warmer for some of our inland spots, and there will be more clouds rolling in tomorrow. that's going to push the temperatures down a few degrees. we will get a look at the weekend forecast coming up. mike, is there something goinging on at the bay bridge toll plaza? >> yeah, it's not just the build because the metering lights are on, but i was concerned about a car fire come into the chp blotter. we don't see smoke in the area and the backup pattern looks standard, and the chp indicates things should clear up whenever they address the issue. there's a lane closure and trench work going on alongside the freeway and that will affect folks on gilman. aside from that jam, which is keeping some people from getting to the bay bridge, and everything throughout the east bay is standard. breaking news, governor newsom proposing a historic 28th

amendment to the u.s. constitution aimed at ending gun violence. today in the bay's brie jackson has what it will take. remind us what it takes to get an amendment passed. >> good morning, scott. in an interview with today's jacob sober rauf. he told jacob he is fed up with congress's inability to act. the amendment would institute four measures across the 50 states. it would raise the minimum age to buy a gun to 21, and mandate universal background checks to buy a gun, and it would ban assault rifle sales to civilians. this will be an uphill battle for the governor, because it's not easy to pass an amendment.

there has to be a constitutional convention. at the convention, three fourths of the states need to vote yes for it to pass. >> how is this possible? >> the constituency demands it. there's not a parent that doesn't think about these things when you send your kids to school. >> california has some of the strictest gun laws in the nation, and in the first part of the year 18 people were killed. >> california's gun death rate today is 73% lower than texas. these federal judges want to turn america into texas and we cannot let that happen. >> it will be a tough battle to get this passed. newsom's first order of business is to shore up support with the states starting with the republican-led legislators. scott? >> that will be a long road.

francisco's international airport this morning as air india's flight 173d finally arrived. >> god is great. >> my mom made it safely, and us as well. >> reporter: a lot of gratitude, but frustration for some. >> it was kind of scary when they had to dump the fuel in the middle of the flight, but then we landed and it was nice. but then, you know, the whole situation there, it was really bad. >> she has not ate in two days and she was on a mattress with a skinny blanket, and doesn't have appropriate clothes for 2-degree weather. >> there was video on social media that shows this, passengers including the elderly stayed at a local school. communicating with passengers was also a challenge, leaving

thank you, ginger. in just a few hours, the man accused of going on a deadly crime spree will see a judge. prosecutors say he killed three people and attempted to kill others last thursday during a three-hour crime spree. the district attorney acknowledged it's possible he will pursue a mental health defense due to his history of mental illness. also later today we are expected to learn more about a deadly shooting in san josé. it happened about 5:00 last night on princess anne drive and beatrice court. one man was shot and killed. we are learning the circumstances that led up to the shooting. so far no arrests have been made. contra costa leaders will

have an update on the investigation. contra costa county officials say the company failed to inform them about a problem, and health leaders and the fbi and epa are involved in the investigation. crews have been sampling soil in the area to study the long-term risks of the release. we have been admiring beautiful live looks across the bay area this morning. here you have the palace of fine arts in san francisco. the sun is up shining on our day, kari. >> yeah, we are seeing a lot more sunshine than we have seen recently, so it's nice to see that as well. as we get a look at morgan hill this morning, we are starting out with temperatures in the mid-50s. as we go throughout the day we are seeing mostly sunny skies and temperatures in the 70s.

is richmond into berkeley. the problem out of san francisco will be sunshine in your eyes. happy thursday to you. the weekly jobless claims came into our news room. the state unemployment benefits are at the highest they have been since october of 2021. certainly a sign the labor market is slowing. still the government reported last week it added 339,000 jobs in may. the american economy did. let's go out to the futures. stocks opening slightly open generally speaking. the s&p 500 has been doing incredibly well, but futures down there as well. and reddit scaling back on a previously announced rehiring plan. the ceo of reddit says this is being done to set up a

successful second half of the year. google is taking attendance. the company is updating its hybrid work policy and that includes tracking office attendance by tracking employee badges and meeting with workers not coming in when they are supposed to. poor attendance will be reflected in the employees' performance review. most employees are expected to be in the physical office at least three days a week. new this morning, a popular mexican restaurant in san francisco is shutting down and moving south. they are closing their doors on june 23rd and plan to reopen the same restaurant in baja, mexico. the owners did not give a reason why they are moving but thanked their customers and employees for their loyalty.

