that's about 2% of the company's workforce. a spokesperson says the layoffs are part of an effort to reshape

how the company does podcasts. since 2020, the company has invested in more than $500 million to grow the network. earlier this year spotify cut 600 other jobs. ed sheeran is known for songs, even the title of his albums have to do with math. earlier this month, the artist went on a side quest in philadelphia. >> so he wanted to be known for something else, his cooking abilities. he tried his hand at making a philly cheesesteak. take a look. >> tell me what you think. how is it? >> two thumbs up. in the bay" at 7:00 a.m. at least he has a career to fall back on. >> they're going to have to speed it up a little bit judging by that line. >> what do you want? >> turns the tip thing around. let's get started. take a look at this beautiful shot that we have behind me. it is going to be a different start this morning. you step outside and it's like, oh, it's pretty, oh, it's humid. you're going to feel that as you head out this morning because we are seeing a change in our weather setup and what's typical compared to what we see in june. so we're seeing this low spinning off the coast and look at all of the storms that fired up between yesterday and still what's happening now, as the center of the storm is still down around l.a., but we're seeing some of that moisture being drawn in from some of that monsoonal moisture that's been moving over the sierra, making its way across the central valley and approaching the bay area. we're going to be watching this very closely over the next few

hours to see if it makes it in. but we have quite a bit of some thunderstorm activity just to our south, and so we'll be watching that as well. looking at our hour-by-hour outlook, it does show that something may materialize in terms of rain, possibly a few thunderstorms, going toward 9:00 to 10:00 this morning. first starting in the east bay and then making its way across the south bay into the peninsula, and then eventually into the north bay around noon. so we're watching out for those scattered showers, a break, and then maybe another wave as we go into this evening. then things quiet down overnight, but still firing up over the sierra. we're not looking at huge rainfall totals, although pretty much anything could set a daily rainfall record. so even a hundredth of an inch could set a daily rainfall record. we'll be watching out for that. our temperatures today reach 72 degrees in cupertino and 73 in morgan hill. so you're noticing that it is

cooler than it was over the weekend, but it's because of the humidity, it's still going to feel just as warm. we're looking at temperatures in the upper 60s in san mateo, mid-60s in san francisco and reaching 75 in clear lake, while sonoma will head for 70 degrees. in fact, our temperatures are not set to warm up much more as we go through the next several days. in palo alto upper 60s, low 70s, that will continue for at least the next ten days. we're also going to be monitoring for, yet again, another chance of thunderstorms for the end of the weekend into early next week. so we'll see how this pans out, mike. you're looking at the bay bridge for a slowdown. >> we found the slow down, we found the reason. it just cleared the screen. that was the upper deck. the flashing lights we saw from the emeryville side just outside of the camera view, we zoomed in from our california camera. the lower deck you see some flashing lights. that's the crew and they're actually getting ready to clear all those lanes. that's getting out of san

"today in the bay"'s ginger conejero saab joins us live. a lot of eyes are on sacramento right now. >> reporter: that's right, laura and marcus. a lot of people paying close attention to how state and local leaders react to the arrival of more migrants in the way that

they did. later this morning we expect sacramento mayor steinberg, as well as leaders to address the latest on the now 36 migrants that have been flown to sacramento in the last four days. that latest group of migrant asylum seekers, 20 men and women landed at sacramento's executive airport yesterday. this follows 16 migrants who arrived in sacramento on friday, also via private plane. both groups taking similar paths in getting to the state's capital. the group yesterday originated in el paso, texas. they made a stop in new mexico before landing in sacramento. the first group of 16 migrants also made that same flight before being dumped off outside sacramento's catholic diocese office last friday. governor gavin newsom said investigators, quote, will look to hold anyone criminally accountable for misleading, manipulating and transporting individuals under false pretenses. also in a written statement,

california's attorney general rob bonta said state-sanctioned kidnapping is not public policy choice. he called it immoral and disgusting. >> we are investigating the possibility of all civil and criminal violations, including kidnapping. >> reporter: now, the scramble continues to support these migrants and that's where leaders have stepped in. they will be part of the press conference later, they represent quite a number of congregations around the state of over 500. they'll be part of that press conference scheduled at 10:00 a.m. still, the big question remains, who is behind these migrant flights? those migrants were carrying documents supporting the fact that florida may be involved in these migrant flights. still, florida governor ron desantis and other state officials staying silent on the issue, while texas and california continue their

investigation. a lot of things still left to uncover. >> most definitely. thank you, ginger. and that is why we're following all of the latest developments out of sacramento. our twitter page is a great resource for those updates. make sure you follow us if you haven't already. we're at nbc bay area. new this morning, the future of the oakland a's, well, it's still in limbo. this is all because nevada lawmakers adjourned their four-month session without taking up the proposal yesterday. the team are looking to leave oakland and build a ballpark on the vegas strip. the proposal could potentially be considered a special legislation session at a later date. the state's governor says that he will call for a special session later this morning. this is where he would set an agenda for upcoming priorities. we are working to learn more about an apparent racist and threatening message. it was sent to several middle school students, teachers and staff in santa rosa. so far, police and school

