>> today, thursday, june 15th, 2023. triple threat of tornado outbreak in the south. texas sweltering in extreme heat, and wildfire smoke choking parts of the midwest. to make matters worse, the severe weather is not over yet. meteorologist bill karins is tracking everything you need to know. suing cosby. six women who are part of a new lawsuit against the famous comedian over alleged sexual assault. some of them lobbied to change the very state law they're now using to seek justice. cyber criminals targeting several gofl agencies. who was impacted. and child's play. how parents can help kids navigate the complicated world of competitive sports and have a ball doing it. we begin this hour with another wave of severe weather stretching from kansas to the florida panhandle. >> 22 million people in its

path. the biggest area of concern, the southern plains. they could see damage lying this. reported tornadoes like the one you see on the right ripped through the south yesterday. >> we're talking heat this hour. there are unusually hot temperatures, especially in texas. in houston, today's high is around 101 degrees with a heat index value of 112. it's only supposed to get hotter from here. if that wasn't enough, smoky wildfires is magnituding air quality in the east. let's begin with nbc correspondent kathy park. you're in warrior, alabama. that's north of birmingham. people there are bracing for potentially more damage. what are you seeing and how are people dealing with what is already left behind here? >> good afternoon to you. this time yesterday, the storms are really starting to fire up and they were barely across the south including here in alabama at times. at the height of the storm, wind gusts were clocking in at 60

miles an hour. and of course, the trees, look at this massive tree. no match when the gusts were coming through. we're told this tree fell around 1:00 yesterday. fortunately, the home owner was inside, hungering down. he didn't actually hear the trees coming down because the rain was coming down that hard. when he came outside, it was quite a shock to see something like this. you might notice this yellow marker. right below it is a gas line a couple inches down. we're told fortunately, this didn't rupture. the problem could have been a whole lot worse. we're standing on robert's property. he was kind enough to let us on to his property. you'll notice how close these trees got to his home but fortunately, it is unscathed. he did lose four massive trees so a big clean-up ahead. power outages, a big concern across alabama at last check, roughly 20,000 customers are still without power. crews are still trying to work

around the clock to get it restored today. >> only 20,000, okay. >> maggie, let's talk about the air quality. which areas are seeing the worst of it? >> so definitely parts of the midwest are experiencing versions of what you all had in new york last week. not as bad. air quality alerts are popping up. here in chicago we have smoky haze. this morning, in the last hour or so, a lot of russ happy to point out it is definitely clearing up. this wind is the culprit. meteorologists say a lake-front system is moving in. i want to show you video from manslaughter and the twin cities. basically, from minneapolis and the twin cities. they saw their worst air quality on record in the very unhealthy range. you are all familiar in new york with how those are judged. that's the air quality where outdoor activities are being

canceled. people are being told to stay home and inside and use masks in particular if they have breathing issues like asthma. so very scary air quality alerts from the smoke, from those wild firs in canada, guys. >> really important people stay abreast with all the alerts with air quality. let's bring in our meteorologist bill karins. what are you tracking? >> severe weather and extreme heat. we have heat indices in parts of texas approaching 120. that's life threatening right there. and then we'll watch these storms exploding in western kansas, into areas of the pan handle in oklahoma. and then dallas and ft. worth tonight. the areas of greatest concern, we'll get storms moving very fast and they'll be able to produce wind gusts up to hurricane force. 75, 80-mile-an-hour wind gusts are possible. then we'll get some large hail, i'm sure, too. the the areas of greatest concern. we were portions of oklahoma all the way into north texas.

we have isolated severe weather to deal with along i-10 especially. we haven't had any reports of tornadoes over the last several hours. a few strong storms north of new orleans. and how about this heat? right now we're at 115 to 120 in south texas. >> stay cool out there. the marine vet who put a man in a deadly chokehold on a new york city subway will be charged with second-degree manslaughter. sources familiar with the matter tell nbc news a grand jury has indicted daniel penny for choking jordan neely to death in may. video of that sparked protests across new york city and forced conversations about safety and access to mental health resources. senior national correspondent stephanie gosk joins us now. do we know any more about this indictment and what the manslaughter charges could may not? >> the indictment is still sealed. it may be unsealed during the arraignment. the district attorney said the arraignment would take place on