lightning there you can see in the icons popping up there. we have seen quite a bit of rain, and i also just got the drought monitor out a couple minutes ago, and there are still spots you can see across the great plains. major improvements across the west with all of the storms we had throughout the winter. we are also seeing improving conditions for southern california with some spots of moderate drought, but right now just abnormally dry. as far as reservoirs, look at lake orville, it's at capacity now. the other ones are filling up quickly because of the sierra snow-melt. we are going to see temperatures in the upper peninsula in the 50s. we are going to have slightly warmer temperatures as a result

of more sunshine with san josé reaching 77 degrees. 75 in dublin, as well as martinez and novato reaching 71. we are going to see more clouds coming in, and that will be the case throughout the weekend as we see more active weather developing across the region. a lot more showers and thunderstorms for the sierra, but some of that may make its way into parts of the bay area. we have a slight chance of rain between sunday and monday as it, once again, will be much cooler. we are talking about upper 60s throughout the day for the livermore rodeo. we will see nice and mild weather. brentwood, also another spot where temperatures are usually hotter but over the next ten days we are looking at highs in the upper 70s and low 80s. it may not be until next weekend when we see the upper 80s in the

forecast. partly to mostly cloudy weekend. a slight chance of rain on sunday and early monday. san francisco will see highs reach into the low 60s. mike, you are starting to see things slow in from berkeley? >> yeah, that's paying off a little at the bay bridge, actually, because that's metering some traffic. the bay bridge does have good movement and spacing at the toll plaza. we will take it. berkeley is a lot slower out of richmond. things are evening out and a burst of traffic comes off the bridge so that's why there's slowing at golden gate bridge. after you pass university, that's looking good. summertime thursday, and summertime meaning after folks get out of school, and that's the case in a lot of schools around the bay area, and there's a little build near walnut creek. 680 around sycamore, the slowing

we will talk about weekend events as well. mike, you have been looking at berkeley as a slow spot yeah, it's slow around gilman. there's work going on. you can see all the traffic, obviously, and the distribution, and it's more congested approaching university than it often is. there's some sort of roadwork that may be there for a couple days. we are watching that as the spot that will have the most congestion. the rest of the east bay lighter than yesterday. the amount of traffic coming out of the altamont pass not a problem. north 101, the slowdown, just a touch. students at willow glen high school will end the year with a sense of tragedy as they mourn a classmate who was hit and killed yesterday. >> kris sanchez joins us from san josé. this is a tough day, kris.

>> reporter: yeah, this was supposed to be a day where kids are turning in their final projects and finishing up their last grades and saying see you next year, but because their 15-year-old classmate was killed by a car they will also have the opportunity to meet with grief counsellors. this is the young man that died. he was just a sophomore. he was killed by a car in the parking lot of his apartment complex. last night family and friends gathered to honor him at two different memorials and to try and make sense of things. his aunt spoke on behalf of the family and echoed what his friends said as well. >> they are an immigrant family from the philippines so they wanted a better life for justin, who is a very positive young man who is -- had a bright future. >> he was very loved in the community, like in the school

and everything. >> reporter: the gofundme account set up for the family is an indication of how the community is trying to rally to support them. in 16 hours more than 550 people made donations to help with funeral arrangements and to make sure they have time to grieve away from work. another teenager was behind the wheel when justin was hit and killed. san josé police say she's cooperating with their investigation and it does not appear this was an intentional act, it appears it was just a very big tragedy. it's something that happened on the same day that the seniors at this school also graduated. a difficult year here on this campus. in san josé, kris sanchez, today in the bay. >> a lot of heartbreak all around. thank you, kris. one of the men accused in the deadly highway shootout that

killed a 23-month-old, jasper wu, is due in court. bivens faces murder charges with gang enhancements along with another suspect, trevor green. bivens set to see a judge this morning. yesterday his family told us the decision to drop other enhancements. also today, a hearing is scheduled in the case against the former san josé police union executive director accused of drug trafficking. an investigation found she distributed drugs around the country and received dozens of shipments of fentanyl to her home from hong kong, hungry and

singapore. she allegedly used the union's ups account and a union email in some of those transactions. it's 6:36 right now. thieves walked out with more than $50,000 worth of bikes last week, and here's a surveillance to show you that break in. it happened at the chain reaction bicycle store along el camino real last thursday. the owners also say they think at least one of the suspects was in the store before casing out that area. >> they knew what they wanted. >> yeah, they knew exactly the bikes they were going for. >> another business owner in the

area said their store was also broken into. owners say they want to see more police in that area especially at night. a 7-year-old boy is recovering this morning after he was bit by a rattle snake. a park ranger tells us the child was walking through grass when he felt that bite on his lower leg. his mom carried him back to the parking lot. ultimately a chp helicopter arrived flying that boy to the hospital. the rangers had to stabilize the boy and keep the venom from spreading throughout his body. >> the best thing is he was with his mom and she was able to keep him calm. she's familiar with him. having family there is definitely the most important thing for younger snake bite victims. >> the ranger said because the hospital was close and treatments are good the child should be okay. the ranger says hikers should watch where they are walking