leaders are not releasing a lot of information about the incident at rincon valley middle school. investigators say a powerpoint presentation was sent to some of the school and it contained racist and potentially threatening content. a teacher who received the message contacted police friday afternoon. families say they haven't received any information or notification about that incident. in just a few hours a homeless man accused of attacking a former san francisco fire commissioner is set to appear in court. police say he attacked the former sffd commissioner, don carmignani with a metal pipe in april. the public defender claims he acts in self-defense because carmignani sprayed him with pepper spray. carmignani denies the claims. this morning there is a rainbow mystery in san jose's willow glen neighborhood. more than 75 small pride flags were stolen from the downtown

area. a local real estate agent places those flags in buckets along lincoln avenue and there are flags in the buckets in case pedestrians want to be more visible crossing the street. in the past, many flags have been stolen. this year there's no exception because some suspects say anti-lgbtq sentiments behind those thefts, others in the community say that people are probably just really loving them and want them for themselves. >> i've lived here for 30 years and i haven't seen any indication that anybody would have any bad feelings toward the lgbtq community, so i'm assuming they just wanted it to have it. >> either way, she says she won't be discouraged from replacing the flags and celebrating pride month. new this morning, could san francisco become the new south florida? we have a live look at the bay

bridge, across to treasure island this morning. there's new data that shows a lot of people are moving out of the city to the sunshine state. san francisco saw a sharp population decline from 2020 to 2021, falling actually to its lowest levels since 2010. numbers from the irs show more than 70,000 people left. most moving to other bay area counties or southern california. but that data also reveals that florida's miami-dade county saw the largest percentage spike for san franciscan arrivals. other hot destinations include massachusetts, boston and hawaii. from san francisco to san jose, take a look here. beautiful start to the morning. how does it feel outside? meteorologist kari hall has a look at what we can expect. it will be changing hour-by-hour. >> i don't know how they did that, but they brought miami's weather here. >> take it back.

good tuesday morning to you. it is 5:43. even though it's june, you may just want to grab the umbrella just in case. as we take a look at martinez, it's starting out mostly clear. a light wind, 58 degrees, feels muggy out there. we'll see more clouds and even the potential of some quick-moving showers and maybe a thunderstorm. we'll talk more about that coming up in a few minutes. i'm focused on the slower drive westbound at the bay bridge. it's actually moving a little better here as you head up the incline. whatever was slowing things down, it was a second incident getting toward san francisco. the backup at the bay bridge toll plaza is starting to sort out. the hov lanes are not quite the advantage they were. we'll check in a few minutes. >> thank you, kari and mike. memorials are under way across the world for the 79th anniversary of d-day. the world war ii battle led to the u.s. and its allies winning the war. at an emotional reunion in

normandy, it is expected later this morning, one veteran will get to be reunited with his best friend in his friend's final resting place. both soldiers went to fight in world war ii when they were only 19, but only one made it home. this reunion was made possible by former nfl linebacker donny edwards. he created a nonprofit to bring veterans back to the battlefield. >> i just want to give back. i benefitted from living the american dream and my wife and i, we just took it upon ourselves to say, you know, thank you, and this is a small part in how we say thank you. especially to our greatest generation. >> you can catch the full story on the "today" show at 7:00 a.m. right after "today in the bay." a quarter until 6:00 right now. president joe biden is the target of a congressional investigation that has ensnared the head of the fbi as well. >> top law enforcement officials

have said the accusations don't hold water. >> that's our understanding, that william barr back when he was the attorney general for president trump, had concluded there was no there-there. but a top critic of president biden, congressman james comer, is going ahead with the investigation away. they've demanded the fbi turn over any records of interactions with confidential sources created or modified in june 2020 that include the word biden. they're obviously looking for a specific document, which the fbi says it produced but wouldn't hand over. instead, committee members say the fbi director, christopher wray, let them look at it but not keep it. that's not good enough, says comer, who wants to charge wray with contempt of congress. comer was joined at that meeting by his democratic counterpart, congressman jamie raskin, who

said the fbi told him former attorney general william barr appointed a u.s. attorney to look into those allegations, but the investigation concluded. raskin said if there's a complaint, it's with bill barr, who served in the trump administration. >> president trump's lawyers, meantime, met with the department of justice yesterday. we were not privy to what happened, but the assumption is it has something to do with the investigation into trump's possession of classified documents. now, we don't know if trump is going to be charged, but almost immediately after that meeting trump posted on truth social, quote, how can the doj possibly charge me who did nothing wrong? former trump ally, governor chris christie, expected to announce he's running for president today. former vice president mike pence yesterday filed paperwork to run and is expected to make a formal announcement tomorrow. the current president, meantime, meet with the danish prime

minister in the white house. this has more meaning than first glance. we saw a lot of f-16 fighters to denmark, but denmark has indicated it is willing to send them to ukraine. >> scott, thank you. 5:47 and happening now, prince harry is taking a stand in a historic high-profile case against british tabloids. new video shows him arriving in london's high court earlier this morning where he testified. the prince is accusing british daily mirror of tapping those phones, as well as gathering information through illegal methods in today's testimony. the prince said that the behavior exhibited by the group was, quote, utterly vile. the mirror group denies those claims and says they actually used public sources to gather information. a senior member of the british royal family has not testified in more than 130 years. 5:48 right now.

