right now at 6:00, facing a judge. >> i'm surprised he didn't run me over completely. >> the man accused of going on a deadly rampage throughout the south bay is due in court in a matter of hours. many questions remain about why he was free in the first place. legal strategy experts say his attorneys are likely to take. >> two former allies now facing off against former president donald trump in 2024. the announcement expected today as trump's legal troubles continue. this is "today in the bay." >> a very good tuesday morning to you. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we've got you covered on everything from news to traffic, and of course the weather. we're bracing for some rain coming in? >> yeah, there's a possibility that hopefully your windshield wipers haven't dried out or you can find the umbrella because we see a chance of spotty activity

moving around as we go into this morning. take a look at all of the storms that have been developing across the region over the past 24 hours, and we had this low that's developing around the l.a. area and it's drawing in that moisture and the potential that some of those showers could hold together as we're approaching the bay area within the next couple of hours. so we're watching out for that possibility going towards 9:00 to noon for parts of the east bay, to the south bay, possibly into the north bay as well. but much of the action has been to the south of us as we monitor for this chance of this rain coming in. here is what to expect. it does feel very muggy outside and we'll have a chance of thunderstorms, possibly even some small hail and gusty winds. we've had that over the past, i would say, 12 hours. and then as we're tracking the potential with thunderstorms, the highest chance will be over the sierra. so we'll talk more about what to expect. mike, you had a fire you were tracking in san jose. >> 87 northbound at curtner, right about the area where things start to slow down later in the commute.

we have an early slowdown. there's recovery from capitol to curtner. the roadside fire was quickly addressed, but that was a distraction and unusual slowing for that section of the parkway. 101 is standard and silicon valley is standard as well. the overall drive time is just over a half hour from marsh creek to 580. bay bridge, extra backup, a fender bender at treasure island itself. the suspect in a murderous rampage in san jose is due to make his first court appearance today. >> as kevin parkourana faces a judge, many people are asking about the convicted criminal was out on the streets to begin with. "today in the bay"'s kris sanchez is joining us from the newsroom following the latest. >> reporter: kevin parkourana has a long and violent criminal past that predates the deadly

90-minute crime spree he is facing charges for today and he may have been on the streets because of california's prison realignment. more on that in just a moment. for now, parkourana remains in the county jail this morning and our legal analyst says it is likely that his mental capacity is under evaluation as we speak. before his arrest on thursday, which you see here, he allegedly hit and killed an elderly couple with a vehicle that he's accused of carjacking from a person he stabbed. today he faces homicide charges, attempted homicide, and carjacking. in 2021, he was convicted of harassing a neighbor and slashing that neighbor's tires and he was also allegedly arrested for threatening someone with a dagger. two years before that, parkourana was found with two explosive devices in his home and car. now, after he was arrested, another victim came forward to us, a motorcyclist, who told us that he believes parkourana hit him, too. but because of prison realignment, the responsibility

for overseeing parkourana's probation was shifted from the state prison system to the county jail. that was supposed to apply to lower level offenders, classified as non-serious and non-violent. >> i think there will be questions asked, what was the level of supervision, particularly for someone who apparently had a violent history, and also a history of mental health issues. was he properly supervised? >> reporter: parkourana was on active probation when he was arrested. san jose police chief says that he believes that the victims were random, but that parkourana's actions were intentional. we'll be there as he appears in court today. >> kris, thank you. and of course we will continue to follow this. we will be in court today following the case. keep it right here on nbc bay area, both on air as well as online for those updates. make sure you download our free nbc bay area app, that way you'll get alerts sent straight

to your phone. we are working to learn more following a disturbing discovery in fremont. a mother and two children were found dead in an apartment. it happened at a residence along inglewood common near union street yesterday. a 1-year-old boy and a 7-year-old girl are among the dead. the cousin of the mother who was also found dead says the family moved into the home along with their father from guatemala about four months ago. investigators spent hours combing the home for evidence, well into the evening, trying to determine what happened. >> keeping all of our options open, as the investigation proceeds we'll release information when it becomes available and when it's appropriate. >> investigators are planning to give us an update on the cause of death within the next two to three days. former anchor frank somerville is out on bail after being arrested. somerville was arrested around 7:00 last night on suspicion of criminal threats, battery,