june 28th. we know that he was arrested on that one charge of second-degree manslaughter. there could be another charge. we won't know until it is unsealed. that one charge if he's found guilty could give a maximum of 15 years in prison. so that is what is on the line. at the core of the case will be whether we can access that. over the weekend, his attorneys released some clips of him on camera describing what it was like in that train and defending himself. take a look at what he had to say. >> some people said i was holding on to mr. neely for 15 minutes. this is not true. some people said i was trying to choke him to death, also not true. i was trying to restrain him. and some people said this is about race which is ridiculous. i didn't see a black man threatening passengers. i saw a man threatening

passengers. >> meanwhile, jordan neely's family said daniel penny did not have the right in their words to act as judge, juror, and executioner. turning now to washington. if you hate hidden fees, and who doesn't, you'll like this. there's pressure from the biden administration. let's say you want a single ticket to see belly joel at one of his final shows in new york city. that ticket has a face value of about $205. when you go to check out, the service fee pops up and it is nearly $50. that brings the grand total to $254. a pricey surprise. the ticket sellers will be forced to be up front about the extra fees before you get to check out. our nbc correspondent joins us now. the white house has been working to address these junk fees for months. why are these ticket company now finally committing to change?

bill cosby is facing a new sexual assault lawsuit in nevada. it comes just weeks after a new law was signed in that state that made it possible to file claims no matter how old they are. i spoke exclusively to six of the nine women suing. many of them actually lobbied for that law in nevada. not just for themselves but for other survivors, too. >> reporter: why are you finally

suing? >> to take back my power. >> reporter: it is time for him to be responsible for his actions. >> culpability, justice. >> reporter: a flew legal volley from accusers aimed at comedian and actor bill cosby. >> we started out small and frightened and scared. and through the years, and through the support of everyone, i think we're all a force to be reckoned with. >> reporter: the lawsuit filed by nine women says cosby drugged or attempt to drug each of these women before sexually assaulting them in either reno or las vegas. several said he assaulted them in a suite in a vegas hotel. it is a new legal have a new some of those same women helped create. >> i insisted i have two drinks. within a few minutes i became dizzy and disoriented. >> reporter: the accuser lived in nevada and teaches middle school. she and her husband ben have spent eight years lobbying to change state laws around sexual assault. >> we said, we've got to do

this. honestly, i didn't see it for myself. i saw it for these incredible women that are on this video. and i saw it for the children that i teach. >> reporter: then other cosby accusers joined her, testifying before the state legislature. >> i was raped when i lived in reno. >> reporter: lobbying for a new law that would allow anyone claiming sexual assault to file a civil suit no matter how long ago the incident happened. two weeks ago, he was there when nevada's governor signed it into law. >> what these laws changing means is that perpetrators can no longer hide behind an arbitrary time limit called a statute of limitations that victims can give testimony in a court of law no matter how much time has passed. >> reporter: that law end abld their new lawsuit. >> i didn't expect this to be the outcome. is this really happening?

>> reporter: the suit seeks compensatory and punitive damages. >> this is an incredibly powerful group of women right here. >> i first met these six women when i interviewed a gram of 27 cosby accusers in one room in 2015. >> the conversation needs to be had. >> reporter: in 2018, bill cosby was convicted of indecent assault. but three years later, the pennsylvania supreme court overturned the conviction. they found he was denied protection against self-incrimination. >> i'm still angry. and that right there is why i'm part of this suit. and i know, people will say, oh, yeah, sure, you got the law changed and now you're after his money. i can promise you, many, if not most of us never planned on doing this. this is the only recourse i have left. >> reporter: cosby has long denied all allegations of sexual abuse, reacting to the new nevada lawsuit, cosby's

spokesman accused the women of being motivated by their addiction to massive amounts of media attention and greed and said from this day forward, we will not allow these women to parade various accounts against mr. cosby anymore without vetting them. the women are seeking a jury trial in part to help others survivors. >> look at all of us now. it is never too late to get the justice every one of us deserves and we're living proof of that. >> you don't feel human unless you fight back. >> in some way, there has to be a fight. when you've been drugged, you never got the chance to fight. and i didn't get the chance to fight for over 25 years. there is nothing more empowering than trying to take back your control. >> you're all fighting now together. >> the changing of state statute