we're learning new details on the crackdown of disabled parking placards in california. in a move to stop fraud, the process of renewing permanent placards will change this month. starting on june 30th, holders must sign a free dmv renewal form once every six years to verify holders, the dmv will verify records against social security numbers. people will be limited to four substitute placards within a two-year period. we're honoring juneteenth. celebrating those enslaved in america in 1865 when they were told they were free and it is celebrated over june 19th. two years ago it was proclaimed a federal holiday. last year for the first time san mateo county officials raised a juneteenth flag in redwood city. later today county officials will raise the flag once again at the county center. that ceremony begins at 9:00

you step outside today. >> yes, it's definitely a change compared to the typical weather setup we have in the month of june. we're taking a live look outside in palo alto where we are starting out with a few clouds here and there but mostly clear. it's 59 degrees. so it's already a mild start to the day and it's been breezy. we really felt those winds pick up yesterday evening. then we'll see more clouds coming in as we go into late morning and we're watching out for the potential of showers. we've already seen a lot of thunderstorms across the region. what's happening here? we see this area of low pressure that's down around l.a., you can see the swirl of clouds. it's drawing in moisture and the thunderstorms that have been developing over the sierra right across the central valley and into some areas that don't typically see this type of weather. so we've seen the rain holding it together, and when you step out you feel that humidity and that gives us the sense that the atmosphere is primed for some of this rain to continue, as it

travels for areas across the central valley, it could make it into the bay area. we've also seen thunderstorms farther to the south along the central coast with some lightning embedded as well. so as we go hour-by-hour, our models are picking up on the potential that some rain could move into parts of the tri-valley, the east bay, and eventually into the south bay between 9:00 to 12:00. and that will also be moving into the north bay right around the lunch hour. there could be a bit of a break, still feeling muggy out there, and then another round of storms that develop over the sierra could move into the north bay this evening, packing some high winds and possibly some thunderstorms as well. we'll be watching out to see if this pattern holds up, but that area of low pressure that's drawing that in will be moving away. and some parts of the bay area could see anywhere from a few hundredths of an inch of rain to possibly a tenth of an inch of rain. pretty much anything could set a daily rainfall record. we're watching out for those records that could be set. temperature-wise, low 70s, which is cooler than normal, and it

looks like this pattern conditions with highs in the mid to upper 70s for the east bay, some upper 60s for the peninsula and san francisco reaching the mid-60s. we'll see about the same in parts of the north bay, like what we had yesterday. believe it or not, there will be another chance of showers and thunderstorms in the extended forecast for the end of the weekend. i'll be keeping tabs on that. mike, you're watching the bay bridge camera closely. >> we had the backup, of course, but the hov lanes were a problem. they were stacked up. when that is happening that's indicating something going on between there and the metering lights. they've just started to move better. i did hear about another fender bender at treasure island and i think that backed things up. that crash still blocking your right lane as you're getting toward treasure island. the bridge crew headed out. i think they might have cleared it because the span is starting to move better. the rest of the bay showing a smooth flow of traffic. there is a roadside fire at 87,

kids or grandkids to the sierra in february, and there's no snow. well, a new study just revealed the impact on sierra snow in a warmer climate. researchers with the desert research institute published in the journal "climate dynamics" that the snow line will continue to rise with less snowfall on average. and even with an epic winter like we just had, the study says we can expect gradually declining snowpacks, putting a strain on our water supply. after a detailed analysis of the past 70 years, projection showed the snow line could rise by more than 1,600 feet by 2100. that means resorts like palisades and north star will be hit hardest, projected to lose 70% of snow accumulation in the average winter. that could have a huge impact on the economy, recreation, wildfire activity, public health, ecosystems and more. i spoke to one of the coauthors

of that study, dr. ben hatchett. >> the concern going forward is that we're going to receive an increasing fraction or proportion of our precipitation from atmospheric rivers, and if those are typically warm we wanted to know how much those will also warm because we'll be more and more reliant on those. if they tend to be warmer and warmer, that's going to mean less water that's stored in our mountains for later use for irrigation or ecological applications, as well as drinking water. and so we looked at all these different factors and found that we do expect to see a 1,600 foot rise in the snow line by the end of the century with no climate change mitigation strategy. >> we're going to put the full ber interview online on nbcbayarea.com. i sho have a link to the search attached to the story. >> thank you so much. all this week nbc is spotlighting extraordinary