public intoxication and probation violation. you might recall it was back in 2021 when somerville made headlines for a high-profile crash in oakland. he was arrested for a dui after a rear end with another vehicle and then he used his porsche to push that car across the intersection and into a pole. we are following breaking news right now where thousands of people are out of their homes in ukraine after massive flooding, which is threatening hundreds of thousands of residents, as well as a nearby nuclear plant. it all happened just hours ago in a russia-controlled region of southern ukraine. take a look at this video. you can see the water surging through a huge hole in a dam. ukraine is accusing russia of blowing up the dam, however russian news agencies are saying it was destroyed from shelling. a senior russian official also said it was a terrorist attack, implying an attack by ukraine. nbc news has not verified the

claims from either side. now to decision 2024, and the crowded field of presidential contenders is growing. two former allies of former president trump are expected to officially announce their bids today. this comes as former president trump's legal troubles continue. "today in the bay"'s brie jackson is live for us in washington this morning. brie, so much to follow here and even more announcements. >> reporter: good morning, marcus. yeah, i feel like we say this every other day, we're adding a name to the list. well, now it's former vice president mike pence, he did file paperwork with the federal elections commission on monday. pence is expected to join the race as one of the legal cases against his former boss comes to a pivotal moment. >> hello, iowa! >> reporter: the paperwork is in, former vice president mike pence plans to officially declare his candidacy wednesday. former new jersey governor chris christie is expected to announce

this evening, adding more names to the list of candidates vying for the 2024 republican nomination. >> i don't know why people are doing it. >> reporter: former president trump, the current front-runner, faces political and legal challenges. his attorneys meeting monday with the special counsel, as the investigation into trump's handling of classified documents could hit a pivotal moment, when a federal grand jury reconvenes in florida to hear evidence this week. >> it tells me that this case is expanding. >> this grand jury could be back in session to hear more evidence or it could be back in session to seek indictments. >> reporter: trump insists he did not break any laws. writing on truth social, how can doj possibly charge me, who did nothing wrong, when no other presidents were charged? a message he's repeated on the campaign trail. >> all i know is this, everything i did was right. >> we saw when the president is charged and faces a loss of

liberty, that in some ways it empowers the trump candidacy. >> reporter: trump claims the investigation is politically motivated, as a growing field of political opponents set their sights on the white house. new hampshire governor chris sununu, a vocal trump critic, has said that he will not run for president in 2024, instead sununu says that he'll do whatever he can to block trump from claiming the republican nomination. >> more days to come and i'm sure more nominations -- or more plans to run to be announced. thanks, brie. it is 6:09 on your tuesday morning. taking a peek outside, you see the bay bridge there from a distance. kari has been monitoring the wild weather we've been having lately. we saw some lightning strikes. >> it's been across the region and really over the sierra, moving across the central valley. we're waking up to dry weather but that could change as we head

into the next few hours. as we take a live look outside in oakland, you're seeing a lot of people up and out the koor, and it feels so muggy. it is 60 and mostly cloudy. we'll continue to see clouds throughout the morning and a gradual warm-up as we go late morning into the afternoon. we're watching out for the potential of showers moving in between now and noon and then starting to see the possibility of thunderstorms later on today. so we'll have more on that. mike has a look at where we can find lower gas prices. >> we'll start in the tri-valley, dublin's ana express with $4.19, same price, $4.19 at a number of other spots in alameda county. $4.17 in los gatos at great gas. moving up the peninsula, you also move up a dime to $4.29. san mateo's arco is on south delaware street. thank you for all reporting through gasbuddy.com. on the roadways we're focusing on a pretty smooth drive. the fire along 87 is cleared,

good tuesday morning. we've got this unusual weather setup as we take a look across california. all of these thunderstorms firing up and even hitting the l.a. area right now. we are watching for the potential that some could move into the bay area. as of now it's dry, but i'm tracking it with the latest in a few minutes. >> we have an unusual backup pattern at the bay bridge because of a crash. i think it's the second or

possibly third of the morning as far as incidents on the span. it looks like the span is cleared of the latest crash. we'll show you the span itself and monitor the backup. the hov lanes are really heavy right now. good morning. very happy tuesday to you. oil prices are still coming down so we've got west texas intermediate here, wti. the saudis are cutting production on their side of the world, trying to get these prices back up. last year this was, like, $120 a barrel. apple briefly touched all-time highs, but let's talk about cryptocurrency first. moments ago the securities and exchange commission announced it was charging san francisco's coinbase with operating as an unregistered securities company. an s.e.c. official writing, you can't ignore the rules because you don't like them or you'd prefer different ones. the consequences for the investing public are far too great.