out yesterday. arson investigators back out here this morning. until crews can really get through to those hot spots, get through the fire, it won't be clear where or how this fire started. this is what it looked like yesterday around 6:00 p.m. when explosions were caught on camera and could be seen from a distance. at the fire's peak, 10,000 gallons of water were being used to contain the three alarm fire. part of the debris that could be seen last night, fireworks. the fire chief says it's too early to know whether fireworks were the actual cause or if they made things worse. also catching those crews by surprise, how quickly this fire spread. this more than, the fire chief saying a faulty sprinkler system may have had a part in what crews are calling a stubborn fire. for those seeing the destruction this morning, like this small businessowner, the cause is not top of mind. >> this is a lot worse than i

thought. on the news, they showed the back end of it. i thought i was. seeing this now, it's still on fire, it's bad, man. i'm done. >> reporter: talk to us about what you are feeling. what's going on in your mind? >> just how to recover everything. all the stuff i had in there set for customers, waiting for it. what am i going to tell them? i don't know. >> reporter: that businessowner estimates he lost 60 to $80,000 in equipment. his unit was part of the main building where the fire started. it used to be two stories. now you are seeing what it has been reduced to. fire crews are expected to stay here all day, working on those hot spots and continuing their investigation. the wind is something that has died down at this point in the morning. it was something that was a challenge for them earlier. the silver lining in this, if there's one, no injuries have been reported. everyone has been accounted for.

>> thank you for the update. in stress, educators and at -- advocates are pushing back a proposal to reallocate early education funds. as it sits, proposition c allocates hundreds of millions of dollars to the city's early education department. a new proposal would make changes. this isn't first time it has been under fire. it won on the ballot in 2018 narrowly. it was opposed in 201, narrowly making it through. now it's up for another challenge. >> this has been such a hard and long fight. early care and education is notoriously underpaid and very expensive. you have the impact two times, families trying to afford early care and education have to pay high fees, fees that many can't afford and only some receive subsidies for and educators are paid notoriously very low.

>> the board of supervisors will vote on the proposed changes to proposition c later this month. the bay area isn't known for its humidity. meteorologist kari hall says we could be in store for some today. >> look at our surge bay high temperatures for today. we are headed for the low 80s many it's mostly sunny for the afternoon. a little bit warmer in some spots in the trivalley to inland east bay. look at antioch, low 70s. it the inner bay is mild today. low 70s expected in san mateo. daily city will keep the jacket weather with mid 60s there. mid 60s in downtown san francisco. a little more sunshine as well in the mission district. slightly warmer. for the north bay, napa, we will see a high of 77 degrees. upper 80s for clear lake. we will look at our seven-day forecast coming up in 30 minutes.

on active duty on charges of the fire bombing on a california planned parenthood. two men wearing hooded sweatshirts and face masks threw a molotov cocktail around 1:00 a.m. one of the men texted said he wished he could have recorded the combustion. both help are expected to be arraigned on july 24th. the alleged shooter who killed five people and wounded 17 at a colorado springs gay nightclub is expected to accept a plea deal that will guarantee a life sentence according to the associated press. federal and state attorneys are working on it. two americans have been found dead in their hotel room on the baja peninsula in mexico. it is believed to be because of a gas leak.

there have been others like this. three people were found dead, also apparently victim of gas inhalation. we're following breaking news right now. several u.s. government agencies have been hit by a cyberattack. the director of america's cybersecurity agents confirming with andrea mitchell earlier today. >> a software that agencies across the world use. we put out an advisory about this last week and we're responding to it. right now we're focused specifically on those federal agencies that may be impacted, and we're working hand in hand with them to be able to mitigate that risk. >> and andrea mitchell joins me now. what more do we know about these attacks at this point? >> well, first of all, the alert went out last week. it began this malware, the attack began last month. we don't know why it took so long to send the alert out and