especially if they are off trail. if you are bitten, stay put and stay calm and know where you are so you can call for help. it's 6:38. this morning, nevada lawmakers will continue to debate the future of the a's relocation into their state. they worked into the night trying to reach a deal. the special session was called by the governor for this purpose. the a's are asking for $380 million in public funding to build a new ballpark on the strip. some nevada lawmakers are skeptical as to why a billionaire team owner, john fisher, needs help from the state. >> the governor has vetoed a bill for summer school, and a bill requiring paid family leave all because the governor said we couldn't afford them. >> if nevada lawmakers approve the public money it will give the a's the green light to move

grounds. it's going to be in the upper 60s as we start and as we go into the evening, make sure you have a jacket because the winds pick up and we will see temperatures drop in the upper 50s. going to lake tahoe, there's the palisades, they have had storms each and every afternoon and that will continue throughout the weekend. morning temperatures in the low 40s and evening temperatures in the 60s. the coastline will stay chilly this weekend with mid-60s and cooler on sunday with a high of 62. we will talk more about our bay area forecast coming up, but first mike you have an important reminder for a freeway closure. >> yeah, we know this area will be closed, and i have been talking about this as well. what is not made so obvious is the fact you will be down to one lane all through pleasanton for southbound 680. a big important factor there. it's starting tomorrow night,

north dakota's governor and former vice president mike pence launched their campaigns yesterday. my former running mate continues to insist i had the right to overturn the election, and president trump was wrong then and he's wrong now. >> this comes as trump says he's the target of a doj investigation of how he handled classified documents. we have known for more than a year a special prosecutor was looking into trump's handling of documents, but informing him of his status, and that means prosecutors believe trump

committed a crime. prosecutors don't subpoena targets but sometimes send a letter inviting that target to testify. last year the fbi searched trump's mar-a-lago home and found documents marked classified. donald trump denies any wrong doing. jennifer granholm will be making a bay area visit. she'll join the epa administrator for a test drive for the latest ev technology. the sheriff and city leaders are set to unveil plans to deploy a new task force. it's a specialized team of sheriff deputies that have undergone extensive training.

this all comes as the city continues to try and crack down on the fentanyl crisis. you will recall in april governor gavin newsom sent in the chp and the national guard to help police combat the drug crisis. happening now, one of the most active volcanos in hawaii is actively erupting. scientists say there's no reason for nearby communities to be concerned. right now this is all contained within the closed area of hawaii volcano's national park. kilauea is hawaii's second largest volcano. in the 2018 eruption damaged more than 40 homes. and then the bay area and the rest of the world is celebrating the lgbtq pride.

we are feeling some cooler weather. let's talk about something that may change that. i just got the advisory that el nino has officially arrived. what does that mean? well, it's a boy, yes. we have warmer than normal temperatures in the exwow toerl pacific. we have had 26 el nino events, and the forecast is for them to be a moderate rainfall. there could be a little more for the bay area, and worldwide it causes extreme heat that could start to ramp up in late july. we have talked about how cool it has been and we better enjoy it, because things could change now that el nino has arrived. we're 75 in dublin, and 79

degrees today in morgan hill. maybe a little cooler across the bay area thanks to cloud cover. as we start to see storm systems developing across the region, we are still looking at showers and thunderstorms for this year, and some of that energy may make it into the bay area, keeping those temperatures down. take a look at livermore. we are going to have temperatures in the 70s throughout the weekend, and usually not in the 70s for the rodeo weekend, but we are looking at 73 and 75-degree temperatures heading into the next several days. in fact, across the bay area we will see some slightly cooler than normal weather thanks to the cloud cover and that slight chance of rain. mike, you have a big crash in contra costa county? >> we do, and there are some injuries but not major injuries, and all lanes are blocked until they can clear debris and move stuff. there are three vehicles involved and there are some folks having trouble opening

doors to get out of the vehicle, so this has a backup quickly building out of antioch. this is in the pittsburg side over the border there. by the time you get to the railroad, highway westbound 4 is okay. and it's already jamming up off of the freeway here, and that's a problem for this part of the contra costa county. the rest of the map shows the traditional traffic. happening now, people in oakland getting ready for a workshop to address the digital divide. they are working together to try and get the internet to everybody in the bay area. organizers of the workshop say that more than half a million households in the bay area don't have broadband internet and they are brainstorming more ways to expand services to lower north carolina -- lower income areas.