no reaction from coinbase yet. washington and regulators are open for business at this hour, san francisco tech companies are not. and this news is minutes old. >> you don't have to understand securities law or even know what cryptocurrencies are in order to appreciate there is big trouble in crypto land this morning. these are civil charges, yes, but the charges against coinbase come just one day after the s.e.c. charged the firm binance with largely the same thing. the company and its billionaire founder were sued monday by the s.e.c. for a variety of alleged missteps. listen to this part of the government's case. zhou, the ceo, and binance understood they were operating in violation of u.s. law. the ceo admitted we're operating as a gosh darned unlicensed

security exchange in the usa, bro. it's always rough when the government can quote a top official saying out loud we shouldn't be doing what we're doing. >> apple yesterday unveiled its vision pro, its new augmented reality goggles. apple calls it spacial computing. $3,500. a number of pundits point out, you see models putting the device on but at no time during the presentation did the ceo of the company, tim cook, put them on. there are no pictures of him wearing apple's new goggles. i've not tried them out myself, but i would imagine you look a little silly wearing them. >> but you're in a different world. >> i always thought people, oh, i could wear them on an airplane. i want to see what's happening on the airplane. >> you can see through. >> you can see through these, but some of those vr goggles, if there are people, i need to be able to see.

>> i heard you get a headache. that's what i heard. >> check it out. happening today, a rally and a vote to decide the fate of san francisco's castro theatre. the company last year announced its plan to turn the historic castro theatre into a concert venue and remove its seats. it sparked a lot of outrage among movie enthusiasts. today the board of supervisors is set to vote on an ordinance that would designate the inside and outside as landmarks. before today's vote activists plan to hold a sit-in to oppose that venue change. here is another odd trend popping up on social media, couples are actually getting engaged at chili's restaurants in hopes of scoring free catering for their wedding. >> you heard her right. this is all inspired by that viral tiktok from one woman who served chili's to her guests during her reception. we talked about it a few weeks ago. chili's saw that story, got inspired, and they started a contest.

the first three couples to get engaged at chili's and post it on tiktok will get free chili's catering at their wedding. you know the internet quickly delivered, faster than a plate of sizzling hot fajitas. >> oh, my gosh, yes! >> do you think these are real? >> i don't think all of them are real. >> they're all dressed up. >> dressed for the occasion. so chili's actually set the deadline for june 12th, but if you go to chili's tiktok page, there are way more than three engagements on there. >> i would think three, just three? i would think it would be more than three. but i'm not paying for it. >> it is a lot of money, catering for a wedding. >> exactly. >> okay, there's only one of us here not married.

[ laughter ] i think you brought some of that heat with you from vegas. >> i'm sorry. i apologize. >> and then we packed a little bit of humidity in there, too. so it's definitely not what we usually see in june. take a look at this satellite radar. what's been happening over the past 24 hours across the region. i know you felt those winds pick up yesterday evening. that was this low that we have over l.a. it was getting closer and it's been rushing air across the bay area, across the california area, as we've seen all of these thunderstorms developing over the sierra now travel across the central valley because of the counterclockwise throw around this low that's been moving in, and that's live lightning you're

seeing. so it's also been showing showers and the potential of thunder. now, so far we've only seen a few spotty showers, but we're waiting to see if this activity picks up by late morning into the afternoon. as of now, much of the thunderstorms are to our south, but we do still have a chance of seeing activity offshore with cloud-to-ground lightning strikes. let's take it hour-by-hour. it shows by 10:00, 11:00, we start to see rain coming in. we'll see if it produces more gusty winds, small hail, as well as thunderstorms as it moves through between 10:00 to 1:00 for parts of the north bay. there may be a bit of a break. but then with the next round of storms developing over the sierra, that could travel across the sacramento valley and back into the bay area as we go into this evening. that's if this activity holds together. but we are seeing the atmosphere is ripe for that rain to move in and our models are putting down about a few hundredths of an

inch of rain to maybe a tenth of an inch of rain. any of this could break a daily rainfall record so we're watching out for that. as our temperatures today reach into the low 70s, this is going to be at or slightly below what's normal for this time of year with oakland reaching 69, 75 in pleasanton and livermore and upper 60s for much of the peninsula. 73 for palo alto and mid-60s in san francisco, for the north bay highs in the upper 60s and low 70s. as we go through the next several days there is no big warm-up. we know it's june and palo alto will only see temperatures in the upper 60s and low 70s. we're also, believe it or not, going to be watching out for another chance of thunderstorms between sunday and monday, so this strange weather continues. i'll be tracking it all. mike, what's going on with the crash on the bay bridge? >> well, the crash was right here just shy of that tower. it's cleared. good recovery on the span itself.