whether it is still ongoing. they do acknowledge they don't know what all the damage is. we believe that 47 government agencies may have been affected, according to private analysts, and hundreds, hundreds of companies around the world may have been affected by this malware that they are trying to patch. it is a malware -- malware in the software, a vulnerability known as movage. the ransomware is believed to be based in eastern europe. it may have ties to russia. they're not saying they've nailed that down yet, whether it is a state actor but there is a criminal ransomware known as clock in eastern europe with ties to the russian government. >> and we don't know which specific federal agencies were attacked. >> they may know more but they're not saying. it they're trying to protect all

the agencies and their information in the intelligence agencies aren't saying either. so we don't know exactly which agencies. and what damage may have been caused. that is still to be determined. >> thank you. we're also following breaking news from the golf world. the justice department is looking into the merger between the pga tour and liv golf. the move sparked controversy from fans and players and this all comes as the u.s. open, one of the pga's major tournaments, is underway right now in l.a. our homeland security correspondent, julia, is with us. >> reporter: went from a source who has been briefed on this that the justice department's review of the announced plan for liv and the pga to come together as one. remember, this is controversial when it was first announced and doj was already looking into

whether the pga on its own presented a monopoly in the golf world. because formerly, golfers who tried to go to liv and come back were blocked from playing for the pga. now with this coming together, go they're looking at potential antitrust issues. are they placing too big of a monopoly on the world of golf? >> i know beyond the concerns of it being a monopoly, golf fans were upset about the merger as well. can you break it down? >> reporter: it was a 180 from jay monahan, head of the pga, who previously strongly criticized any players going to play for liv. it is saudi-backed. so there are national security concerns. as you know, we have the person who owns liv golf is known to be a tight, close friend of mohammed bin salman and we know that obviously, saudi arabia was behind the killing of jamal

they're younger. it does give them the opportunity to explore and give them different skill. but i've seen where some of the high school kids are so overscheduled and playing three, four sports at the same time. some of them in the same season. and they can't keep their head above water and they're feeling so anxious. and it is leading them to feel overperfectionistic and overcritical. >> if a parent feels, my kid may be feeling this or perhaps the apparently is putting the stress on them, what can we do? >> we need to check ourselves first and make sure we're not projecting our own feelings on to our kids. and then also, really try to encourage them by using positive feedback and also, asking them what they learned from something that maybe they made a mistake in so they can enhance that and learn from the experience. i see oftentimes, parents want to talk to their kids about, why did you make that decision? or that was a horrible shot. what can you do next time?

then the kids are feeling low self-esteem and low confidence. and then it is a precipitating problem. >> i've heard parents yell things like that from the sidelines, you know? what are you doing? and i'm sure, we all mean well. how do we flip that? how do we support the kids playing competitive sports? >> sure. when we are on the sidelines, our kids are watching us. we need to model positive behavior. so don't talk negatively about another kid, another player to your own son or daughter. because that's just modeling negative, negativity. so really talk about what the team did well. where they can grow as a team. i really encourage my kids to clear on the other kids who aren't playing well or they're really down on themselves. >> lesson there's sportsmanship

which everyone can use, especially parents sometimes. are there any drawbacks to competitive sports? i was a competitive cheerleader my sophomore year. >> you were? >> i was. but i'm still dealing with an injury from that. any drawbacks? >> sure. so overuse of body parts. it is a whole house perspective. team building, moving your body, focusing on sleep and nutrition. all things that are really important. we can have a tendency to push our kids too hard which results in injury or, as well as just feeling like they don't have enough time for anything. >> that's the thing that is sticking with me. what you said a few minutes ago about the packed schedule. i have a high schooler now. i had a high schooler, now in college. in some school districts, they pack it in. even just being on a varsity team. you have to take 18 courses and

all this. how do parents help us? >> yeah. we really need to pump the brakes. and i think if we have realistic conversations with our kids. i have a rising senior. and firstborn child, the a.p. classes and all of it. it is so stress inducing. if we can help our kids to find two or three things that they feel they can excel in and really flourish, i think that's most important rather than getting involved in everything. fill your schedule. down-time is what really helps us flourish. when we unplug, we can rejoin the activity much more refreshed. >> and briefly, if you have a child who doesn't seem as athletically inclined but maybe you're worried that they're not getting the exercise they need, what do you recommend? >> i think there are a lot of kids who aren't athletically motivated. >> hand-eye coordination. >> dancing.