>> good morning to you on this terrific tuesday. thanks for joining us. i'm marcus washington. >> i'm laura garcia. have you noticed the humidity out there? kind of strange weather. kari hall has been monitoring it all. >> it is strange, seeing the setup that we have here. it feels so warm and humid out there now and the atmosphere is primed for the potential of rain moving in. have you found the umbrella yet? you may need it in the next couple of hours. we're seeing quite a few showers and thunderstorms across the region and we've seen this low spinning down around l.a., drawing in some of the thunderstorms we've seen over the sierra. moving across the central valley and now into the south bay with light showers that are starting to pop up. can't be too surprised if you're driving this morning and you need to turn on those windshield wipers. we're going to see this active weather off and on across the region, but some storms have been to our south. we're watching out for that chance that we could get rumbles

of thunder, as well as some thunderstorms, small hail, and some gusty winds. now, it feels so muggy outside right now and we are going to see that chance as we go through the next couple of hours, especially by late this morning. so i'll be tracking it. we'll have another update in a few minutes. >> thank you, kari. this morning, 36 migrants are at the center of what is heating up to be a growing debate over immigration. >> it really is. in just a few hours we expect to learn more on how state and local officials plan to move forward after a second private flight brought 20 migrants to sacramento. "today in the bay"'s ginger conejero saab joins us live, a lot of eyes are on sacramento right now. >> reporter: that's right, laura. a lot of people paying very close attention to how state and local leaders will react to more migrants arriving in sacramento in the way that they did. later this morning we're expecting sacramento mayor steinberg and faith leaders to address the latest on the now 36

migrants that have been flown to sacramento in just the last four days. that latest group of migrants, 20 men and women, asylum seekers who landed at sacramento's executive airport yesterday, this follows 16 migrants who arrived on friday, also via private plane. now, both groups taking similar paths in getting to the state's capital. the group yesterday originate in el paso, texas, made a stop in new mexico before landing. the first group made almost the exact same flight before being dumped off outside sacramento's catholic diocese office last friday. governor gavin newsom said investigators will look to hold anyone criminally accountable for misleading, manipulating and transporting individuals under false pretenses. also in a written statement, california's attorney general, rob bonta, said state sanctioned kidnapping is not public policy choice. he called it immoral and

disgusting. >> we are investigating the possibility of all civil and criminal violations, including kidnapping. >> reporter: now, the faith leaders have stepped in. pico, california, will be part of that press conference later to talk about steps moving forward. still, the big question is, where did these migrants come from, who was behind all of this? that question is still unknown. there were documents leading to or pointing to the fact that florida may have been involved in this, but governor ron desantis and other state officials from florida still staying mum on that. as the investigation from texas and california continues, we'll be sure to hear more in the coming hours and days. >> the question is, will we see more migrants arrive here without notice? thanks so much, ginger. 6:35 right now. in just a few hours, a homeless man accused of attacking a

former san francisco fire commissioner is set to appear in court. police say he attacked the former san francisco fire commissioner, don carmignani, with a metal pipe back in april. the public defender claims he acted in self-defense because carmignani allegedly sprayed him with pepper spray. carmignani denies those claims. he is due in court for a rescheduled preliminary hearing. we are working to learn more about an apparent racist and threatening message sent to several middle school students, teachers and staff in santa rosa. so far police and school leaders are not releasing much about this incident at rincon valley middle school. investigators say that a powerpoint presentation was sent to some at the school and it contained racist and potentially threatening content. a teacher who received that message contacted police friday afternoon. families say they have not gotten any kind of notification

about that incident. new this morning, there is still a rainbow mystery in san jose's willow glen neighborhood, more than 75 small flags, pride flags, were stolen from the area of downtown. a local real estate agent places those flags every june for pride month. there are also some orange flags just in case pedestrians want to use them as they walk across the streets. now, in the past many of those rainbow flags have been stolen. this year, no exception, some suspect anti-lgbtq sentiment, but others say it's probably just people wanting to take them home. >> i've lived here for 30 years and i haven't seen any indication that anybody would have any bad feelings toward the lgbtq community, so i'm assuming they just wanted it to have it. >> by the way, she says she

won't be discouraged from replacing the flags and celebrating pride month. new this morning, the future of the oakland a's remains in limbo after nevada lawmakers adjourned their four-month legislative session without taking up a stadium proposal yesterday. the team is looking to leave oakland and build a ballpark on the las vegas strip. the nevada proposal could potentially be considered a special legislative session at a later date. the state's governor says he'll call a special session later this morning where he could set the agenda for upcoming priorities. let's take a live look this morning at san rafael, and you can see looking nice and clear on the roads. we're not talking about the roads right now, we're talking about the weather for you. what we can't see is how it's feeling. >> it feels so humid outside right now and we're starting to see some green on the radar. that means rain, as we've been tracking this system coming in. and the potential of these showers. as of now, light rain falling

between morgan hill and san jose, as you're heading into work this morning you may have to turn on the windshield wipers just a little bit as we're seeing more of this activity starting to move in, with a weakening system that was farther off toward the east and has been moving into the bay area. we may see a little bit more of this rain as we go into the next couple of hours. it's setting up to the south and drawing in a lot of rain we've seen over the sierra into the bay area. so we'll talk more about that, the timeline coming up. mike, you were looking at the berkeley curve. >> i want to sort this out. this backup is getting a little better, lanes going off to the bay bridge. these are hov lanes getting over toward the bay bridge as well. backed up, got to recover from the earlier crash on the span. these lanes are all heading south toward oakland, 580 and 880, you have to funnel through the backup. coming off of 580, things are looking a little better but a slower recovery.

investigation anyway. he and his house committee have demanded the fbi turn over any records of interactions with confidential sources created or modified in june of 2020 that include the word biden. they are obviously looking for a specific document, which the fbi says it produced, but wouldn't hand over. instead, committee members say the fbi director, christopher wray, let them look at it, let them examine it. but that wasn't good enough for comer, who says he wants to charge wray with contempt of congress. comer was joined at that meeting with the fbi by his democratic counterpart, congressman jamie raskin, there on the right, who said the fbi told him former attorney general william barr a pointed a u.s. attorney to look into these allegations, but that the investigation concluded. raskin said if anyone has a complaint, it's with bill barr, who served in the trump

administration. >> president trump's lawyers met with the doj yesterday. we were not privy to what happened, but the assumption is it has something to do with the investigation into trump's possession of classified documents. we don't know if trump will be charged, but almost immediately after that meeting trump posted on truth social, quote, how can the doj possibly charge me, who did nothing wrong? former trump ally governor chris christie is expected to announce he's running for president today. former vice president mike pence yesterday filed paperwork to run for president and is expected to make a formal announcement tomorrow. the current president, meantime, met with danish prime minister in the white house, this meeting has more meaning than maybe you first think. we sell a lot of f-16 fighter planes to denmark and we won't send f-16s to ukraine, but denmark has indicated, marcus,

[ laughter ] let's get started this morning. it doesn't feel like it typically does as you're stepping out the door. it feels humid and you may even need an umbrella in some parts of the bay area. i've been tracking this system coming in, more clouds and even some lightning strikes off the sonoma coast. it's well offshore, moving away from us, but we're starting to see rain on the radar across coastal san mateo county, santa cruz county and now moving into the south bay with light rain between san jose and morgan hill. so we're starting to see this activity moving in. it's been over the central valley during the past few hours and it did have some lightning, but a lot of that activity has since diminished. we're watching out still for that chance that we could see

some thunderstorms moving through. this is a loop of the past 24 hours, and look how active it's been across the region. what's different now is we have this low, this area of low pressure that's around the l.a. area, and with its counterclockwise wind flow, it's bringing in more energy from the sierra across the central valley and into the bay area, increasing our rain chances and also making it feels so muggy out there. let's take it hour-by-hour, because it does show that by 9:00 to 10:00, we could see a wave of rain coming through parts of the south bay, the peninsula, even into the north bay. and then by late morning into the afternoon, it's tapering off for a little while. but there will be another round of storms developing over the sierra, moving into the sacramento valley, and that could move back into the north bay by late this evening if the activity doesn't fall apart. but overall we're looking at rainfall totals that could reach anywhere from a few hundredths of an inch of rain to possibly a tenth of an inch of rain, just depending on where some of the

heavier cells move through. temperature-wise it is cooler than normal, only upper 60s and low 70s from the north bay all the way to the south bay and not a big range in temperatures. it will be about the same tomorrow. in fact, as we go through the seven-day forecast, there's not a significant warm-up. it will not at all feel like we're in the beginning of june. we're going to see our valley temperatures in the 70s and, believe it or not, there will be another chance of thunderstorms between sunday and monday, so we're going to be pretty busy here. mike, are we seeing any recovery for the bay bridge? >> pretty busy, but, yeah, recovery. the hov lanes now an advantage. the earlier crash is cleared. it took a while to clear. it's going to take even longer for it to clear from the ripple back. highway 24 seeing more traffic. the volume is building as they're trying to recover. this is going to hold steady probably for much of the early morning commute and then things will calm down after about 9:00, we'll start to see a better flow of traffic. that's just for the east bay.
